Abstract

Globalists and former students of the Asian developmental state maintain that the latter has succumbed to the forces of globalization. They believe that the global knowledge economy involves the thorough integration of the global economy, continuous innovation and networks rather than hierarchies and that these factors are foreign to the operational logic of the developmental state and thus render it obsolete. This article contends that the global economy is not as open as supposed, and that the challenges posed by the knowledge economy, while genuine, tend to be uneven. Focusing on Korea's information technology sector and relying on documentary and interview data, the present article suggests that, while the Korean state no longer relies on its erstwhile finance and regulation strategies, it has continued to articulate development visions and sought to achieve them through deploying public resources to structure the market. Rather than going into eclipse, the Korean developmental state has been reconfigured.  相似文献

This paper questions the routes to knowledge of metropolitan governance elsewhere in the world and then explains how and why these are rendered more difficult in Australia. The paper begins with the policy literature on the exchange of knowledge relevant to metropolitan governance. The paper next explains the constitutional and fiscal backdrop to metropolitan governance in Australia; the ‘unique’ role of state governments in the funding, planning, and management of cities, and the powers adopted by the federal government that are made possible by vertical fiscal imbalance and funding conditionality. The paper then explores horizontal knowledge exchange of metropolitan governance in the form of transnational municipal networks, corporations, international organisations, and consultants. The final section of the paper considers the thesis that were Australia's cities to function independently, as metropolitan governments, the potential for knowledge exchange would be optimised. Knowledge of smart city technologies is used for case study purposes.  相似文献

Information and communications technologies (ICTs) include old technologies—such as the radio and the television—as well as newer technologies—such as the Internet and wireless telephony. This study considers the process that the government of Uganda has used to adopt and implement ICT policy. This study also considers the techniques which the government of Uganda has used to distribute ICTS in public locations such as government offices, schools, and hospitals. In particular, this study attempts to consider the political motivations for distribution. The Ugandan government's attempt to distribute this technology reflects strengths in the area of distribution of artefacts, particularly to rural areas. Information and communications technologies are an important part of the Ugandan economy. In addition, ICTs strengthen the ability of citizens to communicate with each other across regional and language borders through shared access points. Methodologically, this paper uses the case study method. Semi‐structured interviews were conducted with politicians, policy makers, civil society activists, citizens, academics, medical personnel, regional government officials, and business people. This paper argues that politicians use ICTs as a component of a basket of goods and services that they can distribute to witnessing publics. This paper argues that ICT should be viewed as a type of infrastructure, and that as a public good, it can be used as a “club” good or “pork.” Although several authors discuss the potential of ICTs as democratizing, this paper documents that the Ugandan government has employed ICTs in oppressive ways, including for the surveillance of opposition leaders, and for social control.  相似文献

Abstract

Studies of the use of information and communication technologies (ICTs) by non-governmental organizations (NGOs) seek to come to terms with a particular problem of political globalization. While global forums are widely attributed the capacity to put in place the conditions for the resolution of local issues, at the same time these sites are seen to place unacceptable restrictions on the articulation of the issues from localist perspectives. ICTs occupy a special position with respect to this dilemma, as they are both seen to be part of the problem, a factor in the enrolment of NGOs in global governance networks, and part of the solution, as instruments of alternative, translocal forms of political organization. This piece shows how a particular style of Web analysis, informed by actor-network theory, demonstrates the need to complicate certain assumptions that inform both these critical and these constructive perspectives. In a series of exercises of network analysis on the Web, we open up for questioning the assumption of the ‘primacy of the local’ on which these perspectives tend to rely. We suggest that the role of ICTs in the globalization of NGO practices should rather be understood in terms of the reformatting of issues for transnational networks. In our interpretations of issue networks on the Web, we argue for the importance of taking more seriously the ways in which the Web highlights the practical constraints on issue articulation faced by NGOs. By way of conclusion, this paper draws attention to the fact that Web studies present a notable extension to the sites studied by actor-network theory and related approaches in assemblages studies, as it compels consideration of the media circulations characteristic of publicity.  相似文献

ABSTRACT

A common recommendation in the peacebuilding literature is that missions must learn from experiences on the local ground. Yet, if often remains unclear who has the authority to propose and diffuse new or critical knowledge. The article argues that peacebuilding can be understood as a socio-professional field in which education and professional careers condition the legitimacy to author new or critical insights. Hence, peacebuilding privileges knowledge that has been produced and is diffused in OECD-country research and academic institutions and the business world, most notably in strategic management consulting. Inversely, local knowledge is disparaged and, hence, unlikely to be promoted.  相似文献

The aim of this paper is to highlight the main characteristics of what the authors call 'the economy of qualities'. The authors show that qualifying products and positioning goods are major concerns for agents evolving within the 'economy of qualities'. Competition in such an economy is structured through two basic mechanisms. The first is what the authors propose to call the process of singularization of products. The second is the mechanism whereby consumers are attached to, and detached from, goods that are proposed to them. At the heart of these logics, one can find multiple socio-technical devices that are designed by economic agents, which ensure the distribution of cognitive competencies, and which constantly and finely tune supply and demand. Relying upon Jean Gadrey's work, the authors claim that the economy of qualities is nowhere more effective than in services providing activities, and especially in those sectors that invest heavily in New Information and Communication Technologies (ICTs). Finally, the authors suggest that, in the economy of qualities, the functioning and the organization of markets are issues that are shared by scholars and actors. In these highly reflexive markets, a collaboration between them is needed.  相似文献

This article discusses the economic and geographical implications of the growing use of information and communications technologies (ICTs) in the production process. In short, ICTs make internal and external communications more efficient and allow faster and more flexible interaction among different agents. These improvements correlate with changes in the internal organization of the business and in its strategic behavior. Those changes have implications for regional economic development.The four sections of the article include a typology of information and communications technologies and a discussion of how they diffuse; an elaboration of the concept of economic clusters and economic space in the context of ICTs; and a review of the methodological issues surrounding the development of virtual (rather than physical) clusters of economic activity.The article's, major insights include the following. Information-based, younger, and smaller businesses, and the service sector, benefit most from the Internet. Many of those businesses are integrated in networks and economic clusters; historically, they are often located in close spatial proximity to each other and/or to their customers. At the same time, a new type of virtual agglomeration is created for some type of activities through Internet interaction, which does not require physical proximity. The article stresses the need for a new paradigm to think about the relationship of business and space.  相似文献

The article develops a framework to explain an empirical observation that runs counter received wisdom in comparative political economy, namely the co-existence of large higher education systems and thriving manufacturing sectors in advanced capitalist countries. Introducing the concept of skill breadth, the article hypothesizes that: (i) advanced manufacturing firms have narrow skill needs concentrated around STEM skills; (ii) these skills are likely to be under-supplied by the higher education system unless dedicated public policies are put in place; and (iii) governments intervene in higher education policy to ensure the availability of those skills that are crucial for firms located in key sectors of national knowledge economies. Cross-country survey data of employer preferences for higher education graduates and case studies of recent higher education policy change in Germany and South Korea provide strong support for the argument. The article advances our overall understanding of skill formation systems in the knowledge economy and testifies to the persistent presence of policy levers that governments can employ to manage the economy and to support domestic firms.  相似文献

With this brief piece, we raise some questions and suggest some alternative directions for knowing about crisis. In particular, we point to the role of core beliefs in shaping society, including the way in which those held by academics shape research and how knowledge about crisis is produced, as well as the influence core beliefs have on the everyday lives of the people with whom we work. We draw on the work of Miki Kashtan (2014), who identifies three core beliefs that have become persistent themes in our work with communities: separateness, scarcity, and powerlessness. We offer some examples of and reflections on work we have done in the Govan neighborhood of Glasgow, Scotland by way of gesturing toward how we understand core beliefs to work and how they might be engaged with. Our intention is not to denigrate the value of beliefs, but rather to point out the value in recognizing the beliefs that inform our ways of knowing and actions.  相似文献

Abstract

This article develops an ‘economy of secrecy’ as a framework to understand how secrecy regulates interstate relations and to explicate why states react differently to breaches of secrecy. Drawing upon Simmel, the article argues that secrecy shapes interstate relations by tuning the ratio of ‘knowledge’ and ‘ignorance’. Furthermore, while the economy of secrecy acknowledges the existence of many types of secret, it emphasises their common underlying mechanisms, namely: secrecy as a field of power, secrecy as a field of performance, and secrecy as a normative terrain. Finally, the economy of secrecy is agnostic with regard to the moral character of promoting secrecy. In order to substantiate the argument, the article examines three recent iterations of how secrecy has disrupted EU?US relations: extraordinary renditions, WikiLeaks, and Snowden’s revelations. In addition to showcasing how the economy of secrecy operates, these examples contribute to our understanding of how secrecy affects information flow and dissemination in world politics.  相似文献

Abstract

Over the past 15–20 years, the margins of industrial classifications, corporate balance sheets and GDP have been altered to capture knowledge as a new category of value. This has resulted in the institutionalization of categories such as an information economy (1997), intangible assets (2001) and, most recently, a knowledge-adjusted GDP (2013) in these calculating technologies. By harnessing knowledge as a manageable and valuable object, these shifts are responding but also contributing to the concept of a knowledge economy. This paper investigates the conditions necessary to anchor these new categories of value. The analysis attends not only to the changing rules and regulations, but also to the rhetorics of visibility/invisibility, materiality/immateriality, and measurability/immeasurability used to make a case for these transformations.  相似文献

Mixed Member Proportional (MMP) electoral systems are considered by some to be “the best of both worlds” because they combine single member district representation with proportional outcomes. Critics, however, maintain that such systems cause voter confusion leading some voters to cast misinformed votes. Survey data from Germany and New Zealand are used to investigate voter's political knowledge of the electoral system and their voting behavior. The findings suggest that knowledge about the electoral system is similar in New Zealand and in Germany. Although some may very well find the system complex, there is no evidence to suggest that a lack of knowledge about the electoral system influences voting behavior. The results undermine the claims made by skeptics who fear that misunderstanding threatens the legitimacy of electoral outcomes.  相似文献

Much radical writing on academia is grounded in a mystified view of knowledge in which an ecosocialist pedagogy would be “theory from above.” This article argues for a different understanding of knowledge as materially situated in social and ecological relationships; oriented towards practice; developmental and contested from below, demystifying third-level education from the perspective of movement-generated knowledge. Concretely, this means starting from participants’ existing praxis and “learning from each other’s struggles”—using “frozen” movement theory and activist experience—to move towards a wider, more radical understanding. In Ireland such pedagogy is rooted in working-class community self-organising, rural environmental justice alliances, women’s and GLTBQ activism, and the anti-capitalist “movement of movements,” encapsulating Audre Lorde’s dictum, “There is no such thing as a single-issue struggle because we do not live single-issue lives.” The article focusses in particular on a “Masters for activists.” The course supports movement participants to deepen and develop their activist practice but also to situate it within these wider and more radical understandings and emancipatory alliances. Taking movement praxis—rather than “contemplative” knowledge—as a starting point raises very different questions about theory and practice, forms and distribution of knowledge and the purpose and shape of learning.  相似文献

Recent reforms instituted in the network of higher education in Israel have focused on two elements: adjusting the managerial structure of the universities to make it more amenable to market criteria of efficiency and reducing the proportional weight of state funding to the universities compared to that allotted to the technical and professional colleges. The main elements of this process—increasing power of managers in academic institutions, shifting universities toward entrepreneurialism, the idea of the service university, and the massification of the system of higher education—are characteristic of similar changes in higher education in the U.K., the U.S.A., Canada, and Australia.This article examines the impact of organizational and structural changes on the categories of knowledge produced, and by extension on the production of knowledge itself. By examining changes in the organization of higher education in Israel and in particular in the social sciences, the article suggests that institutional and academic diversification have influenced the categorization of legitimate knowledge pertaining to society, the economy, and the political arena—the traditional terrain of the social sciences—and hence what is considered knowledge worth knowing about these subjects. Finally, the article points to certain political interests that have motivated this change, and examines their larger impact upon Israeli society.  相似文献
