The theme addressed is the criticism of constructivism and rationalism in politics as presented in the political theory of F. A. Hayek. Hayek's thesis is that goal-directed rationality in politics is counter-final. The main argument of this article is that on closer examination Hayek appears to be a constructivist himself. The purpose of Hayek's anti-rationalism is primarily ideological and instrumental. Hayek wants to induce certain anti-rationalistic beliefs because he believes rationalism has bad consequences. Yet this very project can be considered a case of goal-directed rationality. Furthermore, the argument is that Hayek mixes abstract philosophical doctrine with empirical theory. In his critique of constructivism, Hayek confuses two notions of ‘rationality’. On the one hand he argues against epistemological rationalism associated with Descartes, and on the other he argues against the subjectivistic, action-oriented notion of ‘rationality’ associated with the idea of ‘economic man’. Arguments against Cartesian rationalism do not, however, imply the impossibility of goal-directed rationalism in politics. The so-called information problem cannot be solved at an epistemological level. It is a practical problem, which Hayek has certain ideas how to solve. The argument here, therefore, is that Hayek's thesis of ‘tacit knowledge’ is not an expression of skepticism as is often believed.  相似文献

The role played by educational credentials in British labour market recruitment changed radically during the mid‐twentieth century. Having higher or better credentials than others became a key determinant in selection for society's best‐paid jobs. The resulting race for them has had perverse effects. A large minority of graduates earn no more than non‐graduates or are in jobs for which they are ‘overeducated’. In various ways, the incentive to ‘stay ahead’ has prompted large expenditures by families to improve the qualifications a child obtains at school, while there is also now huge demand for postgraduate qualifications. Not only is there resulting social waste but also social injustice; while education was understood previously as a means of breaking down barriers to social mobility, it now has the opposite effect. This article explores the causes of these developments and outlines briefly how a new centre‐left agenda for education might be constructed.  相似文献

Three anthropological contributions within the debates on rationality and modes of thought are considered here: Horton's ‘African Traditional Thought and Western Science’, Gellner's Legitimation of Belief and Needham's Belief, Language and Experience. It is argued that within these texts, seemingly diverse and even opposed in theoretical position though they are, certain anthropological imperatives are common. Various philosophical views are invoked in these works in order to grapple with recurrent problems of social anthropology, a discipline conceived as the ‘empirical philosophy of mind’ and expressing itself as an essentially epistemological discourse. These attempts are unsuccessful but the reasons for their lack of success can be traced to certain constraints within the anthropological problematic itself.  相似文献

In this paper I suggest that we might understand some features of contemporary populism by reworking the concept of ‘authoritarian populism’ first proposed by Stuart Hall in his analysis of ‘Thatcherism’. Following a brief review of my earlier analytics of ‘governing through freedom’, I suggest that while the political movements identified by the names of Trump, Wilders, Le Pen, the Austrian Freedom Party, the True Finns etc. may be ephemeral, it is worth considering whether they are beginning to articulate a new set of rationalities and technologies for governing ‘after neoliberalism’. I analyse some key elements of these movements, the new epistemologies that they employ and the ethopolitics that they espouse, and suggest that the key operative concepts may be ‘the people’, security and control. We may still be ‘birds on the wire’ as Leonard Cohen once put it, but perhaps what we are enjoined to seek in these strategies for ‘governing liberty’ is not so much freedom but security.  相似文献

This article takes the controversy over ‘Mad Cow Disease’ ('BSE') in Britain as the starting point to reflect on postmodern contexts for the production, circulation and control of scientific discourse. It looks at two competing models of scientific rationality, modernist and postmodernist, as they function in contexts we call ‘postmodern’. With BSE? the Government began with the modernist project of combating hysteria with calm reasonableness, thereby helping to produce the hysteria they feared. But science, far from being entirely rational or unitary, is a set of relatively independent discourses? including ‘entropie’ discourse: discursive black holes which are strictly policed but never fully contained—the unconscious of science? where scientific creativity and popular paranoia meet. Where modernist science defends against the crisis of unreason to prevent it from happening, postmodern science (chaos theory, fuzzy logic) accepts the normality of crisis? chaos and unpredictability, which are not coincidentally coming to characterise the postmodern world. The problems of modernist science are not purely epistemological. The postmodern alliance of modernist science and global agribusiness has meant unprecedented assaults on nature, producing a ‘return of the (biotic) repressed’ that, in turn, becomes the content of the discursive repressed of science itself. To contend with these processes, we need postmodern theories of science—including the anomalous? the improbable in the analysis—as was not done with BSE until too late? because current science refused to accept the possible existence of a phenomenon that was empirically unproven and did not fit in. Of equal importance is to include popular discourses among the full set of available sources of scientific ‘truth’. Films like Outbreak and popular science like The Hot Zone express a popular paranoia that discourses of science urgently need to attend to. The study of popular culture should become an integral part in a new postmodern sociology of science.  相似文献

It is argued that the concept of discursive formation presented by Foucault provides the means whereby conventional treatments of ‘discourse’ can be criticized. These would include historical, linguistic and epistemological forms of investigation. But it is also argued that Foucault does not sufficiently displace linguistic categories. As a result his account of the theoretical problems of ‘conditions of existence’ of discourses cannot be sustained.  相似文献

This debate article reflects upon four articles recently published in this journal as part of a special Forum on Rwanda (Volume 8, Issue 4, 2014)—released to coincide with the 20-year commemoration of the 1994 genocide. In doing so it highlights what this author considers to be a crisis in contemporary ‘Rwanda studies’. This crisis—referenced and reproduced to some extent in all four articles—combines methodological (‘how can we write about Rwanda?’) and epistemological (‘how should we write about Rwanda?’) uncertainty against a backdrop of highly polarized, partisan and sometimes personalized research agendas. In exploring this phenomenon, the study explores not only the role of academics (mainly European and Rwandan) but also of the Rwandan government itself, highlighting the rise of ‘activist polities’ such as that in contemporary Kigali. These regimes consider knowledge production to be an aspect of their own sovereignty and this poses fundamental challenges, as yet largely unacknowledged, to parts of Western Africanist scholarship.  相似文献

According to Robert Talisse, ‘we have sufficient epistemological reasons to be democrats’, and these reasons support democracy even when we are tempted to doubt the legitimacy of democratic government. As epistemic agents, we care about the truth of our beliefs and have reasons to want to live in an environment conducive to forming and acting on true, rather than false, beliefs. Democracy, Talisse argues, is the best means to provide such an environment. Hence, he concludes that epistemic agency, correctly understood, supports the legitimacy of democracy. This reply highlights the interest, but also the difficulties, of this argument and, in particular, of its assumptions about epistemic agency, morality and democracy.  相似文献

This paper is situated in the context of feminist debates around nature, culture, the body and essentialism, and focuses specifically on matter and materiality. In part, it is a response to recent developments in the natural sciences which suggest that strictly social constructionist and/or epistemological approaches to matter may be inadequate to the task of analysis and critique. It begins by considering some of the specific conditions under which the sex/gender model emerged, and its implications, before addressing the work of three contemporary theorists who are engaged with differing conceptions of matter, ontology and substance. I suggest that, while not necessarily providing ‘solutions’, these projects raise the kinds of questions that promise torevivify the flesh and blood of feminist critique.  相似文献

The language of citizenship is one of authority, legitimation and contest. Citizenship rights were brought about in some parts of Europe through struggle and revolution, and even then excluded the masses and women. But the ‘law‐state’ and constitutions they established were the necessary conditions for subsequent struggles by these sectors for inclusion and ultimately for cultural and social citizenship. The advocacy of human rights is frequently denounced as ‘Western’ imposition of an individualism alien to other cultures, but these culturalist defences act as a cover for communitarian and state authoritarianism. The establishment of legal rights does not contradict social bonds, but can ensure reciprocity of obligations and protection from communal authority. This is specially pertinent for women. Social bonds are not peculiar to the ‘East’ or ‘South’, but are universal, including the mythical ‘West’, and legal rights for the individual are a necessary condition for achieving justice in social relations.  相似文献

Abstract

Already by the mid-1980s, Habermas supposed that our utopian energies had been used up. Today, when a neoiberal ‘realism’ seems to be a virtually dominant ideology, the climate appears, if anything, yet more hostile to radical hopes. Even while he recognises the obstacles and is clear that we might never succeed in breaking through the ‘Gordian knot’, Habermas is not prepared to surrender to a proclaimed ‘end of politics’. This paper traces some of the ways in which his recent works theorise and attempt to balance twin legacies of a critical theory tradition. Habermas wants to mediate the radicalness of vision required by a critical theory with the perceived reasonableness of its standpoint that is also necessary if theory is to engage concrete actors. Many of his critics suppose that Habermas has not achieved the right balance and that his interest in the self-reforming potentials of liberal democracies weights reasonableness too highly. The following paper sets out to defend Habermas from some of these charges. However, ultimately it finds that his theory has identified the needs for autonomy that it seeks to critically connect up with too narrowly. This means that, to some extent, Habermas' critical theory continues to ‘miss its mark’.  相似文献

Citizenship does not equal belonging. In this paper, we investigate how the disjunction between the ‘imagined community’ and the formal citizenry impacts on citizens’ rights. In particular, we analyse decision-making on the family migration rights of citizens in France, Germany and the Netherlands. Our analysis shows that in these three countries, notwithstanding their different migration and citizenship regimes, the reduction of citizens’ family migration rights is based on the same discursive mechanism: the ‘membership’ of citizens of migrant origin who marry a partner from abroad is called into question. As they are excluded from membership of the imagined community, their entitlement to family migration rights is decreased. Ethnic conceptions of national community, intersecting with gender and class, play a crucial role in shaping the rights attached to citizenship in Europe today.  相似文献

Does the blogosphere generate truth, or what Stephen Colbert calls ‘truthiness,’ facts or concepts one only wishes or believes were true? Bloggers and the mainstream media face the same difficulties if they wish to rely on the blogosphere as a generator of truth. First, both bloggers and media converge on a small number of key blogs as sources of information. But the proprietors of these elite blogs are likely to resist information that doesn’t conform to their existing attitudes and beliefs, precisely because they are already highly aware of politics. Second, blogs and blog readers are likely to separate themselves into smaller networks according to their particular tastes. However, under some circumstances the blogosphere may still approximate a parallel processing statistical estimator of the truth with ‘nice’ properties. The key to this outcome is that judgments are independent, and that problems of polarization are mitigated.  相似文献

This article explores a number of issues in the contemporary study of intelligence. These issues are methodological (relating to engagement with ‘primary’ sources), epistemological (concerned with notions of ‘bias’ and objectivity), and presentational (dealing with how scholars locate their work within existing debates). The article will contend that the study of intelligence, largely because of its ambiguous positioning on the borderland between political science and history, has been somewhat isolated from the debates over theory and method that have flourished in the wider historical discipline in recent decades, and that an engagement with such literature will yield commensurate benefits. Finally, the article will explore the place of intelligence history within the wider discourse of ‘popular’ history. Given its potentially sensational content, some intelligence literature is targeted at a ‘popular’ readership, but many of the claims made in authoring, promoting and reviewing such books are highly problematic. Since this is inimical to scholarly rigour, and is unlikely to facilitate wider public understanding of major historical issues, such matters need to be addressed.  相似文献

Abstract

What are the epistemological and political contours of evidence today? This introduction to the special issue lays out key shifts in the contemporary politics of knowledge and describes the collective contribution of the six papers as an articulation of what we describe as a ‘new empiricism’, exploring how earlier historical appeals to evidence to defend political power and decision-making both chime with and differ from those of the contemporary era. We outline some emerging empirical frontiers in the study of instruments of calculation, from the evolution of the randomized controlled trial (RCT) to the growing importance of big data, and explore how these methodological transformations intersect with the alleged crisis of expertise in the ‘post-truth’ era. In so doing, we suggest that the ambiguity of evidence can be a powerful tool in itself, and we relate this ambiguity to the ideological commitment and moral fervour that is elicited through appeals to, and the performance of, evaluation.  相似文献

Four commonly held interpretations of the development of European social thought in the nineteenth and early twentieth centuries are analysed and criticised, with particular reference to Durkheim's writings. These four myths are: the notion that Durkheim's sociology developed in substantial degree as a response to the ‘problem of order’; the conception that Durkheim's work is to be understood in terms of its origins in ‘conservative’ social thought; the view that Durkheim's writings, together with those of some of his contemporaries, mark a radical break in the transition from ‘social philosophy’ to ‘sociology’; and the idea that the type of intellectual tradition represented by Durkheim, concerned with the ‘problem of order’, can be usefully compared with a divergent tradition concerned with ‘conflict’ and ‘change’. It is argued that while these myths each contain a kernel of truth, this can only be extracted if Durkheim's writings are examined in relation to the historical context in which he developed his sociological concerns.  相似文献

This article explores the idea of the Mujahideen in Bosnia as ‘cosmopolitan citizens’. During the Balkan War in the early 1990s, these foreign fighters flocked to Bosnia in order to take up arms alongside those whom they understood to be their besieged Muslim brethren. Although this act of transborder mobilization can be framed as an act of cosmopolitan citizenship, the subsequent ‘problem’ of the Mujahideen in a post-9/11 context destabilized their original cosmopolitan act through a re-enactment of borders and the revocation of their (literal) citizenship. Within the larger post-9/11 narrative, where the Mujahideen must necessarily be understood as terrorists/potential terrorists, they are an interesting point of study in an examination of what can be seen as the sinister side of transnational citizenship, and they expose what Appadurai (A. Appadurai, 2006. Fear of small numbers: an essay on the geography of anger. Durham: Duke University Press.) calls our ‘fear of small numbers’. Particularly compelling is that the post-9/11 Mujahid is an unsympathetic figure, and is always already a questionable candidate for ‘citizenship’ as it is commonly understood. Furthermore, his (sic) original ‘cosmopolitan’ act suggests that, although the ‘cosmopolitan ideal’ is the achievement of a citizenship that transcends or escapes borders, the cosmopolitical must nevertheless be assigned value in order to be ethically intelligible.  相似文献

Abstract

A central thesis of Karl Polanyi's The great transformation concerns the tensions between capitalism and democracy: the former embodies the principle of inequality, while democracy represents that of equality. This paper explores the intellectual heritage of this thesis, in the ‘functional theory’ of G.D.H. Cole and Otto Bauer and in the writings of Eduard Bernstein. It scrutinizes Polanyi's relationship with Bernstein's ‘evolutionary socialism’ and charts his ‘double movement’ vis-à-vis Marxist philosophy: in the 1910s he reacted sharply against Marxism's deterministic excesses, but he then, in the 1920s, engaged in sympathetic dialogue with Austro-Marxist thinkers. The latter, like Bernstein, disavowed economic determinism and insisted upon the importance and autonomy of ethics. Yet they simultaneously predicted a law-like expansion of democracy from the political to the economic arena. Analysis of this contradiction provides the basis for a concluding discussion that reconsiders the deterministic threads in Polanyi's oeuvre. Whereas for some Polanyi scholars these attest to his residual attraction to Marxism, I argue that matters are more complex. While Polanyi did repudiate the more rigidly deterministic of currents in Marxist philosophy, those to which he was attracted, notably Bernstein's ‘revision’ and Austro-Marxism, incorporated a deterministic fatalism of their own, in respect of democratization. Herein lies a more convincing explanation of Polanyi's incomplete escape from a deterministic philosophy of history, as exemplified in his masterwork, The great transformation.  相似文献

In ‘Innovations in the provision of public goods and services’ (Pinto, R. (1998). Public Administration and Development, 18 (4): 387–397), Pinto contributes to the ongoing policy debate on service provision in two important ways. First, he points out that service provision reform is a complex, evolutionary process that is at once political and economic. Second, he argues that public management and administration, rather than becoming obsolete, will have to become more naunced and refined as governments increasingly allow private sector and citizen participation in the delivery of services. Both these propositions could be further developed by acknowledging the ongoing redefinition of what makes services ‘public’. Governments in developing countries will successfully redefine the ‘public’ character of services only when they resolve the enduring trade-offs between efficient delivery and distributive justice, between the roles of citizen and consumer.
