ABSTRACT

The political class in France, especially the left, has been profoundly shaped by the revolutionary heritage of 1789. Determined to combat the determinisms that fractured French society under the ancien régime, such as religion, the individual was reconfigured, first as a citizen and then, by the left, as indistinguishable from a class, the proletariat. While in both cases the conceptualization of the individual had the benefit of unity and clarity, the abstract nature of these notions too often left out those very factors that are most significant to those individuals themselves for their self-definition. Moreover, the social transformation of France since the 1960s has exposed the culture-specific conditioning that underlay the apparent neutrality of the conceptualization of the individual bequeathed by 1789. Raymond explores how the left has struggled with its intellectual heritage in its relationship with minorities, especially Muslims, from the xenophobic populism of the Communists in the early 1980s to the recognition proposed by some Socialists during their last period in government. Paradoxically, the institutional accommodation reached with the Islamic community by the centre-right governments of the past decade, notably the creation of the Conseil Français du Culte Musulman (French Council of the Muslim Faith) in 2002, built on the initiatives of previous Socialist administrations. They set the course for a better integration of the Muslim community by transforming Islam en France (Islam in France) into an Islam de France (French Islam). But in spite of the initial impetus given by the Socialists to the institutional assimilation of Islam, their reactions to the emergence of a French Islamic identity remain contradictory. The question therefore persists as to whether the left in France, impregnated by a historically conditioned secularism, can be reconciled with a community defined by its faith through the emergence of a ‘Gallican’ Islam, or whether the time has come for a fundamental reappraisal of the ideology of the French left, and even the Republic itself.  相似文献

Liberal neutrality is assumed to pertain to rival conceptions of the good. The nature of the rivalry between conceptions of the good is pivotal to the coherence, scope and realisation of liberal neutrality. Yet, liberal theorists have said very little about rivalry. This paper attempts to fill this gap by reviewing three conceptions of rivalry: incompatibility rivalry, intra-domain rivalry and state power rivalry. I argue that state power rivalry is the morally relevant conception of rivalry, and that it has significant implications for the scope and realisation of liberal neutrality. I conclude that in the light of state power rivalry, the only feasible liberal neutral state is a very minimal one.  相似文献

Through a comparison of typical and deviant cases, this study probes and refines the augmented power model which argues that the structural power of the financial industry fosters its instrumental power in influencing regulatory reforms under certain scope conditions. It shows the industry's success in influencing policymakers to authorize municipalities to use derivatives and thereby to financialize their debt management in the US (typical case). The failure of banks to acquire such a law in the UK (deviant case) reveals a hitherto little-noticed condition under which this power explanation collapses: states' fiscal and monetary constitution. We demonstrate that analyzing the operation of finance power requires a precise consideration of how states' fiscal and monetary constitution structures governments' responses to financial industry's regulatory preferences. Moreover, we conclude that synthesizing business power research with literature on the mutual dependence between states and finance helps to explain patterns of state financialization.  相似文献

侦审一体化机制是我国公安机关进行刑侦体制改革以来推出的一项重要举措。从目前改革的效果来看 ,这项举措由于仅仅立足于公安机关自身工作方式的调整 ,立足于为提高自身部门效率为主的利益倾向 ,而没有融入到刑事诉讼整体改革的视野中去 ,改革并没有完全贯彻侦审一体化原则的主张 ,并有疏离侦诉关系之嫌 ,其合理性值得探讨。侦审一体化机制在实践中面临的虚置困境 ,昭示出我国侦查制度的改革必须要遵循相应的诉讼规律 ,密切侦诉关系必须成为未来我国侦查制度改革的重点 ,并且这种改革并非仅仅是检察机关和侦查机关自身内部工作方式的转变问题 ,而应该上升到国家诉讼体制改革的高度 ,由相应的部门协调一致 ,通过立法予以确定 ,成为具有法定效力的制度  相似文献

The methodology for drafting is one of the most important concepts in drafting of a policy paper and translating this policy into legislation. Regarding this, it is necessary to know how the legislative drafting developed in the past during the socialist regime, and how it has changed with time after the beginning of the democratic processes of the country. This article examines the politics of State formation in India by taking up the case of Telangana. Drawing from the emerging literature on the politics of recognition and territorial accommodation in multinational federations, I argue that territorial accommodation of Telangana was made possible by the convergence of strategic interests and role of multiple actors to recognize Telangana’s distinctive territorial identity and accommodate its Statehood demand when an opportune ‘political opportunity structure’ emerged in the late 1990s till 2014. It extends the insights of ‘actor-centred’ institutionalism and contributes to an emerging literature which emphasizes the ‘multi-centred origins’ of border change and State formation in India in particular, and in multinational federations in general. By underscoring State formation as a complex process, this article cautions against a simplistic reading of the politics of State formation in India as an act of one-upmanship whereby the Centre can unilaterally make or break State borders.  相似文献

Abstract

The debate on the nature of money, its origins and conditions of existence has been recently taken further in separate articles in Economy and Society by Lapavitsas and Dodd. Both criticize Ingham's elaboration of Keynes's contention that the money of account is the primary concept in a theory of money. Lapavitisas reiterates and extends his Marxist analysis of money's origins as a universal equivalent in commodity exchange. This fails to explain the existence of a money of account, without which genuinely market exchange cannot take place. Dodd's claim to furnish a much-needed analytical refinement in the analysis of money, used to criticize Ingham's position, is shown to be based on a re-statement of an established and widely accepted distinction in monetary theory.  相似文献

The United States is experiencing growing impacts of climate change but currently receives a limited policy response from its national leadership. Within this policy void, many state governments are stepping up and taking action on adaptation planning. Yet we know little about why some states adopt State Adaptation Plans (SAPs), while others do not. This article investigates factors that predict the emergence of SAPs, both in terms of policy adoption and policy intensity (goal ambitiousness). Applying the diffusion of innovation theory, I consider the relative influence of internal state characteristics, regional pressures, and test for conditional effects between government ideologies and severity of the problem. The results show interesting differences between predictors that influence policy adoption and ambitiousness. States are more motivated to adopt a policy when faced with greater climate vulnerability, have more liberal citizenry, and where governments have crossed policy hurdles by previously passing mitigation plans. The intensity of policies and goal setting, moreover, is more likely to be driven by interest group politics and diffuse through policy learning or sharing information among neighboring states in Environmental Protection Agency regions. These findings support an emerging scholarship that uses more complex dependent variables in policy analysis. These variables have the potential to differentiate symbolic from substantive policies and capture finer information about predictors of importance.  相似文献
