The concept of incrementalism has been widely cited over the past three decades, yet it has not served as the basis for a cumulatively developing line of empirical and theoretical inquiry. As a result, the highly promising incrementalist framework has contributed surprisingly little to improving our understanding of how decision-making processes can better adapt to humans' cognitive limitations. One indicator of the lack of progress is that policy scholars have never made a sustained attempt to explain how practitioners can become better incrementalists. To see whether the concept's original formulation may be obscuring the way to further progress, we summarize and appraise four enduring criticisms of incrementalism: its alleged lack of goal orientation, conservatism, limited range of applicability, and negative stance toward analysis. While questioning the validity of the critics' claims, we nevertheless propose a way to reframe the incrementalist endeavor, with the intention of stimulating both its critics and defenders to get on with the task of learning more about how individuals, organizations, and societies can proceed relatively intelligently despite the fact that humans rarely have a good understanding of complex social problems and policy options.  相似文献

This paper identifies and responds to four critiques of democratic contractarianism, as advocated in Democratic Justice and the Social Contract, to be found in this symposium. The first is that, as a contingent practice-dependent account of justice, democratic contractarianism lacks the capacity to explain civic cooperation. The second is that, despite its intentions, Democratic Justice does not lay out an authentic contractarian theory. The third is that the theory is incompatible with our considered judgements about justice. And the fourth is that the ambition of Democratic Justice to use the empirical method to compensate for the failures of hypothetical contract theory fails because all social science needs interpretation. To each of these critiques, replies are offered, drawing attention to the way in which democratic contractarianism exemplifies a logic of social cooperation to mutual advantage that is compatible with justice provided the cooperation emerges from a bargaining situation of roughly equal power.  相似文献

One test of the practical relevance of any theory of international justice will be to apply it to the case of global climate change. Several thinkers have already dismissed John Rawls’s Law of Peoples as a possible candidate for helping to manage this problem, arguing, among other things, that it demands too little, too late. This paper revisits and defends the Rawlsian framework as a viable approach to managing climate change. In particular, it argues that the duty to assist (the eighth principle of the Law of Peoples) may actually be an invaluable resource for dealing with the now inevitable consequences of global climate change.  相似文献

In this response to six critics, I begin by clarifying the sense in which my approach to the issue of immigration is ‘realistic’. I also explain why a realistic approach must place immigration in a nation-state context, although without treating it as primarily reparative for historic injustice. I suggest that it is implausible to regard global equality of opportunity, as opposed to global sufficiency, as setting limits to national self-determination. I then defend my use of the distinction between refugees and economic migrants to frame the discussion of immigration against the charge that all migrants are potentially vulnerable to the decisions of admitting states, since these may determine the fate of their life-projects. And I also defend the claim that, in the case of refugees, justice requires only that each state should discharge its fair share of the burden of admitting them; doing more than this would require popular consent. Finally, I consider the case of irregular migrants, and explain in what sense they have taken unfair advantage of other potential migrants; I defend offering a conditional amnesty to people in this category.  相似文献

This author’s reply addresses critiques by Reinhard Wolf, Alasia Nuti, and Kimberly Hutchings of my 2017 book, Justice and Reconciliation in World Politics. First, I restate the normative and practical significance of focusing on challenges of structural injustice for resolving many serious and pressing problems in world politics, including climate change. Second, I begin to resolve some puzzles about the concept of alienation and its relationship to justice and reconciliation, by outlining two concepts of alienation, and distinguishing them from alienation as a cognitive-affective experience. Eliminating the earnings test will have different effects on the work effort of persons aged 65-69, depending on whether or not they are currently working or currently receiving Social Security benefits. This article reviews the development of the earnings test and examines the theoretical implications on work effort of removing the test for members of this age group. It looks at the Current Population Survey (CPS) data to determine how many persons aged 65-69 have characteristics that can be identified with groups that would theoretically increase, decrease, or not change their work effort should they no longer be subject to the earnings test. This analysis suggests that at least 80 percent, and perhaps more than 90 percent, of the 9.7 million persons aged 65-69 will not change their level of work effort if the earnings test is eliminated. Individuals who would modify their hours worked and earnings are fairly evenly split among those who would increase, decrease, or have an undetermined direction of change in their work effort.  相似文献

The commentators in this Special Issue raise questions about a number of aspects of the book. One group of critics questions the book’s overall normative strategy, asking whether too much weight is placed on the idea of neutrality. A second group raises doubts about the account of neutrality itself. A third zeroes in on the book’s discussion of language rights. And a fourth group is critical of the book’s assumptions about democracy, and about its relevance to public policy disputes. In this reply, I seek to address each of these clusters of concerns. In some places, I suggest, my commentators have misunderstood my position. In other places, I argue, they have not sufficiently thought through the implications of their alternatives to that position.  相似文献

As part of the “better regulation” agenda, the European Commission created a semi-independent institution, the Regulatory Scrutiny Board, to monitor the preparation of policy proposals. The position of this Board is potentially wide-ranging. A proposal that is not given the green light by it cannot proceed in the Commission's internal decisionmaking process. But so far, the Board has only received scant scholarly attention. We provide a comprehensive analysis of the impact of the Regulatory Scrutiny Board on the Commission's policy preparation. Using machine learning techniques and quantitative text analysis, we study 673 Board opinions and compare almost 100 draft and final policy proposals. Our findings show that the Board is an active watchdog that is taken seriously by the Commission's departments. A full understanding of policy preparation in the EU therefore requires more scholarly attention to the Regulatory Scrutiny Board.  相似文献

This paper addresses 11 statements of criticism of political marketing. These statements represent the most commonly voiced issues and were collected from marketers and political scientists. While marketing theorists are more concerned with the state of political marketing theory, political scientists concentrate much of their criticism on aspects of political marketing management as it is experienced in practice. Each statement is discussed and general conclusions are identified. While presenting the personal opinion of the author (advocatus dei), these conclusions and statements concerning political marketing should foster critical discourse on issues such as political marketing management, concepts and ethics. Critics of consociational power-sharing institutional arrangements in deeply divided societies argue that such arrangements solidify the underlying conflict cleavage and render it all-important for party competition and voter behaviour. I find evidence to the contrary in the case of voter behaviour at the historic 2007 Assembly election in Northern Ireland. At least in the unionist bloc, I find the effective disappearance of the ethno-national conflict cleavage as a determinant of voter choice. This suggests that consociational arrangements have led to both inclusion and moderation, rather than polarisation and ‘ethnic outbidding’.  相似文献

A year after the death of Michael Banton, Solomos focuses on his contributions to the study of race and ethnic relations. Over a period that began in the 1950s and continued until his death on 22 May 2018, Banton continued to make important contributions to a number of scholarly areas, including the study of race relations in urban communities, the history of racial thought, policing and community relations, and the understanding of race equality policies. His work in all of these areas has helped to shape a field of scholarship and research, and is likely to remain a point of reference for future generations of researchers. In reflecting on Banton’s varied contributions Solomos argues that there is much to be gained from engaging with his work. This article explores youth activism in the US, not through the lens of collective action, but as the product of personal choices. By drawing on existentialism, and particularly on the work of Jean-Paul Sartre, this article proposes to shift the focus of the debate from youths’ collective action to the self – a conscious self that observes, perceives and makes sense of the surrounding world through personal experience. It is this conscious self that decides how, and whether, to intervene against the ‘wrong’ that the self experiences. In this perspective, it is not only the acts (of citizenship) that matter, but the conscious process through which the self chooses to become political. Such an understanding will ultimately help uncover not only how the undocumented act and how to conceptualise their acts but also how they perceive and experience their current status and who they want to become.  相似文献

Postpositivist critics have brought a new stridency to the ongoing discourse about the nature, applications, and usefulness of policy analysis. Regrettably, their critique is based on a decontextualized caricature, virtually a parody, of policy analysis training and practice. Their assertions are chilling but false, ideological rather than analytical, and detached from the inconvenient realities of policy making and management. Far from being narrowly technocratic and scientistic, policy analysis is dedicated to improving the craft of governance. It is fueled by intuition, argument, and ethical promptings; clearly engaged with the world of political action; and often identified with interests and values otherwise unrepresented at the table. Q‐methodology and other approaches to values identification and analysis can be important contributors to policy analysis practice, but postpositivists have a very long way to go if they are to be relevant to the practical challenges of democratic governance that arise in the many roles that working policy analysts perform. © 1999 by the Association for Public Policy Analysis and Management.  相似文献

In a recent paper published in the Economic Journal, Professor William D. Nordhaus of Yale University reviewed World Dynamics by Jay W. Forrester. In his criticism, Nordhaus signals three serious problems and several additional questionable assumptions of sufficient importance to undermine the usefulness of Forrester's book. However, a careful examination of his analysis shows that each point made by Nordhaus rests on a misunderstanding of World Dynamics, a misuse of empirical data, or an inability to analyze properly the dynamic behavior of the model by static equilibrium methods.The three serious problems raised by Nordhaus concern the assumptions that connect industrialization to net birth rates in World Dynamics, the representation of technology and production within the world model, and the impact of prices on global resource use. The analysis presented here refutes the Nordhaus arguments and shows that World Dynamics is consistent with his references to real-world data on population, production, and capital accumulation.This paper is a response to William D. Nordhaus, World Dynamics: Measurement Without Data, published in the Economic Journal, Royal Economic Society, December 1973. An earlier, unpublished, version of the Nordhaus paper, bearing the same title, was widely circulated hand-tohand within the United States, Canada, and Europe. A response to the original Nordhaus paper (System Dynamics Group Memorandum D-1736-4) was written in February 1973 and is available from Jay W. Forrester, Alfred P. Sloan School of Management, Massachusetts Institute of Technology, Cambridge, Mass. 02139. ABSTRACT

Peter Balint identifies three challenges to toleration, one of which is the multiculturalism challenge. This is the charge that liberal toleration fails to accommodate minorities adequately, which requires positive recognition rather than negative toleration. I discuss his response to the multiculturalism challenge and its connection to a classical liberal view of toleration. This involves Balint’s claim that liberal neutrality should be understood as reflective and ‘difference-sensitive’, which should be realised by the state being ‘hands-off’ in the sense of withdrawing support for privileged ways of life. I argue that Balint’s classical liberal view that the state needs to be ‘hands-off’ is in need of specification and that it does not fit well with his claim that neutrality needs to be reflective and difference-sensitive.  相似文献
