How do economic grievances affect citizens’ inclination to protest? Given rising levels of inequality and widespread economic hardship in the aftermath of the Great Recession, this question is crucial for political science: if adverse economic conditions depress citizens’ engagement, as many contributions have argued, then the economic crisis may well feed into a crisis of democracy. However, the existing research on the link between economic grievances and political participation remains empirically inconclusive. It is argued in this article that this is due to two distinct shortcomings, which are effectively addressed by combining the strengths of political economy and social movement theories. Based on ESS and EU-SILC data from 2006–2012, as well as newly collected data on political protest in 28 European countries, a novel, more fine-grained conceptualisation of objective economic grievances considerably improves our understanding of the direct link between economic grievances and protest behaviour. While structural economic disadvantage (i.e., the level of grievances) unambiguously de-mobilises individuals, the deterioration of economic prospects (i.e., a change in grievances) instead increases political activity. Revealing these two countervailing effects provides an important clarification that helps reconcile many seemingly conflicting findings in the existing literature. Second, the article shows that the level of political mobilisation substantially moderates this direct link between individual hardship and political activity. In a strongly mobilised environment, even structural economic disadvantage is no longer an impediment to political participation. There is a strong political message in this interacting factor: if the presence of organised and visible political action is a decisive signal for citizens that conditions the micro-level link between economic grievances and protest, then democracy itself – that is, organised collective action – can help sustain political equality and prevent the vicious circle of democratic erosion.  相似文献

ABSTRACT

The concept of populism has been in use in political debate for over a century. Because ‘populist’ is often used in a pejorative sense today, those to whom it is applied to tend to reject it. However, a closer look at the history of the concept reveals that while its meaning may fluctuate and even be dismissed as irrelevant, its use can become a political tool. This study of the use of ‘populism’ refrains from making value judgments on the actual populist nature of certain parties or political tendencies. Instead, it analyzes uses of the concept from a historical perspective. Special emphasis is placed on politicians who chose to define themselves as populist, or accept the label imposed by others, with particular focus on the Finns Party of Finland. Such self-identified populists draw their conceptions of populism from the ever-growing field of populism research, striving to appropriate and realize what scholars have only hypothetically described as a professed ideal. A closer look at the uses of populism as a political self-identity forces us to rethink its uses as a pejorative, or as an analytical, concept.  相似文献

The findings of this paper are a rather straightforward account of the political economy of senatorial voting on the sugar program. In the spirit of Stigler and Peltzman's accounts of interest group activity, voting on sugar is indeed related to the concentration of economic interests in the Senators' states. States with high concentrations of sugar growers and processing tend to vote for the program, those with high concentration of users tend to vote against it. The emergence of corn syrup as a sugar substitute and its subsequent interests in the program further supports this perspective. These concentrated interests are associated with conditions ripe for overcoming the collective action problem and, we infer, use their organizations to influence senatorial behavior. The political variables suggest countervailing forces which can be interpreted, at least in part, as further examples of organized (here, politically organized) influences on the interests of Senators. Thus, while the model is one of opposing interests, those of producers and users tend to influence different Senators. The major group-interest trade-off, then, is between the pull of organized interests in the constituency with that of party organization at the national (or national institutional level), at least for those for whom the pull is in opposite directions.It is clear, then, that variables representing (concentrated) consumer interests as well as variables representing grower and processor interests as well as variables representing grower and processor interests are significant in determining voting patterns on sugar legislation in the Senate. This model, therefore, is not one in which one-sided organizational interests operate politically uncontested. That, even so, consumer interests are not powerful enough to prevent sugar programs from passing is clear at one level, due to the existence of the program over most of this period. The existing level of the transfers from consumers to producers and of deadweight losses must be reflective of the magnitude of their respective free rider problems. Yet voting on the program to renew or alter those benefits at any level clearly reflects these interests and their interplay.  相似文献

Abstract. Using Euro-Barometers 20 and 21, this research examines the role of economic discontent in promoting disenchantment with democracy in Great Britain, France, West Germany, and Italy. Both cognitive and affective economic evaluations have a strong effect on one's level of political alienation. Those who believe the government will have a negative effect on the economy in the future and those who are angry over their government's management of the economy are likely to be dissatisfied with the way in which democracy is working in their country. After these economic evaluations the factors most closely related to alienation are support for the parties not in the governing coalition and post-materialist values. Even with these items included, however, economic evaluations continue to dominate the model of political alienation.  相似文献

This article analyses how political parties frame European integration, and gauges the consistency of their argumentation. Over the course of investigation, one can see how actors' positions are justified, and how the European Union is perceived (i.e., what forces give rise to Euroscepticism and Europeanism). It is argued here that the parties' framing of issues depends on the interests they traditionally defend at the national level, their general positions on European integration, and whether or not they belong to the established political actors in their respective countries. The coding approach enables the relation of frames to actors and positions, moving beyond the techniques employed by existing studies that analyse the media presentation of European integration. Sophisticated frame categorisations are provided to capture the complex structure of argumentation, going beyond a simple dichotomy of economic and cultural frames. Relying on a large and original media dataset covering the period 2004–2006, six Western European countries are investigated.  相似文献

In this note it is shown that the different attitudes towards immigration can be explained in terms of economic interest, although the public immigration debate is dominated by moral and political arguments. On the one hand, immigration supporters are mainly found among those who may expect economic gains from immigration – skilled workers and especially members of certain professions. On the other hand, unskilled workers who stand to lose economically because they can be easily substitued for by immigrants are for the most part opposed to immigration.  相似文献

All reliable indicators suggest that ASEAN's (Association of Southeast Asian Nations) Economic Community (AEC) will not be successfully established by its 2015 deadline. Why? Against technocratic, realist and constructivist accounts, this article offers an explanation rooted in the political economy of ASEAN's member-states. Economic liberalisation agreements promote the rescaling of economic governance, involving regulatory changes that may radically redistribute power and resources. Consequently, they are heavily contested between coalitions of social and political forces, without outcomes reflecting the outcome of these struggles. The argument is demonstrated by exploring the uneven sectoral liberalisation achieved under the AEC, the constrained integration of ASEAN's energy markets, and the limited deregulation of skilled labour migration.  相似文献

Abstract. While the strategies of political actors and institutions have been largely analyzed with reference to cases of democratic breakdown, democratic survival has often been viewed as a consequence of socio–economic and cultural 'preconditions'. The analysis of successful reactions to strong extremist challenges in three cases of democratic survival (Czechoslovakia, Finland and Belgium in the inter–war period) against the background of two cases of breakdown in the same historical context (Italy and the Weimar Republic) is a useful complement to this view. The analysis of the selected cases shows how a stable coalition of democratic forces can effectively protect the democratic system from dangerous extremist attacks by pursuing both repressive and inclusive strategies.  相似文献

This article identifies the major forces militating against the promotion of women's rights in the Sudan. These factors are intimately linked to the country's multiple political disputes including Darfur and southern Sudan. The effects of political violence is elaborated through a detailed examination of women’s political, economic and cultural rights. The article concludes by identifying the promotion of good governance and democratization as fundamental pre-requisites for advancing human rights and sustainable peace in the war-torn nation. The concept of the sophisticated electorate is central to many contemporary political economic models. However, no existing studies have yet clarified how voters could develop a sophisticated way of evaluating economic performance. This study suggests a transitional hypothesis that removes the constraint that voters have prior knowledge about the macroeconomic environment and the true economic intent of the incumbent government. The hypothesis permits behavioral innovation from learning and predicts that the evolutionary process toward sophistication may be triggered by socially suboptimal political business cycles that reveal the self-serving characteristic of the government. The empirical analyses using recent Japanese experiences show that Japanese political support behavior shifted from naivete to sophistication in the early 1970s after political manipulation occurred in the 1969 and 1972 parliamentary elections.  相似文献

We present a preliminary study on the stability of political regimes. In a longitudinal data set we study the effect of some observable economic and political conditions on the hazard rate of different types of political regimes. We find that economic development has a stabilizing effect in countries with democratic political institutions, but rich autocracies do not show a lower hazard rate than less developed autocracies. While the stability of autocracies is not affected by their degree of economic development, it is greatly associated with the degree of popular discontent. Widespread discontent with leaders in autocratic regimes highly increases their hazard rate. This relationship is much weaker for regimes with democratic institutions. We also find a non-monotonic time dependence pattern for the hazard rate of political regimes. Political regimes are found to be at an increasing risk of collapse during the first years, with their hazard rates reaching a peak around the fourth year.  相似文献

There are various limits to what is politically possible. The exigencies of economic production and exchange represent one crucial limit to possible political structures. Inherited Marxist and liberal conceptions of the relation between economic systems and political structures are incoherent; these relations need to be reconceived, yet recent socialist political thinking has preferred to focus mainly on the political domain, pursuing a theory of self-governing community. Can there today be a coherent account of such a theory? One way of showing there cannot is by pressing the question of the contours an dsubstance of modern political community. Optimistic theorists of self-governing community rely on a self-enclosed, determinate conception of community that has its imaginative roots in a vision of ancient liberty: the demos exercising legitimate and effective agency over a particular territory. But modern political community cannot be conceived of in this way: because of the presence of global processes of economic causality, there is today no fit between the territorial identity of a political community and its effective powers of agency. Modern liberty (unlike its ancient counterpart) has no specific or determinate location: its availability depends upon an elaborate division of economic and political labour. In these circumstances, it no longer makes sense to heighten the stakes of membership in a political community, as optimistic theorists of democracy do when they call for a more active and participatory civil society. ABSTRACT

Bobako’s paper examines two genres of Polish Islamophobic discourse, a liberal and a nationalist one, and links their specificity to the semi-peripheral position of Poland. It argues that the liberal endorsement of Islamophobia is a way to confirm symbolically Poland’s belonging to ‘the West’ and its commitment to the normative project of European modernity, with its affirmation of individualism, human rights, sexual freedom and secularism. On the other hand, Bobako shows that the Islamophobia of the resurgent nationalist forces in Poland is, paradoxically, the outcome of a rejection of this very project, which is perceived as a threat to national political sovereignty and cultural autonomy. She connects this rejection to Poland’s post-Communist trajectory of economic marginalization and instability, providing a context for the widespread dissatisfaction with Poland’s place in the European Union.  相似文献

Abstract. Post–materialist values (PMVs) in Northern Ireland are less widespread than in most European countries. This is in accordance with Inglehart's argument that PMVs are less likely to arise among groups that have spent their formative years in physical and economic insecurity. However there has also been an increase in PMVs since the early 1970s which has continued steadily into the 1980s when the cohort which spent its formative years in the 'Troubles' entered the voting population. To explore this phenomenon, this article examines the Eurobarometer data from 1982 to 1991. Voters for four political parties (two Nationalist and two Unionist) are compared. It was found that voters for the Nationalist parties were significantly more likely to be post materialists. It was also found that Sinn Féin, a militant Nationalist party, attracted the highest percentage of post–materialists. Two explanations are offered: (1) the post–materialist index is unsuitable for use in Northern Ireland, and (2) the value change was driven by forces other than the experience of physical and economic security.  相似文献

Abstract

There is an underlying optimism in much of the literature that considers the emergence of social movements as being associated with deepening processes of democratization. The expansion of civil society is seen to expand political space. This paper takes a critical lens to this perspective, using recent political events in Thailand as a case study of the political strategies and alliances of social movements. We examine the debates that saw many social movements and their leaderships initially support elected Prime Minister Thaksin Shinawatra and his Thai Rak Thai Party only to see this support drain away as these same movements called on their followers to bring down the government. More importantly, we examine how these movements came to ally with conservative forces associated with the palace and military. Based on the Thai case study, we suggest that these seemingly unlikely outcomes result from the very nature of social movements. Leadership by middle-class activists, the need for alliances, the development of networks, and a focus on single issues and identities leads social movements to make substantial political compromises. The consequences can be negative for democratic development.  相似文献

Abstract

This paper examines the relevance of Boltanski and Thévenot's newly translated book, On justification, to the analysis of political ideas and political action. While situating the work of the authors within its initial intellectual context, namely the ‘economics of conventions’, it shows that one of the key contributions of the ‘sociology of justification’ lies in the answers it brings to two fundamental, as yet unresolved, questions in political science and political sociology: first, how is it possible to identify those ideas which are politically relevant? Second, how is it possible to capture the dynamics of public ideas? After outlining the sources of the quandaries faced within political science and political sociology as regards these two questions, the conceptual framework of Boltanski and Thévenot is presented and explained, and research perspectives suggested. This article argues that On justification provides a highly engaging, stimulating and empirically useful contribution to current debates in social and political theory around the dynamics of political arguments and ideas.  相似文献

In 1982, the Congress authorized $11 billion to modernize the nation's air traffic control system—one of the largest infrastructure investments since the building of the interstate highway system. Although this investment appears to offer a large and robust return, the economic results depend strongly on productivity gains through system consolidation. It is uncertain what balance the Congress will strike between the long-term, widely shared benefits of greater productivity and the immediate job losses from system consolidation. This risk can be included in the calculus of expected return through Monte Carlo analysis. When this is done, the expected return drops very close to the 10% hurdle rate that the government often uses for such projects. This method of integrating political risk can be applied to any investment, public or private, for which political action joins the customary economic and technical uncertainties in affecting the outcome.  相似文献

As the number and putative importance of political action committees have grown, so too has scholarly attention to this new breed of political organization. Yet this attention has been uneven. Although much is now known about the aggregate spending patterns of PACs, much less is known about their internal lives. The present study attempts to open the PAC black box to empirical inquiry. Drawing on interviews with the managers of 70 Washington-based political action committees, we suggest how theoretical perspectives about formal voluntary associations may be usefully applied in explaining the behavior of PACs. After examining the relationships among several variables — organizational goals, constituency relations and decision making, strategy, and interorganizational relations — we show how these forces affect the behavior of corporate, trade/membership, labor, and nonconnected PACS.  相似文献
