This essay investigates the role of space and personal action in the construction of patient–psychiatrist relations at psychiatric hospitals. In order to explore such a theme, the writings of R.D. Laing prove to be salutary. This is namely accredited to Laing's tenet that the staff and patients of a psychiatric hospital are institutionalised by both physical structures and personal action. A central approach taken in this essay is to explore Laing's theory through an inter-textual reading of Michel Foucault's Madness and Civilization (1967) and Erving Goffman's Asylums (1961).  相似文献

ABSTRACT

Ehlers's analysis revisits Foucauldian conceptualizations of the history of sexuality in order to map the inextricability of race, gender and sexuality as they emerged in the context of the early American colonies. The salience of such an analysis lies in its ability to extend the terrain of Foucault's history, and brings new considerations to bear regarding the specific configurations of race, gender and sexual intersections in North American history. If, as Foucault insists, sexuality is a set of effects produced in bodies, behaviours and social relations, Ehlers reorients these claims to consider how these effects were racialized within the rubric of colonial anti-miscegenation rhetoric. Through such a tracing, it becomes evident that, from the early colonial context, sexuality was deployed to produce ‘ideal’ sexuality as a bastion of whiteness: that is, to configure and maintain ‘ideal’ sexuality as white.  相似文献

Foucault's inspiration from Nietzsche in terms of writing critical histories is difficult to overestimate. However, this article advances an interpretation of Foucault's approach to history which focuses on another, less readily evident, dialogue partner, namely the Marxist tradition and, more precisely, French Maoism. The first part of the article details Foucault's involvement in the Maoist-inspired activist group, Groupe d'information sur les prisons (GIP). It is argued that Foucault's practical experience from GIP left crucial marks on his contemporaneous statements on the genealogical method and his critique of “totalizing institutions,” “uniform discourse” and “juridical universality.” The second part of the article offers a close reading of Foucault's reflections on genealogy in his 1976 lecture series which demonstrates how the Maoist activist principles noticeably resonate in these statements. The aim of the article is threefold. First, to bring attention to largely neglected sources of inspiration for Foucault's genealogical approach, which complement those represented by Nietzsche. Second, it seeks to obtain a better understanding of Foucault's relationship to Marxism, a relationship often portrayed as unambiguously negative. And third, the goal is to demonstrate how principles developed in Maoist political activism are not only realized in Foucault's activities within the GIP, but also in his lecture-hall formulations of genealogy, power, and critique.  相似文献

Abstract

This paper outlines Foucault's genealogical conception of critique and argues that it is not inconsistent with his appeals to concepts of right so long as these are under stood in terms of his historical and naturalistic approach to rights. This approach is explained by reference to Nietzsche's account of the origins of rights and duties and the example of Aboriginal rights is used to exemplify the historical character of rights understood as internal to power relations. Drawing upon the contemporary ‘externalist’ approach to rights, it is argued that the normative force of rights can only come from within historically available moral and political discourses. Reading Foucault's 1978-1979 lectures on liberal governmentality in this manner suggests that his call for new forms of right in order to criticise disciplinary power should be answered by reference to concepts drawn from the liberal tradition of governmental reason.  相似文献

In his writings on government foucault commonly uses term ‘political’ as if it were equivalant to a certain understanding of governmental. Thus, in the title of his cotribution to the Tanner Lectures on Human Values, ‘Omnes et Singulatim, towards a criticism of ”political reason“, the object of Foucault's usage of the term ‘political’ to refer to a kind of govrmetal reason. Second, I argue that the practice of what Foucault understands by political reason in fact creates coditions for the emergence of a politics and a political reason of a very different kind. The appearance of this latter political reason poses a range of problems which must be addressed by any political (in the sense of governmental) reason but which play little part in Foucault's discussion. It Suggests, in particular, that Foucault's account of the liberal rationality of government is seriously incomplete. Third, I consider the grounds for Foucault's counterposition of political reason to liberation, noting that his critique of political reason as a principle of subjectivation raises a more general issue, which he describes as ‘the politics of ourselves’ (Foucault 1993: 223). I conclude by noting that Foucault's discussions of political reason lead in two very different directions: towards a powerful analysis of the practices and rationalities of government in the modern West or towards a radical critique of most forms of government, including the modern government of oneself.  相似文献

This paper develops a genealogical critique of the concepts of biopower and biopolitics in the work of Foucault and Agamben. It shows how Heidegger's reflections on Machenschaft or machination prefigure the concepts of biopower and biopolitics. It develops a critique of Foucault's account of biopolitics as a system of managing the biological life of populations culminating in neo-liberalism, and a critique of Agamben's presentation of biopolitics as the metaphysical foundation of Western political rationality. Foucault's ethical turn within biopolitical govern-mentality, along with Agamben's messianic gesture towards a utopian community to come, are questioned as political responses to biopower regimes.  相似文献

This paper (re-)examines the literature on Traveller communities in the United Kingdom by combining parts of Michel Foucault's and Michel de Certeau's theoretical legacies. Following an ethnographic summary, I demonstrate the relevance of Foucault and Certeau for a critical understanding of the Travellers’ structural predicaments and ideological resistance in the twentieth and twenty-first centuries. I argue that Foucault's outline of modern power, surveillance and classification sheds new light on the impact of social control agencies and the implementation of legislative changes, such as the 1968 Caravan Sites Act, on (semi-)nomadic and/or self-employed groups. The implications of more recent legal developments are discussed as symptoms of postmodernity and the further ideological marginalisation of “non-consuming nomads”. I then argue that some of Certeau's key concepts, including the “strategies/tactics” distinction, illuminate the Travellers’ modalities of resistance and symbolisms of difference. Completing a two-way dynamic between theory and data, the article also shows that existing empirical material on Travellers highlights some of the weaknesses in Foucault's and Certeau's respective thought. Finally, I turn to Foucault's “analytics” to account for intra-group power and resistance, and hence to challenge the common portrayal of Foucault as a “theorist of domination” in juxtaposition to Certeau as a “theorist of subversion”.  相似文献

The political transition from Lee Kuan Yew to Goh Chok Tong to Lee Hsien Loong has generally been interpreted as a trajectory of gradual liberalisation in Singapore. This discourse of liberalisation is encouraged by a variety of factors such as policy changes over censorship regulations, a younger and more cosmopolitan polity, the government's global city ambition and desire to turn the city-state into a creative hub. Such factors, however, often obscure the contemporary policing dynamics of the People's Action Party (PAP) state. Using Erving Goffman's concepts of the ‘back’ and ‘front’ regions, this paper will demonstrate how the PAP state operates in different social spaces and how it engages in the different politics of these spaces. Using specific cases from the theatre community, this paper argues that the discourse of liberalisation has grown because the PAP state has, in recent times, exercised its censorship powers in the ‘back regions’ of theatre, away from the media and public. Finally, it will examine recent amendments to the Films Act and the Public Order Act which clamps down on acts of civil disobedience, and show that this is consistent with what Goffman calls ‘dark secrets’—that is, facts that are incompatible with an individual's or institution's public image.  相似文献

How are citizenships and nationalisms constructed, connected, and contested in the post-9/11 USA – performatively, affectively, and visually – and how do their relationships figure ‘Americanness’? This article takes up this question (1) by tracking how Americanness was advertised in the American Ad Council's ‘I am an American’ campaign and (2) by introducing the multimedia project ‘I am an American’: Video Portraits of Unsafe US Citizens, which engages the Ad Council's campaign as a practice-based protest of the Ad Council's advertised ‘Americanness’. The article traces how the Ad Council's campaign advertises what Evelyn Alsultany calls ‘diversity patriotism’. It also constructs a complex, mobile system of differentiation that marks some citizens as ‘safe’ and others as ‘unsafe’, which runs counter to the idealized notion of a unified ‘Americanness’ that it advertises. The article then examines how the practice-based protest project ‘I am an American’ takes these ‘unsafe citizens’ – US citizens who either will not or cannot make their differences normatively conform to the national ideal of the ‘One’ composed of the ‘Many’ propagated by the Ad Council's campaign – as its point of departure to reflect upon how citizenship protests function for and against citizenship, nationalisms, and various figurations of Americanness.  相似文献

During the crisis, the European Union's ‘social deficit’ has triggered an increasing politicisation of redistributive issues within supranational, transnational and national arenas. Various lines of conflict have taken shape, revolving around who questions (who are ‘we’? – i.e., issues of identity and inclusion/exclusion); what questions (how much redistribution within and across the ‘we’ collectivities) and who decides questions (the locus of authority that can produce and guarantee organised solidarity). The key challenge facing today's political leaders is how to ‘glue’ the Union together as a recogniseable and functioning polity. This requires a double rebalancing: between the logic of ‘opening’ and the logic of ‘closure’, on the one hand, and between the logic of ‘economic stability’ and ‘social solidarity’, on the other. Building on the work of Stein Rokkan and Max Weber, this article argues that reconciliation is possible, but only if carefully crafted through an extraordinary mobilisation of political and intellectual resources. A key ingredient should be the establishment of a European Social Union, capable of combining domestic and pan‐European solidarities. In this way, the EU could visibly and tangibly extend its policy menu from regulation to (limited, but effective) distribution, reaping the latter's benefits in terms of legitimacy. The journey on this road is difficult but, pace Rokkan, not entirely impervious.  相似文献

For many of Russia's poorest people, and especially for the officially recognized ‘indigenous small-numbered peoples’, neoliberal reforms following the collapse of the Soviet Union represented a major retrenchment in ‘social citizenship’ as defined by T.H. Marshall. However, some reforms also promised increased civil, political and cultural citizenship rights, which Russia's indigenous peoples have sought to realize through new legislation and appeals to international agreements regarding the rights of indigenous peoples. But with Russia's current economic and political course geared towards maximizing revenues from the extraction and sale of natural resources, Russia's indigenous peoples have been frustrated in their efforts to realize these citizenship rights, particularly in their attempts to assert rights to land and resources through legal means. This paper draws on case studies from southern Siberia to discuss first how Russia's identity politics and an international focus on indigenous peoples have combined to create indigenous subjects in the Russian Federation, and second how the anticipated transition from indigenous subjects to indigenous citizens has for the most part failed to materialize.  相似文献

China's financially repressed economy remains characterized by a distinctly resilient political structure (the Chinese Communist Party, CCP) that penetrates both increasingly rational ‘private’ (market) and ‘public’ (state) organizations. How are we to understand the financial system's role in this persistently illiberal yet marketizing political economy? This paper develops a theory of China's financial reform as the management of socio-economic uncertainty by the CCP. Since the early 1990s, the financial system has formed a locus of the CCP's capacity both to manage and to propagate socio-economic uncertainty through the path of reform. The unique path of financial reform in China should thus not be viewed solely in terms of ‘partial’ or ‘failed’ free-market reform, but rather as the product of a more concerted vision of how the financial system enabled a mode of economic growth that combined the drive for accumulation of capital with the distinctive legacies of China's post-1989 socio-political circumstances.  相似文献

Despite revived notions of a ‘cultural divide’ between East and West, Edward's Said's ‘Orientalism’ has received little attention from scholars of intelligence and diplomacy. This article brings to light for the first time a number of recently declassified documents of a different nature to usual assessments produced by Anglo-American analytic bodies: those focussed primarily on the issue of ‘national character’. Using and critiquing Said's thesis of Western ‘Orientalism’ it reveals some critical and enduring conceptualizations articulated by the diplomatic and intelligence community about Arab culture such as the role of Islam, rhetoric, political motivation and notions of ‘honour’. Such a critical approach demonstrates how diplomatic and intelligence history can also be a history of culture, ideas and institutional mentalité.  相似文献

Antony Beevor's Berlin: The Downfall 1945 has been an international best-selling history of the fall of Berlin to Soviet troops in 1945. Now published in paperback, Beevor's magisterial narrative of Berlin's downfall has become a leading work of contemporary popular history. The public discussion of this book has been dominated by two themes: first, the ‘normalization’ of the suffering of German civilians and, second, the ‘disclosure’ of mass rapes by the liberating Soviet army in Germany. This review traces how key debates concerning the remembrance of the Second World War form these dominant readings of Berlin. In particular, it examines the formation of the re-remembering of the wartime rapes of Berlin women, and considers the implications of Beevor's account of the downfall of Berlin for how we understand sexual violence in armed conflict.  相似文献

Abstract

The text that follows brings together two papers about resonances between late lectures: Weber's lectures of 1918 on science and politics as vocations, and Foucault's final courses (1980–84) on subjectivity, truth and the political. The title alludes to Foucault's 1983 discussion of Plato's political experiences in Sicily, as narrated in his Seventh Letter, juxtaposed to Weber's public interventions in Germany at the time of the foundation of the Weimar Republic. Linked to this is an exploration of the centrality in the work of both Weber and Foucault of an historical ethnography and ethology of the political, and of the forms of connectivity in our cultures between ethics, truth and government.  相似文献

The purpose of this paper is to introduce the present Special Issue of Space & Polity tackling the political geographies of children and young people. Historically given scant attention by the sub-discipline, since children and young people appear to have little active influence on the workings of states, nations, geopolitics and the like, there are now small signs of how and why political geographers might look anew at the experiences and contribu tions of this population cohort. An empirical vignette, based on letters written by children and young people to Eleanor Roosevelt during the Great De pression, is deployed to develop this claim. Contrasts are then drawn between political geographies of children and young people that are ‘adult-centred’ and those that are ‘child-centred’, as related to claims about the distinctions and connections between ‘macro-politics’ and ‘micro-politics’. It is suggested that, notwithstanding the exciting insights to be derived from child-centred approaches, the situation should not be a matter of privileging these over adult-centred approaches. Indeed, it is argued that there are dangers in going down such a route and of thereby collapsing ‘the political’ into ‘the personal’, thus missing what is distinctively political about the geographies needing to be researched and written. Following a brief excursion into debates about the supposed political apathy of (post)modern children and young people, the paper then introduces the other contributions to the Special Issue.  相似文献

ABSTRACT

Larrimore's essay reads Kant's pioneering work in the theory of race in the context of his thought as a whole. Kant wrote on race for most of his career; at different stages of his thinking, race assured meaning in human diversity, confirmed the value of a practical-reason-informed understanding of human destiny, and provided a model for the ‘pragmatic’ knowledge of what ‘man can and should make of himself’. ‘Race’ was invented in 1775 as an advertisement for the new disciplines of geography and anthropology that Kant inaugurated and promoted throughout his career. Giving new meaning to a foreign (French) term associated with animal husbandry, Kant presented the (supposedly) exceptionlessly hereditary traits of race as the first fruit of a truly scientific ‘natural history’ of humanity. His concerns were not merely classificatory; his four-race schema, modeled on the temperaments, allowed a special status for Whites as at once a race and the transcendence of race (Kant invented ‘whiteness’ as well as ‘race’). The notion of ‘race’ was refined in essays Kant published in the 1780s, in the same journal as his celebrated essays on Enlightenment and the philosophy of history. It was given a new status, rather than displaced, by the critical turn. Granted a sanction ‘similar’ to the postulates of pure practical reason, its empirical verification would confirm Kant's whole critical system. Kant's theory of race came into its own in the 1790s, gaining wide acceptance. He relied on familiarity with it (and its lingering association with animal husbandry) in explaining the larger project of the ‘pragmatic anthropology’ without which he thought human progress impossible. Understanding how the concept of race contributed to Kant's more familiar and still appealing intellectual and practical concerns, we gain a better sense of its fateful and enduring attractiveness in subsequent eras.  相似文献

This paper critically examines the dominant, and predominantly negative, discourses around young people's political participation, or supposed lack of it. Drawing upon contemporary debates about young people within geography, political science and sociology, it considers the ways in which a redefinition of what constitutes ‘the political’ is required if young people's engagement in political participation is to be understood fully. The paper reports on research conducted with young D/deaf people that did not intentionally set out to research their political participation, action or identi ties, but which uncovered a range of political aspects in their lives and experiences. It explores the ways in which volunteering can be defined as political action and, after de Certeau and Scott, how the use of British Sign Language can be a resistive act, a tactic or weapon of the weak. Threaded throughout the paper is a consideration of the ways in which there are complex geographies of activism at play.  相似文献

In responding to periodic government demands that it provide a rational justification for its activities as a public utility, the humanities academy typically appeals to the absolute ethical and intellectual values of liberal education. This paper investigates the nature of this response and its relation to the governmental field. The historical, ethical and political claims involved in the appeal to liberal education are discussed and rejected. It is argue that the cultivation of personhood has neither a single (‘complete’) from nor a privileged home in the university arts faculty. Weber's sociology of ethical orders is used to frame a discussion of intellectual cultivation as a specific vocation or discipline of life. From Foucault's conception of ‘govermentality’ the paper draws an account of share of political rationality dependent of the historical deployment or particular intellectual and political technologies. The problem of the political rationality rationality of the humanities is then discussed in terms of the unplanned historical convergence of the disciplines of cultivation and the technologies of government1.  相似文献
