A rather unique feature of global climate negotiations is that most governments allow representatives of civil society organisations to be part of their national delegation. It remains unclear, however, why states grant such access in the first place. While there are likely to be benefits from formally including civil society, there are also substantial costs stemming from constraints on sovereignty. In light of this tradeoff, this article argues for a ‘contagion’ effect that explains this phenomenon besides domestic determinants. In particular, states, which are more central to the broader network of global governance, are more likely to be informed of and influenced by other states' actions and policies toward civil society. In turn, more central governments are likely to include civil society actors if other governments do so as well. This argument is tested with data on the participation of civil society organisations in national delegations to global climate negotiations between 1995 and 2005. To further uncover the underlying mechanisms, the article also provides an analysis of survey data collected at the United Nations Framework Convention on Climate Change (UNFCCC) negotiations in Durban in 2011.  相似文献

The concept of regulation is believed to suffer from a lack of shared understanding. Yet the maturation of the field raises the question whether this conclusion is still valid. By taking a new methodological approach toward this question of conceptual consolidation, this study assesses how regulation is conceived in the most cited articles in six social science disciplines. Four main conclusions are drawn. First, there is a remarkable absence of explicit definitions. Second, the scope of the concept is vast, which requires us to talk about regulation in rather abstract terms. Third, scholars largely agree that “prototype regulation” is characterized by interventions that are intentional and direct – involving binding standard‐setting, monitoring, and sanctioning – and exercised by public‐sector actors on the economic activities of private‐sector actors. Fourth, while there is considerable variation in research concerns, this variation cannot be attributed to disciplinary differences. Instead, our findings support the portrayal of the field as interdisciplinary, including a shared conception of regulation.  相似文献

The need for supranational regulatory capacity and the drive for governmental control are two colliding forces in international governance. As a solution to this governance dilemma, European administrative networks need to simultaneously fulfill the demand for supranational institutions and maintain governmental control. The assessment of risks associated with medicines authorized on the European market is carried out by such a network of national regulators as part of the European Medicines Agency. To uncover how these double-hatted experts navigate the opportunity structures created by supranational and intergovernmental forces, this study employs social network analysis. Developing exponential random graph models, this study tests to what extent members can act as professional experts in service of the supranational administration and to what extent national features shape interaction. The results indicate that while PRAC members are socialized as professionals in service of supranational deliberation on pharmacovigilance, intergovernmental forces do structure their interactions.  相似文献

As the theoretical and practical interest in policy networks increases, so does the need for further research into how, and based on what rationales, actors within a policy subsystem engage in interorganizational collective action and form political coalitions. The aim of this paper is to continue the search for explanations for coordination and coalition structures in the setting of Swedish carnivore policy. Based on the Advocacy Coalition Framework (ACF) and a previous case study within the same policy subsystem, the study investigates a set of hypotheses regarding actors' coordinating behavior and the defining elements of coalitions. The empirical analysis indicates, in support of the ACF, that perceived belief correspondence is a better predictor of coordination than perceived influence. Moreover, the explanatory power of empirical policy core beliefs in general, and normative policy core beliefs in particular, is further reinforced, while deep core beliefs seemingly do not influence coalition structure. The relevance of more shallow beliefs for coalition formation cannot be dismissed and therefore calls for additional research.  相似文献

In 2005, the European Parliament rejected the directive ‘on the patentability of computer‐implemented inventions’, which had been drafted and supported by the European Commission, the Council and well‐organised industrial interests, with an overwhelming majority. In this unusual case, a coalition of opponents of software patents prevailed over a strong industry‐led coalition. In this article, an explanation is developed based on political discourse showing that two stable and distinct discourse coalitions can be identified and measured over time. The apparently weak coalition of software patent opponents shows typical properties of a hegemonic discourse coalition. It presents itself as being more coherent, employs a better‐integrated set of frames and dominates key economic arguments, while the proponents of software patents are not as well‐organised. This configuration of the discourse gave leeway for an alternative course of political action by the European Parliament. The notion of discourse coalitions and related structural features of the discourse are operationalised by drawing on social network analysis. More specifically, discourse network analysis is introduced as a new methodology for the study of policy debates. The approach is capable of measuring empirical discourses both statically and in a longitudinal way, and is compatible with the policy network approach.  相似文献

The widespread supposition that collaborative management designs enhance legitimacy must be examined empirically, and the rich diversity of different collaborative arrangements should be better acknowledged in this endeavor. This study adopts a social network perspective and examines three state‐initiated and interest‐based collaborative management arenas in Swedish wildlife management: wildlife conservation committees (WCCs). Is there a link between social network structures in collaborative management arenas and the perceived legitimacy of output by policy stakeholders? This puzzle is addressed through social network analysis combined with survey data and interviews. The empirical results confirm the notion that collaborative arenas consisting of high network closure with many bridging ties across organizational boundaries enjoy a higher level of support among stakeholders directly involved in management, as members of the committees, than networks with a more sparse structure do. This type of well‐integrated network structure seemingly increases stakeholders’ understanding of other actors’ perspectives through deliberation. Contrary to what was expected, though, the empirical analysis did not verify the effect of linking, or outreaching ties between the committee members and the organizations that they represent, on the organizations’ support of WCC decisions. Given the rapid rise of collaborative designs in public administrations, the topic elaborated in this paper is urgent and further research is encouraged.  相似文献

The multifarious relations between the general and the particular, between distance and proximity and between 'belonging' and 'difference', relations that pertain to the realm of judgement, are of central significance in recent debates in the social sciences and their concepts of 'identity'. Therefore, Friese explores the implicit or explicit concepts of 'identity' in anthropological theorizing that assume not just the unity and coherence of the subject and its alleged belonging to a well-defined social configuration - be it a group, an ethnos, a nation - but presuppose the stability and continuity of its structural features. In order to gain distance from such theoretical edifices and a stable ontology of the social world, she brings into play approaches that resist the construction of unequivocal and stable identities by conceptualizing social relations in terms of mutual 'othering' and temporality. By referring to these approaches, perspectives are opened up that question not only the presuppositions of (theoretical) 'pre-judice', but also the assumptions of the new 'politics of identity'. What is proposed is a rewriting of the project of Enlightenment and an abandonment of any politics that is based on the heteronomy of judgement and that aims at establishing unquestioned ontologies of belonging and identity.  相似文献

Abstract

We still poorly understand why Silicon Valley has originated so many breakthrough innovations and large companies. The durability of Silicon Valley's innovative competence over the last seventy years also needs more explanation. The failure of several policy-makers around the world to reproduce the Silicon Valley cluster reveals the misunderstanding of the innovative dynamic in Silicon Valley. This study uses complex network theory – CNT (Barabási, Newman & Watts, 2006; Jen, 2006; Thompson, 2004a) to analyse the complex innovative capability of Silicon Valley and to understand the heterogeneity of agents and the multiplexity of ties that support creation and development of high-tech start-ups. As proposed by Barabási (2002, p. 200), we view the economy as a complex network, whose nodes are companies and whose links represent the various economic and financial ties connecting them. Innovation and entrepreneurship are understood as resulting from the interactions of numerous economic agents.

In a systemic perspective, by definition, the presence of a specific agent in a network induces specific interactions with other agents that could not take place if this agent were not there. Thus, the diversity of agents influences the dynamics of the system. The presence of venture capital (hereafter VC) firms in an innovative cluster opens potential specific interactions with other agents in the network (universities, large companies, laboratories) that determine a particular dynamic of innovation. In this perspective, what is distinctive about Silicon Valley is its complete and robust complex system of innovation supported by social networks of interdependent economic agents in which the VC firms have a specific function. Our perspective examines five different contributions of VC firms to Silicon Valley: financing, selection, collective learning, embedding and signalling. These five functions are different ways for the VC firms to interact with the other members of the complex network of innovation and to support the robustness of the system.  相似文献

This study integrates a brand community theoretical framework and a social networks approach to the study of political marketing on social media. It analyzes Twitter activity by and about all Republican candidates during the month of January 2016 prior to the Iowa primary caucus. Specifically, it identifies key patterns of information flow and political brand community emergence surrounding each candidate as well as brand social mediators who play influential roles in content flow. Findings detect network clusters - subgroups of siloed users - who converse to exchange information with one another rather than with disconnected others in any given political brand community. We classify these clusters in two groups: direct communities that surround a brand – here, a candidate – and indirect communities that consist of users who talk about the political brands but are not directly connected to the brand. Within this fragmented community structure, brand social mediators have the power to bridge direct and indirect brand communities across the network. Among the winning and trailing brand communities, different sets of brand social mediators, patterns of information flow, and network structures emerge. The findings suggest that the more successful a political brand is in voter polls, the weaker the social ties and relationships are within the brand communities. The interactions between political brands and their direct vs. indirect communities also exhibit different patterns of information flow. While direct brand communities demonstrate a higher level of reciprocity, indirect brand communities show a higher level of density. Implications and directions for future research are discussed.  相似文献

ABSTRACT

The study of post-conflict justice and peace incorporates ideas from many disciplines and on a range of topics including justice, reconciliation, democratization, and peace. While diversity is valuable, it can also lead to confusion in theory and practice and so requires close evaluation of how diverse ideas interact, and to what end. This paper begins the systematic examination of such interactions by using new bibliometric software to track citations between two particularly influential literatures contributing to post-conflict theory: the legal and the psychosocial. The paper describes how these traditions interact and the impact on the post-conflict literature as a whole.  相似文献

Hyperlink network analysis, which utilizes the links between websites to map online communication structures, offers an emerging methodology for studying the networks of supporters and opponents of public policies. Reasons for the methodology's appeal include the ability to utilize web crawlers to collect large amounts of data and the ability to apply quantitative and qualitative methods to examine network interactions. While the methodology has been utilized by diverse disciplines it is relatively new to the fields of political science and public policy. Utilizing a mixed‐methods research design, this article examines the applicability of using hyperlink networks to study opposing groups in the Colorado climate and energy policy subsystem while drawing increased attention to the methodology's strengths and weaknesses. The results demonstrate the methodology's considerable potential, but highlight the need for greater adoption of a collection of best practices designed to increase the validity, reliability, and generalizability of hyperlink research.  相似文献

Recent scholarship shows that social capital has a large influence on political behavior. Social capital’s definition includes trust, norms of reciprocity, and social networks. Most studies, however, ignore the networking component. Here, we test the influence of social networks on political participation using new Japanese survey data. We separately test the effects of involvement in formally organized voluntary associations and informal social networks. We also examine whether hierarchical networks have a different impact on participation than equal relationships. To determine if networks with bridging or bonding social capital affect participation differently, we also measure the openness to outsiders of these networks. Negative binomial regression models indicate a strong positive relationship between formal and informal social networking—including network hierarchy and some forms of openness—and political participation.  相似文献

This special issue aims at analyzing music as a site of social semiosis, i.e., at investigating the manifold ways in which music is constituted as a socially shared event. The papers collected here follow three main threads, considered as central aspects of music making: studying the kind of coordination and participation required to make music together; looking at the semiotic resources employed by musicians to construct their roles in interaction; examining the relationship between language and music. A variety of perspectives is adopted, ranging from social semiotics to conversation analysis, anthropology, multimodal analysis, and critical discourse analysis. Such a variety is also reflected in the musical traditions – Western art music, jazz, gospel, church hymns, pop music – and in the settings under examination, which comprise instructional activities like musical classes and rehearsals, as well as ordinary conversations and written accounts of musicians' biographies. Issues of epistemicity and authority, intersubjectivity, correction of musical action, solidarity, and ideology are thereby addressed. The issue thus aims at exploring the richness and complexity of music making as a social practice, and documents how the integration of different disciplinary perspectives can offer fruitful insights on music as a domain of sociality which lies at the intersection of aurality and writing, norm and creativity, individuality and collectiveness.  相似文献

The paper attempts to situate Sennett philosophically by placing him in the tradition of ontological hermeneutics. This way of reading Sennett is justified not only by the core principles that govern Sennett's social anthropology, but is also useful for tracing the trajectory of Sennett's philosophically informed diagnoses of the times. These diagnoses focus on the role of work in shaping subjectivity. After reconstructing the basic conceptual shape of Sennett's diagnoses of the work-related maladies of the "old" and the "new" capitalism, the paper presents some broader reflections on the philosophical presuppositions of social criticism that takes its departure from the centrality of work.  相似文献

The role of civil society organizations (CSOs) as a watchdog in the implementation process is widely acknowledged. However, little is known about what determines their capacity to monitor EU policy implementation and how it differs across member states. This article accounts for social capital as well as human and financial capital to determine the monitoring capacity of CSOs. To capture sources of social capital, a network analysis is applied in a comparative case article on the monitoring networks of national platforms of the European Women’s Lobby across eight EU member states. The analysis reveals that CSOs in western member states are rich in human, financial and social capital, while CSOs in CEE member states compensate for this lack of resources by linking up with the Commission.  相似文献

Transnational collaboration between regulatory agencies has proliferated rapidly within the last three decades. However, given that information regarding the motives, trustworthiness, and capabilities of potential partners is typically imperfect, decisions about with whom to collaborate are inevitably characterized by a degree of uncertainty. To better capture these dynamics, this article uses a network analytical perspective and hypothesizes that agencies are more likely to form agreements with agencies to whom they are already indirectly connected (transitivity), that are highly connected (preferential attachment), or with whom they share tie-characteristics (assortativity). To test these hypotheses, a stochastic actor-oriented model is used to analyze an original, self-coded data set in which bilateral information exchange agreements between national securities agencies (n = 143) are mapped out over a 18-year period. The results show that the formation of agreements between regulatory agencies is driven by (i) the number of shared partners (i.e. triadic closure); and (ii) similarity regarding agency characteristics (i.e. homophily).  相似文献
