Abstract

This paper analyzes the lead-up to and aftermath of the 2008 financial crisis to show how processes associated with risk society – the social production and distribution of systemic financial risk in a context of organized irresponsibility – are contributing to the intensification of contemporary class-based inequalities. Utilizing a framework based in Bourdieusian class resources, the analysis moves beyond Beck's rejection of the relevance of class relations to systemic risk, and his critics’ denial that risk transforms existing logics of distribution, to identify key shifts in the relation between contemporary financial risk, power and inequality. The conclusions of this study, showing how systemic financial risk in contexts of organized irresponsibility contributes to differential ‘risk-classes’, suggest that risk is a key source of contemporary inequality and that reconstructing the theory of risk society can illuminate these changes.  相似文献

Abstract

This article challenges the notion that volunteer and government supported social services are in some sort of fundamental opposition. The problem arises when volunteerism is proposed as a substitute for state action in the arena of social welfare. Seeking to justify recent cutbacks in federal monies for social services, the Presidents’ Summit deliberately avoided this issue. Nevertheless, taken within the context of the principle of governmental responsibility for social well‐being, voluntary association—private, but collectively organized action in the public sphere of civil society—is a necessary condition of democratic life.  相似文献

ABSTRACT

Solar radiation management (SRM) has been proposed as a means of mitigating climate change. Although SRM poses new risks, it is sometimes proposed as the ‘lesser evil’. I consider how research and implementation of SRM could be regulated, drawing on what I call a ‘precautionary checklist’, which includes consideration of the longer term political implications of technical change. Particular attention is given to the moral hazard of ‘regulatory drift’, in which strong initial regulation softens through complacency, deliberate deregulation (‘regulatory gift’) and the limited constituency of people with the skills to regulate (‘thin markets’). I propose the strengthening of civil society groups to keep regulators in check.  相似文献

Abstract

Explanations of the growing importance of risk to regulation identify three processes; the need to respond to newly created and discovered risks; the growth of regulatory frameworks; and the use of the risk instrument as an organizing idea for decision-making in modernity. Synthesizing these explanations, we propose a theory of risk colonization. We introduce a distinction between societal and institutional risks, the former referring to threats to members of society and their environment, and the latter referring to threats to regulatory organizations and/or the legitimacy of rules and methods of regulation. We argue that pressures towards greater coherence, transparency, and accountability of the regulation of societal risks can create institutional risks by exposing the inevitable limitations of regulation. In the first stage of risk colonization, framing the objects of regulation as ‘risks’ serves as a useful instrument for reflexively managing the associated institutional threats. This can be followed, in a second stage, by a dynamic tension between the management of societal and institutional risks that results in spiralling feedback loops. The very process of regulating societal risks gives rise to institutional risks, the management of which sensitizes regulators to take account of societal risks in different ways. We discuss links between this theory and the concept of governmentality and conclude with some speculations about the possible positive and negative consequences of risk colonization.  相似文献

Abstract

This article examines ‘enactment’ as a significant new form of knowledge about collective life that differs fundamentally from familiar forms of ‘social’ knowledge. The emergence of enactment is traced through a series of domains where the problem of estimating the likelihood and consequence of potentially catastrophic future events has been made an explicit object of expert reflection: response to a possible nuclear attack in US civil defence planning in the late 1940s; the emergence of natural hazard modelling in the 1960s and 1970s; and the emergence today of terrorism risk assessment and its proposed application to federal budgetary distributions. The article engages with central questions in debates around ‘risk society’ and insurance, holding that new approaches to understanding and assessing risk are not merely idiosyncratic or subjective. Rather, they should be treated as coherent new forms of knowledge and practice whose genealogy and present assemblies must be traced.  相似文献

ABSTRACT

The post-liberal IR debate on peacebuilding has made considerable efforts to reintroduce ‘the local’. In principle, critical peace studies follow the argument that communal capacities for peace formation exist in every society. However, few take the further conceptual step of taking emic perspectives on ordering and peacebuilding more seriously. This article aims at exploring and understanding customary concepts and practices of ordering with examples from Kyrgyzstan. It asks how and why communal actors and institutions contribute to ordering in the context of limited local tensions and how these actors navigate at national and international levels.  相似文献

Abstract

How should we understand the politics of security today? This article addresses this question from one particular perspective, that of ‘biosecurity’. It examines contemporary strategies for managing biorisks in three European states: France, Germany and the United Kingdom. We suggest that the framing of threat and response differs, even within Europe, and that one can identify three different configurations: contingency planning, protection and resilience. Each of these embodies a significantly different way of reconciling fundamental imperatives for those who would govern a liberal society today – the imperative of freedom and the imperative of security.  相似文献

Abstract

We argue that the majority of civil society conceptualizations employ a narrow concept of the state and a narrow concept of civil society. The life history of a Brazilian woman demonstrates that as individuals travel through state institutions and civil society organizations (CSOs), they carry conflicting worldviews with them which bear on the practices of CSOs. With Gramsci we recognize civil society as a space where movements and the state struggle for hegemony; beyond him we conceptualize CSOs as contradictory, being simultaneously of and against the state, while the state is simultaneously outside and within them.  相似文献

Abstract

This article seeks to provide a conceptual framework to complement and guide the empirical analysis of civil society. The core argument is that civil society must be understood, not as a category of (post)industrialized society, but as one of individualized society. Civil society is characterized by individualism that is sustained and protected by the civil values of autonomy and emancipation. This, accordingly, implies that empirical data of civil society can be understood most fruitfully within the framework of individualized society. Classical sociology, however, perceives this very individualism and its values as being antagonistic to its own civic vision. Hence, the crucial question is whether there can be any scope for citizenship, classically understood, within civil society. This article begins with the conceptual reconstruction of the social organization of civil society. Thereafter, two distinct civil society perspectives—mediating structures and Tocquevillianism—are explored to see how civil individualism and citizenship relate to each.  相似文献

ABSTRACT

This article seeks to argue that the problematic engagement between United Nations peacebuilding and local civil society reveals an ontological tension between different forms of conceiving of actors and processes in peacebuilding contexts. Relationality is introduced as a potential analytical breakthrough. The article problematises UN static categorisations as failing to capture the complexity of local civil society and imposing a highly technical form of engagement. Unaware of these limitations, the UN seeks to instrumentalise local civil society to engage it in peacebuilding settings. This pattern is critically presented here as a totalising process through which the UN attempts to secure modernity.  相似文献

Abstract

This article takes issue with three rival approaches to conceptualizing the idea of civil society in the contemporary discussion, arguing that none of these succeeds as a general account of the concept. It argues instead that there is no general concept picked out by the expression ‘civil society’: uses of ‘civil society’ are theory-laden such that they can only be understood from within the theoretical, practical, and historical contexts in which they originated. This article concludes by arguing that the idea of civil society still retains critical value, provided that the theorist locates it in a particular context.  相似文献

Abstract

This paper presents a critical comparative reading of Ulrich Beck and Herbert Marcuse. Beck's thesis on ‘selfcritical society’ and the concept of ‘sub-politics’ are evaluated within the framework of Marcusian critical theory. We argue for the continued relevance of Marcuse for the project of emancipatory politics. We recognise that a focus upon the imminent and spontaneous possibilities for radical social change within the ‘sub-political’ is a useful provocation to the high abstractionism of much critical theory, but suggest that such possibilities are better captured in a Marcusian theoretical frame than they are in Beck's account.  相似文献

ABSTRACT

Under the Justice and Development Party (AKP) rule, Turkey’s civil society has enlarged both in size and diversity of civic engagement. This development is puzzling since Turkey’s weak democratic credentials do not allow an enabling political and legal setting for civil society’s expansion. This study argues that the expansion can be explained through a particular dilemma of rulers in competitive-authoritarian (CA) regimes. The AKP is caught between the conflicting interests of appropriating and containing civil society. While the government needs to cherish civil society to sustain CA regime, it also needs to repress it, as civil society is the only arena where dissenting social forces can still carve pockets of resistance and challenge the dominant paradigms of the regime. Based on extensive fieldwork, this study discusses the patterns of containment and appropriation that have led to the steady expansion of civil society under pressure. The AKP’s dilemma has also rendered Turkey’s civil society ‘tamed’, namely politicized, disabled and segregated. The study broadens the understanding of relations between civil society and the state in CA regimes by offering essential insights into how these regimes are sustained, entrenched and also contested through and within civil society.  相似文献

Abstract

This article examines the link between oligarchy and the notion of representative democracy, which for Castoriadis also implies the bureaucratisation of society. However, in an argument with and against Castoriadis, one has to decipher modern oligarchies before launching into a radical critique of the principle of representation. There is a diversity of representative democracies, and the complexity of modernity comes from a mixture of oligarchy, representation and democracy. Even though the idea of democracy has evolved, we do not live under representative democracies but under liberal oligarchies. Direct democratic procedures and representative elements can sometimes be gathered in order to create new forms of political commitment. The main problem is avoiding a concentration of powers, which cannot create the conditions for the emergence of democratic institutions.  相似文献

Abstract

Following the collapse of Communist regimes in 1989, academics and dissidents alike were quick to claim that agents of ‘civil society’ had played an integral role in the 1989 ‘Velvet Revolutions’. However, the appropriation of civil society to explain events in Eastern Europe is highly problematic. In arguing that civil society offers an inappropriate framework in which to study opposition and dissent in Soviet type regimes, this article recommends dismissing the typology for this particular scenario. Instead, a new typology, the totalitarian public sphere, is introduced. This article concludes by elaborating on why the totalitarian public sphere serves as a more comprehensive typology by which to explain dissent and opposition in Soviet type regimes.  相似文献

Abstract

The debate about the usefulness of the civil society concept for social analysis has reached a critical stage and calls for its abandonment are mounting. To prove its relevance for policy, practice and research, better operational concepts and more rigorous empirical research on civil society are required. This article examines the possibilities and pitfalls of cross-national civil society research as a crucial area of empirical civil society studies. It explores the definition, conceptualization, operationalization and measurement of civil society through a critical examination of existing international efforts at comparative civil society analysis. A functional approach to defining civil society and a two-dimensional operational concept of civil society, according to its (1) structural and (2) cultural features, are proposed as suitable tools to study the phenomenon cross-nationally. The article also reviews the Civicus Civil Society Index as an innovative tool to assess the state of civil society and discusses the insights and challenges emerging from its current application in more than 50 countries. The paper concludes that international comparative civil society studies are both possible and necessary, but cautions that more attention needs to be paid to the development of appropriate operational concepts and measurement models.  相似文献

Abstract

The difficulty Israel has making peace with the Palestinians, which became evident with the failure of the 1993 Oslo Agreements, can be explained through the internal relationships and historical dynamics within the Israeli public sphere, and the relations between the public sphere and the state. Using the terms ‘civil society’ and ‘uncivil society’ as a theoretical framework, the article examines both the relations between these two binary representations within the public sphere and the ability of each of them to influence state policy through two analytical tools: cultural politics and instrumental politics. The contention is that the Oslo Agreements failed in part because while both the civil and uncivil societies arose as a cultural innovation and alternative collective identities in neo-liberal Israel, the uncivil society succeeded in translating its collective representations into effective instrumental politics that influenced the Israeli state, while the civil society failed to do so.  相似文献

Abstract

This paper examines the public involvement in a particularly sensitive and highly contentious field of EU policy making: the genetically modified organisms (GMOs) sector. It argues for the establishment of a larger public debate in the EU policy field and interactive discourses that involve public voices, rather than just technocrats or scientists, in the GMO sector. In terms of deliberative democracy, an assessment of the EU's GMO regime is mixed: on the one hand, new practices have been introduced, which indicate a shift towards more participatory policy making; on the other, enhanced societal participation does not necessarily support the emergence of a larger engaged public and deliberation in the general public sphere. Thus, after the design of the ‘participatory garden’, the wider European public debate on GMOs has not ‘grown’ due to a lack of horizontal co-ordination among EU initiatives; the preference for institutionalized forms of cooperation with civil society; and the lack of evaluation methods for public involvement in GMO approvals.  相似文献

Abstract

Hong Kong and Singapore are both typical administrative states with an efficient administration and a vibrant market, which had achieved rapid economic growth in the past decades. This article examines the trajectory of their state capacity, highlighting recent problems and challenges. Based on a conceptual framework that captures and links up four dimensions – namely polity, bureaucracy, economy and civil society – their commonalities and differences in response are discussed. Their experience should be of particular relevance to transitional authoritarian states in Asia such as China, which faces similar challenges to reform in the arenas of politics, administration, economics and society.  相似文献
