With over 50% of Palestinians in diaspora, global constructions of what is Palestinian are central to Palestinian geopolitics. This article examines how the meanings and implications of the label “Palestinian” in diaspora are produced as Palestinians negotiate the politics of migration and citizenship while living in Cyprus. Using the concept of a geopolitical assemblage incorporates the role of state immigration control into a critical discussion of diaspora. Cyprus provides a complex context in which the momentary constructions of a Palestinian diaspora in relation to other geopolitical entities affects Palestinians despite their immigration or citizenship status in Cyprus.  相似文献

In this paper it is argued that political parties may have incentives to adopt a partisan view on the working of the economic system. Our approach is based on a dynamical spatial voting model in which political parties are policy oriented. This model revolves around two interrelated issues x and y. The policy maker sets x directly. There exist two views on the relationship between x and y. Model uncertainty confronts policy makers with the problem of the selection of a model to base their actions on. We show that if voters have imperfect information about the working of the economic system that model selection contains a strategic element. Policy makers are inclined to adopt a view on the working of the economic system which fits in with their preferences. There is no inherent logic that places monetarists to the right of New Economists. They have different models of economic mechanism, but they need not have different political values. A conservative can be a Keynesian and a liberal a monetarist. These combinations are in fact surprisingly rare. James Tobin, 1974,The New Economics One Decade Older, p. 62.  相似文献

This paper analyzes the relationships between federalism and the shadow economy. The theoretical analysis leads to the conclusion that the shadow economy is smaller in federal countries than in unitary states. The mobility of individuals among competing jurisdictions leads policy makers to adopt policies that are more efficient in terms of taxation and public good provision. This increases the return for activities in the formal sector relative to those in the informal one, thus reducing activity in the shadow economy. A cross-sectional empirical analysis of a sample of 73 countries confirms this theoretical prediction.  相似文献

Abstract This paper uses cross–national data for 21 OECD nations to examine whether there is evidence of a connection between measures of political and fiscal decentralization and the major, long–term, performance parameters of the post–war political economy. Findings of what is necessarily an exploratory analysis of a wide range of policy outcomes suggest that federalism and the proliferation of constitutional veto–points have inhibited the expansion of the socially protective state and that a low level of fiscal centralization appears to have restrained post–war inflationary pressures and gone along with higher rates of post–war economic growth. No evidence is found to connect either political or fiscal measures with postwar labour market performance.  相似文献

Abstract

This paper asks: ‘is ASEAN powerful?’ The argument is made that there is a divide over this question between two broad groups of scholars who are referred to as ‘neo-realists’ (including realists) and ‘constructivists’. Focusing attention on this question is useful because it helps to bring into view three, not always explicit, points of argument between constructivists and neo-realists in their assessments of ASEAN. First, the two groups draw different empirically based conclusions about ASEAN's efficacy in East Asian affairs. Neo-realists are generally sceptical about the Association's role in the region because they view it, along with multilateral organizations more generally, as peripheral to great power politicking, what they see as the real stuff and substance of international affairs. A second, conceptual, point of argument is over understandings of power. For neo-realists, power is frequently used interchangeably with force and coercion. Scholars influenced by social constructivist ideas offer a challenge to this equation of power and dominance on the grounds that power is neither necessarily negative-sum nor limited to conflictual situations. Third, we suggest that closely related arguments are marshalled by both sides in debates over ASEAN's future role and organizational structure. Neo-realists argue that a shift to a more rules-based institutional form is in order, while constructivists place their emphasis on identity building.  相似文献

This paper develops Michel Callon's analysis of the technological economy in two ways. First, the paper is concerned with the way that political activity is framed through the use of a variety of technical devices. Arguing against the view that politics can be located in all forms of social and economic activity, the paper suggests that politics should be regarded as a rather specialist activity that is often directed towards 'anti-political' ends. Second, through a discussion of what the paper terms 'the fragility of metrological regimes' and the 'inventiveness of measurement', the paper argues that measurement and calculation can have the effect of disrupting the frame of politics, and creating a conduit for the cross-contamination of the economic and the political.  相似文献
