The idea that science simply mirrors nature has been challenged by postmodernism that has considered the way it contructs the world, our bodies and identities. But such criticisms, apart from the odd exception, have been directed at science in general with little insight or attention to actual empirical procedures that take place in laboratories, for example. This article investigates the idea that Enlightenment is not redundant, and that in fact laboratory procedures are not so different to those used in the humanities. The article shows that scientific procedure shares much with the way narratologists might analyse story. It likens representations of cancer development and cell cycles to the narratological models used by Barthes and Greimas. Science does not so much make nature reveal its secrets but offers an epistemological opportunity for examination, expression and ultimately creativity.  相似文献

The ill-defined set of substances and behaviours collected under the name 'date rape drugs' present an opportunity to rethink risk management and the ways in which risk is studied in governmentality analyses. We borrow and develop Bakhtin's notion of the 'chronotope' - the spatially specific temporality constituting each literary genre - to understand how the risks associated with certain illicit drugs consumed by youth at weekend parties are thought of as inhering in a chronotope rather than in some chemicals. This chronotope, like most others, is gendered, but the gender-specific character of both the risks of partying and the friendship networks mobilized to prevent mishaps is denied by the educational materials: risks are simultaneously gendered and de-gendered.The insights generated by this study highlight the importance of relying on a more flexible toolbox for doing research on knowledges of risk.  相似文献

地方政府竞争是基于中央政府与地方政府关系、地方政府间的法制环境,在我国,主要包括地方政府的法律地位、地方财税制度、政绩考核制度、反垄断制度.由于法制环境的不完善,导致地方政府竞争处于困境,不适应科学发展观的新要求.而要充分发挥地方政府竞争的正效应,克服负外部性,有必要从法制途径进行规范.其基本思路是:完善中央与地方权限的划分制度;改革户籍制度和选举制度;完善地方财政税收制度;建立以提供公共服务能力为中心的多元标准的绩效评定机制;完善反垄断制度和司法监督制度.  相似文献

Abstract. Consolidated democracies involve structured linkages between citizens and political decision making elites that are typically organized via political parties. Given the economic and institutional instability and uncertainty in post-communist emerging democracies, it has often been maintained that a structuring of party systems in such countries is slow to emerge. This paper demonstrates with data from a 1991 pre-election study in Bulgaria that significant aspects of political structuring may in fact appear in post-communist polities quite early. The structuring is based on citizens' individual resources which they expect to convert into economic benefits in the economic market economy, their market location in occupational terms, their general ideological dispositions, and their evaluation of the economic performance of the incumbent governments. While the structuring of party systems may still be weaker than in Western Europe, the Bulgarian evidence casts doubt on the tabula rasa hypothesis in the study of post-communist politics. Of course, further comparative analysis of post-communist democracies is required to buttress our conclusions.  相似文献

Recent contributions in the domains of governance and regulation elucidate the importance of rule‐intermediation (RI), the role that organizations adopt to bridge actors with regulatory or “rulemaking” roles and those with target or “rule‐taking” roles. Intermediation not only enables the diffusion and translation of regulatory norms, but also allows for the representation of different actors in policymaking arenas. While prior studies have explored the roles that such RIs adopt to facilitate their intermediation functions, we have yet to consider how field‐level structuring processes influence (and are influenced by) the various and changing roles adopted by RI. In this study we focus on the mutually constitutive relations between field‐level change processes and the evolving roles of RIs by studying the rise of the International Council for Local Environmental Initiatives (ICLEI)/Local Governments for Sustainability, an RI serving as a bridge for sustainable urban development policies between the United Nations and local authorities. Using ICLEI as an illustrative case, we theorize four different processes of regulatory field structuration: problematization, role specialization, marketization, and orchestrated decentralization. We discuss their implications for RI roles in the field and further theorize the changing dynamics of trickle‐up intermediation processes as an RI gains power and influence.  相似文献

Abstract. The article adds to the attempts to describe and explain legislation as an extended process. The case of Finnish labour protection policy is used as an illustration. It is argued that the labour protection policy is pursued in accordance with an established labour protection paradigm, which consists of the way of cognitively structuring the safety and health problem, of the accepted methods to deal with the problem and of the values underlying the policy. It is argued that the Finnish labour protection paradigm does not correspond with the real function of labour protection. Generally, the paper suggests that the paradigm-nature of public policies implies an inherent conservatism, allowing only partial adaption to social and political change.  相似文献

This article suggests that variations in the dominant pattern of innovation policy coordination can be analysed and understood effectively by dividing innovation and other complementary socio-economic policies into low-complexity and high-complexity tasks.The effective implementation of these two sets of policy tasks that differ in the extent, nature and intractability of collective action problems confronting the coordination process hinges on the strength of two sociopolitical institutions: bureaucratic organizational structures and interactive governing arrangements. While bureaucratic organizational structures are better suited to delivering low-complexity tasks, interactive governing arrangements are more effective in resolving high-complexity policy problems. They interact differently across political economies to structure the management of coordination challenges and thus give rise to divergent patterns of innovation policy-making. The comparative analysis of innovation policy coordination between Hong Kong and Singapore over the past two decades lends strong support to the central theoretical propositions of the article.

The text begins a line of dialogue between feminist and epistemological work in the life sciences using a case study of the concepts ‘foetus’ and ‘baby’ in diagnostic ultrasound and parental discourse. The case material illustrates the multiple, coexisting registers of clinical discourse and the significance of cultural intertexts, the insertion within biomedical discourse of concepts from other cultural domains. It follows that biomedical rationality lacks the autonomy that Canguilhem argued it has; rather than giving itself its own laws, biomedical rationality is heteronomous, receiving and using cultural intertexts from many and varied domains.  相似文献
