Abstract

This paper examines the relevance of Boltanski and Thévenot's newly translated book, On justification, to the analysis of political ideas and political action. While situating the work of the authors within its initial intellectual context, namely the ‘economics of conventions’, it shows that one of the key contributions of the ‘sociology of justification’ lies in the answers it brings to two fundamental, as yet unresolved, questions in political science and political sociology: first, how is it possible to identify those ideas which are politically relevant? Second, how is it possible to capture the dynamics of public ideas? After outlining the sources of the quandaries faced within political science and political sociology as regards these two questions, the conceptual framework of Boltanski and Thévenot is presented and explained, and research perspectives suggested. This article argues that On justification provides a highly engaging, stimulating and empirically useful contribution to current debates in social and political theory around the dynamics of political arguments and ideas.  相似文献

Abstract

This paper explores the failure of modernisation theory and its more recent offspring as represented by ‘transition to democracy’ and ‘construction of capitalism’ theories to explain the post-communist development of Russia. Some post-modern theories, though, reinterpreted to emphasise the disintegration and fragmentation of the ‘hard core’ of social structures rather than the ‘post-philosophical’ mode of thinking and ‘aestheticised’ styles of consumption, are looked at for a more fruitful conceptual alternative. In the conclusion, the idea of ‘multiple fragile modernities’ is argued for as the most promising starting point for the conceptualisation of post-communism as well as its correlation with global ‘late capitalism’.  相似文献

This article evaluates Hannah Arendt's contribution to ‘thinking citizenship’ in light of her controversial account of the modern rise of ‘the social’. It argues that Arendt's writing on the social is best understood not primarily as analytical and normative but as an historical argument about the effect of capitalism and modern state administration on meaningful citizenship. This short piece analyses one important element of Arendt's story about the historical rise of the social: that it is a peculiar hybrid of polis and oikos, a scaled-up form of housekeeping, and its threat to the public, political world.  相似文献

Abstract

The addition of new social roles in public service and civil society to large business corporations' enormous economic power and substantial political influence suggests novel but little-understood changes in the institutional relations between business, state and civil society. Sociological emphasis on the centrality of power relations in business conduct and radical diagnoses of a corporate ‘take-over’ of public and civil society institutions is contradicted by other literature which portrays corporations as socially responsible benefactors rather than all-powerful behemoths. The present analysis assesses rival emphases on power relations and normative shifts toward corporate social responsibility in the sphere of business–civil society partnerships. It argues that, in the United States and Britain, a new set of institutional relationships is emerging to fill a vacuum in tackling social and environmental problems. In this new institutional field, large corporations are taking on the role of patrons to a variety of clients amongst public and civil society organisations. This social relationship parallels similar episodes of patronage when systems of community and public welfare disintegrated during the rise of capitalism.  相似文献

Abstract

Drawing upon Karl Polanyi's journalistic writings and unpublished lectures from the 1920s and 1930s, this article reconstructs the lineaments of his research programme that was to assume its finished form in The Great Transformation. It identifies and corrects a common misinterpretation of the thesis of that book, and argues that Polanyi's basic theoretical framework is best conceived as Tönniesian: market society is Gesellschaft, while the ‘protective counter-movement’ of The Great Transformation is Gemeinschaft, understood dynamically. It examines the two central mechanisms by which, in Polanyi's understanding, Gesellschaft broke down in the mid-twentieth century: the ‘clash between democracy and capitalism’ and the ‘perverse effects’ whereby political intervention in markets impairs profitability and saps the vitality of the market system.  相似文献

This article explores the ‘democratic socialism’ being proposed by new left movements on either side of the Atlantic, and evaluates its claim to be a form of anti- or postcapitalism. It argues that in the democratic socialist worldview, the line between capitalism and socialism rests on the balance of power between workers and capitalists in the economic sphere. While traditional social democracy seeks to redistribute wealth but leaves relations between workers and capitalists within firms untouched, democratic socialism seeks to abolish private property in the economic sphere. Production is controlled democratically by the workers themselves, in league with a workers’ state. The article critically appraises the claim that such a scenario constitutes a form of postcapitalism. Drawing on the work of critical Marxists such as Moishe Postone, it argues that capitalism is not primarily defined by private property relations in the economic sphere, but rather the peculiar social form of capitalist labour. Unlike in pre-capitalist societies, for labour in capitalism to secure a continued basis on which to reproduce the means of subsistence, it must be socially validated as ‘value-producing’. The criteria for value validation is not set in the workplace, or within a single nation state, but rather on the world market. The article concludes that, for all its merits, the democratisation of workplaces does not overcome the need for this social validation, but rather constitutes an alternative form of managing the process of production in this context. As such, democratic socialism, like social democracy, remains susceptible to the same imperatives and crises as other forms of capitalist production, and so cannot be said to constitute a form of ‘postcapitalism’.  相似文献

Abstract

The variety of capitalism school (VOC) and regulation theory (TR) are both analyses of the diversity of contemporary national economies. If VOC challenges the primacy of liberal market economies (LME) and stresses the existence of an alternative form, i.e. coordinated market economies (CME), TR starts from a long-term analysis of the transformation of capitalism in order to search for alternatives to the Fordist regime that emerged after the post-Second World War era. Both approaches make intensive use of international comparisons, challenge the role of market as the exclusive coordinating mechanism, and raise doubts about the existence of a ‘one best way’ for capitalism. Finally, they stress that globalization does deepen the competitive advantage associated with each institutional architecture. Nevertheless, their methodology differs: VOC stresses private firm governance, whereas TR considers the primacy of systemic and macroeconomic coherence. Whereas for VOC there exist only LME and CME, TR recurrently finds at least four brands of capitalism: market-led, meso-corporatist, social democrat and State-led. VOC seems to consider that the long-term stability of each capitalism can be challenged only by external shocks, but TR stresses the fact that the very success of a regulation mode ends up in a structural crisis, largely endogenous.  相似文献

Abstract

This article explores how Hong Kong has exercised political influence on China since the transfer of sovereignty in 1997, and tries to comprehend such seemingly impossible influences by reinterpreting the concept of sovereignty. It argues that the British Hong Kong existed as a ‘reference society’ for China's modernization and helped to change Chinese perceptions of capitalism. As this resulted in Chinese recognition of the legitimacy of Hong Kong's colonial institutions, which were featured with political legacies of civic freedom and the rule of law, it also reveals the institutional dimension of sovereignty. Secondly, the information flow from Hong Kong to China reflects a communicative (in contrast to coercive) nature of sovereignty, which highlights Hong Kong's central position in the Chinese world of information. Thirdly, Hong Kong's ongoing democratization challenges Chinese authoritarianism through societal interactions that are beyond state control. Conceptually, in this article, state sovereignty is argued as being something fluid and constantly reshaped in everyday practice with institutional, informative, and interactive dynamics; practically, it attempts to find some remaining ‘silver lining’ to the growing authoritarian Chinese clouds above Hong Kong as reversing the logic of examining external factors in democratization.  相似文献

Given that eGovernment is likely to become part of development strategies, the most desirable form of eGovernment is that which promotes the domestic generation of intellectual property or, at least, contributes least to the international intellectual property (IP) imbalance. One way to achieve these ends is to implement eGovernment using free or open source software (FOSS). This will reduce dependence on software owned by major companies in developed countries. It could also promote an IP generating capacity in developing countries. An examination of the status of free or open source software in developing countries in Southeast Asia reveals that governments in these countries are aware of FOSS and wish to foster its use (but face considerable pressure to use proprietary software). This examination also reveals the presence of small but active groups seeking to develop and promote the use of free or open source software. This article is comprised of a discussion of FOSS (including that suitable for eGovernment), an explanation of the importance of FOSS for developing countries, a justification of government's centrality to the introduction of FOSS and a consideration of policies and initiatives undertaken by governments in developing countries in Southeast Asia. This paper argues that photography is best grasped not as a medium of visual communication, but as a manifest performance of the power to make visible. As such, photographic practices are central to the experience and demarcation of private/public boundaries in advanced media cultures. In the private domain, photography is both a ritualized domestic activity and provides conventional and definitive representations of the domestic. These functions are ostensibly opposed to photography's role in the public realm: the same visual technology becomes, in the mass media, both the index and agent of publicness itself, with the paparazzi?especially in the aftermath of Princess Diana's death?symbolizing the violation of the private. The paper explores the ways in which photographic performance at the public/private boundary dramatizes power relations through forms of social transparency, voyeurism and memoralization. It also asks whether momentary crises in the dominant scopic regime can provide the basis for alternative ‘uncanny’ visual practices that are tenable and empowering.  相似文献

Abstract

A central thesis of Karl Polanyi's The great transformation concerns the tensions between capitalism and democracy: the former embodies the principle of inequality, while democracy represents that of equality. This paper explores the intellectual heritage of this thesis, in the ‘functional theory’ of G.D.H. Cole and Otto Bauer and in the writings of Eduard Bernstein. It scrutinizes Polanyi's relationship with Bernstein's ‘evolutionary socialism’ and charts his ‘double movement’ vis-à-vis Marxist philosophy: in the 1910s he reacted sharply against Marxism's deterministic excesses, but he then, in the 1920s, engaged in sympathetic dialogue with Austro-Marxist thinkers. The latter, like Bernstein, disavowed economic determinism and insisted upon the importance and autonomy of ethics. Yet they simultaneously predicted a law-like expansion of democracy from the political to the economic arena. Analysis of this contradiction provides the basis for a concluding discussion that reconsiders the deterministic threads in Polanyi's oeuvre. Whereas for some Polanyi scholars these attest to his residual attraction to Marxism, I argue that matters are more complex. While Polanyi did repudiate the more rigidly deterministic of currents in Marxist philosophy, those to which he was attracted, notably Bernstein's ‘revision’ and Austro-Marxism, incorporated a deterministic fatalism of their own, in respect of democratization. Herein lies a more convincing explanation of Polanyi's incomplete escape from a deterministic philosophy of history, as exemplified in his masterwork, The great transformation.  相似文献

ABSTRACT

Musolff's study applies methods of cognitive metaphor analysis to Hitler's antisemitic imagery in Mein Kampf, especially to the conceptualization of the German nation as a (human) body that had to be cured from a deadly disease caused by Jewish parasites. The relevant expressions from the conceptual domains of biological and medical categories form a partly narrative, partly inferential-argumentative source ‘scenario’, which centred on a notion of blood poisoning that was understood in three ways: a) as a supposedly real act of blood defilement, i.e. rape; b) as a part of the source scenario of illness-cure; and c) as an allegorical element of an apocalyptic narrative of a devilish conspiracy against the ‘grand design of the creator’. The conceptual differences of source and target levels were thus short-circuited to form a belief-system that was no longer open to criticism. The results cast new light on central topics of Holocaust research, such as the debates between more ‘intentionalist’ and more ‘functionalist’ explanations of the origins of the Holocaust, and the question of how the Nazi metaphor system helped gradually to ‘initiate’ wider parts of the German populace into the implications of the illness-cure scenario as a blueprint for genocide. The Nazi antisemitic metaphor system thus provides a unique example of the cognitive forces that can be unleashed in the service of racist stigmatization and dehumanization.  相似文献

This paper examines the developing body of Chinese prostitution law, and the nature of its implementation, with reference to mainstream media controversy surrounding the case of a male academic penalized as a buyer of commercial sexual services in late 2004. It argues that the protagonist's highly public ‘fall from grace’ may owe more to the Chinese media's new capacity to act as part of a disciplinary apparatus that extends beyond the purview of the Party-state – via its claim to promote freedom of information – than the presumed repressive ethos of the Chinese Communist Party.  相似文献

Abstract

This paper presents a critical comparative reading of Ulrich Beck and Herbert Marcuse. Beck's thesis on ‘selfcritical society’ and the concept of ‘sub-politics’ are evaluated within the framework of Marcusian critical theory. We argue for the continued relevance of Marcuse for the project of emancipatory politics. We recognise that a focus upon the imminent and spontaneous possibilities for radical social change within the ‘sub-political’ is a useful provocation to the high abstractionism of much critical theory, but suggest that such possibilities are better captured in a Marcusian theoretical frame than they are in Beck's account.  相似文献

Abstract

As part of a general endeavour to ‘modernise’ Britain for the epoch of globalisation, Britain's New Labour government has sought to integrate wide‐ranging constitutional reform with new structures for regional governance. Perhaps the most radical proposal concerns the attempt to align continued UK sovereignty with an elected parliament for Scotland in what has been called a ‘new covenant with the people’. This paper draws on Jane Jenson's neo‐Gramscian discourse‐regulation theory and its stress on social agency and the politics of representation, to explore the political, economic and socio‐spatial tensions and the related ideas, discursive forms and political processes that have given rise to this emergent institutional and representational ‘fix’. The author argues that rather than being perceived of solely as some ‘modernisation move’ on the part of a New Labour project, this reconfiguration of power and representation also needs to be traced to the political and representational style of Thatcherism, in particular, the latter's continuous ‘testing’ of the 1707 Treaty between Scotland and England as a negotiated settlement of economic and political union. The paper concludes with some reflections on the future prospects facing any future Scotland‐UK institutional settlement, including the question of sovereignty.  相似文献

Abstract

The Australian Federal Police has in recent years become an important actor in both the implementation and design of Australian-led state building interventions in Australia's near region of Southeast Asia and the South Pacific. The article focuses on the recent expansion of the Australian Federal Police as a way of understanding the emergence of a new partly (and strategically) deterritorialized, ‘regional’ frontier of the Australian state. Within this new frontier, whose fluctuating outlines the Australian Federal Police not only polices but also to a considerable extent shapes and reshapes, as one of the primary expert agencies on identifying and managing transnational security risks, Australian security is portrayed as contingent on the quality of the domestic governance of neighbouring states, thereby creating linkages between the hitherto domestic governing apparatus of the Australian state and those of other countries. This allows for the rearticulation of the problems affecting intervened states and societies – indeed, their very social and political structures – in the depoliticized terms of the breakdown of ‘law and order’ and the absence of ‘good governance’, which not only rationalizes emergency interventions to stabilize volatile situations, but also delegitimizes and potentially criminalizes oppositional politics. The Australian Federal Police, however, does more than merely provide justification for intrusive state transformation projects. Its transnational policing activities open up a field of governance within the apparatus of intervened states that exists in separation from international and domestic law. The constitution of such interventions ‘within’ the state leaves intact the legal distinction between the domestic and international spheres and therefore circumvents the difficult issue of sovereignty. As a result, police and other executive-administrative actors obtain discretionary ordering powers, without dislodging the sovereign governments of intervened countries.  相似文献

In the past, economic integration in Europe was largely compatible with the preservation of different national varieties of capitalism. While product market integration intensified competition, member states could build on and foster their respective comparative advantage. Today, this no longer unequivocally holds true. This article contends that a new, ‘post-Ricardian’ phase of European integration has emerged in which the Commission's and the European Court of Justice's (ECJ's) attempts to promote economic integration systematically challenge the institutions of organised capitalism. It demonstrates this by discussing recent disputes over the Services Directive, the Takeover Directive, and company law. In the current phase of European integration, the Commission's and the ECJ's liberalisation attempts either transform the institutional foundations on which some of the member states' economic systems rely or they create political resistance to an extent that challenges the viability of the European project.  相似文献

The paper attempts to situate Sennett philosophically by placing him in the tradition of ontological hermeneutics. This way of reading Sennett is justified not only by the core principles that govern Sennett's social anthropology, but is also useful for tracing the trajectory of Sennett's philosophically informed diagnoses of the times. These diagnoses focus on the role of work in shaping subjectivity. After reconstructing the basic conceptual shape of Sennett's diagnoses of the work-related maladies of the "old" and the "new" capitalism, the paper presents some broader reflections on the philosophical presuppositions of social criticism that takes its departure from the centrality of work.  相似文献

The postcapitalism thesis asserts that open source and collaborative non-profit organisations represent a new, non-market sector in which the profit motive and monetary exchange no longer drive economic activity; in Marxist political economy terms, they are a new means for suppressing the law of value . Information technology has produced four systemic dysfunctions, limiting capitalism’s ability to function as a complex adaptive system: the zero marginal cost effect, the tendency to delink work from wages, positive network effects, and information asymmetries. In response, in addition to the traditional remedies of social democracy for a stagnant neoliberal economic model, left parties must adopt a programme of transition: aggressively breaking up technological monopolies; promoting universal basic income and basic service solutions; outlawing rent-seeking business models; and promoting data democracy.  相似文献

Abstract

On 16 August 2012, a protracted strike at a platinum mine in Marikana, South Africa, culminated in the killing of 34 mineworkers by local security forces. Some viewed this tragedy through the lens of South Africa’s apartheid past, recalling such events as the Sharpeville massacre of 1960. Others saw this episode as the latest cycle of angry protest and violent repression stemming from heightened inequality and poverty under global capitalism. This paper explores a set of institutional factors that occupy the middle ground between these two narratives about the massacre at Marikana. At the national level, despite progressive labour regulations and a long-standing alliance between the leading trade union (COSATU) and the ruling African National Congress, institutional channels for social dialogue and collective bargaining were less effective than expected given COSATU's inability to criticize policies focused on business-led growth at the expense of the social protection of workers. At the sectoral level, gigantic platinum companies faced with falling commodity prices sought to limit losses by planning retrenchments and limiting wage increases, triggering repeated and sometimes violent wildcat strikes, especially when workers’ grievances were set aside by local representatives of the COSATU-affiliated National Union of Mineworkers. The argument may be seen as a labour-focused variant of Huntington’s ‘gap hypothesis’: workers’ militancy has grown as existing institutional frameworks for ensuring labour peace have failed to effectively channel the frustrations of workers most in need of social protection.  相似文献
