Abstract

The contemporary global health agenda has shifted emphasis from mapping disease patterns to calculating disease burden in efforts to gauge ‘the state of world health’. In this paper, we account for this shift by showing how a novel epidemiological style of thought emerged in the closing decades of the twentieth century. As is well known, the compilation and tabulation of vital statistics – death-rates, birth-rates, morbidity rates – contributed to the birth of the ‘population’ in the eighteenth and nineteenth centuries. The population is reformatted from the middle of the twentieth century by ‘modified life tables’ made up of disability weightings, health state valuations, quality of life scores, disease burden estimates, etc. The problem of morbid death gives way to that of morbid living, made calculable through a metrics of ‘severity’, ‘disability’ and ‘impairment’. A series of new indices and scales (e.g. the QALY and DALY) has contributed to a governmentalization of living, in the course of which the social and personal consequences of living with disease come to be an object of political concern, and made knowable, calculable and thereby amenable to various strategies of intervention. We conclude by showing how this style of epidemiological thought has generated a new global visibility for brain disorders as their impact on individuals, health care systems and nations are calculated in novel ways.  相似文献

ABSTRACT

Solar radiation management (SRM) – a form of geoengineering – creates a risk of ‘termination shock’. If SRM was to be stopped abruptly then temperatures could rise very rapidly with catastrophic impacts. Two prominent geoengineering researchers have recently argued that the risk of termination shock could be minimised through the adoption of ‘relatively simple’ policies. This paper shows their arguments to be premised on heroically optimistic assumptions about the prospects for global cooperation and sustained trust in an SRM deployment scenario. The paper argues that worst-case scenarios are the right place to start in thinking about the governance of SRM.  相似文献

Abstract

This paper examines the developing body of Chinese prostitution law, and the nature of its implementation, with reference to mainstream media controversy surrounding the case of a male academic penalized as a buyer of commercial sexual services in late 2004. It argues that the protagonist's highly public ‘fall from grace’ may owe more to the Chinese media's new capacity to act as part of a disciplinary apparatus that extends beyond the purview of the Party-state – via its claim to promote freedom of information – than the presumed repressive ethos of the Chinese Communist Party.  相似文献

Abstract

The coordination of activity across sites and spaces of production and consumption is a key concern for economic analysis. Joining a revival in the application of convention theory to agro-food scholarship, this paper considers complementary insights – related principally to ‘the economy of qualities’ – that animate different aspects of e/valuation, competition and alignment. These understandings are extended by more thoroughly acknowledging contemporary developments in consumption scholarship. The arguments are advanced through a case study of the orange juice market, linking its current high-carbon trajectory to the commercial and cultural significance of freshness. The analysis offers new insights into distributed processes of qualification as well as the mechanisms through which conventions are assembled and sustained. Finally, a more integrated approach to food production and consumption is outlined.  相似文献

Abstract

Participants in today's financial markets confront a sea of data. While the availability of market data has benefits it also creates problems, notably those relating to questions of meaning, judgement and intervention: how to make sense of these flows – how to see the ‘market’, its futures, and thus act pre-emptively. Over more recent years financial organizations have been turning to new technologies of representation, in particular the design and application of visualization software in an effort to enable better visual imagination of and interaction with markets as they unfold in real time. ‘What you see is what you risk’ in many respects captures the thinking or at least the desire underlying the employment of the latest visualization software. The more powerful one's vision the better able one is to participate in increasingly complex financial markets, at least in theory.

Based on recent interviews with those involved in developing and using the latest visualization software within some of the key markets of global finance, and developing the influential work of Daniel Beunza and David Stark, and Karin Knorr Cetina, in particular, this paper adopts a cultural-economy-of-finance perspective to examine the implications of these new techniques of representation. The paper argues that the latest visual turn within finance should be afforded a more central position in the study of contemporary financial market practices.  相似文献

Abstract

China's new five-year plan recognised the looming insecurity in its agricultural sector. On the one hand, the country faces a diminishing arable land supply; on the other, a large population with rapidly increasing diets. Although large-scale trade and investment in this sector has been developing since the mid 1990s between China and a variety of African states, it is a relatively new addition to the more established China-Southeast Asian economic relationship. This article seeks to explore the impact that China's agricultural investments are having on two Southeast Asian countries – Indonesia and the Philippines – where there has been a marked increase in activities by Chinese firms in agricultural produce. The findings from these two case studies – and a series of smaller studies of the situation in other regional states – are used as a benchmark to clarify some of the consequences of China's agricultural investment from Southeast Asia for regional food security.  相似文献

Abstract

To what extent is China–Japan rivalry a global phenomenon, and what is the nature of the rivalry they engage in outside their own region? Literature on Sino-Japanese rivalry abounds, but it pays scant attention to the relevance of the rivalry outside East Asia. This article argues that Sino-Japanese rivalry has indeed become a global phenomenon, that various forms of the rivalry are evident in Africa, and that they are mostly of an asymmetrical nature. Quantitatively, China’s contribution to Africa is far greater than that of Japan, with the exception of foreign direct investment (FDI). Qualitatively, though, Japan has a stronger sense of the rivalry than China has, revealing a psychological aspect to the asymmetry as well. Contextually, the types of activity that Chinese and Japanese actors carry out in Africa are not necessarily the same, which makes the rivalry all the more asymmetrical. The rivalry has become more apparent recently, not only because of the rise of China but also because of a change in the meaning of ‘Africa’ – from a region of ‘poverty’ and ‘hunger’ to a region of ‘economic opportunities’. That said, Africa – to a greater or lesser degree in each of its countries – still suffers from conflict and instability. As a result, the ability of Japan and China to exert power and influence throughout Africa is somewhat restricted.  相似文献

ABSTRACT

This article looks at the political implications of a subject not always thought of as directly political, but which has an important ideological component: child-rearing advice. The period after 1945 offers an important example of how this topic can interact with developments in political ideology. This article takes the example of France, with substantial comparative reference to the US and Britain. It argues that the mid-twentieth century was characterized by a move from a hygienist and behaviourist approach to child rearing to a more liberal, humanist approach informed by Freudian psychoanalysis. This occurred significantly later in France – in the 1970s – than in Britain or the US, where it is associated with the years immediately after World War II. Through a comparison of two celebrated childcare experts who epitomized the change – Françoise Dolto in France, Benjamin Spock in the US – the paper explores the reasons for this temporal discrepancy. It shows that Anglo-American experts believed that the widespread application of psychoanalytic theory would help produce democratic citizens and ward off the dangers of authoritarian personalities. In France, psychoanalytic approaches became allied with conservative Catholic views of the family and women’s roles, with implications for family policy into the twenty-first century.  相似文献

ABSTRACT

This paper examines ideological foundations of the ‘tax revolt’ theme in American and Canadian conservative politics, through an examination of two of its most notable expressions. One was the use of direct democracy in California in the late 1970s and early 1980s to reduce property taxes. The other was the Reform Party of Canada’s blending of appeals for more extensive direct democracy and lower taxes from the late 1980s through 2000. Each of these relied on a critique of ‘representational failure’ in their respective political orders. The popularity of direct democracy across North America has been aided by the right-populist analogy between a market that enables consumer sovereignty and direct democratic instruments that facilitate end runs around legislatures – the sites of representational failure – to allow unmediated registration of the people’s low tax, anti-statist will. Employing analytical methods and theoretical perspectives developed by Michael Freeden and Michael Saward, I identify shared and distinctive conceptual and strategic/rhetorical elements in the two cases, and suggest ways of developing a ‘hybrid’ approach to the study of populisms.  相似文献

Abstract

Economic experiments, or attempts to shape national and local economies with the help of economic theory, have been typical of post-war development efforts. Economic sociologists have explored the role of such experiments to demonstrate how economics – as a set of practices, ideas and technologies – enacts its worlds. This paper examines one such case of high-powered economic theory and its enactment in an emergent West African oil economy by focusing on economist Jeffrey Sachs's advisory project in São Tomé and Príncipe. It pivots on the ‘resource curse’, an economic device that has recently gained purchase in global policy circles. This paper argues that economic devices are not simply imposed on pre-arranged worlds. Instead, they collide with and adjust to already existing politico-economic and socio-cultural conditions, resulting in complex articulations. Drawing on ethnographic material, I critique the ability of the resource curse to make sense fully of apprehensions of the past, present and future consequences of extractive industry developments. Contrasting economic accounts of an incipient curse with competing and complementary local accounts of the effects of oil wealth, I propose a new model for the sociological analysis of the variety of articulations into which an economic device, such as the curse, may enter.  相似文献

ABSTRACT

This paper examines the relationship between fiscal federalism and social policy in India through an analysis of the effects of a recent effort to increase fiscal decentralization to state governments on the nature of social policy investment at the sub-national level. Through its analysis, this paper highlights the persistence of a strong centralisation bias in India’s fiscal architecture for social policy. We trace this centralisation bias to the political and administrative dynamics of the federal bargain. The peculiar dynamics of this bargain have created a context where the core goal of centralization – to ensure equity – is undermined while the expectation of decentralization – greater accountability through alignment of expenditure with local needs and preferences, fails to take root. India is thus likely to continue to witness significant regional variation in social policy outcomes, despite a centralised financing architecture.  相似文献

Abstract

Regulators attempt to understand financial markets and their risks in terms of categories of knowledge and datasets that are defined and produced by the markets. However, regulators cannot adequately interpret or utilize such knowledge, for reasons including their social distance from the sites of knowledge production, the diversity of financial firms’ proprietary risk models, firms’ abilities to game the rules thus rendering the ‘metrics’ meaningless and several backfiring aspects of global regulatory networking and reform. Calls for yet more information about trading, posed in terms of the merits of transparency, result in information swamping of regulators. Meanwhile, while policy-makers tinker with regulatory structures (‘architecture’), political reaction to the crisis de-legitimizes public regulation as a project. Yet there is one positive aspect of the reforms – enhancing powers for ‘resolution’ of financial firms in ways that impact upon investors while minimizing wider destabilization – upon which the regulatory information requirement can and should be refocused. To protect the public interest, legal transparency is required, trading transparency is not. This paper introduces these issues by drawing on critical work on transparency and markets.  相似文献

ABSTRACT

One of the potentially most significant objections to a cosmopolitan moral approach charges an essential arrogance: cosmopolitanism disdains particularist moral insights even while – in what is said to be its most coherent form – it seeks to bind all persons within global political institutions. It is argued here that adopting a form of institutional cosmopolitanism actually helps to meet this sort of objection. An appropriately configured such approach will have a conception of equal global citizenship at its core. It will seek to place individuals in relations of political humility, understood not as plain deference to competing moral claims, but as concrete recognition of the equal moral status of others. It will seek to progressively empower as actual citizen equals those whose interests are often ‘arrogantly’ neglected in the current system, and to multiply mechanisms of input and challenge for them over time.  相似文献

ABSTRACT

The ruling parties were elected into office again after the recent regional elections held in Madeira (29 March 2015) and in Azores (16 October 2016): the social-democrats (PSD – Partido Social Democrata) in Madeira and the socialists (PS – Partido Socialista) in Azores. Despite forty years of regional elections in Portugal a pattern of non-alternation in executive government (Madeira) and the same party being in office for a long time (Azores) still has not been broken. The most notable difference is that turnout registered the lowest scores since the first regional elections were held in the 1970s. Just a bit more than 50% of voters showed up at the ballot box.  相似文献

Abstract

Scalability can be understood as the ability to expand without changing. Yet, expanding an intervention to a global scale, we suggest, is a significant and difficult accomplishment. In this paper we propose to explore the kind of evidential exigencies that this accomplishment involves. To do so, we focus on the field of global health and examine how child immunization against the pneumococcus bacterium has been scaled up in low-income countries. The paper first attends to initial epidemiological scrutiny that revealed the existence of a large-scale public health problem and the possibility of an expandable solution (vaccination). It then describes the set-up of a funding arrangement using overseas aid to purchase vaccine doses manufactured by pharmaceutical companies, before paying attention to various frictions that affect the widespread use of pneumococcal vaccines. In these different moments through which scalability is accomplished, always partially and temporarily, we show that a dual activity can be witnessed, a pivoting between referential work and forward projection. To conclude, we suggest that scalability is more usefully approached as a form of expansion that is always attentive to the possibilities of change.  相似文献

Abstract

Amongst a series of scandals to hit international financial markets in recent years, that surrounding the London Interbank Offered Rate (LIBOR) – a highly influential interest rate benchmark – has attracted particularly intense media scrutiny. This paper seeks to push beyond conventional understandings to unpack critically both LIBOR itself and the scandal involving its manipulation by major international banks. Envisioning LIBOR as a commodity beset by inherent contradictions, the paper mobilizes the tropes of arbitration, arbitrage and arbitrariness to illuminate, respectively: the market-making work performed by LIBOR; its role in enabling the transfer of financial risk, most notably when fraudulently manipulated; and the nature of the regulatory prosecution of such manipulation.  相似文献

ABSTRACT

In the middle of 2003, disagreement over the safety of the oral polio vaccine pitted ordinary citizens and community leaders in the predominantly Muslim north of Nigeria against the World Health Organization, the United Nations Children's Fund and Nigeria's federal authorities. During the crisis that ensued, five northern states (Niger, Bauchi, Kano, Zamfara and Kaduna) banned the use of the controversial vaccine on children in their respective domains. Underpinning Obadare's paper is the assumption that the immunization crisis is best understood after considering developments in the broader politico-religious contexts, both local and global. Thus, he locates the controversy as a whole against the background of the deepening interface between health and politics. He suggests that the crisis is best seen as emanating from a dearth of trust in social intercourse between ordinary citizens and the Nigerian state on the one hand, and between the same citizens and international health agencies and pharmaceutical companies on the other. The analysis of trust is historically embedded in order to illuminate the dynamics of relations among the identified actors.  相似文献

ABSTRACT

While methodological and metatheoretical questions pertaining to feasibility have been intensively discussed in the philosophical literature on justice in recent years, these discussions have not permeated the debate on global democracy. The overall aim of this article is to demonstrate the fruitfulness of importing some of the advancements made in this literature into the debate on global democracy, as well as to develop aspects that are relevant for explaining the role of feasibility in normative political theory. This is done by pursuing two arguments. First, to advance the work on the role of feasibility, we suggest as intuitively plausible two metatheoretical constraints on normative political theorizing – the ‘fitness constraint’ and the ‘functional constraint’ – which elucidate a number of aspects relevant in determining proper feasibility constraints for an account in political theory. Secondly, to illustrate the usefulness of this feasibility framework, we sketch an account of global democracy consisting of normative principles which respond differently to these aspects and thus are tied to different feasibility constraints as well as exemplify how it may be applied in practice.  相似文献

ABSTRACT

At this polarizing moment in American politics identifying with the experiences of others feels especially difficult, but it is vital for sharing a world in common. Scholars in a variety of disciplines have argued that narratives, and especially literary ones, can help us cultivate this capacity by soliciting sympathetic identification with particular characters. In doing so, narratives can help us to be more ethically and political responsive to other human beings. This is a limited view of the potential for narratives to solicit sympathetic identification, and it prevents us from identifying and grappling with our resistances to identifying with others. In this article I propose a more expansive view – inspired by Elizabeth Costello, a character in JM Coetzee’s novel of the same name – that there are no bounds to our capacities for sympathetic identification. Through critical readings of Waiting for the Barbarians and Animal Farm I explore the possibility that we might identify with people who cause others to suffer, and perhaps even with animals too. Both sorts of identification engender fierce resistance. Identifying with those who cause suffering demands that we grapple with our own capacities for cruelty and violence. Identifying with animals demands that we confront what is animal in ourselves – the perilous instincts that, unmoderated, incline us to aggression. Acknowledging and working through – without rejecting or disavowing – our capacities for cruelty and our animal instincts is necessary for the practices of sympathetic identification upon which sharing a world depends.  相似文献

ABSTRACT

This study comprises an investigation of Europe's motives to develop the independent satellite navigation system known as Galileo, despite the existence of America's successful – and freely available – Global Positioning System (GPS). The study begins with an analysis of both systems to familiarize the reader with global navigation satellite systems (GNSS), to provide an understanding of the strengths and weaknesses of GPS and Galileo, and to highlight the systems' similarities and differences. Although the two systems have different founding principles, they employ similar infrastructures and operational concepts. In the short term, however, Galileo will provide better accuracy for civilian users, at least until GPS upgrades take effect. But performance is only part of the rationale. The author contends that Europe's pursuit of Galileo represents a desire for enhanced performance and independence, as well as an economic incentive. With Galileo, Europe hopes to achieve political, security and technological independence from the United States. Additionally, Europe envisions overcoming the US monopoly on GNSS by seizing a sizable share of the expanding GNSS market and setting a new world standard for satellite navigation. Finally, the author explores Galileo's impact on the United States and reviews US policy towards Galileo. The article concludes with recommendations to strengthen the competitiveness of GPS.  相似文献
