Liberal citizenship has been seen as posing a dilemma for feminists. Either women are taken to be equal to men, in which case their specific capacities as women are unrecognised and their citizenship is substantively unequal; or else women are taken to be different, with the consequent risk that the rights citizenship allows and the obligations it imposes will again be substantively unequal. On this view, women cannot simply be included in liberal citizenship because the meaning of the liberal public sphere is constructed in opposition to the private sphere of natural feminine care and women's subordination to male heads of household. Using Derridean deconstruction to examine three significant moments in liberalism, this paper argues that the term 'women' is more productively seen as 'undecidable' in this tradition, working both to construct the binary opposition between public and private on which it depends but also to disrupt it. While the feminist critique of liberalism is important to analysing the logic by which women have been positioned outside full citizenship rights, in practice feminists have made some gains by reconfiguring the terms of liberalism around this undecidability. The aim of the paper is to carry out something like a genealogy of contemporary liberalism in order to discern its multiple origins and contingent development; we will then be in a better position to understand the practical possibilities for women's citizenship in Britain today.  相似文献

This article focuses on key themes in the liberal philosophical debate over multiculturalism, as well as the responses of Canadian social and political actors to the September 11, 2001 attacks in New York and Washington. Since September 11, there has been a renewed popularity of arguments positing a 'clash of civilizations' between Muslim and Christian societies, and a new legitimacy advanced for 'ethnic profiling' in the name of security. The rapidity with which this has happened in Canada is particularly striking because of the country's liberal-democratic and multicultural tradition. The introduction of a national policy of multiculturalism in 1971 provided a new understanding of Canadian citizenship that was more inclusionary of immigrants and ethnic and racial minorities. Multiculturalism has also become a hotly debated ideal among Canadian, American and European political philosophers concerned with addressing the possibilities and limits of liberalism given ethnic diversity, and the limits of ethnic diversity given liberalism. Multiculturalism is typically presented as a 'problem' for liberal politics and ethics. Building on how multiculturalism policy in Canada has provided a more inclusionary discourse around citizenship, a defence of multiculturalism is advanced which rejects the essentialist treatment of 'culture' and 'cultural' groups. It is suggested that the unfolding discussions in Canada since September 11 demonstrate the ongoing tension between cultural essentialism and liberal individual rights. The Canadian experience points to the value of an anti-essentialist multiculturalism in challenging discrimination given that neither liberalism, nor liberal democratic states, are neutral in their allocation of resources and legitimacy among more and less powerful ethnic groups. It is argued that rather than multiculturalism, it is essentialist thinking, imagery and ideas which present the greatest 'problem' to the ethics of liberalism and the politics of liberal democracies like Canada.  相似文献

This paper examines the intelligibility of authoritarian measures within Foucauldian analyses of the liberal government of the state. Such measures are understood as following from a liberal understanding of the task of government itself. This understanding rests on a distinction between the legal and political order (of 'the state') and a 'liberal police' of what is exterior to it, classically conceived as 'civil society'. The relation between these two aspects is conceived as a series of 'foldings' between the two sides of a liberal governing, which turn the injunction to govern through freedom into a set of binding obligations potentially or actually enforceable by coercive or sovereign instruments. The paper places this perspective within aspects of the genealogies of economy, poverty, welfare and police and discusses the trajectories of such foldings in the present.  相似文献

The presidential campaigns of Hillary Clinton and Barack Obama have indicated an apparent resurgence in American liberalism. More significantly, they have underlined both the highly problematic nature of the liberal legacy within the Democratic Party and the difficulties of mobilising liberal themes in the battle of ideas that characterises the conduct of politics in the United States. The article examines the difficulty of the issue by reference to four predicaments that persistently condition the status and deployment of liberal themes. In analysing the problems of strategy, historical narrative, political positioning and ideational engagement, the study analyses the negative connotations of contemporary liberalism, the multiple limitations of liberal reform, and liberalism's deficiencies in the politics of America's core ideas. A revived liberal prospectus will depend upon the ingenuity of liberal forces in challenging the conservative ascendancy in ideational competition, and in renegotiating a public settlement of their own with the central strands of political legitimacy.  相似文献

Liberalism is commonly understood as a political doctrine or ideology concerned with the maximization of individual liberty. However, following Foucault's work on governmentality, a different usage has been suggested, based on the idea of a liberal mode of government. I argue that the differences between these accounts of liberalism derive from a fundamental ambiguity in the liberal project, as a result of which the figure of a community of autonomous individuals appears on the one hand as given reality, serving to identify the character and the limits of legitimate government, while on the other it appears as yet to be realized positivity, serving to define the objective for a variety of governmental projects.

This paper examines the implications of that ambiguity for the understanding first of liberalism as doctrine and second of its relationship to other contemporary doctrines - democracy, socialism and the neo-liberalism in particular. Since the figure of the community of autonomous persons considered as given reality tends to dominate standard characterizations of liberalism as doctrine of government, it also plays an important part in the contrasting characterizations of democracy and socialism. We should expect the view of such a community as artefact to produce a rather different picture.  相似文献

This article examines the entry into the agricultural policy arena of a new market liberal vision. Battles over market liberalism are some of the defining struggles of the present age. The article develops a stylized framework designed to help understand some of these political struggles and some of the underlying dynamics of the complex policy debates that have occurred. It begins with a brief review of the changed economic context for farming that gradually took place in the 1990s and then provides an overview of how market liberal values and norms might be applied to agriculture. Constructing a stylized set of negotiations in a game-theoretic form that might take place in a debate over the merits of a market liberal approach, it shows two different paths for agricultural policy reform. The analysis suggests that policy change is likely to move more in a market-liberal direction under a center-left government than under a conservative one. This model isthen tested by looking at policy change in two sectors (cereal grains, dairy) in three countries (Australia, Canada, and the United States of America). The analysis suggests that the models are more helpful and policy convergence is more pronounced when sectors are open to international competition. In contrast, the models work less well and convergence is lower in highly protected sectors.  相似文献

Law and economics is a prominent but understudied discourse of liberal government. This essay examines the work of Richard Posner, with special attention to his rediscovery of Jeremy Bentham as a founder of law and economics. Posner's new reading of Bentham accurately identifies Bentham as a fellow anti-juridical theorist of government and a fellow believer in the rule of economy. But Bentham's economy makes room for a range of disciplinary appropriations, and Posner's does not. Posner's economy is entirely defined and exhausted by a particular economic doctrine. The essay suggests that civil society has been over-emphasized in the literature contrasting classical and contemporary liberalism. Instead, it turns attention to a common understanding of law as a non-autonomous and flexible tactic of economic government and to the role of the various sciences that can inform it.  相似文献

A group of leading critical writers in the school of govenrmentality studies have recently called for a debate over the methoddological and political direction of studies of complex mode of government beyond confines of the State. This paper traces the divisions within the field to Foucault's ambiguous methodological legacy, in paraticular to an impoverished theorization of sovereignty. Rather, this paper emphasizes its centripetal function, within and between nation states, in maintaining hybrid forms of liberal rule in the effort to manage the centrifugal tendencies endemic in a pluralist liberal order. These modes of rule operate in tension with the role of liberalism as critique. On the basis of this analysis, it is argued that radical critique within this field is limited, erroneuously distances critique from liberlism and would be unduly restrictive for governmentality theorists who with to perform a more central role as public intellectuals. Liberalism could once more be the principal focus for a normatively comitted form governmentality studies, which in turn, could emerge as its principal vehicla for immanent critque and renewal.  相似文献

The government of populations within states and the government of states themselves within the international arena are intimately connected. Thus, in order to understand the character of citizenship in the modern world, it is necessary to locate it as part of a supra-national governmental regime in which the system of states, international agencies and multinational corporations play a fundamental role. A brief history of the modern system of states is followed first by an account of liberalism as a project of government emerging within that system, and secondly by an examination of how twentieth-century changes in the system of states have impacted on that liberal project. Where the liberal government of non-Western populations was once predicated on a denial of citizenship it is now channelled through the promotion of citizenship in states that are themselves increasingly subject to the rigours of the market.  相似文献

Although not its sole dimension, the idea of equality of rights and resources is one of the basic tenets of liberalism. Liberal equality introduces a reformist thrift in government by determining that government action should aim to create opportunities for the realization of the civil condition. This is a legal and political condition, thereby citizens enjoy a statute of equal rights. Hence, the liberal idea of reformism proceeds by removing the obstacles to the realization of the civil condition and by providing the legal and the material resources for the exercise of citizenship rights. This interpretation is not self‐evident, especially in times when neoliberalism seems to represent the entire liberal tradition. I shall argue that liberal reformism makes up a vital foundation for democracy. Even more, the own survival of democracy in our times depends on its rooting in liberalism.  相似文献

In contemporary English-language political theory, conversations between liberals and their critics have been largely superseded by arguments among those placing themselves under the liberal umbrella. As the debate among those calling themselves liberals has widened, so the meaning of liberalism and construction of the liberal tradition have become increasingly contested. It is therefore appropriate to consider whether liberalism is now an essentially contested concept. Gallie's original argument about essentially contested concepts is reconstructed and evaluated and a number of contemporary approaches to liberalism are considered in its light. The significance of the passage of time is examined, and some of the theoretical and practical changes that might have contributed to liberalism becoming essentially contested are outlined. The consequences for critical thinking and fundamental criticisms of society and polity are raised, and it is suggested that liberalism provides normative resources for a society to continuously question, and potentially remake, itself.  相似文献

Liberal democracy is liberalized democracy: that is, democracy defined and structured within the limits set by liberalism. The paper outlines the constitutive features of liberalism and shows how they determined the form and content of democracy and gave rise to liberal democracy as we know it today. It then goes on to argue that liberal democracy is specific to a particular cultural context and cannot claim universal validity. This, however, does not lead to cultural relativism as it is possible to formulate universal principles that every good government should respect. Since 1964 the Labour Party has been closely associated with the development in government of a conception of planning which gives pride of place to economic rather than representative opinion. Although ofneo‐liberal inspiration, its adoption by Labour is by no means circumstantial but is historically embedded in social democratic ideology concerning economic organisation. This convergence with neo‐liberalism is especially notable for its tendency towards the denial and ultimate impoverishment of politics. Yet the theoretical basis exists for an approach to planning—ultimately more realistic politically—incorporating and developing rather than devaluing representative democracy.  相似文献

Although it has drawn significant attention in the legal literature, the adjudication of community notification statutes (often referred to as 'Megan's Law' in the United States) demonstrates a centrality of both risk and community that deserves attention from a governance perspective. In this paper, I focus on the ways in which concepts of risk and community are mutually constitutive, and how the adjudication of community notification statutes relies on particular visions of 'community' to engage particular ways of conceiving of 'risk', much of which relies on a rejection of expertise and a focus on 'common sense'. This focus on 'common sense', opens up new problematics of government: courts adjudicating community notification cases are working to define the particular mechanics of a state-civil society partnership, and thereby operationalize the preventive state without rendering the state redundant or obsolete, and without opening the state to new forms of legal and political accountability. While providing a case study in the move to advanced liberal governance in the area of criminal law, this adjudication also reveals the contingent nature of risk, and the ways in which judicial invocation of 'risk' and its management can constitute liberal subjects who continue to rely on the state, while no longer expecting the state to be accountable for crime or its control.  相似文献

This paper contributes to a genealogy of the discourses and government of poverty. It offers a statement of what might be understood bya genealogical perspective and method, and then focuses on the emergence of a ‘liberal mode of government’ of poverty in the early nineteenth century, of which the reformed poor law in England is emblematic but not exhaustive. The emergence of this mode of government is followed through a series of related transformations of the older systems of the relief and administration of ‘the Poor’, best understood as a dimension of ‘police’ in its archaic sense. The conditions of the problematization of this older system of government in matters of population, economy, police, and so on. This emergence has implications for the formation of a national labour market, notions of self-governance and responsibility, forms of patriarchy and household, and issues of morality, philanthropy, admkinistration, and the state. Above all, it is within this liberal mode of government that we can witness both the constitution of poverty as a field of knowledge and invention, perhaps for the first time, and also the various surfaces of emergence for what will become ‘the social’. The implications of this liberal mode of government for our present are far from exhausted.  相似文献

Abstract

While resilience has been recognized as a new strand in the government of security, little attention is paid its associated subjectivities and technologies of the self. One of the key sites for such development has been the military. A principal attribute of traditional military subjects has been fortitude, an assemblage of moral strength, will-power and courage deeply inscribed in the soul. In the new military, fortitude is now seen as of only conditional value to the latest configuration of the ‘liberal way of war’. Instead, resilience is centred as appropriate to ‘warriors’, and resonates with an advanced liberal political environment. Resilience appears as a set of cognitive skills that anyone can develop with correct training. Founded in cognitive behavioural therapy, resilience centres innovativeness, enterprise, responsibility and flexibility. It now takes its place as part of a complex of scientifically grounded techniques of the self necessary to optimize autonomous subjects in an age of high uncertainty.  相似文献

On monarchy     
Monarchy is liberalism’s little secret. Given the number of articles and books appearing every year dealing with liberal democracy as the hallmark of contemporary Western societies, it is astonishing that monarchy is rarely ever mentioned despite the fact that monarchy, and not a republic, is the constitutional form of quite a number of Western liberal states. I argue that considering the political reality of the established monarchies in Europe leads into a dilemma: either contemporary liberalism is not the kind of theory it claims to be or it has to reconsider its central tenets. In conclusion, I show that the dilemma cannot be solved or avoided but needs to be embraced by conceiving liberalism not as a applied moral theory but as a political theory that leaves room for various symbolic self-understandings and acknowledges the crooked timber of historical realities.  相似文献

This article argues that distinctive liberal traditions shaped France and Germany's Keynesian policy responses to the post‐2007 economic crisis. In France, “statist liberalism” privileges an activist state that favors macroeconomic intervention and investment. German “corporate liberalism,” by contrast, is more pluralist and emphasizes the powers and responsibilities of social and economic groups, who are viewed as the fundamental components of the social order. The article argues that these traditions shaped elite interpretations of the crisis and played central roles in defining policy trajectories. They informed a modest French response focused on macroeconomic stimulus that relied on existing income support and a larger German effort centered on a microeconomic strategy of group subsidization. It concludes that these outcomes are inconsistent with traditional institutional accounts and highlights the importance of research on the role of ideas in shaping national responses to economic crises.  相似文献

This article of top civil servants in Danish central and local government sheds new light on politicization. A survival analysis shows that since 1970, the risk that a top civil servant will be replaced has increased. There is no evidence of politicization in central government while city managers' risk of replacement increases both when a new mayor, representing another party and holding an absolute majority, and when the shift of mayor takes place within the same party. We interpret these results as evidence of the adaptability of the merit civil service and political executives' stronger insistence on their authority to make discretionary replacements.  相似文献
