ABSTRACT

Although militant groups have been present in Bangladesh since the 1990s, the country catapulted to international media attention on July 1, 2016, after an attack on a café in the upscale neighborhood of the capital Dhaka. The Islamic State claimed responsibility for the attack which killed 29 people, mostly foreigners. The attack came in the wake of a series of attacks on religious and ethnic minorities, foreigners, liberal activists, authors, and publishers by both an AQIS affiliate and ISIS. The government denied the existence of militant groups tied to international terrorist organizations. Despite these developments and instances of Bangladeshis joining the ISIS in Iraq and Syria, there has been very little in-depth discussion about who these militants are and what is driving Bangladeshis to militancy. This article addresses this lacuna. This paper examines the common traits of alleged Bangladeshi militants and explores the factors of radicalization. Drawing on media reports of the profiles of the alleged militants, between July 2014 and June 2015, and between July 2016 and August 2017, the article finds that most of the Bangladeshi militants are young, educated males increasingly coming from well-off families. We have also found evidence that four factors—social relationships, use of the Internet, personal crises, and external relations—appear most frequently in the narratives of Bangladeshi militants.  相似文献

This paper will explore the ambivalence or conflict in the literature about the extent to which leaders matter in international politics, commonly linked to the level-of-analysis question. One the one hand, national leaders are often larger than life figures with strong preferences and distinctive personalities who seem to leave their stamp on events. On the other hand, most ir scholars place great stress on the incentives and constraints posed by the environment, be it domestic or international. I will proceed in four sections. The first discusses the essential claims at stake, the kinds of evidence that could be adduced to support one position or the other, and the pathways by which individual differences can make themselves felt. The second section examines the implications for morality, responsibility, and democratic theory. This discussion too will point to relevant methods, including ones that are contested. I will then turn to post-Cold War American foreign policy, skeptically examine the claim that individual presidents, even George W. Bush, mattered as much as is generally believed and close by discussing the implications for democratic accountability and control.  相似文献

Abstract

This paper focuses on the NATO-in-crisis literature, particularly the variant claiming that the Atlantic Alliance is facing its worst crisis ever. The paper argues that this approach is an analytical dead-end, incapable of producing new, cumulative knowledge about NATO in particular and alliances in general. This article uses newly available Iraqi records to examine Saddam Hussein's strategic view of Israel, from the time of his political ascendancy in the late 1970s to the Persian Gulf War of 1990–1991. It sheds light on a variety of issues: the sources and motives of Saddam's bitter hostility to Israel, his desire for a bloody war of attrition against the “Zionist entity,” the role of Israel in motivating the Iraqi nuclear programme, Iraq–Israel relations during the Iran–Iraq War, Saddam's fears of an Israeli strike in the run-up to the invasion of Kuwait in 1990, and his motives for attacking Israel with SCUD missiles in 1991.  相似文献

All negotiation processes involve an exchange of concessions, and compromise is an agreement based on mutual concessions. Hence the questions investigated in this article: Why are concessions in negotiations always reciprocal? Why do negotiators follow this rule? And why do negotiators achieve these concessions through a process that we call compromise? Is there a connection between conceding and promising? In this article, I examine the structure of concession making and compromise through sociological, anthropological, and etymological lenses to better illuminate this critical negotiation component.  相似文献

We investigate the influence of case selection and (re)coding for two vintages of a key resource for research on economic sanctions: the Peterson Institute database reported in Hufbauer et al. (second edition in 1990 and third edition in 2007, often identified by their abbreviations HSE and HSEO). The Peterson Institute has not transparently reported about these changes. These changes make it more likely to find sanction success. A multivariate probit analysis establishes upward bias related to modest policy change, duration, and cost to target and downward bias for regime change, military impairment, companion policies, and cost to the sender.  相似文献

The purpose of our paper is to contribute to the literature on autocracy promotion by analyzing Central Asia as the most-likely case, considering both Russia and China as relevant external actors. We develop a concept for our analysis based on the different strategies of Russia and China towards the region and present the results of a qualitative study of the main dimensions of autocracy promotion (regional organizations, economic cooperation, and interference and threat). Based on this qualitative study, we define variables measuring the potential for autocracy promotion and test our hypotheses using panel data for 24 post-communist countries. The somewhat surprising result of our analysis is that, in contrast to Russia's dominance mode of operation, China's doing-business approach towards its neighbors in Central Asia may have—although unintentionally—even positive effects in terms of improving governance and undermining autocratic structures.  相似文献

One of the most striking developments in the global economy in the past decades is the rapid proliferation of preferential trade agreements (PTAs), with many of them concluded among or with participation of developing countries. On the presumption that current popular debates on trade policy are not so much about whether citizens want free trade but rather what kinds of trade liberalization they want, we examine individual trade policy preferences with regard to PTAs that can vary in content along several dimensions. To that end we carried out conjoint choice experiments embedded in representative surveys in three developing countries that differ strongly in income levels, political system, and trade liberalization history: Costa Rica, Nicaragua, and Vietnam. We conceptualize trade policy preferences as preferences over the scale and scope of trade liberalization, environmental and labor standards, and labor market access (migration). Two main findings emerge. First, non-economic considerations, such as sympathy/antipathy toward particular countries and environmental and labor rights concerns influence citizens’ preferences at least as much as factors based on standard economic logic. Second, preferences over particular facets (attributes) of trade liberalization, that is PTA content, are surprisingly consistent across countries, despite strong differences in macro-economic and political context.  相似文献

This article provides a brief overview of the theoretical literature on the rise of China, and then explores the implications of the rise of China for the U.S.- China rivalry. It then describes sources of underlying tensions in the Sino-Indian relationship. China and India are not only engaged in a competition for power and influence in Asia, but they are also locked in a particularly contentious border dispute. The authors then argue that economic interdependence may not be enough to offset the sources of conflict in the Sino-Indian rivalry. This holds true in spite of the presence of nuclear weapons by both sides in this dyad. Therefore, a limited conventional war remains a distinct possibility even though it is by no means inevitable.  相似文献

International studies (IS) programs have proliferated across campuses over the past decades. Given the increasing ubiquity of IS education, as well as the interdisciplinary nature of IS, most previous scholarship on IS programs has focused on issues of curricular structure. Yet there is a lack of systematic information on many key issues facing IS programs. Through a survey of directors of these programs, this study seeks to examine some of the broader issues surrounding IS as a field of undergraduate study. In particular, I examine student popularity of our programs, the various ways in which they are administratively structured, and the perceived stature of IS programs within home institutions. Additionally, some of the factors that contribute to growth in IS programs are examined. The overall goal of this study is to provide a "first step" towards building a comparative assessment and benchmark of the institutional and administrative characteristics of IS programs.  相似文献

Recent world events have highlighted the democratic potential of information and communication technologies. This article draws upon the democracy literature to develop a multilevel conceptual framework that links country-level Internet penetration and individual-level Internet use to citizen attitudes about governance in 34 developing countries. In doing so, it deconstructs “Internet penetration” into three dimensions—hardware (e.g., computers), users, and broadband—to provide greater theoretical specificity about how Internet diffusion leads citizens to adopt democratic attitudes. Results from multilevel analyses indicate that individual Internet use and the diffusion of Internet hardware shape citizens’ perceptions of the supply of democracy in their countries, and individual Internet use and diffusion of broadband lead citizens to adopt stronger democratic preferences. Theoretical and normative implications are discussed.  相似文献

This analysis offers an alternative examination of American interest in India in the mid-1940s and situates the early American attitude to Kashmir into that matrix. The two years from 1945 to 1947, those of the emergence of decolonisation and the Cold War, critically influenced America’s attitude first towards India and then towards Kashmir. It has been commonplace to describe America’s early understanding of the Kashmir conflict as an issue unconnected with the Cold War until 1952–1954. Even those works, which argue for an early presence of an “east-west lens” in the American consciousness, begin from either the Communist triumph in China or the outbreak of the Korean War. This analysis, instead, shows how soon, how much, and how comprehensively various sections of American government looked at Kashmir through an international prism.  相似文献

This paper argues that religion influences the ways that people think and speak about corruption, typically leading to condemnation. However, it is also argued that, in a systemically corrupt country, such condemnation is unlikely to influence actual corrupt behaviour. Based on fieldwork in India, the paper finds that existing anti-corruption policies based on a principal-agent understanding of corruption, even if they incorporate religious organisations and leaders, are unlikely to work, partly because people consider “religion” to be a discredited entity. Instead, the paper argues that if corruption were to be seen as a collective action problem, anti-corruption practice would need significant rethinking. Despite its current lack of influence, revised policies and practices may see a role for religion.  相似文献
