Abstract

Recent developments in European Union (EU) asylum cooperation raise important questions about the nature of cooperation and the potential problems facing collective action in the realm of EU internal security. The emergence and the subsequent stability of the Schengen/Dublin system is especially puzzling, given the highly inequitable distribution of costs and benefits that this system entails among the participating states and begs the question as to why those states that are likely to face a disproportionate ‘burden’ under the system would have agreed to it. This article seeks to provide an alternative approach to answering this question by drawing on a public goods framework. We argue that a simple focus on free-riding and exploitation dynamics, as emphasized in the traditional collective action literature, falls short as an explanation and instead demonstrates how more recent theoretical contributions to the public goods literature can offer new insights into the origin and evolution in cooperation in this sensitive policy area.  相似文献

Research dealing with the nexus of collective action, political participation, and digital media confronts three challenges: conceptualizing digital media as an influence on human behavior, finding common ground among new theories, and connecting together individual-level models with structural-level theories. This article addresses these challenges as a theoretical undertaking. It argues that the digital media environment should be understood as a change in the context for action rather than as an individual-level variable, and that this changed context is relevant to behavior because it expands opportunities for action. This expansion involves a range of structural possibilities for viable collective action that entail at least three paths: organizational prompts, social prompts, and self-initiation. There are theoretical reasons to expect that individual-level attributes including age, education, ideology, and personality may differentially affect people’s susceptibility to these prompts. Future research may profit from refinements to behavioral models that account for possible differences across structurally different prompts for action.  相似文献

SUMMARY

Politics has been described as “an aggregate of persons in a power perspective of elaborated demands and expectations”. From this the collective nature of politics can be clearly seen. Without communication, however, no collective action is possible and consequently no political action. Based on this politics can be seen as the continuous defining of collective action in the context of mutual power relations in which there are differences (inter alia of objectives and methods) and consequently conflict over the allocation of scarce resources. Even though there has been an early interest in the relationship between politics and communication, e.g. Aristoteles and Julius Caesar with his Acta Diurna, systematic study of the relationship between communication and politics and the generation and regulation of conflict is of recent nature. A review of the literature on the theory and research in the field of political communication indicates it to be of original interest to researchers from fields such as journalism, mass communication, political science and speech communication. Recently, however, political communication emerged as a field on its own worthy of its recognition as a subdiscipline of communication science: it is recognized by professional bodies like the International Communication Association it is a separate area for research, teaching and for publication of journals devoted to it.  相似文献

Abstract

In this article it is argued that should the South African public service broadcaster, the South African Broadcasting Corporation (SABC), be expected to play a development and nation-building role in the South African society, as it is mandated to do, then policy makers should return to the basic principles underlying the philosophy of public service broadcasting. This needs to be done in a changed media environment characterised by privatisation, internationalisation and digitisation, all leading to increased competition and commercialisation. The argument is developed against the background of a discussion on (1) the reasons for the decline of public service broadcasting, (2) the ways in which public service broadcasters are responding, (3) an overview of the state of public service broadcasting in South Africa at the time of writing (April 2003), (4) a motivation for why South Africa needs a strong public service broadcaster and (5) what can be done to secure the future of public service broadcasting in South Africa. A return to the basic principles of public service broadcasting as the only way out, is suggested. This would require a complete revision of South African broadcasting policy.  相似文献

ABSTRACT

There is a gap in IR and EU scholarship concerning unintended consequences in an international context, leaving this important phenomenon understudied. To fill this gap, a conceptualisation of unintended consequences is offered, and a set of common research questions are presented, highlighting the nature (what), the causes (why) and the modes of management (how) of unintended consequences of EU external action. The Special Issue contributes to the study of the EU as an international actor by broadening the notion of the EU’s impact abroad to include the unintended consequences of EU (in)actions and by shedding new light on the conceptual paradigms that explain EU external action.  相似文献

Abstract

This article provides a concise discussion of meta-theoretical (critical-rhetorical, feminist and postmodernistic) approaches towards corporate communication management utilising meta-ethical points of departure with the aim of providing a glimpse into the meta-theoretical future of corporate communication management. The discussion is supplemented by an analysis of the challenges that face organisations in the fast-changing environment of the twenty-first century and corporate communication management as a critical/strategic management function that has the potential to assist organisations in adapting and remaining relevant to their environment, and by implication to the needs of their key internal and external stakeholders. The article is concluded by an explication of corporate communication management as being inextricably linked to ethical conduct and a product of the amalgamation of different meta-theoretical approaches, which interprets and advances the values of both stakeholders and the organisation in a manner that socially and ethically responsible, dialogical mutually adaptive, and contributes to democratising the organisation's decision-making and management processes. This poses challenges to, and insight into, the meta-theoretical approach held while engaging in discourse on the comprehensive nature of corporate communication management.  相似文献

ABSTRACT

This article brings a synthesis of the recent literature about the role the media have played for the transformation of the public sphere. Departing from this literature, a general research framework for a critical political economy of the public sphere is presented. The central thesis of this approach is that a political economy of the public sphere shouldn't be restricted to an analysis of its institutional configuration and the actual labour process, but must extend its radius of action from the production of media messages to a political economy of reception and its signification.  相似文献

Abstract

The expansion of the security agenda after the end of the Cold War, propelled by the blowback of 11 September 2001, raises questions about the German ability and willingness to contribute to the regional and global security governance tasks facing Europe and Germany's continuing fidelity to its post-war European avocation. It also calls for a reconsideration of the Birmingham model of foreign policy analysis, particularly its emphasis on (and interpretation of) the ideational and institutional factors defining the German foreign policy agenda and shaping German foreign policy behaviour, at least with respect to the implementation (rather than formulation) of European Union security policies. Towards assessing the continuing utility of the Birmingham model, this article proceeds in three steps: the presentation of the Birmingham model and its restatement as six conjectures; a discussion of the security governance functions undertaken by the EU and the collective action problem facing Europe (and Germany) in executing them; and an empirical investigation of Germany's contribution to the EU as a security actor since 1990.  相似文献

ABSTRACT

The traditional practice of polygamy, whereby a person is married to more than one spouse at the same time, entered the public discourse in South Africa primarily through President Jacob Zuma's weddings in 2008, 2010 and 2012. This article aims to reflect the discussion of Zuma's polygamy in particularly the Afrikaans communities of South Africa from 2008 to 2013, as the Afrikaans language newspaper Die Burger targets this segment of the broader society. Drawing on framing theory, three major themes emerged from this analysis. First, writers in Die Burger want Jacob Zuma to be a modern head of state instead of a traditional man. Second, they believe that the particular cultural right to practise polygamy violates women's human rights. Third, they see Jacob Zuma and polygamy not as a private but as a public issue, since taxpayers are supporting his family financially.  相似文献

ABSTRACT

The objective of this qualitative pilot study was to develop a model to be used by a development agency in formulating communication strategy for community development, providing direction to development communication (DC) specialists/facilitators to play a more strategic role in the development process. Based on the findings of a literature study on communication strategy for development, as well as a case study on The Heifer Project – South Africa, the researchers suggest that an existing model for developing corporate communication strategy (Steyn 2000a) can be used for this purpose.

A major insight that emerged from the study was that the existing model for developing corporate communication strategy might also be applied in another context (with slight adaptations in terminology), namely to formulate ‘corporate’ communication strategy for the community/action group involved in the development project – more aptly to be called ‘development’ communication strategy. Such a strategy would make the participatory approach to development, and especially the participatory communication approach, even more ‘participatory’, since the strategic information on issues and stakeholders will be provided by the community and its designated communicator(s) themselves.  相似文献

The theme of the Internet and the public sphere now has a permanent place on research agendas and in intellectual inquiry; it is entering the mainstream of political communication studies. The first part of this presentation briefly pulls together key elements in the public sphere perspective, underscoring three main analytic dimensions: the structural, the representational, and the interactional. Then the discussion addresses some central themes in the current difficulties facing democracy, refracted through the lens of the public sphere perspective. In particular, the destabilization of political communication systems is seen as a context for understanding the role of the Internet: It enters into, as well as contributes to, this destabilization. At the same time, the notion of destabilization can also embody a positive sense, pointing to dispersions of older patterns that may have outlived their utility. Further, the discussion takes up obvious positive consequences that follow from the Internet, for example that it extends and pluralizes the public sphere in a number of ways. Thereafter the focus moves on to the interactional dimension of the public sphere, specifically in regard to recent research on how deliberation proceeds in the online public sphere in the contemporary environment of political communication. Finally, the analytic category of deliberative democracy is critically examined; while useful, some of its rationalist biases, particularly in the context of extra–parliamentarian politics, limit its utility. It is suggested that the concept of civic cultures offers an alternative way to understand the significance of online political discussion.  相似文献

Abstract

More than ever, companies are confronted with the importance of developing and maintaining relationships with their strategic stakeholders, such as employees. These relationships should be aimed at balancing the interests of the company with the interests of said stakeholders. Managing relationships with stakeholders is difficult in itself and even more so within the complex context of the South African mining industry. The aim of this article is to determine guidelines that could be used to ascertain employer–employee relationship type and relationship quality in the mining sector. In 2004, a quantitative questionnaire survey was conducted with a stratified quota sample of 508 company employees as part of a commissioned stakeholder perception survey. In addition, qualitative focus-group sessions were conducted to contextualise and clarify the quantitative results. The research indicated that the employer–employee relationship at Lonmin Platinum could be classified as an exchange, rather than a communal relationship. Employees generally perceived the quality of their relationship with the company in a negative way. Employees from all job levels had low levels of trust in the company. This study contributes to a growing body of research aimed at trying to understand the nature of employer–employee relations within large companies in a developing society, where companies are faced with the challenge of communicating to and managing diverse workforces.  相似文献

This analysis of the foreign debt problem in Latin America shows that this economic burden is onerous and will not be reduced in the short run. The region's political leaders perceived that collective bargaining could increase their bargaining leverage with foreign lenders and could produce more advantageous repayment schedules for most nations. However, despite verbal backing and the economic promise of collective bargaining, a debtors’ cartel failed to materialize. Evaluations of the political dynamics in key nations anticipated creditors. This analysis also shows that the debtors’ cartel failed because collective bargaining did not gain domestic political support. Foreign influence was tangential to the outcome. Given this political climate, the chances for a revival of collective bargaining are very slim.  相似文献

A new interest in and a consciousness of the ethics of public communication is noticable amongst scientists and practitioners in communication. In order to give depth to this consciousness it is necessary to address fundamental questions regarding the nature of ethics as such. In this article a constructive and contextual approach is followed to determine the nature of ethics, as it should be and its relation to the non-ethical. The nature of communication and how it should be ethical is also viewed contextually. Amongst others this means that the true humanitarian nature of man and its relation to public communication should also be considered. The ethical is related to the news responsibility of the media and the human interest served by this responsibility. Problems such as truth, objectivity, privacy and publicity is dealt with in the context of its ethical relevance. Finally, attention is given to the controversial problem of justification, where aspects such as the role of media councils is also dealt with.  相似文献

The object of this article is to illustrate the extent to which continuing education can be applied as a public relations instrument in alumni relations. Alumni as a prime target group in any university's public relations programme can exert an influence on the university. Apart from their own direct involvement in the canvassing of funds and students, alumni can also exert a meaningful influence in the interest of the university as opinion leaders and decision-makers within the community.

In carrying out a public relations programme, the public relations instruments must be made available to the university in such a way that alumni may be reached to best advantage. The connection between alumni and their university must be strengthened by involving them substantially in the prime concern of the institution – namely education.

In the article, it is suggested that continuing educational programmes aimed at alumni are ideal public relations instruments for supplementing existing programmes.  相似文献

ABSTRACT

“Unintended consequences” is an umbrella concept. It comprises phenomena that differ in crucial respects and consequently, without refinement, it remains a rather blunt instrument for policy analysis. The contributions in this volume, however, show that disentangling unintended consequences by making clear distinctions between various types, makes the concept much more useful for policy analysis. Assessing the impact of EU foreign policies as studied in this volume, we show that “bonuses”, “windfalls”, “accidents”, and “trade-offs” – all unintended – are very different when it comes to the explanation of policy outcomes, or to allocating responsibility for them.  相似文献

Abstract

This article investigates the complex relations between heritage and memory through an analysis of the UNESCO World Heritage ‘Sites of Japan’s Meiji Industrial Revolution’ and its component Miike coal mine. When discussing this World Heritage Site, scholars and the media have focused on the diplomatic controversy over the history of forced labour between Japan and South Korea, interpreting it as a new example of a dispute over history in East Asia. However, this understanding oversimplifies the relations between heritage and memory. Based on fieldwork research and documentary analysis, this article investigates the diversity and complexity of the collective memory of Miike coal mine from a local perspective. The results show that there is a sharp dissonance between the World Heritage story and some of the ex-miners’ memories, which focus on the negative past, fu no isan. Documentary analysis shows that fu no isan has two different but closely related meanings: negative legacy and negative heritage. Fieldwork research reveals that the various commemorations of fu no isan in the local community, mainly based on ex-miners’ social networks, constitute a form of vernacular memory, independent from the official memory of the World Heritage. Finally, I conclude that heritage can be public memory, rather than just official memory, as long as it is open to plural memories of the past.  相似文献

Abstract

The public understanding of science is vital in any society, to counter pseudoscientific claims and quackery. The relationship between scientists and the media (the latter often the only channel through which scientific findings reach the public) was studied within a South African framework. An empirical survey was conducted by means of a comprehensive questionnaire sent to 740 South African scientists and researchers and 360 journalists. Because the media are important in the public understanding of science, the survey tried to establish the depth of and possible reasons for distrust between the two professions and what structures could be put in place to overcome this. This study found some significant differences in the views of scientists and journalists about the role of science in society, how it could be communicated to the public, and the reasons for this dichotomy. Finally, proposals to bridge the gap between scientists and the media are made: the media should give serious attention to raise the standards of science reporting by establishing science desks headed by properly trained science editors and well-trained science reporters. On the other hand, scientists should be trained to communicate better with the media and, therefore, the public.  相似文献

Abstract

We assert, in this article, that the joint transformation of public perception about households’ over-indebtedness and financial deregulation had important implications on the government decision to reform overall consumer credit between 2005 and 2010. On the one hand, the development of collective actions by groups of lawyers to defend borrowers from moneylenders’ abusive practices represents a source of change in the public opinion about over-indebted individuals in the context of long economic stagnation. A systematic press article analysis from 1977 to 2006 shows that the rising number of these collective actions since the early 1990s may have gradually increased the political salience of social issues related to the unsecure loan market. On the other hand, financial deregulation has been a source of change by allowing banks to enter the consumer finance market since the early 2000s. Banks entry into this market transformed the logic of complementarity among traditional consumer credit actors (Shinpan, credit card companies and sarakin) in a general context of legal consumers’ protection reinforcement. Thus, evolution of Japanese consumer finance's regulation is particularly relevant to illustrate the forces of institutional change and its consequences.  相似文献
