This article examines the importance of the international context on regime change. It provides evidence that geographic proximity to the European Union (EU) does not result in the spread of democracy. In contrast, communication and cooperation between EU actors and sub-national regions contributes significantly to the development of democracy in these regions. Considering the role of EU projects, investments and trade in regime transition—measured through indicators of civil society, political openness, freedom of speech and economic liberalization—this article demonstrates that international context may have a positive influence on the diffusion of democracy at a regional, sub-national level. This finding has substantial implications for the literature on international relations and globalization studies. It suggests that the emergence of ‘new’ regions through communication and cooperation takes place through two seemingly contradictory but mutually reinforcing processes: regionalization (territorial disintegration/federalization) and integration (through communication and cooperation).  相似文献

第三方市场合作是中韩两国参与国际分工协作的新型合作模式,也是两国发展战略对接与比较优势互补的重要经济实践。中韩第三方市场合作在产品服务、工程建设、投资合作、产融结合和战略合作五个领域打造了一系列重要工程,不仅加深中韩两国的合作基础,还为第三方市场的经济发展注入新动力。但其中存在诸多挑战,产业结构的竞争、复杂的营商环境、域外大国因素的介入以及中韩经济波动等都对中韩第三方市场合作造成了阻力。因此,开拓战略新兴产业、打造示范工程、创新金融合作和完善协调机制,是实现中韩第三方市场合作可持续发展的重要保障。  相似文献

The paper argues that for EU–Japan cooperation the time has come to move from declarations of intent to action. It is suggested that in order to function and to last the cooperation needs a framework that pulls together and organizes different cooperation areas and concrete projects. The framework, it is suggested, should be a flexible “Structured Cooperation” in and under which cooperation would be treated as a negotiating project, in which the advantages and benefits of individual projects would lead to an agreed BoB—balance of benefits. To ensure delivery and allow for adjustments, adding and adjusting of subjects etc. a management and surveillance structure would be required to ensure an enduring interest of both sides in continuing cooperation. The individual cooperation projects, it is suggested, should be organized around common themes—the pillars—for better coherence and management. In a second part the paper suggests a practical and feasible cooperation project for improving the energy efficiency of some products widely used in Asia. That proposal uses the main elements of a relatively easy to implement approach that has been successfully applied in Europe. This approach has the advantage over others to make harmonization of efficiency requirements for energy using products in Asia possible, without the need to engage in time consuming and potentially controversial mutual recognition negotiations of national standards or the need to harmonize national Asian standards.  相似文献

While international cooperation research emphasizes institutional design, states mostly interact with existing organizations. How do states choose organizations for cooperation? We develop a theory of agency choice for development projects, emphasizing the importance of domestic institutions, the scope of cooperation, and the resources of the implementing agency. If states are to cooperate with funding agencies that have abundant resources, such as the World Bank, they must accept more stringent conditions on project implementation. We argue states accept the stringent conditions that resourceful organizations demand if the public goods from project implementation are highly valuable. Empirically, this is the case for democratic states, large projects, and projects that produce national instead of global public goods. We test this theory using data on 2,882 Global Environment Facility (GEF) projects, 1991–2011. The GEF offers an ideal case because various implementing agencies are responsible for the actual projects. States implement projects in collaboration with the World Bank, which has the most expertise and resources among the GEF’s implementing agencies, if their regime type is democracy, the project size is large, and the benefits are primarily national. Qualitative evidence sheds light on causal mechanisms.  相似文献

The EU has introduced a differentiated approach to development cooperation by reducing financial support for countries graduating to middle-income status from development cooperation. Differentiation will likely be applied in additional countries in the next budget cycle; as such, the way the EU organises differentiation makes for an important pilot case. This article reviews the factors that led to the graduation of certain countries and how this matches with the EU’s aspirations to policy coherence for development. The analysis concludes that ambiguous differentiation policy horizontally led to vertical incoherencies in the ways policy objectives are conveyed to financial instruments, and how they subsequently facilitate programming.  相似文献

Since the collapse of the Oslo peace process and the violence that followed, many scholars have reflected upon the Israeli–Palestinian peace process. Most of this analysis has focused on official negotiations without considering the substantial role that unofficial peace efforts have played in peacebuilding, both prior to and after Oslo. This article, in contrast, seeks to better understand the application of “track two” diplomacy to the Israeli–Palestinian case. It reports on a self‐reflection effort by numerous Israeli–Palestinian peace practitioners to better understand what has worked, what has not, and how new initiatives could be more effectively organized and carried out in the future. The research presented is based on an inventory of seventy‐nine track two projects that occurred between Israelis and Palestinians between 1992 and 2004, personal interviews with many of those who organized and oversaw these projects, and two focus group meetings that brought together a total of forty practitioners. In this article, we seek to better understand two issues: (1) how track two initiatives have changed in scope, organization, and intent; and (2) how track two practitioners have sought to disseminate their work beyond the participants of those initiatives. Our findings present an overall picture of the Israeli–Palestinian second track practice and identify a number of trends and common types of practice. Among the trends we have identified are the following: during the peace process years, more track two initiatives were undertaken with elite/professional participants than with representatives of the grassroots, but in the subsequent decade‐and‐a‐half, Israeli–Palestinian grassroots, track two initiatives gradually replaced senior‐level track two exchanges; most of the grassroots initiatives we studied were relationship focused, whereas those involving elite participants are outcome focused; the track two community subscribes to a set of theoretical propositions about which conditions and contexts facilitate the transmission of track two insights and ideas to the political process, but these propositions have yet to be validated; and track two specialists do little strategic planning about ways to most effectively transfer track two insights and ideas to the political process. Our research also identified four distinct, but not mutually exclusive, approaches to practice: the psychological, the constructivist, the capacity building, and the realistic interest.  相似文献

在中朝各自实施新的发展战略背景下,两国的经贸关系将随着2011年6月经济区合作部分项目的启动而进入一个新的发展阶段。产业合作将有望逐步成为双方经贸关系发展的主要方向,其中物流、基础设施、资源、能源、制造业、科技、旅游观光、农业和渔业等产业有望成为合作的主要内容。与此同时,中朝经贸合作现状及现实基础条件使得这种合作更有利于首先在双方的边境地区展开,并逐步加以推进,物流领域的合作有望起到突破口的作用。  相似文献

This article reviews the current Marxist debate on imperialism through an examination of the concept of uneven and combined development. This has been used in two ways: first, to show that geopolitical competition between advanced capitalist states continues to be of primary importance in the international capitalist order; second, to show how global capital accumulation is an intrinsically uneven, unequal and cumulative process. The article argues that uneven and combined development is limited in its utility for explaining the former, but is of greater utility in the case of the latter. This is further briefly illustrated in the concluding section, which returns to a consideration of imperialism; first, through an examination of the rise of China and ‘decline’ of the United States in the context of the global economic crisis; and, second, through a demonstration of how a Marxist approach that accepts the primacy of cooperation between advanced capitalist states can still provide a critique of a liberal—and imperialist—international order.  相似文献

This article looks at the key challenges and dilemmas of international development volunteering (IDV) as experienced within a community project in Vanuatu. By focusing on the nature and significance of IDV engagements at the local community level, it offers critical insights into roles and relationships among international development volunteers and local host communities, together with the complex global–local interface in which projects are negotiated and constructed. The article concludes by offering some ways in which IDV can be more effective in assisting community projects address the needs of contemporary village life.  相似文献

This article is concerned with the question of whether participation in the global economy leads to sustainable income growth. It examines the furniture industry of Central Java, which has grown rapidly since the financial crisis in 1997. The article shows that the exporting small and medium-sized enterprises generated substantial employment and income growth. However, this growth is not sustainable because the viability of exports has become dependent on wood which is logged illegally and risks depletion. Government and donor projects aimed at small enterprises risk driving these enterprises deeper into the race to the bottom. The article then discusses ways to avoid this, stressing the need for a coalition of public and private actors along the local–global axis.  相似文献

This article provides a new piece for two of the puzzles of institutionalized cooperation in Association of Southeast Asian Nations (ASEAN). First, with regard to the organization's four decades of existence, there has always been a marked gap between ASEAN's rhetorical goals of cooperation and its actual achievements. What explains these systematic failures of implementation? Second, from the outset, ASEAN was criticized for its light institutionalization, which failed to deliver the substantial cooperation goals. Despite selected institutional reforms, ASEAN's autonomy has not increased remarkably and it has not made any major institutional innovations. Why does ASEAN design institutions it does not use? Why does this transformation gap occur? The author suggests a sociological institutional explanation and argues that major impulses for cooperation have come from outside Southeast Asia, most importantly from Europe. By mimicking the European integration process, ASEAN member states have effectively created an isomorphic organization. The Association's institutional development reflects a concern for international legitimacy and less an objective functional demand arising from the specific interactions of member states. While women's movements in Latin America and elsewhere have succeeded in putting many issues that are relevant to women and to gender relations onto the political agenda, and although most international aid agencies have made efforts to incorporate gender analysis into their work, this progress has been neither comprehensive nor unproblematic. This article focuses on ways in which the development cooperation agenda, and the priorities and working methods of development agencies and nongovernmental organizations, have served to distort the vision and practice of the women's organizations whose work they seek to support.  相似文献

The authors are leading a multinational effort to understand the effects of “hybrid” warfare on international commercial negotiation. The start-up process is itself essentially a negotiation, among about forty individual practitioners and scholars with very diverse backgrounds, over whether and how they will work together. In a pandemic, a key risk is that the necessary cooperation and trust will be harder to build, particularly among professionals who are dealing with security-sensitive issues and who have never met each other. This article discusses the current necessity of replacing the in-person model for eliciting such cooperation which the authors had developed previously for large collaborative projects, and describes a “remote convening” replacement process.  相似文献

Development brings about changes in people's lives and their ways of understanding and dealing with their world. It is possible to distinguish between two types of development intervention: (a) improvements in the external situation, chiefly through the provision of public goods; and (b) strengthening people's inner capacities, an endeavour which depends on cognitive processes. The article links basic concepts from cognitive theory to development practice and proposes avenues for further research to study the way in which people develop their capacities and to find ways of supporting such processes. A fuller understanding of cognitive change as a key factor could greatly enhance the sustainability of development projects.  相似文献

实现南海区域安全与和平、稳定一直以来是中国和东盟国家就南海局势展开对话与合作的重要议题之一。然而,现实中的南海安全局势却一再紧张,这表明南海区域安全制度性安排与安全秩序理念和现有变化、发展迅速的南海安全形势已经出现了不同步、不协调的状况。在过往长期的南海安全区域间治理实践中,东盟和中国作为南海周边最具影响力的国家间集团和最重要的区域大国,以不同的方式,就南海安全的区域间治理展开了对话与合作,并形成了各自富有特色的治理模式,"东盟模式"和"中国模式"。这两种模式从不同层次和多个渠道就南海区域安全治理进行了对话与合作,并在南海安全区域间治理方面发挥了一定的效用。然而,目前南海安全体系呈现出来的脆弱性和南海区域安全现况却一再揭示,中国和东盟在南海安全区域间治理进程中还面临着不少现实的困境。为克服这些困境,更好地实现南海安全的区域间治理,中国和东盟应形成合力,为南海安全的区域间治理重塑一个相吻合的制度规范,共同构建一个相匹配的角色、身份与创造一个具有建设性意义的内外治理环境。  相似文献
