Almost 20 years after the 1989 Romanian revolution, the subject is experiencing a powerful comeback in a number of cinematic reflections that are at the forefront of the so-called Romanian New Wave, including Corneliu Porumboiu's 12:08 East of Bucharest, Radu Muntean's The paper will be blue and Catalin Mitulescu's How I spent the end of the world. This article seeks to establish some of the contributions that the New Wave is making to the reconstruction of the 1989 revolutionary moment, but also, and more importantly, to the renegotiation of Romania's present role in the local and global imaginary. The article offers a particular reading of these films as inspired by Walter Benjamin's writings on history and film, a reading that seeks to understand the careful temporal and spatial renegotiation of the revolutionary moment of December 1989, the key role that the technology of film has played throughout the course of the Romanian revolution and its aftermath, as well as the critical importance that the revolutionary moment continues to have for the way in which Romania imagines itself and is seen from abroad.  相似文献

ABSTRACT

This article analyses two recent French counterterrorist legislations (Law No. 2016–386 – hereafter OCT&F law and the Law No 2017–1510 – hereafter the OCT&Flaw) through the lens of distinct yet complementary theoretical frameworks. Combining the State of Exception thesis of Giorgio Agamben, the Enemy Penology as framed by Günther Jakobs as well as the more recent scholarship contributions on Pre-Crime, the article seeks to contribute to the scholarly debate on the use and the consequences of the use of criminal and administrative law in the fight against terrorism. In view of the numerous terrorist attacks that France has faced in recent years, the article aims to provide deeper knowledge of the French case by drawing substantially from the unfamiliar French scholarship. The article argues that the measures recently adopted seem to deepen the exceptional and pre-emptive logic in which potentially dangerous subjects have to be identified as “the enemy” as soon as possible in order to then be contained and dealt with.  相似文献

Dependence has been demonstrated to be a main factor driving small states’ alliance contributions. However, the causal pathway linking dependence on the one hand, and small states’ contributions on the other, is seldom explicated and assessed. Furthermore, the ways in which dependence may shape, not only drive, such contributions, have received little attention. The purpose of this article is to elaborate the role of dependence in these regards. Drawing on Glenn H. Snyder’s “fear of abandonment” concept, it is argued that reputation is the main mechanism linking dependence and contributions. The article specifies the causal pathway and assesses it against case-study evidence of Norway’s and Sweden’s military participation in ISAF. The process tracing lends much support to the proposed mechanism, and comparison helps clarify how different alliance relationship status (member or partner) impacts on the theorised causal chain.  相似文献

Huge changes are taking place in international diplomacy which have created an opening and a certain appreciation for the contributions that can be made by private citizens to international peacemaking. This article provides a snapshot of diplomatic thinking about Track II/nonofficial diplomacy, from interviews with distinguished American diplomats. As thoughts of two-way collaboration develop, it becomes increasingly important to be clear about the limits and potentially unique contributions of Track II. Open respectful dialogue between Tracks I and II is also necessary to overcome past resentments and to develop mechanisms by which the skills and insights of Track II can be fed into Track I, with greater effectiveness and integrity.  相似文献

News frames are patterns of news construction journalists rely on to present information to their audiences. While much of the research on news frames has focused on their identification and effects, less work has investigated the specific contributions these different frames make to democratic life. Value judgments about distinct news frames are often not generated in a systematic fashion, not grounded in democratic theory, and/or not supported by empirical evidence. In this article, we address these problems by arguing for and extending normative assessment as a standard operating procedure to determine the democratic value of political communication phenomena. We demonstrate the usefulness of normative assessment by showing how two important generic news frames (politics as a strategic game and as a substantive contestation) contribute to a deliberative public discourse prior to a general election. Using data on television news coverage of the German federal election campaign in 2009, we investigate how these frames are related to the inclusiveness and civility of public discourse and the extent to which it features exchanges of substantive reasons for political positions. Results show that mediated democratic deliberation suffers consistently from strategic game framing, while contestation frames make ambivalent contributions. Implications for political communication scholarship as well as journalistic practice are discussed.

The purpose of this article is to identify the distinctive features of right‐wing terrorism and to develop an analytical typology of particularistic terrorist organizations. The article is based on the conceptual framework of the process of delegitimization developed earlier by this author. It argues that right‐wing radicals usually reach terrorism through a trajectory of split delegitimization, which implies a primary conflict with an ‘inferior’ community and a secondary conflict with the government. Six sub‐types of right‐wing terrorism are identified: revolutionary terrorism, reactive terrorism, vigilante terrorism, racist terrorism, millenarian terrorism and youth counterculture terrorism.  相似文献

This article engages in the flourishing debate on the external dimension of democratization by proposing a theoretical model of when external actors can influence democratization. The argument takes its departure in a critical assessment of existing structural contributions. It is argued that structural approaches are useful in explaining interregional differences in external influence, but have difficulties coping with cases that do not adhere to the overall structural pattern – that is, with intraregional differences. To deal with these problems, I turn to Levitsky and Way's renowned framework of leverage and linkage, and argue that their theory, giving primacy to structures, is not entirely valid. The structural determinants (linkages) that constitute the basis of their explanation are not non-amenable as they claim, but can be influenced to a great extent by what I term the gatekeeper elites of the target country. That is, I claim that domestic elites should not only be perceived as mere objects of external influence, as they are in the structural accounts, but rather as gatekeepers that actively facilitate or constrain ties to external actors. Hence, to fully understand when external actors can influence democratization, we need to breathe dynamism into the structural accounts by carefully evaluating, not just leverage and linkages, but also elite agency.  相似文献

Utilizing over 100 interviews conducted with Greek political and military elites, this article offers a refinement of the process of political learning, believed to contribute to democratic consolidation by modifying individuals' beliefs about political goals and the best means to achieve them. Using the Greek case as an empirical test, this study confirms the democratization literature's claim that elites learn from singular catastrophic events. It offers a refinement, however, of specific lessons and the related behavioural change. Moving beyond the main conclusions of that literature, the article argues that learning can arise in a variety of ways and from varied experiences. Inductive trial-and-error learning stimulated by success can also play a key role as can slow and cumulative learning, which results from the accumulation of both positive and negative lessons, and can proceed in a two-step process of instrumental learning first, followed by more principled learning later. Learning thus sometimes takes a tangled course: elites take tentative steps, implement small policy changes, observe the effects of their actions, and learn from them as lessons accumulate, interact and slowly reinforce each other. Finally, learning does not always guarantee moderation and the adoption of democratic attitudes, tactics, and policies. As the article illustrates, the political learning process is often best characterized as highly contingent and complex.  相似文献

Scholars from numerous disciplines continue to study, debate, and value Thucydides’ The Peloponnesian War. This review essay first explores and elaborates many of the enduring and vital contributions of Thucydides for IR theory. It then assesses and engages three new books, including a major, wide-ranging collection of new essays and a very influential (and deeply flawed) attempt to apply the lessons of that work—one that warns of a “Thucydides Trap” that might unwittingly ensnare the United States and China, resulting in an unwanted and catastrophic war between the two. This review essay argues that, as illustrated by the books under consideration here, contemporary IR scholars would be very well served by taking Thucydides seriously and would benefit from reading and considering his History with great care; at the same time, there are enormous, perilous analytical dangers inherent in attempting to draw conclusions from a superficial reading of The Peloponnesian War.  相似文献

Through an analysis of eight recent books and a number of articles and papers, this article evaluates recent progress in the study of ethnic conflict, including large scale conflicts and episodic riots. Four main approaches have been applied to the study of ethnic conflict: rational choice, constructivism, essentialism, and structuralism (or realism). This evaluation of recent work includes that rational choice has been the least successful of the approaches; its focus on individuals' pursuit of (mainly) material benefits makes it difficult to recognize or to admit the explanatory power of nationalist feelings that do not depend on the prospect of material benefits. Constructivism has been the most influential approach over the past few decades but until recently has suffered from methodological weaknesses that have hindered testing. Essentialism has been out favor for as long as constructivism has been in, but recent methodological improvements have produced strong work that has resurrected this approach. Structuralism is the youngest approach; it is still immature but has already yielded important new insights. Some eclectic approaches are emerging that combine strengths of the latter three approaches; it remains to be seen whether comparable eclecticism will combine rational choice with one or more of the others.

This article looks at citizen journalism as a contestant in the history of journalism. It reports on a study that employed a qualitative research approach through a qualitative questionnaire and a focus group discussion (FGD). Through purposive sampling, the participants in the study were drawn from the citizen journalists contributing news content to the citizen journalism websites Sahara Reporters and Iindaba Ziyafika from a Nigerian and a South African perspective, respectively. For diversity purposes, other participants were drawn from the Global Voices online, which is popular for engaging citizen journalists from different parts of the African continent: Tanzania, Cameroon, Ghana, Mozambique and Kenya, to mention a few. The questionnaire was distributed through the technical teams of the websites for self-completion by the citizen journalists. The FGD participants were drawn from those who contributed news content to Iindaba Ziyafika in South Africa where the researchers are based. The questionnaire and the FGD were addressed in English. The study findings showed that mainstream journalism acknowledges the importance of the phenomenon of citizen journalism and the people involved, but it still stands firm that objectivity is a precondition of journalism. The study aimed to cultivate an appreciation of the relationship between traditional and citizen journalism as the field of journalism endures major transformations.  相似文献

Liberal democratic governments may differ in both their kind and degree of democracy. However, the literature too often conflates this distinction, hindering our ability to understand what kinds of governing structures are more democratic. To clarify this issue, the article examines two prominent contemporary models of democracy: developmental liberal democracy (DLD) and protective liberal democracy (PLD). While the former takes a ‘thicker’ approach to governance than the latter, conventional wisdom holds that these systems differ only in kind rather than degree. The article tests this assumption through an empirical comparison of electoral, legislative, and information-regulating institutions in two representative cases: Sweden and the United States. The empirical findings lead us to the conclusion that developmental liberal democracies represent not only a different kind, but also a deeper degree of democracy than protective liberal democracies. The implications for democracy promotion appear substantial.  相似文献

This study moves beyond theories emphasising “state failure” as the cause for terrorist “spill-over”. The aim is to offer new theoretical and empirical considerations concerning the determinants of terrorist groups’ geographical strategies. The main argument this article presents is that transnationality for nationalistic terrorist organisations can be costly. This is the case due to the mobility, social and strategic costs of operating beyond controlled territories. Hence, the article proposes an interpretation of these decisions as being mainly generated by states’ counterterrorism strategies. Using data gathered from the GTD Dataset and secondary sources such as specialised reports and strategic documents, the article explores the argument by presenting observations and empirical findings on two groups, AQIM and Boko Haram.  相似文献

SUMMARY

Kierkegaard's authorship could be summarized in the following statement: what it means to exist, that is, what it means to become a Christian. The crucial category is den enkelte, the single one, who upon becoming aware of his true self in personal communication with God, reaches the highest possible level of self-realization in interhuman communication.

However, to assume that Kierkegaard merely tried to enforce his Christian perspectives, would be to misunderstand him completely. Kierkegaard's spheres of existence offer an overview of all possible modes of existence by means of which a human being could reach self-realization. His intention was to invoke his readers to choose their own mode of existence and to accept responsibility for their choice.

This article illuminates the communicological relevance of Kierkegaard's spheres of existence by discussing both the views of life characteristic of each sphere and the forms of communication by means of which they are expressed. It is also maintained that a full understanding of the spheres of existence requires a study of Kierkegaard's concept of the self. A brief sketch of Kierkegaard's life is included to highlight his own struggle for self-realization.  相似文献

SUMMARY

Although “science” involves both theory and practice the significance of theory is often questioned in the field of communication studies. Some practitioners, for example, maintain that they need very little, if any, theory since their publics demand “results” and are not interested in theoretical debates. In similar vein it is argued that university students do not know how “to do the job” when they enter the field of communication practice. This article sets out to clarify some of the misunderstandings concerning the nature and role of theory in scientific practice and to show the need for a better understanding and closer cooperation between theorists and practitioners. Apart from suggesting a useful definition of theory for the purposes of the discussion, some common misconceptions concerning theory are addressed. It is argued that communicologists will only succeed in playing a meaningful role in a new South Africa if theorists and practitioners critically assess their own as well as each other's contributions and actively seek ways to cooperate in addressing critical issues in communication within the South African context. The article concludes with a discussion of some pressing problems currently experienced in the teaching of communication theory and offers some guidelines for selecting and presenting theory curricula relevant to communication and communication practice within the changing South African context.  相似文献

This analysis critiques the impact of President Dwight Eisenhower’s 1953 “Atoms for Peace” initiative on Washington’s alliance with Britain, itself a newly crowned nuclear state. Prime Minister Winston Churchill’s taste for personal diplomacy led him to support his friend’s proposal without real consideration for how the contributions of fissionable materials and manpower demanded by the scheme would damage Britain’s overstretched domestic nuclear project. Membership of an international atomic agency allowed Britain to reaffirm its global status whilst depleting the resources needed to develop its native technology. In turn, the article discusses the commercial challenge posed by American nuclear firms and highlights how reactor exports quickly became a contest between the quality of British research and the quantity of American subsidies. In this way, it establishes how “Atoms for Peace” prejudiced both Britain’s domestic nuclear effort and export potential, in turn shedding light on Washington’s relations with an ailing Great Power.  相似文献

Abstract

Common Security and Defence Policy (CSDP) missions have increased substantially in number, functions and geographic spread since their inception in 2003. Despite their expansion in numbers and scope, especially in the Western Balkans, few systematic assessments of the contributions that CSDP missions make to peacekeeping and peacebuilding efforts have been undertaken to date. This article addresses that lacuna by assessing the contributions CSDP missions have made in recent years to peacekeeping and peacebuilding in the Western Balkans. It explores whether CSDP missions in that region: make an intrinsic contribution to peacekeeping and peacebuilding in those countries or merely profit (or take credit) from the initial groundwork laid by United Nations (UN) and North Atlantic Treaty Organization (NATO) missions; are adequately coordinated within the European Union (EU) and between the EU and other international organisations, including NATO; are sufficiently embedded or effectively linked to other EU instruments, such as the Stability and Association Process to the Western Balkans; and engender adequate elite or public support or ‘ownership’ in these countries.  相似文献

Abstract

Although the democratisation of science was prioritised after the South African democratic elections of 1994, thus, promoting dialogue, transparency and consultation, communication with rural communities remains a challenge in South Africa. Because of the diverse cultural landscape of the country, aspects such as language, traditions and poverty impact significantly on the facilitation of communication and the dissemination of information, particularly in rural communities.

The South African government's quest to build a better future for all South Africans places renewed emphasis on the role of ‘development’ and the use of communication to meet the future challenges of ‘development for all’.

The purpose of this article is, firstly, to explore the development communication media used in the community awareness programme of the National Department of Agriculture of South Africa in the town of Makutu, Mpumalanga Province, and, secondly, to investigate and offer an assessment of the communication approach followed by the National Department of Agriculture. In this article the scene is set with a brief overview of development communication models and a discussion of different types of media and methods available for communicating with rural communities. A case study on an awareness project launched by the National Department of Agriculture is presented and the article concludes with an assessment of the case study against the theoretical overview presented in the first section of this article to determine the communication approach followed, and communication media and methods used.

A case study on The Larger Grain Borer (LGB), a quarantine insect pest of maize that has left a path of destruction through Africa, forms the basis of this article. The Directorate: Plant Health and Quality of the National Department of Agriculture of South Africa initiated this awareness project to empower farmers through awareness and education to prevent the spread, and to manage the impact, of the pest. It is believed that the key to rural food security lies in the country's ability to effectively disseminate information to rural communities.  相似文献

ABSTRACT

This article makes the case for why we should turn to studying democracy promotion negotiation, outlines the research questions guiding this special issue, identifies overarching findings and summarizes the individual contributions. After outlining the rationale for more attention to the issue of negotiation, which we understand as a specific form of interaction between external and local actors in democracy promotion, we outline three basic assumptions informing our research: (1) Democracy promotion is an international practice that is necessarily accompanied by processes of negotiation. (2) These negotiation processes, in turn, have an impact upon the practice and outcome of democracy promotion. (3) For external democracy promotion to be mutually owned and effective, genuine negotiations between ‘promoters’ and ‘local actors’ are indispensable; the term ‘genuine’ here being understood as including a substantial exchange on diverging values and interests. The article, then, introduces the three research questions for this agenda, concerning the issues on the negotiation table, the parameters shaping negotiation processes, and the results of democracy promotion negotiation. We conclude by presenting an overview of the overarching findings of the special issue as well as with brief summaries of the individual contributions.  相似文献

In this short essay, we introduce readers to a special issue of Terrorism and Political Violence on criminological approaches to the study of terrorism. In addition to summarizing the eight articles in the issue, we outline some general points about the relationship between criminological thinking and our understanding of terrorism.
