The Australian Federation is unique. Like all federations there is a division of powers between the various levels of government. However, unlike almost all other federations, the Australian Federation requires the cooperation of the states and the Commonwealth in order to achieve their institutional functions. This federal system can properly be described as 'cooperative federalism'. An understanding of the role of the states within this federal system suggests an urgent need for major constitutional reform at the state level.  相似文献

Collaborative public management research is flourishing. A great deal of attention is being paid to the process and impact of collaboration in the public sector, and the results are promising. This article reviews the literature on collaborative public management by synthesizing what we know from recent research and what we've known for quite some time. It addresses the prevalence of collaboration (both recently and historically), the components of emerging collaborative structures, the types of skills that are unique to collaborative management, and the effects of collaboration. Collaborative public management research offers a set of findings that contribute to an emerging knowledge base that supplements established public management theory.  相似文献

Homeowners associations (HOAs) are private governments that are reshaping urban governance and service delivery in large parts of the United States. Despite the fact that millions of Americans are HOA members, the field of public affairs has paid scant attention to these new governance entities. The essays in this symposium call attention to HOAs’ potential effects on urban services and civic life in the hope of sparking interest among scholars and public managers to include HOAs in our understanding, research, and teaching of contemporary urban governance.  相似文献

This paper assesses the comparative policy insights gained from the articles in the symposium in terms of three dimensions: policies proposed, actions taken, and impacts scored. Local economic development interventions are classified in terms of a five-way categorization in terms of geographic breadth of action and reliance on complementary private action as a prerequisite to lasting impact. The nine symposium cases are then examined for their evidence on development efforts' accountability to the public and lessons about efficient use of public funds. The paper concludes that the cases demonstrate that most development efforts have wasted public funds, offering at best the limited success resulting from efforts to beggar neighboring local economics with which competition for development continues.  相似文献

Federalism has proved enduring in Australia, despite predictions of its imminent demise. Yet new challenges of internationalism and social movements are cutting across old political boundaries and eroding the sovereign nation state. This article, which draws on ideas developed at length in my recent book A Federal Republic: Australia's Constitutional System of Government (Cambridge University Press, 1995), argues that the characteristics of federalism may prove surprisingly compatible with social and international trends.  相似文献

The learning curve on how to become a Teaching Assistant (TA) can be rather steep. In this paper, the authors explore three areas they wish they were advised in prior to beginning their teaching careers. The lessons are centered on balancing expectations and responsibilities in the following areas: 1) prioritizing their own work and research over teaching and vice versa, 2) the dual role of instructor and mentor, and 3) adapting prepared lesson plans when unexpected circumstances arise. The authors are three doctoral students in political science with approximately three years of teaching experience each. As such, they offer a unique perspective: each are settled into their position as TA but remember the challenges they faced while on the path to this role.  相似文献

Japan is the only country to suffer twice from the terrible consequences of atomic bombs. Hiroshima and Nagasaki are renowned internationally for experiencing the first twin devastating nuclear attacks in history. Unfortunately, Japan has witnessed several other serious nuclear‐related disasters in recent years. The much‐publicized Fukushima disaster in 2011 is one of them. How could such a serious accident occur in a modern, highly sensitive, nuclear‐conscious country?, The answer to that central question is complex, involving not only political and administrative issues but also technical and human dimensions. In retrospect, both government officials and private industry were far too lax with the operation and development of nuclear policies and facilities. The Fukushima debacle was the result of a lack of rigorous management and control of nuclear issues by both public authorities and private industry.  相似文献

abstract This article proposes a working definition of globalization, which, although recognizing power asymmetries and risks, focuses on the changing options of actors. I link globalization to the options of diverse actors such as feminist networks and supranational and state institutions and enterprises. These options are related to resources, power, and capacities. The United Nations Decades of Women provided a dramatically opening opportunity structure for the global women's movement that could enlarge and diversify their options. They had developed a common charter while respecting differences and capacities for global orientation. Finally, I illustrate the argument by looking at processes of feminist regulations, which were negotiated by women's movements in Japan and Germany. Both cases suggest that negotiations and regulations in the global context are possible from an asymmetric position and that innovative capacities for transnational and global orientation and horizontal organization are crucial. Further research is necessary on innovative and egalitarian forms of regulation in globalization.  相似文献
