Oxfam's experience suggests that ‘bottom–up’ accountability can be an important mechanism whereby men and women living in poverty can hold others to account. The first section of this article illustrates this with two examples of Oxfam experience in Vietnam and Sri Lanka. The second section draws out some of the lessons from these examples and attempts to situate them within the broader debate about approaches to accountability. In the third section some suggestions are put forward about what would need to change if active citizenship and ‘speaking truth to power’ were to become the renewed focus of accountability.  相似文献

In pursuit of a healthier and participatory democracy, scholars have long established the positive effects of social capital, values derived from resources embedded in social ties with others which characterize the structure of opportunity and action in communities. Today, social media afford members of digital communities the ability to relate in new ways. In these contexts, the question that arises is whether new forms of social capital associated with the use of social media are a mere extension of traditional social capital or if they are in fact a different construct with a unique and distinct palette of attributes and effects. This study introduces social media social capital as a new conceptual and empirical construct to complement face-to-face social capital. Based on a two-wave panel data set collected in the United States, this study tests whether social capital in social media and offline settings are indeed two distinct empirical constructs. Then, the article examines how these two modes of social capital may relate to different types of citizenship online and offline. Results show that social media social capital is empirically distinct from face-to-face social capital. In addition, the two constructs exhibit different patterns of effects over online and offline political participatory behaviors. Results are discussed in light of theoretical developments in the area of social capital and pro-democratic political engagement.  相似文献

The accountability of international development NGOs (INGOs) has attracted a great deal of interest from academics and development practitioners. INGO accountability falls into two categories: practical accountability (for the use of inputs, the way activities are performed, and outputs) and strategic accountability for INGOs' performance in relation to their mission. This article presents a conceptual framework for exploring INGO accountability. It is based on information collected through a literature review and semi-structured interviews with representatives from 20 UK-based INGOs. The research found that INGOs tend to use a number of quality-assurance mechanisms to achieve ‘practical’ accountability. However, it is suggested that this kind of accountability will not necessarily enable INGOs to achieve their missions to alleviate poverty and eliminate injustice. Furthermore, the predominant use of practical accountability has led to a number of gaps in INGO accountability. It is suggested that, like the term ‘participation’ before it, accountability has been co-opted for its instrumental benefits to INGO project performance and management. It is argued that if INGOs are to achieve their missions, this will require more ‘strategic’ forms of accountability, geared towards fundamentally changing those social, economic, and political structures that promote poverty.  相似文献

In this paper, Asset-based Community Development (ABCD) is presented as an alternative to needs-based approaches to development. Following an overview of the principles and practice of ABCD, four major elements of ABCD are examined in light of the current literature on relevant research and practice. This involves exploring the theory and practice of appreciative inquiry; the concept of social capital as an asset for community development; the theory of community economic development; and lessons learned from the links between participatory development, citizenship, and civil society. The paper outlines how ABCD both reflects and integrates trends in these areas, and stands to benefit from the insights generated from this work.  相似文献

This article discusses the different meanings that citizenship has assumed in Latin America in the past few decades. Its main argument is that, in the perverse confluence between neo-liberal and democratic participatory projects, the common reference to citizenship, used by different political actors, projects an apparent homogeneity, obscuring differences and diluting the conflict between those projects.  相似文献

Abstract

By examining young people's habits of using the media in relation to citizenship, this article responds to calls that the starting point for research into citizenship and democracy should be the perspectives of citizens themselves. Drawing on both quantitative and qualitative research with young South Africans (the ‘born free’ generation), the study sought to gain insight into how young people use media to make sense of notions of citizenship and participatory democracy in ways that are relevant and reliable to their everyday lives. The findings suggest that young South Africans are distrustful of politicians and political institutions. Media consumption was high amongst participants, as well as media trust, but the lack of relevance of media content suggests that those wanting to engage with the youth through the media need to target content through more youth-orientated genres.  相似文献

This article reviews current methodologies for the design of development projects and identifies foundational reasons for conflict between design approaches and participatory methods. A number of alternative approaches to the design of interventions in social systems are examined, and the potential application of some of these new ideas within a visioning process that is based on communicative rationality is explored. We conclude that there are many problems to be overcome before describing a complete design methodology which moves away from the objectivist basis of existing design systems, and that the new approach will need to address power relationships and the consequent and interrelated problems of accountability and trust.  相似文献

Participatory governance offers the potential to deliver responsive and accountable services. This article tests this expectation by looking at how members of participatory extension platforms in Malawi understand the meaning of “demand-driven” services, and allocate responsibility and influence in service provision. Results show that most respondents agree on bottom-up extension services that respond to expressed farmers’ needs (86% of respondents), and assign responsibility and influence widely across state and non-state actors. While these findings suggest that these participatory mechanisms can promote responsiveness to farmers’ needs and accountability, they also point toward different governance challenges in extension services.  相似文献

Active citizenship and participatory community-development approaches have evolved partly in response to perceived aid-dependency among rural communities. In Solomon Islands these methods have met with mixed success. This article reflects on the frustration often felt by local and international development workers when working with rural communities. ABSTRACT

This article examines the citizenship dimension of transnational inequalities. It is clear that some citizenships offer great advantages while others are liabilities for the individual, and the aim of this present article is to develop a conceptualisation of citizenship and inequality, in order to be able to assess and compare them. For this purpose, elements of Pierre Bourdieu's sociology are utilized. The argument is that citizenship can be thought of as a form of capital in this Bourdieusian sense – that is, as a resource with which individuals are more or less endowed, and which impacts on people's transnational social positions, their capacities for action, their strategies and perceptions. The main contribution is to develop this idea, which is referred to as “citizenship capital”. Its usefulness is demonstrated by considering its interaction with economic capital for shaping positions in transnational social space.  相似文献

The debate on empowerment encompasses an older discourse about the intrinsic value of empowerment, and a newer discourse about the instrumental benefits of empowerment; the concept of agency is useful in understanding this distinction. In agricultural development, empowerment efforts are often instrumentalist, viewed as an advanced form of participation that will improve project effectiveness, with adoption rates that promote compliance rather than intrinsic empowerment. Nevertheless, it is possible for projects to enhance the means for – and facilitate the process of – intrinsic empowerment. With regard to process, research and extension can make use of a constructivist rather than the behaviourist approach to support changes in knowledge, behaviour, and social relationships. In assessing empowerment, both developers and ‘developees’ need to look for evidence that people are taking control of their lives. Case studies – such as those used by the Indonesian Integrated Pest Management (IPM) Programme – will help to capture context and chronology, with unplanned behaviours being particularly useful indicators.  相似文献

Both liberal and corporatist consociational systems are often characterized by identity-based networks that rely on clientelism and are difficult to hold accountable. This article uses Beirut's 2015 garbage crisis and 2016 municipal elections to argue that cities can be important sites for building new civic networks because cities often have resources and frames that can be used to mobilize individuals in different ethnosectarian networks. These civic networks, by promoting ideas of citizenship and state accountability, can be a significant factor in increasing liberalism in consociational systems.  相似文献

India’s rural employment act (MGNREGA), the world’s largest public works programme, is designed to guarantee wage employment as a statutory right. It is viewed by many as a drain on the public exchequer, as wages are paid but durable assets are not created. Can this safety net be restructured to double up as a ladder of opportunity for the poor without altering its entitlement-based framework? This article shows that implementing four sets of interventions – policy for household livelihood assets, convergence approaches, pro-poor participatory planning, and strengthening accountability, can accelerate the creation of livelihood assets in the lands of the poor.  相似文献

The authors draw on experience from Uganda's commitment to decentralisation. This commitment is transforming the way services are planned and financed; new associations between local governments, NGOs, and private sector agencies are being created. Much attention has focused on the adoption of various techniques-such as participatory rural appraisal-through which direct and intensive forms of participation can be encouraged in decentralised planning. This trend is critically examined and potential unintended consequences are highlighted. A broader concept of accountability is outlined to illustrate a more inclusive approach to planning and allocation for more equity and sustainability in rural services.  相似文献

Civil society participation in international and European governance is often promoted as a remedy to its much-lamented democratic deficit. We argue in this paper that this claim needs refinement because civil society participation may serve two quite different purposes: it may either enhance the democratic accountability of intergovernmental organisations and regimes, or the epistemic quality of rules and decisions made within them. In comparing the European Union and World Trade Organization (WTO) in the field of biotechnology regulation we find that many participatory procedures officially are geared towards the epistemic quality of regulatory decisions. In practice, however, these procedures provide little space for epistemic deliberation. Nevertheless, they often lead to enhanced transparency and hence improve the accountability of governance. We also find evidence confirming findings from the literature that the different roles assigned to civil society organisations as “watchdogs” and “deliberators” are at times difficult to reconcile. Our conclusion is that we need to acknowledge potential trade-offs between the two democratising functions of civil society participation and should be careful not to exaggerate our demands on civil society organisations.  相似文献

This article considers the problems of organisational survival, innovation, and inter‐organisational partnerships for unions and for immigrant community‐based organisations. The analysis focuses on the Citizenship Project, a project for assisting and organising Mexican immigrants, launched in 1995 by Teamsters Local 890 in response to the assault on immigrant rights in California. It concludes that new community‐based partner organisations sponsored by existing unions can be one effective response to these problems if the participants establish and sustain an appropriate balance of autonomy and accountability. The article also traces the development of a radical and expansive notion of citizenship by the Citizenship Project, and a related set of methods that integrate organising with service delivery, labelled ‘citizenship work’. It recommends that non‐profit tax‐exempt support centres be established at labour centres, labour councils, and international unions in order to lower the costs of such innovation for local unions.  相似文献

This article examines a 40-year history of women's organising in Fiji, in order to show how the political goals pursued by active citizens can be shaped by an interplay of domestic and international political contingencies. This approach challenges the common and somewhat idealised definitions of active citizenship that focus upon actors' capacity to mobilise collectively behind political goals independent of those that motivate the state or the market. Rather, active citizenship is viewed as a realm of political activity constituted in ways that both reflect and contest contingent factors prevailing globally and locally.  相似文献

Abstract

This article argues that the personal influence model (PIM) be used strategically to resolve conflicts and social crises in Africa. It presents PIM as a complementary, analytic discourse to participatory communication, a development paradigm commonly used globally in a variety of social programs. That discourse, as a framework for theory building, is grounded in Africa's emerging and enduring realities: (a) the growing interest of the international community to assist Africa to meet the U.N. Millennium Development Goals, whose focus is to reduce extreme poverty by 2015; (b) the ephemeral nature of Africa's political and social stability that necessitates reducing fear, improving community security, nurturing public trust, and building inter-group relationships, all as preconditions for attaining social development, and for using a community-agency- contracts-partnerships approach to deliver development services; and (c) the palpable congruence of PIM with Africa's extensive social networks, which are typically used as communication tools for social development. Those realities guide four propositions that serve as a heuristic template for testing and refining the participatory approach, thereby guiding theory building in participatory communication in African communities. That template identifies an expansive three-concept research agenda – culture, community governance and rule of law, and economic freedom – that raises questions, defines concepts, measures key variables, and assesses outcomes.  相似文献

One of the main aims of corporate social responsibility (CSR) is to contribute to sustainable development, and effective communication is imperative in reaching this goal. When the aim of communication is to contribute to sustainable development, it falls within the field of communication for social change, where the participatory approach is the norm. However, the context of instructional CSR communication poses challenges to the traditional conceptualisation of the participatory approach. This creates a need to reconceptualise the participatory approach for instructional CSR communication contexts. A literature review identified four main principles of the participatory approach (dialogue, participation, cultural identity, and empowerment) and illustrated how they are traditionally conceptualised. The empirical study focused on two companies’ CSR programmes where agriculturists were assisting emerging farmers with training, skills development and mentoring. Sixteen semi-structured interviews with farmers and agriculturists were conducted to determine the applicability of the theoretical principles as traditionally conceptualised for this context. We argue that beneficiaries may not be able to participate as equal partners in all aspects of the CSR initiative from the beginning (as traditionally assumed), but that they should, through their involvement, be empowered to participate more meaningfully in later stages even though power will remain largely with the company.  相似文献

科特迪瓦危机的关键在于公民身份问题。博瓦尼执政时期刻意淡化公民身份问题以吸纳外来移民,从而使得科特迪瓦长期保持经济增长与社会稳定。然而到20世纪90年代,随着经济的衰退、多党制的实行,执政者为巩固自身统治提出了"科特迪瓦性"概念,其基本含义是"科特迪瓦人的科特迪瓦",而实际目标是排斥北方人。"科特迪瓦性"自诞生之日起就对科特迪瓦社会各领域发展产生了深远影响,因而成为科特迪瓦政治中的核心问题,并最终导致2002年内战全面爆发、南北分裂局面的形成。类似的土著话语也出现在其他非洲国家,折射出非洲民族国家建构进程的复杂性和艰巨性。  相似文献
