There are only a handful of studies that examine public support for the IMF and World Bank. Public opinion data on attitudes to the economy feature prominently in these studies. Utilizing data from the Afrobarometer survey, we find that evaluations of the economy, ideology, and a range of sociodemographic factors including age, gender, employment status, health, education, and living conditions are not significantly related to ratings of effectiveness. Rather, we find that political trust and corruption—two very important concepts in the wider literature on individual-level attitudes toward international relations and foreign policy issues—are strongly associated with ratings of effectiveness.  相似文献

In this article we compare the structuring of citizens' attitudes on foreign policy issues in the U.S.A. and Sweden. Most of the studies in this area have been carried out on U.S. data, which have made any generalization of the findings to other states difficult. The material is the 1995 SOM study, with a sample of 2,800 individuals. Swedish citizens' foreign policy attitudes were structured along two dimensions. The first dimension showed similarities with Wittkopf's "militant internationalism" dimension; the second dimension showed similarities with Chittick, Billingsley, and Travis's "multilateralism-unilateralism" dimension. As in the United States, ideology has a high explanatory power on individuals' placement on the first dimension, but in Sweden gender and attitudes on "green issues" have some additional explanatory power. On the second dimension education has high explanatory power in both Sweden and the U.S.A., but in Sweden attitudes on "green issues" are also of importance. In the article we argue for a plausible theoretical interpretation of the Swedish foreign policy dimensions that is somewhat different from the one offered in the American case.  相似文献

This paper examines the links amongst the concepts of gender, security and development. In particular, it seeks to examine how each of the concepts can be critically understood independently and as interrelated. Through understanding each of these concepts as socially and discursively constructed, contingent and fluid, the paper examines the consequences of such a theoretical framework for key issues facing gender, security and development practitioners: Trafficking, Resolution 1325 and HIV/AIDS.  相似文献

The Zimbabwe Women's Resource Center and Network (ZWRCN) generates alternative and critical feminist thinking. The author discusses some of the innovative ways in which ZWRCN has generated space for alternative critical feminist knowledge and analysis, which it believes to be an essential basis for equitable development. A documentation center, thematic debates, talks on gender and development, gender training, the linkage program, lobbying and advocacy, the gender and development database, and book fairs help ZWRCN to achieve its organizational objectives and strategies. Although women are still treated as just another development agenda item, ZWRCN must continue to hone its framework of research, analysis, and advocacy on feminist issues. The ultimate goal is to analyze where power is actually centered and the implications of that for building a women's movement.  相似文献

We use data from an innovative nationally representative survey of 6,000 Pakistanis in April 2009 to study beliefs about political Islam, Sharia, the legitimacy and efficacy of jihad, and attitudes towards specific militant organizations. These issues are at the forefront of U.S. policy towards Pakistan. Four results shed new light on the politics of militancy and Islamic identity in Pakistan. First, there is no relationship between measures of personal religiosity and the likelihood a respondent expresses highly sectarian sentiments. Second, militarized jihad is widely seen as legitimate in Pakistan but there are substantial regional differences in the acceptance of militarized jihad. Third, attitudes towards militant groups vary dramatically across groups, particularly when it comes to the efficacy of their actions. Fourth, while Pakistanis express massive levels of support for Sharia law, this is driven by its perceived connection with good governance, not by sympathy with the goals of militant groups claiming to implement it.  相似文献

This article analyses the relationship between support of democracy and attitudes to human rights, in particular, support for gender equality, in the countries covered by the first wave of the Arab Barometer project. We use cluster analysis and negative binomial regression modelling to show that, unlike in most countries of the world, correlation between support of democracy and gender equality is very low in the Arab countries. There is a group of people in the region who support both democracy and gender equality, but they are a small group (about 17% of the population) of elderly and middle-aged people characterized by higher education and social status. A substantial number of poorly educated males express support for democracy but not for gender equality. Many people, especially young males aged 25–35 in 2007, are against both gender equality and democracy. Younger people tend to be both better educated and more conservative, those belonging to the 25–34 age group being the most patriarchal in their gender attitudes. Yet, controlling for age, education does have a positive effect on gender equality attitudes. Nevertheless, this phenomenon may reflect two simultaneous processes going on in the Middle East. On the one hand, people are getting more educated, urbanized, etc., which means the continuation of modernization. On the other hand, the fact that older people are the most liberal age group may point to a certain retrogression of social values in the younger generations.  相似文献

International organizations (IOs) have moved increasingly in recent years to adopt cross-cutting mandates that require the “mainstreaming” of particular issues, such as gender equality or environmental protection, across all IO policies. Successful IO performance with respect to such mandates, we hypothesize, is determined in large part by the use of hard or soft institutional measures to shape the incentives of sectoral officials whose cooperation is required for successful implementation. We test this hypothesis with respect to two such mandates—gender mainstreaming and environmental policy integration—in a single international organization, the European Union, demonstrating a strong causal link between the use of hard incentives and IO performance in these and related mandates.  相似文献

Most of the literature on racial or ethnic groups’ foreign policy preferences focuses on parochial or diasporic interests to demonstrate group-specific influence in this policy realm. This situation leaves room for addressing the impact of African American, Latino and Asian American, and Pacific Islander (AAPI) racial/ethnic identities on individual-level preferences for broader, non-parochial, foreign policy issues and the degree to which multiracial preference coalitions (or agreement) emerge in a fashion reflective of domestic policy attitudes. Utilizing data on a range of contemporary foreign policy issues from the 2018 and 2019 Congressional Cooperative Election Studies (CCES), the analyses reveal that minority preference coalitions emerge across a wide range of foreign policy issues, a pattern that is most dramatic among Latino and Black Democrats. Moreover, these coalitions suggest minority moderation relative to white co-partisans from both parties.  相似文献

This study uses a nation-wide representative survey from 2004 to explore the link between civil society involvement and civic attitudes in Turkey. The article argues that, besides civic attitudes, political attitudes are also significant in explaining membership in ‘Olson type’ institutions, while membership in ‘Putnam type’ institutions does not depend on attitudinal variables. The article concludes that low civil society participation with a gender gap and intolerance of rural participants raises significant questions about the democratic potential of civil society in Turkey.  相似文献

In 2008, the Council of the European Union (EU) adopted a ‘Comprehensive Approach’ that outlines a strategy for securing gender mainstreaming; two years later, the Council introduced a set of indicators to assess its implementation. The EU was responding to the United Nations Security Council’s call for regional institutions to assist in implementing Security Council Resolution (UNSCR) 1325, adopted on 31 October 2000, concerning ‘women, peace and security’. This resolution sought to meet the ‘urgent need to mainstream a gender perspective into peacekeeping operations’. Considering that prior exposure to gender issues, resources and well-established relations with civil society and gender advocates are lacking, the adoption of both the Comprehensive Approach and the indicators, as well as the structures and procedures established since then as part of the EU’s Common Security and Defence Policy, requires some explanation. This article draws on feminist institutionalist approaches to argue that the impetus for change came from individuals and groups within the EU who were involved in external networks, both above and below the supranational level, who seized on institutional idiosyncrasies that also shaped the implementation of UNSCR 1325 in important ways.  相似文献

A workshop was convened in February 2008 to identify the role of civil-society organisations (CSOs) in the post-Paris Declaration aid agenda, prior to the High-Level Forum to review progress towards achieving aid harmonisation that was held in Accra in September 2008. The article presents concerns about the focus on the mechanisms rather than the purpose or impacts of aid; the ways in which donors force through their own agendas; and the continuing gap between rhetoric and practice on issues such as gender equity and local ownership.  相似文献

While developing countries have undergone a remarkable transformation in their attitudes toward foreign direct investment (FDI) during the past decade, they still resist the establishment of a multilateral regime governing FDI. This is puzzling, first, because these states are liberalising their policies anyway, and second, because a multilateral regime offers several advantages over the patchwork of unilateral and bilateral arrangements that currently exist (for instance, by contributing to increasing FDI flows). What explains this paradoxical attitude? This paper critically examines a number of potential explanations. Concerns about losing sovereignty, lack of knowledge about the costs of FDI restrictions, or lingering suspicions of multinational corporations may play some role, but cannot account for unilateral and bilateral liberalisation. Another approach highlights the role of domestic groups in supporting or opposing a multilateral agreement. Yet the pattern of variation among the attitudes of developing countries casts doubt on this explanation as well. Finally, the paper puts forth an argument that focuses on how bargaining power affects the trade-off between economic gains and the loss of sovereignty. The host state's perceived attractiveness to multinational investors conditions whether or not the government resolves this trade-off in favour of supporting a multilateral regime.  相似文献

Female genital mutilation (cutting or surgery) (FGM) is an issue that epitomizes the changing nature of incorporating gender in teaching International Relations. Put simply, by increasing our attention to issues of concerns to women, like FGM, in International Relations classrooms and texts we begin to recognize the importance of these to the study of International Relations (IR). Yet without paying attention to how these issues reflect on the nature and directions of International Relations, we run the risk of sensationalizing or trivializing complicated issues like FGM and limiting our understanding of the interplay between gender, race, class, ability, and International Relations. This article explores several different approaches used to incorporate gender in International Relations teaching, including some analysis of texts, including: "see no evil, hear no evil and teach no evil,""add women and stir," multiple paradigms, and creating gendered IR. It suggests that until we use an integrative and transformative approach to gender in our teaching, we will continue to marginalize gender concerns. In the final section, the article discusses the challenges of resources and cultural narrowness and challenges to pedagogy when incorporating gender in International Relations teaching.  相似文献

One of the least understood issues concerning interwar Britain is the connection between public opinion and the development and implementation of foreign and defence policy. And what is true generally of these crucial elements of interwar British statecraft is doubly so for perhaps their most nettled subset: disarmament. Public opinion polling did not begin in Britain till 1937; yet in 1932-34, when Britain played a leading role in the League of Nations-sponsored World Disarmament Conference, government ministers and their civil service and armed forces advisors sought to produce policy for this conference that would balance between limiting the national armoury and protecting national and Imperial security. Their reading of public opinion was crucial; but so, too, was the reading that the opposition parties and extra-parliamentary interest groups did and the subsequent pressures that they brought to bear on the government. This article offers some preliminary observations on the efficacy of using the national press as a means both of assessing public attitudes and of connecting the public debate over disarmament policy with policymaking within the British government.  相似文献

The dominant paradigm in teaching about gender issues in negotiation over the past 25 years has been to treat the subject as one of difference — men negotiate one way, and women negotiate another way. While this can provoke interesting discussions, there are pitfalls in treating gender in this way. The author suggests two other ways to approach the subject matter: viewing gender as emergent in the negotiation process or taking a gender relations perspective that highlights some of the invisible aspects of negotiation. The author suggests ways to teach about gender in negotiation courses from each of these perspectives; these newer ways of teaching about gender in negotiation help make it a more integral part of the curriculum.  相似文献

ABSTRACT

This article analyses the depiction of women in image content from 39 issues of official English-language magazine publications produced by designated terrorist organisations that follow a jihadist ideology. Research on the role of women in jihadi organisations has found that women are active at all levels within terrorist groups. This includes creating and disseminating terrorist content; planning, co-ordinating and carrying out attacks; and, supporting fighters as wives, mothers and homemakers. Our analysis, however, found that women are almost never depicted within the images of terrorist organisations’ official magazines. We argue that this airbrushing is a deliberate attempt to reinforce traditional gender roles and strengthen existing gender hierarchies within terrorist organisations, and we make a number of suggestions for future research in this understudied field.  相似文献

Relations between the Ugandan government and NGOs engaged in gender-focused NGO advocacy tend to keep NGOs visibly engaged but do not necessarily alter the status of poor women. These relations manifest themselves in government advising NGO advocacy work; sympathising with the NGOs; co-opting NGOs and individuals; publicising gender issues; and de-legitimising gender-focused NGO activities. The article links these phenomena to the government's wish to appear receptive to the concerns of civil-society organisations, of which NGOs are a major component. This is important to its image in the international aid community, where it projects itself as generally democratic and supportive of good governance.  相似文献

ABSTRACT

Female genital cutting (FGC) is a major issue at the interplay of faith and health in development. The practice is in part faith-inspired, and has clear negative health impacts. The prevalence of FGC remains especially high in Egypt. This article reflects on some of the factors that lead to the perpetuation of the practice by analysing data from the 2014 Survey of Young People in Egypt. The focus is on whether religiosity, acceptance of traditional gender roles and discrimination, attitudes towards women’s autonomy, and age at marriage affect attitudes towards FGC, controlling for other factors. The results suggest that all these factors do indeed play a role.  相似文献
