ABSTRACT

Since the EU has expanded its common security focus in the 1990s, this important regional organisation has become the most frequent mediator in low-level civil conflicts worldwide. Under what conditions is the European Union (EU) likely to become involved in mediation in civil conflicts? Is the participation in mediation only explained by the EU's bias toward its near abroad, or is the EU more strategic? Some scholars have suggested that the EU's regional bias for its near abroad is the key explanation for the onset of EU mediation, but we propose that the reality of EU mediation presents a more nuanced story. We posit three explanations based on mediator bias: regional bias, economic bias, and normative bias. Overall, we argue that the EU will mediate in civil conflicts that are in its near abroad, but also where the EU has economic bias and where the EU can exercise its normative power in highly intractable conflicts. We test our hypotheses using statistical analysis of the UCDP low-level civil conflicts data from 1993 to 2004 and Civil War Mediation data from 1974 to 2005. We find strong support for our hypotheses, determining key factors that reveal the EU's strategic onset of mediation.  相似文献

The objective of this article is to provide an analytical framework for addressing the sources of great power regional involvement and its effects on regional conflicts. The thesis of the article is that variations in the degree of intensity of conflicts and the likelihood of successful conflict resolution in different regions are affected by the character of great power involvement in these regions. Our argument is that although great power involvement or noninvolvement cannot cause or terminate regional conflicts, it can either intensify existing local conflicts or mitigate them. We will propose causal linkages between balances of great power capabilities and interests, types of great power involvement in regional conflicts, and patterns of regional conflicts. The study will distinguish among four types of great power involvement in regional conflicts: competition, cooperation, dominance, and disengagement. The empirical section will examine the application of these propositions in seven historical illustrations, representing the four patterns of great power involvement in regional conflicts. All the illustrations will deal with one conflict-ridden region-Eastern Europe and the Balkans, in successive historical periods from the post-Napoleonic era to the post-Cold War era. Because of the variety of patterns of great power involvement in Eastern Europe and the Balkans, this region is uniquely suited to examine the propositions derived from the theoretical framework. Drawing on both the theoretical deductions and the historical illustrations should make it possible in the last section to discuss briefly the implications of the proposed framework for regional conflict management or mitigation in the Balkans in the post-Cold War era.  相似文献

This practical note discusses some of the challenges evaluators face when their values clash with those of their employer. A case example where the author was commissioned to complete an evaluation for a community development project within a welfare-minded NGO highlights evaluation issues for welfare-minded NGOs attempting to deliver community development programmes. A fundamental issue is the differing interpretation of key terms including evaluation, participation, and empowerment. The note discusses how the author attempted to navigate between maintaining community development principles in the evaluation process while at the same time fulfilling quantitative evaluation requirements mandated by the organisation and funders.  相似文献

NGOs play an increasingly important role in humanitarian work, and the impact of their activities is often non-neutral in relation to the conflicts which underlie crises. This was the case in the Rwanda crisis, during which some NGOs lent support to the forces of the genocidal Rwandan regime through their choice of where to work; the type and organisation of support offered; and some of the public statements made by NGO representatives. This article documents how this process occurred, and concludes with recommendations for avoiding such problems in the future.  相似文献

A rising number of public and nongovernmental organisation (NGO) leaders are employing the arts in efforts aimed at encouraging social change. Meanwhile, scholars have offered a number of theories concerning the character of political agency and its exercise, and contended that effective use of the arts may result in individual and group epistemic change. Far fewer analysts, however, have married such theorisations of aesthetics with empirical investigations of how professionals actually use the arts to promote such shifts. This article addresses this concern by studying the strategies adopted by two international nongovernmental organisations (INGOs), American Voices and Bond Street Theatre, that have worked to encourage peace through music and theatre-making in light of changing conceptions of agency and the power of aesthetics to stimulate its exercise. We outline the approaches these NGOs adopt to do so and the mechanisms by which their leaders believe their work catalyses changes in values at the individual and community levels. We argue that understanding these dynamics more thoroughly and in light of conceptions of agency and aesthetics leads to a stronger theorisation of whether and how arts-based peacebuilding efforts can lead to sustainable community cultural change.  相似文献

ABSTRACT

Corporate social responsibility (CSR) is an important means to address conflicts, support local development and build trust between businesses and civil society. Yet CSR often fails to live up to its ambitions and can even exacerbate conflicts between companies and communities. In this article we consider how changing CSR strategies over the past four decades between Brazilian company Vale to Norwegian company Hydro have fomented or mitigated company–community conflicts in Northern Brazil. We find that paternalistic and philanthropic approaches of Vale over time led to deep resentment and mistrust due to underdevelopment and environmental damages. Moreover, while Hydro’s more modern CSR strategies sought to deepen community engagement and build legitimacy, the company has struggled in addressing the legacies inherited from Vale and past and current civil society grievances. The case suggests that even forward-thinking CSR approaches are vulnerable to failure where they prioritise business risk over community engagement, neglect to account for past legacies in areas of operation, and fail to create a shared vision of future development. It suggests that EI companies should both understand and engage with their social and environmental impacts in the past, present, and future and create shared economic benefits in the short and long term in order to address social conflicts.  相似文献

Recent research on multi-actor civil wars highlights that rebel organizations condition their conflict behavior on that of other rebel organizations, with competition and free-riding constituting the core theoretical mechanisms. We provide a new actor-centric approach to explicitly model strategic interdependence in multi-actor civil wars. We argue that rebel organizations have incentives to remain mobilized until the end of a conflict to maintain their power to negotiate, power to spoil, power to enforce, and power to protect. This induces strategic complements that dominate duration dynamics in multi-actor conflicts. Based on a network game-theoretic model, we derive a spatial econometric framework that allows for a direct test of strategic interdependence. We find that the estimated duration interdependence is positive but partially offset in secessionist conflicts where the public goods nature of the incompatibility also induces strategic substitution effects.  相似文献

This article reports on an indicator model to assess sustainability at the community level that was developed by an interdisciplinary work group. We applied this model in a case study of the Mixteca region in Oaxaca, Mexico, and provided a tool guide to measure the effectiveness of community-based actions. Two innovative aspects are presented: an iterative process with the community to develop a locally appropriate set of indicators drawn from the literature, and a baseline diagnostic assessment of the community’s performance on these indicators. This assessment may serve as a basis for future research and community-driven projects.  相似文献

This article examines the nature of social protest undertaken by an Amazonian indigenous organisation against international energy companies working in Peru. It analyses the response of Peruvian and international NGOs to the indigenous group's activities and challenges certain stereotypes concerning the nature of indigenous collective action and perceptions of community. In particular, it focuses on the way in which NGO workers attempt to explain the failure of the indigenous organisation to mobilise and sustain collective protest. The article highlights the dissonance between romanticisation of indigeneity and the lived reality of the indigenous group. It advocates the use of anthropological studies and social-movement theory to explore the limits to indigenous mobilisation and suggests their use for more sensitive planning of initiatives with indigenous groups. As demand for oil and gas grows across the globe, and governments in developing countries seek to increase revenues from lucrative extractive industries, clashes between indigenous groups and energy companies are likely to increase. The need for sensitive engagement between NGOs and indigenous groups is therefore of the utmost importance.  相似文献

This article argues that the debate on “new wars” and “post-Westphalian” wars and conflicts misses a crucial dimension, that of the importance of weakness in the relations between states as well as between states and non-state entities. Most analyses of war examine power relationships between states as if power were an essential determinant of success or failure in war. Recent wars, however, show that weakness can in fact become a strength, that inequality is not so much a problem as an advantage. The author suggests the need to rename and re-problematise “new wars” as “new international conflicts” (NICs), for otherwise we miss the fundamental reasons why “powers” are often defeated, or at least held at bay by the “weakness” of their adversaries. Suggestions will also be made about how to potentially resolve such unequal conflicts and wars.  相似文献

近年来,中美在亚太地区的安全矛盾持续发酵,逐渐形成安全利益、理念和地区安全秩序构想的全面对立态势,成为影响中美和平共处的重要因素。秩序疑虑与热点问题的对立是中美在亚太地区安全矛盾的主要表现。中美亚太安全矛盾的全方位突显,根本上源于两国力量对比的变化以及由此引发的权力转移态势,是中美总体力量差距背景下局部力量平衡的表现。这种力量平衡表现为:中国作为地区经济中心与美国作为地区安全中心的“二元结构平衡”;中国作为陆权大国与美国作为海权大国的“陆海权力平衡”;在中国近海区域,中美权力均衡态势初步形成。在此过程中,中美对既有安全矛盾管理的失效以及彼此安全威胁认知的反复塑造,客观上增强了矛盾对立的烈度,安全困境逐步形成。随着权力消长和政策互动,中美在亚太地区的安全困境,逐步呈现出从经典安全困境转向“国家引导型的安全困境”加剧的趋势。未来,中美亚太安全矛盾仍然会受到结构性因素的影响,而经济相互依存趋势、技术发展引发的军事威慑变化、意识形态竞争以及非传统安全合作等因素,则将决定既有安全矛盾是否会走向冲突。  相似文献

This article considers the challenges of promoting children's participation in development programming. It argues against the tendency to see the main obstacle to achieving this aim as technical. Instead it explores the institutional dimensions of change that may be required. The experience of a four-year process of training and organisational review within Save the Children Denmark provides the substance for reflection about the kinds of cultural and structural change that are implicated in enabling a development organisation to become capable of engaging young people as stakeholders in a meaningful and sustainable manner.  相似文献

The learning organisation (LO) is both a concept and a particular methodology within the larger domain of organisational development (OD). To fully appreciate the premises of LO, it is necessary to fall back on the main premises of OD, beginning with the view of the organisation as an open system. Many of the established concepts of systems science as applied to organisational systems--such as system robustness, system intelligence, and system proactivity-- have a direct bearing on the capacity for continuous learning in the organisation. Moving on from concepts to action, an organisation needs a set of working practices to acquire the characteristics of a learning organisation. One particularly useful 'gateway' for the LO process is a comprehensive performance management system that compels the organisation's membership to re-examine ideas of performance and the assumptions about organisational processes underlying management practices. The gateway follows the action-research paradigm and appears well suited to non-profit development NGOs.  相似文献

The paper examines how the perceived ownership of a water resource negatively influenced local people's attitudes towards payment of potable water tariffs and exacerbated conflicts between water users and service providers in the Dalun community of the northern region of Ghana. The paper presents a case study of how community participation and endogenous approaches to conflict resolution contributed to payment of water tariffs. The findings show that the establishment of a tri-water sector partnership (TWSP), consisting of the Ghana Water Company Ltd (GWCL), private sector development practitioners, and community water boards, led to positive mediation of water tariff conflicts using the institution of chieftaincy. Alternative, endogenous conflict resolution methods combined with modern methods in a tripartite partnership showed promise as an approach to managing conflicts in water projects and in broader poverty reduction efforts.  相似文献

Two basic theoretical considerations underlie the collection of data on major power‐minor power conflicts. Both perspectives have major power‐minor power relations at their core, and are developed more fully in The Onset of World War (Midlarsky, 1988). First, an hierarchical equilibrium structure consists of two components: (1) two or more alliances (or other loose hierarchies such as loosely‐knit empires) of varying size and composition but clearly including a great power and a number of small powers within each, and (2) a relatively large number of small powers not formally associated with any of the great powers. Time periods during which the hierarchical equilibrium was obeyed did not experience systemic war, while those in which it was violated experienced this type of warfare. The second major theoretical basis is the overlap between great power conflicts exclusively, on the one hand, and great power‐small power conflicts on the other. This combination was a major contributor to the onset of World War I as well as other systemic wars such at the Thirty Years’ War and the Peloponnesian War.  相似文献

This is a case study of an integral local development project combining elements of agro-ecology, fair trade, and risk-conservative finance, operated in partnership between a grassroots organisation and a promoter organisation. We conclude that insurance is a key element in the transition from a traditional rural household economic unit to a family enterprise. We reflect on the need for (and limits of) development projects to meet the complexity of structural poverty. The text concludes with an exhortation to value experimentation in development practice, with ethical responsibility, and in terms that can be shared in the larger public arena.  相似文献

Terrorist groups exploit international conflicts and continually evolve their structure and methods,so as to render the international community powerless to defend itself effectively. To protect themselves against terrorists some countries solely focus on defense,leaving terrorist groups free to expand.
