Abstract

This article investigates the complex relations between heritage and memory through an analysis of the UNESCO World Heritage ‘Sites of Japan’s Meiji Industrial Revolution’ and its component Miike coal mine. When discussing this World Heritage Site, scholars and the media have focused on the diplomatic controversy over the history of forced labour between Japan and South Korea, interpreting it as a new example of a dispute over history in East Asia. However, this understanding oversimplifies the relations between heritage and memory. Based on fieldwork research and documentary analysis, this article investigates the diversity and complexity of the collective memory of Miike coal mine from a local perspective. The results show that there is a sharp dissonance between the World Heritage story and some of the ex-miners’ memories, which focus on the negative past, fu no isan. Documentary analysis shows that fu no isan has two different but closely related meanings: negative legacy and negative heritage. Fieldwork research reveals that the various commemorations of fu no isan in the local community, mainly based on ex-miners’ social networks, constitute a form of vernacular memory, independent from the official memory of the World Heritage. Finally, I conclude that heritage can be public memory, rather than just official memory, as long as it is open to plural memories of the past.  相似文献

Negotiating on-line is becoming an increasingly common phenomenon in the workplace. The medium of the Internet also offers promising, opportunities for negotiation educators to reach out to participants that might otherwise be unable to attend a seminar. The authors used the Internet to teach negotiation theory and skills during a seven-week seminar that was conducted completely over the World Wide Web. This experiment revealed several advantages and difficulties likely to arise in the conduct of distance learning for topics in negotiation. The authors reflect on how they would organize the seminar differently, should they do it again, and offer suggestions for others organizing courses using the Internet.  相似文献

ABSTRACT

The global distribution of Christians is expected to change by 2050, with the largest proportion of Christians – more than a billion – residing in sub-Saharan Africa. Historical and empirical studies have argued for a positive relationship between the proportion of Christians – Protestants in particular – and the development of liberal democracy. A key explanation for this positive influence is cultural, namely the valuing of the individual. Could the growth in Christianity have the potential to influence democratic development and good governance in the sub-Saharan region? To test our hypotheses – (1) sub-Saharan states with proportionally larger Protestant populations are more likely to have higher levels of democracy and good governance, and (2) sub-Saharan states with growing Protestant populations are more likely to have increasing levels of democracy and good governance – we employ a longitudinal and cross-sectional study (a panel of data) using data from the World Christian Database, Polity IV and the International Country Risk Guide. Our data show that the population share of Protestants is positively related with both levels of and growth in democracy and good governance. With the spread of Protestantism we could expect the future improvement of democracy and governance in the region.  相似文献

ABSTRACT

In spite of the conventional wisdom stated by various authors that ‘we are living in the information age’ – a communication era characterised by a global expansion in the reach of mass media and electronic information ‘superhighways’ that span the globe – it is clear that there is growing realisation that it is still difficult to reach and communicate with rural communities in South Africa. The main aim of this article is therefore to examine the application of development communication theories in practice when communicating with communities in the Third World. In this article I argue that the viability of and prospects for effective communication with communities depend on three interrelated aspects. Firstly, the viability and prospects depend on current theoretical trends or approaches in development communication, because at the root of development communication – regardless of how this concept is defined – lies the issues of a structured and theoretical approach to community communication which are determined by current trends. Secondly, and crucial to the viability and prospects of community communication, is the question of which development communication methods or media to apply at the various stages of communication to reach the different target audiences. Thirdly, the viability and prospects for successful community communication will be influenced by an integrated approach to the application of development communication methods and media in development communication programmes or strategies.  相似文献

When Lehman Brothers Holding Inc., the prominent investment bank, was allowed to go bankrupt without proper preparation on September 15, 2008, a global financial tsunami arose, dragging the world's economy into a period of great crisis. Just one year later, on September 15, 2009, a seminar titled "the First Anniversary of the World Financial Crisis" was organized in Beijing by the Globalization Research Center of the China Institutes of Contemporary International Relations (CICIR). Experts attending the seminar shared their views on the primary cause of the financial crisis, the dynamic trend of the post--crisis world structure, and China's status in this tremendously changed world. Abstract

This essay explores Russia's Organization for Security and Co-operation in Europe (OSCE) policy, by focusing on two questions. First of all, analysts have noted Russia's disinterest and obstructive policies towards the Organization. Thus, the question is what – if anything – does the Russian Federation still want from the OSCE? Secondly, does the OSCE still serve as a forum for dialog? These two issues are studied on the basis of rational institutionalism and realism. The essay demonstrates that Russia is still interested in the OSCE, but its policy has become more pragmatic, selective and instrumentalist. It includes obstructive and constructive strategies. At the same time, today the Russian Federation ascribes less significance to the Organization in European security. This is predetermined not only by its inability to push its interests through the OSCE, but also by the declining interest of other participating States in the Organization. The differences between OSCE participants have turned it into a battlefield of interests in many areas.  相似文献

Western-Russian relations are inarguably at their worst of the post-Cold War era. The Organisation for Security and Co-operation in Europe (OSCE) remains a key international forum for multilateral engagement. Part of the OSCE’s uniqueness is its formation around three dimensions of security, which constitute its comprehensive security. The Economic and Environmental (EED) is the most overlooked yet, as this paper demonstrates, also possesses substantial capacity for easing some tensions. Through, first, an analysis of the place of EED in the OSCE, and thus between the West and Russia, the article establishes potentialities for cooperation. Second, it identifies lack of support, most notably among Western governments, rather than post-Soviet, and the place of EED activities in post-Soviet states. Third, the article pinpoints unexpected but very real forms of cooperation in the EED in the protracted post-Soviet conflicts of Transnistria-Moldova and Abkhazia-Georgia, which can establish trust between parties with the potential to expand confidence-building further. The article concludes by calling for further use of the EED, in a time when it remains underestimated but of unexpected – and essential – value for confidence-building.  相似文献

This article assesses how the ‘security-development nexus’ has impacted multilateral aid to conflict-affected states; an area until now understudied. Using a mixed methods approach, we examine both the policy discourse and aid commitments of the major multilateral donors: the European Commission, the World Bank and the UNDP. We investigate the extent to which these donors fund the sectors identified within the policy discourse as crucial to ensuring peace and stability – democratisation and peace, conflict, and security activities – and examine the impact of ‘Western’ security concerns on multilateral aid in conflict-affected states. Our new data indicate that in contrast to policy discourse, post-conflict states receive no more multilateral funding for democracy–building than states which have not suffered from conflict and furthermore, that in the context of the security-development nexus, multilateral aid to conflict-affected states is influenced by the key transnational security concerns of Western states. These results point to a potentially dangerous gap between policy and actual aid commitments, ignore the long-term nature of development and weaken the impartiality of multilateral aid.  相似文献

ABSTRACT

What strategies does the United States pursue when it no longer perceives overt military intervention as politically viable or desirable but the problems or issues for which it was formerly undertaken remain? This analysis identifies three such periods in American foreign policy since the United States became a World Power and draws from the work of Peter Hall to develop a typology of strategies according to the magnitude of policy change. These range from adjustment in the settings of interventionism – persistence; the substitution of alternative instruments of foreign policy – ameliorism; and the principled rejection of interventionism in conjunction with a more systematic critique of prevailing foreign policy assumptions – transformationalism. Yet each approach is beset by certain structural limits and contradictions arising from the domestic politics and constitutional-institutional system of the United States that are important in understandiing and appreciating more fully the challenges – and opportunities – of the period ‘after interventionism’.  相似文献

France has had a long history of struggle with various forms of terrorism and over the past decade has achieved particular success against Algerian Islamic terrorist groups – the GIA and GSPC – with close links to Al-Qaeda. This article reviews France's experience of terrorism since the end of the Second World War and details the evolving state responses to these challenges and the sophisticated anti-terrorist apparatus that now serves the French state. It then considers the role of France in the post-11 September ‘war on terrorism’ and argues that France remains in the front-line of the struggle against Al-Qaeda and that the French experience has much to contribute to the international war against Islamic terrorism.  相似文献

British grand strategy in the 1930s had two cardinal elements: security of the home islands and Imperial Defence. This article questions the view that Britain did not have a strategic commitment to the continent of Europe till late in the 1930s. It also provides an over-arching analysis of the two distinct but intertwined periods in the evolution of national strategy and Imperial defence in that decade: before 1930 till late 1937 built around the strategy of the balance of power; and from late-1937 till early 1939 built around the strategy of appeasement. Moreover, it is impossible to understand the high level debate within the British government over strategic issues without putting the domestic political situation into the context of the impact of the First World War on Britain's society and economy. Similarly, the development of the new international order created at the Paris Peace Conference – and its demise in the ‘hinge years’ of the early 1930s – also needs to be better understood in terms of how British grand strategy emerged in this period. A rational and realistic policy, appeasement was a tactical diplomatic manoeuvre; it had no place serving as the strategic basis of British external policy.  相似文献

This article is concerned with some initial reflections on the distinctive features of Development Studies (DS). The aim is to trigger further debate, rather than attempt ‘closure’. Discussion of the nature of DS is timely because of the expansion of taught courses at various levels during the previous decade; because of sustained critiques of DS in recent years; and because DS has entered a period of introspection – illustrated by several journal special issues and events – to identify its defining characteristics. The author argues that DS is a worthwhile endeavour (how could a concern with reducing global poverty not be?), but the field of enquiry needs to think about how it addresses heterogeneity in the ‘Third World(s)’ and how it opens space for alternative ‘voices’.  相似文献

Co-operation between researchers in the global North and South is critical to the production of new knowledge to inform development policies. However, the agenda-setting process is a formidable obstacle in many development research partnerships. The first section of this article examines how bilateral donor strategies affect collaborative agenda-setting processes. The second section explores researchers' motivations for entering into North–South partnerships; the obstacles that Southern researchers encounter in agenda-setting processes; and the strategies that they employ to ensure that research partnerships respond to their concerns. This analysis suggests that while strong Southern research organisations are best placed to maximise the benefits of collaboration, donors and researchers alike are well advised to recognise the limitations of this approach and use it prudently, because North–South partnerships are not necessarily the best way to advance research agendas rooted in Southern priorities.  相似文献

This article aims to provide knowledge and practical guidance to managing and implementing within the framework of endogenous development. The paper gives a theoretical overview of endogenous development, linked to issues of globalisation and poverty, and ongoing work among European institutions and academics that suggest shifts in Europe from exogenous to endogenous development approaches. It then makes a case for a paradigm shift – an African alternative to modernisation and development, namely endogenous development – using experiences with two NGOs in Ghana and Zimbabwe to locate theory in practice. The paper concludes with some empirical pre-requisites for conducting endogenous development with rural communities.

This article is prompted by the requests of my students at the University for Development Studies, Ghana, for knowledge and information, and practical guidance to managing and implementing within the framework of endogenous development. I start by giving a theoretical overview of the concept of endogenous development and link it with current issues of globalisation and poverty. I briefly mention current work among European institutions and academics that suggest shifts in Europe from exogenous to endogenous development approaches. Encouraged by such developments, I then make a case for a paradigm shift – an African alternative to modernisation and development, endogenous development. I bring to light the experiences with endogenous development in two NGOs – CECIK (Ghana) and AZTREC (Zimbabwe) – in order to locate theory in practice (praxis). I conclude by providing some empirical prerequisites for conducting endogenous development with rural communities, which demonstrate one way of conducting experimentation with farmers within the context of endogenous development.  相似文献

This article examines the European Union's (EU's) full membership of the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD). More specifically, we address (1) why the EU became a full member of the DAC in 1961, long before the EU was granted legal competences for development policy, and (2) why this membership status has remained unaltered over the past half-century, despite persistent dissatisfaction among both EU and non-EU members of the DAC. By applying historical institutionalism, we find that the initial decision on the EU's membership status in the DAC created a path dependence that was impossible to reverse afterwards, despite changing internal and external circumstances.  相似文献

Why do some governments participate more actively in the enforcement of international law than others? In the context of the General Agreement on Tariffs and Trade (GATT)/World Trade Organization (WTO), I argue that domestic institutions – and, specifically, the electoral rule – can account for these differences. Interest groups are frequently harmed when foreign governments violate international law and have compliance information, but they lack access to formal enforcement mechanisms, such as dispute settlement bodies. I identify two complementary effects of domestic institutions. Where domestic institutions increase the government’s responsiveness to interest groups, the government is more likely to enforce international law on their behalf. In turn, because they expect that rule violations are more likely to be enforced, interest groups are more willing to contribute to the monitoring of international law. Hence, interest groups are more likely to provide the information necessary for enforcement, and governments are more likely to be aware of rule violations and to provide enforcement. Empirical evidence from the GATT/WTO is consistent with these propositions.  相似文献
