This article addresses the relationship between institutionalized citizen participation at the municipal level and clientelism. It argues, contrary to what the literature has suggested, that the institutionalization of local citizen participation does not necessarily lead to the erosion of clientelism. Drawing on a comparative case study of participatory experiences in two Mexican municipalities, León and Nezahualcóyotl, this study argues that participation does matter, but that not all types of participation have the same effect on state‐society relations. Institutional design is important in assessing the significance of popular participation in defining the relationship between the state and its citizens, but informal practices are even more important determinants of citizens' level of autonomy in institutionalized participatory mechanisms. This level of autonomy, in turn, determines the potential for such local institutions to become a means to overcome clientelism as the mechanism traditionally characterizing state‐society relationships in Mexico.  相似文献

Research on police co‐operation has focused on international co‐operation and the challenges encountered on the path to a common Europe. Much less attention has been paid to historical challenges of police co‐operation within the boundaries of nation‐states with multiple police agencies. In this article we examine the origins of an institutional approach to the problems of policing within a federation. In Australia police commissioners of the various jurisdictions have been convening in a national forum for more than a century. This practice has its origins in late‐nineteenth century developments in criminal identification technologies such as Bertillonage and fingerprinting. The inaugural meeting of state police commissioners occurred in 1903 and after 1921 it became an annual event. In sum, we argue that the historical evidence from Australia suggests that the emergence of police co‐operation within national boundaries is likely to replicate the patterns observed in the development of international police co‐operation across the late nineteenth and early twentieth centuries.  相似文献

Mexico's drug ‘war’ produced 100,000 deaths between 2006 and 2012. The extreme violence has raised the notion that Mexico has become a failed state wracked by terrorism. We categorise the forms of narco‐violence in Mexico in light of the literature on terrorism and contemporary Mexican politics. Our study suggests three overlapping dimensions of narco‐violence that should be considered terrorism: (a) narco‐terror as a struggle for regional political control; (b) narco‐terror as a practice ordered by cartel leaders rather than spontaneous violence of foot soldiers; and (c) narco‐terror as an expansion strategy from solely drug trafficking to other kinds of organised crime.  相似文献

The impact of railroad development on land tenure and use in 19th‐century Mexico has long been central to interpretations of Mexico's rural history, in particular of the grievances culminating in the Revolution (1910–20). The prevailing interpretation, that railroads displaced Mexican peasants and smallholders from the land, has intuitive appeal but lacks empirical support. This article treats the question of the railroads' impact by studying the terms of the railroads' acquisition of land in southern Mexico. It argues that railroads failed to displace owners and occupants of the land, despite the governments's new laws and handpicked agents intended to oust recalcitrant residents with minimal delay and expense.  相似文献

The recent political, economic and social histories of Bolivia and Ecuador point to a broader, post‐neoliberal trend emerging in Latin America. Presidents Evo Morales and Rafael Correa have closely followed the basic model of twenty‐first‐century socialism as an alternative to free market capitalism. In theory, both leaders have successfully re‐founded their countries with new constitutions that encompass the interests of all sectors of society. In practice, however, we argue that a volatile economic climate, poorly implemented reforms, increased opposition, and low political tolerance all indicate limitations to the viability of twenty‐first‐century socialism as a post‐neoliberal development model.  相似文献

Abstract

This article looks at the reasons the People’s Action Party (PAP) secured its decisive victory in the 2015 general election. The discussion examines the impact of the campaign and pre-election period on voting behaviour. While the opposition’s performance before and during the campaign reactivated its core supporters, the PAP’s control of the political narrative, rejuvenation of its grassroots machinery and effective use of resources provided an advantage that was instrumental in their electoral success. Most Singaporeans had decided how they would vote before the campaign began. Despite perceptions that the election was about the economy and the nationalist rhetoric associated with Singapore’s 50th anniversary and the passing of statesman Lee Kuan Yew, the argument in the paper suggests that the 2015 election provides insights into the breadth of clientelist politics in Singapore and how important state patronage and the control of the state are for holding on to political power in the city-state.  相似文献

This article seeks to determine the main predictors of political participation in a newly democratic regime: Mexico. Compared to other nations, Mexico fills a moderate position in terms of the volume of political participation. Following the literature on participation, this study develops a set of participant modes—voting, communal activity, petitioning, direct action, and political organization membership—and then seeks to determine the socioeconomic, demographic, attitudinal, and social capital factors that best explain participation. Distinct resource inequalities limit the participation of the less educated, the poor, women, and workers, although peasant participation is robust. The strongest determinant of political participation of all kinds is involvement in social capital–generating activities: belonging to nonpolitical organizations and engaging in charitable work, activities typically dominated by the middle class. Building social capital is essential to promoting robust rates of political participation in Mexico.  相似文献

Unlike indigenous social movements in several other Latin American countries, Mayan movements in Guatemala have not formed a viable indigenous‐based political party. Despite the prominence of the Mayan social movement and a relatively open institutional environment conducive to party formation, indigenous groups have foregone a national political party in favor of a more dispersed pattern of political mobilization at the local level. This article argues that the availability of avenues for political representation at the municipal level, through both traditional political parties and civic committees, and the effects of political repression and violence have reinforced the fragmentation and localism of indigenous social movements in Guatemala and prevented the emergence of a viable Mayan political party. The result has been a pattern of uneven political representation, with indigenous Guatemalans gaining representation in local government while national political institutions remain exclusionary.  相似文献

In Mexico, links have been made between the COVID-19 pandemic and China that point to the continuing deprecation of the Chinese and the perpetuation of anti-Chinese logics reflecting the legacies of ‘race’ science. This short article argues that these dynamics reflect a systemic and collective anti-Chinese sentiment that stems from Mexican eugenics and the modern conceptions of mestizaje. The purpose of this piece is to observe how discourses of ‘race’ link with the COVID-19 pandemic in order to explore how these ostensibly natural occurrences exacerbate pre-existing social inequalities.  相似文献

Abstract

The institutional relationship between the Commonwealth Caribbean and the European Union (EU) dates back to the mid-1970s, when the Lomé Convention was signed. The agreement was seen as a high water mark in First–Third World relations. However, since then the bond has come under concerted pressure. The consequence is that today the particularism that underpinned relations for so long has almost vanished and the EU is beginning to treat the Caribbean like any other relatively marginal region of the world. The article evaluates the reasons for this change, in particular: the scrapping of the trade protocols; the erosion of African, Caribbean and Pacific (ACP) preference due to free trade agreements signed by the EU; the refocusing of EU development policy towards the least developed countries; and the split in the ACP group with the creation of an ill-designed regional Economic Partnership Agreement. The article places these changes into starker relief by assessing briefly the deepening links between the United Kingdom Overseas Territories and the EU. However, as the article highlights, this link will neither reboot nor sustain the more important Commonwealth Caribbean–EU relationship.  相似文献

This paper begins by examining the cultural practices of the large workers' leisure organisations associated with German Social Democracy and asks whether these merely reproduced 'high' or 'bourgeois' culture or whether they contributed to a distinct cultural identity for their members. It concludes that, although much of the culture of these organisations was borrowed, it was not necessarily understood in the same way by workers as by middle-class Germans. Moreover these organisations remained separate from those of the German bourgeoisie and possessed distinctive core values, in particular that of solidarity. This difference was reinforced by the housing conditions of German workers, which obviated the possibility of a privatised and domestic leisure. However, this 'labour movement culture' had to compete both with other organised working-class cultures (of Catholics, Poles and workers in company clubs), with a 'culture of poverty' on the part of those in irregular employment and on low incomes, and with an increasingly commercial leisure industry. This 'labour movement' culture was also predominantly male.  相似文献
