Providing employment‐related services, including supported employment through job coaches, has been a priority in federal policy since the enactment of the Developmental Disabilities Assistance and Bill of Rights Act in 1984. We take advantage of a unique panel data set of all clients served by the South Carolina Department of Disabilities and Special Needs between 1999 and 2005 to investigate whether job coaching leads to stable employment in community settings. The data contain information on individual characteristics, such as IQ and the presence of emotional and behavioral problems, that are likely to affect both employment propensity and likelihood of receiving job coaching. Our results show that unobserved individual characteristics and endogeneity strongly bias naive estimates of the effects of job coaching. However, even after correcting for these biases, an economically and statistically significant treatment effect remains. © 2010 by the Association for Public Policy Analysis and Management.  相似文献

Few empirical investigations have explored the determinants of discrimination. Even more rare are studies that explicitly link reports of discrimination to harmful consequences. This article investigates the determinants and consequences of self-reports of discrimination victimization. It addresses how likely different kinds of people are to say that they have been the victims of discrimination. After estimating who is likely to report being victimized by discrimination, the article presents estimates of the relationship of self-reports of discrimination victimization to the earnings of different social groups. Results indicate that African Americans, Latinos, and immigrants report being victimized more frequently than whites with rates that exceed twice the national average. For African Americans, the “cost” of felt discrimination exceeds $6,200; for Latinos, the “cost” exceeds $11,300. Such findings suggest that reports of discrimination are not just the product of the imaginations of overly sensitive, raceconscious, victim-minded individuals. Rather, these reports appear to represent real experiences that negatively and demonstrably impact the quality of their lives.  相似文献

This paper explores the idea that institutional details matter and that attempts to estimate the economic effects of federalism by employing a simple dummy variable neglect potentially important institutional details. Based on a principal component analysis, seven aspects of both federalism and decentralization are used as variables for explaining differences in (1) fiscal policy, (2) government effectiveness, (3) economic productivity, and (4) happiness. The results show that institutional details do, indeed, matter. Different aspects of federalism impact on the outcome variables to different degrees. This study adds to our knowledge on the transmission mechanisms of federalism and decentralization.  相似文献

The sex of a congressional candidate can influence voting choices, but does candidate sex also influence the timing of those choices? This paper examines that question in light of other information that voters weigh in making their decisions. Using a national survey from the 2006 election, and a unique dataset of political informants, we find that the sex of the candidate conveys ideological information that permits voters to make swifter judgments. Additionally, it reduces the probability of a delayed decision by supplying information helpful to the choice between candidates—even in the absence of ideology. In fact, the impact of candidate sex rivals other variables that are traditionally used to explain the time-to-decision. Consistent with the literature on sex stereotypes, we find a stronger influence for Democratic than Republican female candidates.  相似文献

Fraudulent elections can reduce citizen trust in elections and other political institutions. But what about the impact of contentious elections that resolve successfully, leading to democratizing change? Do national movements toward democracy trump individual experiences with electoral manipulation? Using public opinion survey data collected before and after the 2004 Orange Revolution in Ukraine, we evaluate changes in voter confidence in electoral practices, political institutions, and democracy. Although national trends show increased voter confidence overall, subnational variation suggests pervasive partisan differences in opinions about election quality and institutional confidence. Remarkably, we find that direct exposure to fraud matters far less than anticipated; voters who were personally exposed to fraud felt no more or less confident than their co-partisans. We show that partisanship and the national electoral context may interact in ways that complicate the effects of democratizing elections, suggesting important avenues for future research.  相似文献

This article sheds light on the utility of consideration set modeling in analyzing electoral decision-making in multi-party systems against the background of the German federal election in 2013. The results show that large portions of the German electorate choose a party comprised by their consideration set over the course of the campaign. The size of consideration sets does not precipitously decline as Election Day approaches, however. The analysis also suggests that the composition of voters' consideration sets slightly affects their exposure to campaign communication and their evaluation of campaign events and gaffes. Finally, the evidence demonstrates that consideration sets virtually did not condition the impact of campaign reception and evaluations of campaign events on voting behavior. The overall results suggest that consideration set modeling deserves further exploration in future research.  相似文献

In countries with long-standing agency traditions, the creation of new agencies rarely comes as a large-scale reform but rather as one structural choice of many possible, most notably a ministerial division. In order to make sense of these choices, the article discusses the role of political design—focusing on the role of political motivations, such as ideological turnover, replacement risks and ideological stands toward administrative efficiency—and organizational dynamics—focusing on the role of administrative legacies and existing organizational palettes. The article utilizes data on organizational creations in the Norwegian central state between 1947 and 2019, in order to explore how political design and organizational dynamics help us understand the creation of agencies relative to ministry divisions over time. We find that political motives matter a great deal for the structural choices made by consecutive Norwegian governments, but that structural path dependencies may also be at play.  相似文献

Does radical right political violence favour or hinder public support for right-wing stances? Numerous existing studies have demonstrated that Islamic terrorism provokes a conservative shift, increases nationalism and induces negative sentiments towards immigration. However, little is known about the consequences of far-right terrorism, despite its incidence in Western societies. We leverage four waves of the British Election Study (BES) and use a quasi-experimental design to analyse individual political orientations shortly before and after terrorist attacks. We find that respondents distance themselves from the ideology associated with the perpetrator and shift away from ideological positions at the right end of the political spectrum. Furthermore, respondents are less likely to report nationalistic attitudes and immigration skepticism, core tenets of extremist right-wing political ideologies. Our findings suggest that the characteristics of the perpetrators and their driving goals are crucial factors shaping the impact of terrorism on public sentiments.  相似文献

A sizable literature on electoral institutions argues that proportional electoral rules lead to higher voter turnout. However, recent work finds little evidence that the effect generalizes beyond western Europe and suggests that the theoretical arguments in the literature remain sparse, incomplete, and contradictory. I use a well-chosen data set to resolve the problem of omitted variable bias and Bayesian model averaging to address model uncertainty. I use Bayes factors to evaluate evidence both for and against the null hypotheses and find that the proportionality of electoral rules exerts no meaningful effect on turnout or any of the theoretical mechanisms I test.  相似文献

It is often claimed that participation empowers local actors and that an inclusive decision-making process is crucial for rural development. We aim to investigate how formal and informal rules are set in local decision-making processes and how those rules may impact the actual level of participation by local actors. In a comparative case study, the rules-in-use for the planning of community projects in Thailand are examined. For our analysis, we use the Institutional Analysis and Development framework, which allows for more precise analysis of the impact of the rules. Fifty-three villages are served by four selected Tambon Administrative Organisations (TAO) which are either known for success in achieving participation or ranked as problematic in implementing the decentralization and local participation goals of the Thai government. The study is based on 60 semi-structured interviews with TAO staff, a survey of village leaders in 50 villages and a household survey of 104 villagers. We scrutinize seven types of rules and show some particular differences in terms of the impact from the rules-in-use. In the TAOs ranked as less participatory, the attendance rate in the meetings is found to be lower (boundary rule), villagers are informed about a meeting with a shorter notice (information rule) and more villagers mention that elites interfere in the project selection process (aggregation rule). A high level of fuzziness appeared in the position and authority rules. Further, we obtained information on the particular deontic logic, showing generally a high share of de facto may-statements in the implementation of the rules. We conclude that if the policy goal is enhancing participation, rule-setting offers good scope for intervention. From a practical perspective, information on administrative procedures has to be made more accessible and public administrators should receive procedural training.  相似文献

Drawing on motivated information processing theory and social exchange theory, this research investigates the mediating effects of leader–member exchange and moderating impact of perspective taking in the relationship among transformational leadership and turnover intentions of public servants. Using a sample of 385 respondents from different public sectors across Pakistan, we found a negative association of transformational leadership with the turnover intentions, which is further mediated by leader–member exchange. Moreover, perspective taking moderated this mediating relationship. The present research has theoretical and practical implications. In addition, we have discussed some future directions.  相似文献

The fact that the European elections in 2014 resulted in an unprecedented success for Eurosceptic parties raises questions concerning the influence of political elites on citizens’ Euroscepticism. This paper examines whether Eurosceptic messages have a different impact when communicated by mainstream right-wing parties vs. their more radical counterparts. We do so using data from a survey experiment conducted in Germany in 2013. Our results show that Eurosceptic messages from mainstream parties significantly increase Euroscepticism among voters but that those effects are confined largely to “in”-partisans. Furthermore, when a message is effective among “out”-partisans, it is due to a combined effect of source and message credibility. This holds true for both mainstream and radical right parties suggesting that contrary to expectations, the former do not enjoy any advantage over the latter in terms of perceived credibility.  相似文献

Previous research has concluded that ownership of economic resources that are politically valued leads to preferential outcomes during interactions with government officials. However, how the political context, and specifically the roles of the government actors involved, influences the relationship between political valued resources (PVRs) and desired outcomes has to date been relatively unexplored. In our paper, we argue that in interactions with elected legislators, PVRs are much more likely to lead to preferential outcomes. Conversely, due to the lack of power these resources have with bureaucrats in charge of regulatory enforcement, PVRs are less likely to lead to preferential outcomes. We provide some support for our arguments by looking for shifting patterns of effects in outcome variables that typically fall under the jurisdiction of each political role type. We find that large firms, export firms, and technology firms largely report having favorable influence over laws and regulations due to lobbying and increased foreign ownership, while also spending more days in inspections and more managerial time dealing with regulations.  相似文献

This paper investigates the question of whether corruption might ‘grease the wheels’ of an economy. We investigate whether and to what extent the impact of regulations on entrepreneurship is dependent on corruption. We first test whether regulations robustly deter firm entry into markets. Our results show that the existence of a larger number of procedures required to start a business, as well as larger minimum capital requirements are detrimental to entrepreneurship. Second, we test whether corruption reduces the negative impact of regulations on entrepreneurship in highly regulated economies. Our empirical analysis, covering a maximum of 43 countries over the 2003–2005 period, shows that corruption facilitates firm entry in highly regulated economies. For example, the ‘greasing’ effect of corruption kicks in at around 50 days required to start a new business. Our results thus provide support for the ‘grease the wheels’ hypothesis.  相似文献

Abstract

Mobility is one mechanism used to address the federal goals of deconcen‐trating poverty and minorities. The Housing Choice Voucher Program relies on participants to make residential location decisions consistent with these goals. Our research investigates the level and impact of mobility on the neighborhood quality of voucher holders, their neighborhood conditions by race and ethnicity, and perceived obstacles to mobility within the jurisdiction of a Southern California housing authority.

About one‐third of the sample moved during the study, and moving resulted in improved neighborhoods for only one subset of movers. Minorities live in more impoverished, overcrowded neighborhoods than nonminorities, even when controlling for mobility status, contract rent, and other factors. Further, most voucher holders see the lack of rental units as a major obstacle to mobility. These findings suggest that current policy is not uniformly achieving deconcentration and that real and perceived barriers to mobility exist, especially for minorities.  相似文献

This essay reviews a new edited volume entitled Does Regulation Kill Jobs? It concludes that this book brings much needed data and realism to the debate about jobs and the environment, showing that government regulation generally has minor impacts on employment. This essay focuses much of its attention on the suggestion, discussed by several of the contributors to this book, that cost–benefit analysis should include a dollar value representing an estimate of the value of employment changes a proposed regulation might cause. It discusses concerns about double counting, ex ante estimates of employment impacts, monetization of the value of employment impacts, and potentially misleading asymmetric analysis.  相似文献
