Abstract

This article explores the opportunities and conundrums of understanding violence at critical junctures following ruptures in political orders through the prism of political settlements. While there is an emerging body of scholarship on political settlements, we specifically examine its relationship to violence, which we argue has been under-theorised. Through comparative country case studies (Bangladesh, Egypt, Kenya, Sierra Leone), we examine in a historicised manner how these types of settlements interact with various forms of violence at various scales. The article reconceptualises political settlements in relation to three forms of violence, intrinsic, instrumental and resultant, and shows how multi-scale dynamics and formal/informal interactions shape the violent nature of political settlements in different contexts.  相似文献

The peace through trade hypothesis receives extensive support from a large empirical literature. However, extant research does not isolate whether this relationship holds for states that have fought in the past, or whether its influence following armed disputes is dependent upon the ways in which states settle their conflicts. Additionally, although recent research finds that imposed settlements are more pacifying than other forms of political settlement, these studies tend not to isolate factors associated with variation in the stability of imposed settlements. In this article, we examine how settlements condition the influence of trade on conflict recurrence, both to overcome a limitation in extant studies of trade and conflict, which tend to ignore the way states settle prior disputes, and to further an understanding of how post-conflict state interaction varies by (and within) settlement type. Looking at dyadic trade and recurrent conflict from 1885 to 2000, we find that imposed settlements foster a pacifying effect of trade, while negotiated settlements and failures to reach settlement lead to relationships in which trade has crosscutting effects on the stability of peace, resulting in an overall null effect of trade on conflict recurrence.  相似文献

The release of ex-combatants and the mechanisms for their re-integration within society has become an increasingly controversial issue in peace settlements. Yet to date, the view of victims concerning such arrangements in post-conflict societies remains unexplored. Mindful of this omission and using Northern Ireland as a case study, this article investigates the relationship between victimisation and attitudes towards the treatment of former political prisoners. Based on the 2011 Northern Ireland Social and Political Attitudes Survey, the results suggest that individual victims—those who directly and/or indirectly experienced violent incidents—are notably less supportive of a punitive approach towards the treatment of former political prisoners than non-victims. Moreover, this is particularly the case when victims from within the Catholic community are considered. The Northern Ireland evidence suggests that victims can act as a positive and inclusive force in terms of the rehabilitation and re-integration of former combatants in societies emerging from conflict.  相似文献

When you have a rational discussion of what to do with the Israeli settlements, how do you factor in the irrational, the deeply held beliefs of people with varying views? As we witnessed at the conference, when people speak about the Israeli settlements, they do so with emotion, using such phrases as “Messianic spirit,”“longing for homeland,”“compassionate revenge,” and “the destruction of dreams.” The land in question is precious to two different groups, who each imbue the land with their own narrative and fervor. In fact, at the very heart of what makes the settlements issue so complex and seemingly intractable is its psychological dimensions — the mental and emotional factors that permeate the discussion at every level.  相似文献

The presenters on this panel discussed several important additional requirements for the successful implementation of a two-state solution that involves significant relocation of settlers. These requirements include balancing rights among different groups, minimizing the impact of "spoilers," and providing political compensation to settlers. Presenters also highlighted the relevance of elements of classic negotiation theory to this issue, including thinking creatively about substance and paying appropriate attention to process.  相似文献

Abstract

While there is a copious body of literature explaining Egypt’s political trajectory post-Mubarak through the lens of democratisation and transition theory, this paper argues that by using a political settlements lens, a less linear reading of the events can be offered, which highlights several attempts through both peaceful and violent means of arriving at negotiated agreements. The paper analyses the forging of three political settlements, one informal (2011) and two formal (2012, 2013) following the demise of the Mubarak regime in Egypt and the influence of intrinsic, instrumental and resultant violence on power configurations. It argues that the formal political settlement forged in Egypt in 2013 following the ousting of President Morsi cannot be read independently of the exclusionary outcomes of the informal political settlement forged in 2011 and the demise of the Fairmont Agreement of 2012. The paper relies on empirical data, including survey and focus groups undertaken in 2013–2014, complemented with secondary literature in Arabic and English.  相似文献

A growing body of research documents the crucial role played by moral concerns in the formation of attitudes and a wide range of political behaviors. Yet extant models of moral judgment portray a direct linkage between moral intuitions and policy attitudes, leaving little room for the influence of political context. In this article, we argue that political rhetoric plays an important role in facilitating the connection between moral intuitions and political attitudes. Using a unique combination of media content analysis of the stem cell debate and individual-level measures of the public’s moral foundations, we examine the role of rhetoric in linking a person’s moral foundations to his or her attitudes. Our results show that individuals who are the most likely to have been exposed to political rhetoric have the strongest connection between their moral foundations and their attitudes on the issue. We also find that rhetoric was persuasive on this moralized issue and present suggestive evidence that it was most persuasive among those who endorsed the relevant moral foundation.  相似文献

When do citizens rely on party cues, and when do they incorporate policy-relevant information into their political attitudes? Recent research suggests that members of the public, when they possess some policy-relevant information, use that information as much as they use party cues when forming political attitudes. We aim to advance this research by specifying conditions that motivate people to use content over cues and vice versa. Specifically, we believe that increased issue salience motivates people to go beyond heuristics and engage in the systematic processing of policy-relevant information. Using data from a survey experiment that isolates the effects of policy-relevant information, party cues, and issue salience, we find that people are more likely to incorporate policy-relevant information when thinking about hydraulic fracturing (fracking), a relatively high-salience issue. When thinking about storm-water management, a relatively low-salience issue, people are more likely to rely on party cues.  相似文献

The existence of shadow economies is an important, yet understudied, issue for international political economy and development. This study examines how two distinct types of international economic engagement—economic openness and participation in International Monetary Fund (IMF) programs—affect the growth of shadow (informal) sectors. We theorize that increased economic openness will reduce the size of countries’ shadow sectors. More specifically, we posit that eliminating market-distorting trade barriers will decrease the incentives for shadow sector activities such as smuggling. Additionally, we posit that increased participation in global production and supply chains is likely to lead to a positive, “climb to the top” effect on states’ regulatory and labor policies that enhance the prospective benefits associated with formal sectors. Conversely, we argue that participation in IMF structural adjustment programs can lead to great shadow sector activity as IMF-imposed structural conditions might cause significant near-term economic hardship and degrade states’ regulatory capacity. The results from a panel of 145 countries from 1971 to 2012 indicate that economic openness reduces the size of the shadow economy, while participation in IMF programs is significantly related to a larger shadow economy. These findings have important implications for understanding how the divergent forms of international economic engagement might affect shadow economies.  相似文献

In this article we introduce a new scoring system for doing operational code analysis and test its reliability and validity by measuring and modeling President Jimmy Carter's operational code. Using speeches from the public record, we construct indices for the elements of the operational code construct. Based upon the valences and scaled intensities of verbs uttered in the speeches, President Jimmy Carter's views of the political universe and approaches to political action in different issue areas are identified and compared. The results of the analysis provide reasonable support for the face, construct, and content validity of the operational code indices. We find that Carter's view of the political universe and approach to political action were consistent across issue areas during the first three years of his term as president. Following the Soviet invasion of Afghanistan President Carter's support for human rights remained steadfast. Statistically significant shifts occurred in his views of the Soviet Union and others in the political universe and in his approach to political action regarding the conduct of U.S.-Soviet relations and other issues.  相似文献

Although numerous studies document the effect of political institutions on foreign direct investment (FDI), few works in the political economy literature have investigated the link between political institutions and the mode of entry chosen by investors, be it mergers and acquisitions, joint ventures, or greenfield investments. Using panel data for 111 developing countries covering 1980–2006, we find that countries with political institutions that uphold good governance tend to attract higher levels of mergers and acquisitions, as opposed to joint ventures and greenfield investments, because such institutions help to mitigate the special risks faced by merger and acquisition investors. Our findings provide a nuance for understanding the different effects of political institutions based on the particular mode of entry.  相似文献

Many residents of urban areas face joint obstacles to basic service access, but these barriers are more prevalent and severe in slum settlements. Analyses of obstacles have typically been conducted in a piecemeal rather than synthetic framework and have focused on access to single services rather than the range of services needed to support household welfare. By contrast, this study uses data from fieldwork in four slum settlements situated in Hyderabad, India to develop a typology synthesising the obstacles – economic, spatial, social, institutional, and political – to the full range of service access desired by residents. Economic differences explain little of the access deficit within this population. While social and institutional obstacles are more likely to explain slum formation and residence over the long term, variation in spatial and political factors present the most acute short-term access barriers. The article concludes by suggesting the most promising means for slum residents and supporting stakeholders to overcome multi-faceted obstacles.  相似文献

Content analysis of large-scale textual data sets poses myriad problems, particularly when researchers seek to analyze content that is both theoretically derived and context dependent. In this piece, we detail the approach we developed to tackle the analysis of the context-dependent content of political incivility. After describing our manually validated organic dictionaries approach, we compare the method to others we could have used and then replicate the method in a different—but still context-dependent—project examining political issue content on social media. We conclude by summarizing the strengths and weaknesses of the approach and offering suggestions for future research that can refine and expand the method.  相似文献

This paper examines panel data from two waves of the Youth Participatory Politics Survey, a nationally representative sample of young people in the United States. It employs a cross-lagged design to investigate the extent to which common forms of online activity create pathways to online and offline forms of political activity. Specifically, we examine the influence of Friendship-Driven (FD) and Interest-Driven (ID) online activity on online participatory politics and on offline forms of political action. Our findings reveal that FD and ID activity relate to political engagement, but in different ways. In addition, we find that the size of young people’s social networks interacts with both FD and ID online activity to promote political activity. This indicates that having exposure to “weak-ties” (resulting from large social networks) promote higher levels of political engagement. These findings demonstrate the need to specify the kinds of online activities in which youth are engaged and, more broadly, the political significance of social media and social networks  相似文献

This introduction presents the core concepts that shape this special issue on the impact of violence and the processes of development in Central and South America. The understanding of development is considered in terms broader than the economic context alone, in order to assess wider social and political aspects. With a similarly expansive scope, forms of violence are addressed that range from direct physical harm and bodily attack to the often more subtle aggression of racialised abuse or the pressures on community-centred production from dominant market forces. In these contexts, violence, economic initiatives, and political allegiances form unintended and often dangerous networks of consequence for development matters. All the articles in this volume exemplify further the spatial environments of violence and diverse ‘landscapes of fear’ that shape our existence and help to define our actions, territories, and understanding of what happens around us.  相似文献

In the early 1980s, support for trade unions was a significant component of Oxfam GB's programmes in various parts of the world, most notably Central America and South Africa. In Central America, this was motivated both because organised labour played an important role in popular movements that were pressing for equitable political settlements to the wars ravaging the region, and because unions as such, as well as their members and leaders, were the targets of repression and political violence. This article explores the background to the rise in funding for unions in Honduras, reflects on this experience, and discusses some of the factors that might change a potentially awkward donor‐recipient relationship to one of dialogue and solidarity.  相似文献

This study is based on data from a three-wave telephone panel survey conducted during the 1998 governor's race in Florida. The evidence suggests that a considerable amount of issue-related learning (having to do with candidate policy stands and group endorsements) took place over the course of the general election campaign, though substantial differences were observed from one issue area to the next. Further analysis indicates that learning was especially likely to occur among voters (a) who were more knowledgeable about political affairs to start with (confirming that the so-called “knowledge gap” may be exacerbated during campaigns), (b) who scored high on a measure of advertising negativity (for one candidate but not the other), and (c) who early in the campaign, read their local newspaper less frequently. Consistent with prior research, TV news appears to have done little or nothing to boost issue-based learning among the electorate.  相似文献

Consociationalism is often proposed for societies deeply divided along ethnic lines, yet its recommendation remains contentious. Critics argue that it has a low rate of adoption, results in political immobilism, and entrenches the divisions it seeks to alleviate. Overlooked in much of the criticism, however, is the distinction between liberal and corporate forms of consociationalism, alternatively premised on the self-determination or predetermination of the ethnic groups involved in power-sharing. The article considers whether the critiques apply equally to both versions. Corporate consociation freezes a particular inter-group configuration in time, leading to drawn-out executive formation and, in some cases, to a cementing of divisions. However, liberal consociation runs into its own difficulties: consociational settlements are generally negotiated at the very point at which group identities are most politically salient and divisive. Under these conditions, groups are unlikely to settle for anything other than a guarantee of their share in power, thus making liberal consociationalism less likely to be adopted in negotiated settlements. The article also considers the factors enhancing the adoption of liberal consociational rules.  相似文献
