Abstract

A peripheral West European country with a medium-sized population, Portugal experienced since the late 1990s a radical change in its migration trends, with growing and constant immigration flows. Not only the number of legal immigrants duplicated, but also the profile of immigrants changed and diversified. As a result, Portugal's public policies were challenged, and new social questions emerged. In particular, both public and private bodies have to deal with an increasing segmentation of the composition of immigration and of the labor market employing immigrants. Portugal still has not opted clearly for a model of immigration, and adaptation to these changes promises not to be easy, especially because the Portuguese society is simultaneously facing tensions deriving from its own  相似文献

South Africa's political liberalisation and strengthening regional ties have engendered new patterns of immigration and urbanisation, resulting in South African migrants and non-nationals converging on the streets of previously ‘forbidden’ cities. Conflicts over space, services and livelihoods are emerging as these groups meet and compete. To settle these disputes, South African citizens and politicians regularly rely on nativist discourses that make one's rights to the city contingent on one's national origins. Efforts to exclude foreigners are in turn encouraging and legitimising new forms of bias, administrative discrimination and anti-foreigner policing. Bolstered by official sanction, these are creating urban ‘zones of exception’, areas in which the state authorises its agents to work outside the law. Although popular among South Africans, the extra-legal harassment, detention and deportation of non-nationals has helped entrench new economies of corruption and violence that jeopardise the rights and welfare of all urban residents. While rooted in the dynamics of post-apartheid South Africa, these findings resonate with global trends in which quests to assert sovereignty through immigration controls are resulting in actions that undermine the legitimacy and founding principles of the liberal states that undertake them.  相似文献

This article analyses public opinion in order to explore the politics of immigration in South Korea. It argues that there are divergent views about immigration and the obligations of the host society to accommodate migrants. Younger, better-educated citizens are representative of a majority that has a generally positive view of immigrants and immigration. A sizeable minority of older and less well-educated citizens, however, is warier of immigration and its effects on South Korean society. Men were more likely than women to have a positive view of immigration, but the differences along gender lines were small. The article also finds that attitudes towards immigration depend to a significant degree on how migrants are described. It thereby highlights the possibility that South Korea’s leaders could use immigration for political gain while also seeking to attract new migrants in order to resolve the country’s economic and demographic problems.  相似文献

Since 1991, Russia has become one of the leading immigration destinations in the industrialised world. The inflow has prompted substantial public opposition, as surveys show that half or more of the public want to limit new arrivals. The sources of public disapproval, however, are unclear: while public discourse includes complaints about perceived economic and cultural ills of immigration, research on public opinion finds that neither economic nor cultural concerns have a consistent impact on individual attitudes. This study provides a new analysis, showing that economic vulnerability and cultural orientations (such as social conservatism and low levels of interpersonal trust) play a significant role in shaping anti-immigrant sentiment.  相似文献

Abstract

This article focuses on Dominican migration to the United States (U.S.) after 1965. Dominicans left their homeland pressured by economic needs, the desire to improve their lives, and encouraged by a de facto immigration policy that facilitated their exodus. Once in the U.S., most Dominicans encounter an economy that increasingly demands skills and levels of schooling they do not possess. Rather than a prosperous life, in the new land, Dominicans face high unemployment levels and an alarming state of poverty. Paradoxically, while the needs of Dominicans continue to be unmet in the new society, the social policies and the conditions that push them out of their country remain in effect. On its part, the U.S. has responded by adopting a number of immigration laws to control the entrance of unwanted and unneeded job-seekers. As a result, the number of Dominicans coming to the U.S. has begun to decline as the number of Dominicans deported to the Dominican Republic has increased. In the end, poor Dominicans are pushed back and forth by both societies whose immigration policies mask their unwillingness to respond to the needs of the group. The article also discusses the impact on the Dominican community of 9/11 and the crashing of the AA flight 587, on November 12, 2001.  相似文献

Little is known about the labour market impact of immigration to developing countries, because most immigration to developing countries is poorly measured. We use an unusual dataset from a campaign to register irregular migrants to study how immigration has affected wages, employment, and internal migration in Thailand. We allow for endogenous migration, whereby immigrants are disproportionately attracted to areas with higher wages. Our results suggest that immigration sufficient to increase Thailand's total labour force by one per cent would reduce Thai wages by approximately half a per cent. This effect is stronger than is generally found in developed countries. We find no evidence that immigration has reduced Thai employment rates or has affected internal migration by Thais.  相似文献

Abstract

This paper applies contemporary conceptual models and empirical knowledge about posttraumatic growth to the experience of immigration. Current models and knowledge about potential positive effects and personal growth in the aftermath of trauma are reviewed and their relevance to immigration is discussed and illustrated, challenging the exclusive focus in the existing immigration literature on the hardships of relocation and their negative effects. Immigration has traditionally aroused strong passions in the US. Though Americans profess pride in their history as a nation of immigrants, each new wave of immigrants is met with strenuous opposition. Sassen points out that this opposition underestimates the US's capacity to absorb more people and fails to appreciate the political and economic forces that give rise to immigration. The outcry over rising illegal immigration culminated in the 1986 Immigration Reform and Control Act. So far, the law's effectiveness has been limited. 1.8 million immigrants applied to regularize their status. However, there is growing evidence that the employer sanctions program is resulting in discrimination against minority workers who are US citizens, and in various abuses against undocumented workers. Meanwhile, illegal immigration continues to rise. The 1986 law, like earlier laws, is based o a faulty understanding of immigration causes. The US played a crucial role in the 1960s and 1970s in developing today's global economic system. This system contributed to the creation of pools of potential immigrants and to the formation of links between the industrialized and developing countries. In sum, foreign investment and promotion of export-oriented growth i the US in developing countries has served to increase immigration to the US. A workable US immigration policy would be based o the recognition that the US bears a certain amount of responsibility for international labor migrations. The precise features of a fair immigration policy will have to be elaborated. However, it is clear that US immigration policy will continue to be counterproductive as long as it places the responsibility for the formation of international migrations exclusively upon the migrants themselves.  相似文献

Abstract

The 1965 Immigration and Nationality Act abolished quotas that favored European immigrants, and for the first time placed all countries on an equal footing. The law resulted in increased overall immigration, and altered the sources of immigrants to the U.S. Since 1970, New York City has absorbed 2.6 million immigrants, primarily from non-European sources, who have dramatically altered the City's racial/Hispanic mix. Using immigration and birth records, as well as data from decennial censuses, this paper examines immigration to New York and assesses the demographic impact of these flows on the City's population.

Current immigrant flows have noticeably increased the ethnic diversity within the major race/Hispanic groups. This is largely due to increases in refugee flows, and to recent changes in immigration law that allow for “diversity” visas, which are aimed at countries that are under-represented in immigration flows to the U.S. Diversity immigration has provided New York with a continuing flow of new groups, most recently from Bangladesh, Mexico, Ghana, Nigeria, and Senegal, who have established enclaves in many of the City's neighborhoods. The increasing diversity poses serious challenges for social service and health care professionals, who need to devise new strategies to deal with the disparate socioeconomic backgrounds, cultures, and belief systems of new ethnic groups. This is especially important given that New York's ethnic mix will continue to be churned, especially by way of diversity immigration and refugee flows from all parts of the globe.  相似文献

After bringing approximately 13 million foreign migrants into Europe's industrial regions, the governments of many of these countries, among them France, Switzerland, West Germany, and the Netherlands have imposed severe restrictions on further immigration. Along with this move are the attempts by many countries to attract migrants back to their home countries. The recession of 1973 decreased the need for migrant labor and resulted in high levels of unemployment. The hard working migrant of the 1950's and 60's grew to become the politically active striker and social/political/financial burden on the state. Most governments have decided that future economic development will depend on technology, not labor production. The labor market structure of migrant workers helps explain why laid-off migrants do not return to their home countries. Political and economic conditions in the homeland also determine the amount of migrant return. The mere existence of a secondary labor force in an immigration country may make it easier to remain in that country. Incentives and financial inducements are needed to attract migrants home.  相似文献

ABSTRACT

This paper examines whether economic or socio-psychological concerns determine anti-immigration attitudes in South Korea, in an effort to address regional asymmetries in existing immigration studies. An analysis reveals that labour market competition and fiscal burden concerns do not affect anti-immigration attitudes, but xenophobia, the conceptual views of citizenship, and the expectation of the impact of immigration on the national economy determine anti-immigration attitudes, a result in keeping with existing studies of anti-immigration attitudes in European or North American countries. However, when policies have humanitarian dimensions, the ethno-cultural views of Korean identity tend to reduce anti-immigration attitudes, a finding that runs counter to the empirical results from studies in the Western context. In addition, multiculturalism appears to affect anti-immigration attitudes when measured in terms of general immigration policies, but not when specific immigration groups are referenced. I conclude by discussing the implications of these new findings.  相似文献

This article uses black feminist analysis to explore the ways in which the racialized stereotypical image of the passive South Asian woman has informed the categorizing of this group of minority ethnic women within the system of British immigration control. Such stereotypes have led to a very specific category of 'South Asian woman' being regarded as a legitimate immigration applicant: namely that of the traditional South Asian wife dutifully going to live in the country in which her husband is settled. Using interview data from a study of South Asian women's immigration experiences, this article assesses the extent to which South Asian women entering the system of British immigration control actually fit this racialized category of 'wife'. It is also shown that those wives who sponsor a husband to come to the UK, and therefore do not fit the immigration service's assumptions of the South Asian wife, face even more difficulties, due to gender and racial discrimination within the system of British immigration control.  相似文献

Abstract

Approximately one in five children in the U.S. are born to immigrant families in which at least one parent is foreign-born. Existing theoretical frameworks suggest that immigration experiences can increase acculturative stress and lead to developmental psycholopathology in immigrant children. These models, however, do not account for levels in the environment that trigger this stress and/or serve as forms of resilience. Drawing from Bronfenbrenner's multilevel, bioecological model of development, this paper presents a framework that charts environmental processes which generate or buffer acculturative stress and, therefore, mediate the impact of immigration on psychological well-being. Empirical research shows that Mexican immigrants, on the whole, fare better than U.S.-born groups in terms of mental health outcomes. These results are explained in the context of the presented theoretical model. Though further research is needed, preliminary evidence suggests that encouraging “enculturation,” as opposed to “acculturation,” has positive mental health repercussions for Mexican American children. Further research using the presented theoretical framework as well as policies and practices that incorporate and leverage the cultural strengths of Mexican immigrant children should be pursued.  相似文献

Both the Russian public and its elites were taken by surprise by the fact that Russia has become an immigration country. It has resulted in widespread anti-immigrant sentiments and inconsistency in government actions. Russian immigration politics, as well as immigration politics in liberal democracies of the West, are characterised by a wavering between protectionist and liberal laissez faire approaches. This leads to a mismatch between public rhetoric and legal decisions. However, two features seem to make the Russian situation specific: open borders with most of the countries of the former Soviet Union and omnipresent corruption. Corruption results in a discrepancy between formal (legal) decisions and informal (illegal) practices.  相似文献

ABSTRACT

Immigration control is at the center of the political debate and it is an important component of the Trump administration agenda. Restrictive immigration policies have expanded under the current administration justified in rhetoric that portrays immigrants as criminals and threats to public safety. This article presents the different mythologies surrounding the immigration and crime link and critically appraise the empirical evidence investigating the relationship between immigration and crime. The review provides ample evidence contradicting the commonly held belief that immigration increases crime. At the macro-level, research shows that immigrant communities have no higher crime rates than non-immigrant communities and that sanctuary cities do not foster crime. At the micro-level, research shows that neither immigrants in general nor undocumented immigrants, in particular, engage in more criminal behavior than non-immigrants. In fact, evidence seems to suggest the opposite. Despite researchers largely agreeing that the portrait of immigrants as a threat is not founded in empirical reality, the consequences of the immigrant threat narrative and the policies they promote are all too real.  相似文献

This study examines the dynamics of female African immigration and settlement in the United States and discusses the research and policy implications for these processes. It highlights a significant surge in female immigration from African compared to non-African countries in recent years. This surge is driven by female immigration from Africa's most populous countries, from countries affected by civil conflicts, and from English-speaking countries in the region. African women are also more likely to arrive as unmarried singles than other female immigrants. In addition, they have the highest prevalence of bachelor's, master's, and doctorate degrees among women in the US. African females are also about twice more likely to be enrolled in US educational institutions compared to other women. Those in the labor force are more likely to work as nursing professionals than in technical occupational groups such as engineering and computing. The study concludes by discussing the research and policy implications of these findings for countries in the developing world.  相似文献

The border and social policies that the United States shares with Mexico have had only a modest impact on the level of illegal immigration. Alternative methods could reduce the social backlash against Mexican immigrants in US states of destination. Federal Relief Aid to states affected by new arrivals would ameliorate hostility. Although economic stagnation may depress the flow of immigrants or job opportunities, legal or illegal, economic recovery is dependent on the hard work of immigrants. The political solution has been to tighten border controls. Other options are possible. There should be pressure placed on multilateral institutions such as the World Bank and the International Monetary Fund to incorporate immigration issues in economic policy decisions. Many market reforms have contributed to greater emigration. The US has the option to use both supply and demand side options. Enforcement of workplace rules on minimum wages and health and safety standards would make it more difficult to exploit immigrant workers and would decrease the incentive to hire illegal workers. In a deregulated market stricter work standards were considered difficult to attain. A 1993 opinion poll revealed that 65% thought immigration was not beneficial. Border apprehension rates have increased dramatically over the past 30 years. The most recent policies aim to encourage the mobility of capital and trade through the NAFTA free trade agreement while trying to discourage human resource mobility. The push factors in Mexico are identified as high levels of poverty and unemployment, overpopulation, and economic stagnation. NAFTA and prior economic development efforts have not addressed the push factors. Disruption of traditional ways and changes toward greater industrialization spur emigration. The US program to develop border export industry encouraged migration from the interior of Mexico to border areas. Recent Mexican policies have changed the incentives for small farmers to stay on their lands, and Mexican urban areas are overpopulated. Experience has taught that migration flows are easier to start than stop.  相似文献

Abstract

This is the second in a series of papers concerning forensic immigration social work. The first paper examined the broad issues and types of cases that require consultation by a forensic social worker in immigration cases. This paper will examine the pertinent legal standards that the forensic social worker must be aware of and the essential areas of inquiry in the evaluation of spousal abuse cases. The following two papers will examine the other two major types of cases referred from immigration lawyers: asylum and criminal and “hardship” immigration cases. The final paper in the series will examine the forensic social worker's presentation of the case as expert testimony in immigration court and highlight winning strategies.  相似文献

Abstract

The globalization of international labor migration is manifest in all countries now engaging in migration systems that are growing in size and complexity and producing an increasing diversity of flows. Furthermore, many of the processes that create and drive these systems operate on a worldwide basis, the consequence of economic globalization, capital mobility and widespread realization by governments that human resources can be traded for profit like any other resource.

This paper looks at Ghana's immigration policy in the light of its economic situation. It characterizes Ghana's immigration policy as geared towards using immigration to attract critical foreign investment, transfer of technology and human resource capital/skills for socio-economic development. Running concurrently is the policy to prevent illegal immigration, transnational crime, economic exploitation, social corruption and human trafficking.

The paper concludes that when the economic situation of Ghana was buoyant in the 1960s it attracted many immigrants especially from neighboring West African countries, however when the country's economy saw a down turn, immigrants were used as a convenient scapegoat and many were expelled. The irony though is that while the current poor economic situation of Ghana has made Ghanaians to immigrate to other countries, the political stability of the country does attract other West Africans and non-Africans and it is affording the country the opportunity to streamline its immigration and citizenship laws.  相似文献
