This article contests the view that environmental groups act mainly as megaphones for scientists. It asserts that environmental groups have an independent, often dominant role, in shaping norms that govern environmental policy.
The theory of epistemic communities, as advanced by Haas, is analysed in the context of the whaling and CFC/ozone depletion issues. It is found that the alleged role of epistemic communities as legitimate bearers of truth has been exaggerated and that we need to develop environmental policy in a context of 'post positivism'.  相似文献

In May 1997 the incoming Labour government gave the Bank of England operational independence in the setting of interest rates. This reform is puzzling as it was introduced by a party whose roots lie with the trade union movement, and resisted by the Conservatives whose political support comes largely from business, the financial sector and homeowners who stand to benefit most from price stability. Economic ideas are central to explaining the outcome. The Labour Chancellor was convinced by an epistemic community of monetary experts that central bank independence would achieve New Labour's electoral goals. These political incentives were absent for the Conservatives, who preferred to set interest rates strategically to increase their popularity with voters.  相似文献

Utopias Re-imagined: A Reply to Panizza   总被引:1,自引:0,他引:1  
This article is a reply to Panizza's recent article, 'Unarmed Utopia Revisited: The Resurgence of Left-of-Centre Politics in Latin America'. It contests the claims that there are no alternatives to market economies and liberal democracy in contemporary Latin America. It does this by disentangling the conceptual assumptions that underlie the analysis presented, which, it argues, construct a loaded dice that makes the conclusions of the arguments seemingly inevitable and objective. It also explores the internal contradictions within the alternative presented. This analysis is developed through the use of critical social theory and with reference to the 'movements from below' engaged in the struggle to re-imagine and reconstruct utopias. This involves bringing to the heart of analysis a theoretical orientation in which structures become a series of concrete social relations, not objects, and power is mediated at a variety of spatial levels. It necessitates a conceptualisation of politics, structure and the agents and nature of structural change that expand the boundaries of traditional political science categories. Such conceptual expansion and theoretical repositioning make visible, and politically central, the movements from below normally categorised as marginal in political analysis.  相似文献

In a previous article in this journal ( Bufacchi, 2001 ) I argued that political scepticism is a defining characteristic of liberal democracy. I have been criticised for inadequately distinguishing political scepticism from fallibilism (Festenstein, 2001) and for failing to appreciate the role of moral autonomy within liberal democracy (Hyland, this issue). In this article I respond to my critics, first by clarifying the difference between political scepticism and fallibilism, and secondly by suggesting that political scepticism is a necessary condition for moral autonomy.  相似文献

A recent article in West European Politics by Eric Miklin attempted to shed light on the decision-making process in the European Union. The argument presented was that individual ministerial ideological preferences can affect a government's bargaining position in the Council of the European Union. Miklin proposes that under certain conditions national ministers may enjoy substantial freedom. This brief reply identifies three main problems with Miklin's approach: a case selection bias, ministerial autonomy, and an examination of where decisions are made.  相似文献

This paper takes issue with Colin Tyler's critique of Bhikhu Parekh's work on liberalism and cultural pluralism in his 'The Implications of Parekh's Cultural Pluralism', Politics 16(3). I argue that Tyler subscribes to an overly monolithic view of cultural identity, that democracy can be a procedural or practical ideal not a cultural understanding, and that in any case the existence of deep-seated cultural pluralism is a good reason for rethinking democratic values and endorsing a republican, rather than liberal, conception of democracy.  相似文献
