Jews were overwhelmingly over-represented among Whites in the anti-apartheid struggle in South Africa. At the same time, the Jewish community remained inwardly focused on narrowly Jewish concerns; Jewish communal institutions, until relatively late, remained distant from the struggle against racial injustice, if not wholly complicit with the apartheid regime. In this essay, Adler attempts to account for both responses, activism and compliance, by examining the dilemmas faced by South African Jewry as a relatively small group of suspect Others living at the sufferance of the dominant and traditionally antisemitic Afrikaners. Anti-apartheid activism, he argues, was deeply rooted in Jewish culture and values, regardless of how secular the forms that it took were, and how disturbing it might have seemed to a fearful Jewish community pre-occupied with its own interests.  相似文献

Scholarship has increasingly acknowledged the importance of public attitudes for shaping the European Union's Common Foreign and Security Policy. Economic sanctions emerged as one of CFSP's central tools. Yet despite the emergence of sanctions as a popular instrument in the EU foreign policy toolbox, public attitudes towards sanctions are yet to be studied in depth. This article explains public support for EU sanctions, using the empirical example of sanctions against Russia. It looks at geopolitical attitudes, economic motivations and ideational factors to explain the variation in public support for sanctions. The conclusion suggests that geopolitical factors are the most important, and that economic factors matter very little. Euroscepticism and anti‐Americanism play an important role in explaining the support for sanctions at the individual level.  相似文献

International business promotion has become an acceptedfunction of state and local governments. More controversialis the imposition of foreign policy sanctions, where economicinvolvement becomes a lever to pursue political goals ratherthan an objective in itself. When compared with past cases,including South Africa and the Arab boycott, recent state andlocal initiatives demonstrate both continuity and fresh departuresin federalism's evolving adjustment to the global economy. Thesedevelopments can be used to examine theoretical concepts suchas constituent and multilayered diplomacy. It is widely believed that providing consumers with more product information produces "overload" and leads to confusion and poorer quality consumer decisions. The existence of a consumer information overload phenomenon has been used by marketers and others to argue against regulations and legislation mandating additional consumer information provision. The belief that a consumer information overload phenomenon exists is based largely on misinterpretations of research findings. The present paper reviews the consumer information overload research literature and concludes that existing research data support the contention that provision of more information, rather than producing overload, actually improves consumer decision making. Implications of the information overload research controversy for consumer policy makers are discussed.  相似文献

This essay examines the way that the language of rights has been used to both justify and challenge xenophobia in South Africa. South Africa has struggled with incidents of xenophobic violence against African migrants, with major outbreaks of violence taking place in 2008 and in 2015, and despite substantial anti-xenophobia efforts, African migrants continue to be subject to discrimination and abuse. Part of the reason for the persistence of anti-African migrant sentiment is a prevailing rhetoric of victimization, which frames irregular African migrants as a threat to the rights of South Africa’s poor. This essay analyzes that rhetoric, as well as analyzing how a grassroots movement of shackdwellers, Abhlali baseMjondolo, has challenged that rhetoric by highlighting the interconnection between the rights of citizens and noncitizens in the country. In examining the contestation over rights in South Africa, this essay seeks to engage with the ambivalence of citizenship in South Africa and the conflict between the human rights framework that has been established in the country and the necessary limitation of the rights of noncitizens.  相似文献

This paper analyzes the effectiveness of international interventions through their impact on exchange rates. If a specific intervention actually increases (decreases) a country's economic and political stability, then its currency should appreciate (depreciate). Estimates suggest that peacekeeping forces in Lebanon caused long-run appreciations, while economic sanctions imposed upon South Africa only caused temporary depreciations. In both cases, repeated U.N. resolutions condemning or demanding actions, that were not backed by actual interventions, did not cause changes in the exchange rate. The results in this paper are supportive of predictions from the public choice approach applied to international organizations and policies.  相似文献

Aid, in the form of financial aid and investment, has become increasingly prevalent in both bilateral and multilateral partnerships in the BRICS. In Africa, the Forum on China–Africa Cooperation provides the official framings for forms of development assistance to the continent, with financial forms of aid available through the New Development Bank and the China–Africa Development Bank (CADFund). This article explores how Chinese international development assistance has influenced South Africa's economic growth and development strategies and is reshaping South Africa as “gateway” to Africa and continental leader. Special economic zones (SEZs) have become a prioritised form of BRICS development collaboration particularly in terms of Chinese trade and investment expansionism into Africa through South Africa. Chinese international development assistance and foreign direct investment in South Africa in particular are very notable and have been strengthened during the Chinese official state visit prior to the Johannesburg BRICS Summit in 2018. The article critically analyses the development policy discourse on BRICS spearheading an alternative model of South–South international cooperation by examining the Coega SEZ in South Africa, hailed as the most SEZ in Africa. The policy agenda is currently being established for artificial intelligence (AI), a domain marked by complex and sweeping implications for economic transformation tempered by concerns about social and ethical risks. This article reviews the United States national AI policy strategy through extensive qualitative and quantitative content analysis of 63 strategic AI policy documents curated by the federal government between 2016 and 2020. Drawing on a prominent theory of agenda setting, the Multiple Streams Framework, and in light of competing paradigms of technology policy, this article reviews how the U.S. government understands the key policy problems, solutions, and issue frames associated with AI. Findings indicate minimal attention to focusing events or problem indicators emphasizing social and ethical concerns, as opposed to economic and geopolitical ones. Further, broad statements noting ethical dimensions of AI often fail to translate into specific policy solutions, which may be explained by a lack of technical feasibility or value acceptability of ethics-related policy solutions, along with institutional constraints for agencies in specific policy sectors. Finally, despite widespread calls for increased public participation, proposed solutions remain expert dominated. Overall, while the emerging U.S. AI policy agenda reflects a striking level of attention to ethics—a promising development for policy stakeholders invested in AI ethics and more socially oriented approaches to technology governance—this success is only partial and is ultimately layered into a traditional strategic approach to innovation policy.  相似文献

The question of where policy issues originate and gain attention is an important one, particularly when issues of concern of minority communities are at stake. Yet the literature on the impact of minority groups in the agenda setting process is virtually nonexistent. This introductory article sets the context for the symposium on "Agenda Setting, Public Policy, and Minority Group Influence" by raising several theoretical and contextual questions about the utility of the extant agenda setting literature as a paradigm for understanding minority group influence on the agenda setting process.  相似文献

South Africa has also fallen a victim of a greater major concern over the scale and negative impact of Illicit Financial Flows (IFFs) on the country's governance and developmental agenda. However, there is an unjustified observation that as one of Africa's biggest economies, South Africa is not a victim of IFFs. This observation shows that scholars and academic practitioners have not yet uniformly come to a cul‐de‐sac on this subject, and as such, this confusion constitutes a huge dichotomy on the subject matter. Based on Afrocentricity as the alternative lens, this article argues that there are after effects of the practice of IFFs in South Africa and that IFFs need to be given a special attention in order to curb them from destabilising South Africa's economic and political stability. Although this article discusses IFFs in general and how they come about, the central focus of this article is to unpack the impacts of IFFs under the Zuma administration and provide possible solutions. Methodically, this article relied on the prevailing continental and South African discourse circulating and thematic content analysis on conversations.  相似文献

This article examines the economic and political relationship between the European Community (EC) and the Republic of South Africa (RSA). From the economic perspective, the Community's objective of securing economic independence for the region, trends in EC-RSA trade and the arguments pertaining to mineral dependency are discussed. From the political perspective, Community statements on apartheid are compared with its foreign policy record. In particular, the Code of Conduct for European firms operating in the Republic is analysed within the framework of European Political Cooperation (EPC). The achievements, failures, future role and alternatives to the Code are considered and the limitations imposed by EPC in realizing a collective foreign policy are recognized.  相似文献

This article uses South Africa as a case of study to reflect on socio-economic transformation challenges confronting the country within the context of democratic consolidation. It argues that although the 1994 democratic project has made considerable strides to enhance the well-being of the society, socio-economic challenges of unemployment, poverty, and inequalities still persists in the contemporary South Africa—hence South Africa's governing party mantra of radical socio-economic transformation. Citizens often demonstrate their discontent through acts of civil disobedience: protests. The last decade has increasingly pockmarked South Africa as a theater of social unrests. The article argues that this is the manifestation of democratic distemper rather than consolidation. In other words, democratic consolidation in South Africa should not, as many do, be understood merely as conceptual fiat but rather as a precondition towards alleviating the socio-economic challenges confronting the nation. If this does not happen, democratic distemper is spawned. The manifestation of this is civil unrest. A democratic project ought to be about, also more importantly, enhancing the economic opportunities of the citizens. This should result in creating jobs and reducing inequalities. For this to happen, socio-economic policies should be restructured in a way interrelated with the economic policy. This is important to advance the well-being of the society.  相似文献

Abstract. The aim of this study is to assess the relative strength of the reciprocal causal relationships between the political agenda (the party agenda), the mass media agenda and the public agenda. Although the research literature is rather confusing and inconclusive, three causal patterns have often been suggested. The economic theory of representative democracy ('public choice' theory) assumes bottom-up agenda-setting. The political agenda is assumed to respond to the public agenda. However, theories on political communication suggest top-down agenda-setting. The political agenda would set the media agenda, which in turn would set the public agenda. The central tenet of mediacracy theory is the proposition that the media agenda sets both the public agenda and the political agenda. This article uses data on economic issues in the Netherlands in the period 1980–1986 and linear structural equations models to test these three causal patterns. The results warrant both bottom-up and top-down agenda-setting, but the mediacracy model is rejected. The conclusion should be that the economic theory of democracy, which prevails in the political science journals, has to incorporate findings from political communication research.  相似文献

This article compares the emergence of consumer protection as an issue on the public policy agendas of Britain and the United States in the 1960s. Similar forces caused the emergence of consumer protection in both cases. Governmental responses to consumer protection issues also have been similar, but distinctive features of each country's political system are evident as well. The analysis draws upon existing consumer protection literature for each country as well as the author's interviews with a number of Britons involved in this policy area. The principal conclusion is that consumer protection gained each country's policy agenda as a discretionary item. Events of the past few years demonstrate that it is not yet a durable agenda item in either case.  相似文献

In South Africa, municipalities are central to government's service delivery efforts to its communities. Because of inadequate revenue collection processes or impoverished communities that are unable to supply necessary operational revenues, both national and provincial government need to transfer funds to the local government to achieve delivery of priority services and economic development infrastructure. This study investigates, through a desktop study, the best financial planning practices for municipalities to implement in order to be financially viable, by reviewing and comparing the legislative and legal frameworks relating to financial planning and the financial planning practices in Australia and New Zealand, whose legislation served as an example for the drafting of current South African legislation. As cities compete for jobs and capital in the context of limited federal aid and increasing global economic competition, a new and potentially high‐risk public policy strategy for stimulating local economic growth has emerged. This megaevent strategy entails the quest for a high‐profile event to serve as a stimulus to, and justification for, local development. How and why do American cities commit their resources to seeking a mega‐event? And, if a city lands a megaevent, how does that event affect local development policy? To address these questions, we examine the experiences of three American cities which have bid for and organized the Olympics in the contemporary era: Los Angeles, Atlanta, and Salt Lake City.  相似文献

In this article no attempt is made to defend the Reagan administration's six-year-old policy of constructive engagement toward the Republic of South Africa, for to all but a few diehards the policy is indefensible. Instead, my response to Beres contains three components. First, I take issue with his dismissal of constructive engagement as no more than a ruse by which "to make apartheid palatable" to the American people, and argue that the purpose of the policy was to enable the Reagan administration to take credit for achieving a Namibia independence settlement. Second, I show that Beres' plea for popular opposition to an unjust policy comes too late, for a large number of Americans, during the past two years in particular, have been doing his bidding. Finally, I conclude with an assessment of the nature of the policy debate over South Africa that such popularity has prompted, in which direction U.S. South Africa policy now appears headed, and what issues, if any, remain to be resolved.  相似文献

Increasingly, the nations of the world are becoming more interdependent among themselves. This is true not only in an economic sense, but in a political sense as well. The field of public administration has become internationalized, presenting a new challenge to both teachers and students of the discipline. The article argues that special attention should be given to teaching students how to manage policy interdependency. Furthermore, the interdisciplinary approach is advocated as a method of broadening students' perspectives in public administration. Discourses about Internet and rights generate ideological, economic, and policy debates that bring to prominence the question of citizenship in today's digital age. But what does Internet access as a citizen's right imply? What are the pragmatic meanings of the intersection of citizenship, rights, and technology access? Specifically, what does citizens' right to technology mean for African states? This paper examines citizenship, rights, and Internet in South Africa, and attempts to move the discourse beyond philosophical rhetoric to practical policy interpretations. To do this, the study examines interpretations and reactions of policy-makers to the idea of Internet access as a citizen's right, and through a survey explores the views of many youth on this subject. Findings reveal strong opinions about rights and technology access in South Africa. For policy-makers, the reality of the socioeconomic challenges of Africa humbles an egalitarian aspiration of rights and Internet access.  相似文献

Abstract: Increasingly, the terms occupying centre stage on the policy agenda in many countries are global in reach. Thus they stretch the operational efficiency and suitability of the fabric of the sovereign state to its limits, and beyond. In particular the issue of global environmental change is demonstrating the need to break new ground in terms of institutions and instruments which provide vehicles for the creation and implementation of public policy "beyond the state". This paper explores the evolution of this situation during this century, and considers the institutional responses to the need for broader and broader geographical expressions of sovereignty.  相似文献
