This paper explores the development and broadening scope of public affairs practice within the United States of America and charts the factors that have influenced its current development. To understand the scope of how public affairs has developed in the United States, it is necessary to examine the historical evolution of the function in the USA and the early 20th century influence of the US government on defining and regulating its definition of public relations and public affairs, which resulted in the still‐in‐effect Gillett Amendment. Since then, public affairs has expanded into the private as well as the public sectors as corporations and organisations recognise the need to gain public trust for their ventures. In the US today, public affairs practitioners perform duties that range from issues management to environmental scanning to legislative affairs. Copyright © 2001 Henry Stewart Publications  相似文献

During the past two decades there have been hundreds of articles published within the broad topic of business political strategy, many of them rigorous and innovative. This paper presents a review and assessment of the theoretical bases of extant research, focusing on three broad research questions: Why do firms participate in the political process? What strategies and tactics do firms employ? What are the limitations on firms' capacity for rational action in the political arena? Research in political strategy has been informed by interest group theory, collective action theory, public choice theory, transaction costs theory, game theory, resource dependence theory, institutional theory, agency theory, the behavioural theory of the firm, business strategy, and population ecology. The paper concludes with a plea to scholars to conduct research in this area which is explicitly and consistently grounded in broad theories of social science. The main goal of our research study was to describe and analyse the state of the field of public affairs (PA) in the Czech Republic. So far, PA has been outside the scope of academic interest, and no study has yet analysed the issues or development of PA in the Czech Republic. Therefore, this study not only brings a unique insight into the practice of PA professionals but is also the first of its kind. Our main focus was to describe the current situation and build a solid background of the profession and emerging field for further research: firstly, we characterise professionals working in the field (what is their professional background, education, income and goals); secondly, we want to define what are the main issues they deal with professionally (such as politics, lobbying and the energy sector); thirdly, we will describe the market itself and the level of professionalisation and institutionalisation; and finally, we wanted to analyse how PA as a field is understood and perceived by professionals. In 1971, the Algerian government promulgated the Charte de l'Organisation Socialiste des Entreprises. By means of this Charte it ostensibly sought to reform Algerian public enterprise law and to correct increasingly disruptive problems in public enterprise management. It also sought to reduce the widening gap between workers and the technocratic elite managing the state-controlled economy. The Charte and its subsequent implementing legislation have been criticized as being, at best, ambiguous; at worst, insincere. Moreover, implementation of la gestion socialiste, as the reform came to be known, was uneven and slow. This article discusses Algerian public enterprise law before and after the 1971 reform. It does so within the context of comparing the utility of applying a symbolic rather than an instrumental view of the role of law in development. On the basis of analysis of the Algerian experience, the article suggests that the symbolic view of law allows a much deeper understanding of the role of law in development, primarily because it allows, if not requires, consideration of the influence of economic, political and social factors on the role of law in developing countries.  相似文献

Persistent underperformance of public policy and program implementation in Aboriginal affairs is widely recognised. We analysed the results of two case studies of attempted reforms in public administration of Aboriginal primary health care in the Northern Territory, using a framework based on the institutionalist and systemic racism literatures, with the aim of better understanding the sources of implementation failure. Implementation of the agreed reforms was unsuccessful. Contributing factors were as follows: strong recognition of the need for change was not sustained; the seeds of change, present in the form of alternative practices, were not built on; there was a notable absence of sustained political/bureaucratic authorisation; and, interacting with all of these, systemic racism had important consequences and implications. Our framework was useful for making sense of the results. It is clear that reforms in Aboriginal affairs will require government authorities to engage with organisations and communities. We conclude that there are four requirements for improved implementation success: clear recognition of the need for change in ‘business as usual’; sustainable commitment and authorisation; the building of alternative structures and methods to enable effective power sharing (consistent with the requirements of parliamentary democracy); and addressing the impact of systemic racism on decision-making, relationships, and risk management.  相似文献

This article is an attempt to provide a helicopter view of the influences and responses that have shaped the corporate public affairs function over four decades from non‐existence to an important and settled profession in Australia's major companies. It reflects the perceptions and experiences of an observer with a background in public administration, politics, academia, industry association leadership, and consulting to companies and industry organisations over that period. They are further informed by surveys and other studies conducted by the organisation supporting public affairs departments, the Australian Centre for Corporate Public Affairs (the Centre) since its inception in 1990. The article charts the emergence from two distinct, low level management silos—one supporting communications and the other, government affairs—to create an integrated strategic management function. The central story is of waves of innovation in concepts and practices, developed mainly overseas, being embraced with enthusiasm and becoming a dominant focus, before settling into the broad toolbox of public affairs. This occurred particularly in the period 1990–2005 during which the function took its shape. With such a broad and ambitious sweep, it is inevitable that bold generalisations begging exceptions must be made.  相似文献

This is not an academic overview on public affairs in Hungary, as this has already been written very well by many others. I would like to share my views and experience as a practitioner and give a quick insight into how public affairs is regarded in my country and how it developed after the change of the political system in Central and Eastern Europe. This essay reviews the primary methods that have been used to study corporate public affairs, issues management, and corporate political activity (PA/IM/CPA). We identify three tractable areas of research in these areas: (1) the determinants of PAM/IM/CPA; (2) the effects of PAM/IM/CPA on public policy outcomes; and (3) the effects of public policy outcomes on overall firm financial performance. Despite the considerable difficulties in gathering data to test these phenomena, we posit that scholars have made progress in understanding some aspects of these relationships. Still, we conclude that the greatest weakness for the advancement of methodological progress is the lack of a theoretical model describing the PAM/IM/CPA process, which ultimately hinders the ability of empiricists to seek the ‘proper’ data to test such relationships. Although vigorous lobbying by groups within society is essential for the functioning of democracy, it is widely perceived that resource‐rich groups, particularly corporations, enjoy unfair advantages and influence. This perception damages public trust in the efficacy of civic participation and the legitimacy of policymaking. This problem intermittently leads reformers and scholars to assess and develop policies that might assist in addressing lobbying power imbalances. This paper takes up Moloney's call for exploring ways of intervening in the communicative economy to directly address the problem of lobbying inequality. It considers the extent of lobbying inequalities and theoretical frameworks for understanding how resources enable an influence advantage, before assessing the types of regulatory approaches that have been used by democratic institutions. Voluntary measures that could be taken by the corporate sector and professional associations are considered, alongside the current interest in using digital platforms to identify inequalities and incorporate public preferences as a variable in allocating lobbying resources.  相似文献

Ethics constrains us. But ethics can also act as an ‘enabler’, helping to secure compliance with public policies. Basing policies on ethical principles helps the public know what is required of them by public policies. Framing policies in those ways also primes people to think in terms of their own ethically based reasons for action. Basing policies on ethical principles can assist in securing the cooperation of potential veto players by creating cooperative norms and a culture of trust.  相似文献

Nancy Alfaro is the quintessential practitioner of collaborative public management. More than that, she is a collaborative public manager focused on delivering customer service. Finding herself in the midst of a flurry of activity when San Francisco mayor Gavin Newsom suddenly ordered her to allow same-sex marriages in 2004, she pulled together the resources to perform more than 1,000 weddings in three days. Now, as director of San Francisco's 311 Customer Service Center, Alfaro oversees an operation that has reduced the number of telephone numbers residents may need to call for information and nonemergency services from 2,300 to just one. How Ms. Alfaro accomplished these remarkable tasks can be the source of fruitful lessons for other public officials.  相似文献

This paper begins where Professor Windsor left off and enumerates some other areas in which academic research could be profitably pursued for both intellectual and practical gain. The tone of Professor Windsor's paper is pessimistic, and lays out in detail some of the obstacles to research; but these are not insurmountable. Some key areas that can be explored to the benefit of researchers and practitioners are in self‐regulation, the initiative process, term limits (a relatively recent phenomenon and not particularly well known outside of the USA), and in alliance building, constituency statutes, and links to stakeholder theory and action. Public transportation policy is analyzed as the output of a complex social system of interdependencies and power relationships linking the central state bodies to various economic and political organizations. The interest groups structure the system by controlling the implementation process. The system works because of cheating—violating the public regulations, but the interest groups need state regulation to protect their privileges.The study of governmental projects is a particularly stimulating form of political analysis. Because it emphasizes both the process and the contents of the activities of public authorities, which is to say the goods and services produced by the State, such a study deals with problems having specific impact on and distinct meaning for individuals. It also allows one to avoid overly abstract speculation on the nature of the State by placing the discussion on a more scientifically fruitful level, that of the effective interactions and exchanges among institutions and groups.Our objective will be to demonstrate the importance of the implementation sequence of public policy, particularly in terms of its effects on the understanding of the definition of alternative solutions. We will concentrate on the way in which an ensemble of systems effects, induced by governmental action conditions both the perception of the problem to which this action is supposedly responding, and the elaboration of decisions to solve the problem. The method employed will be that of suggesting a form of analysis which will discern those fields of force and interaction processes with which decision makers, in this case public authorities, are confronted. The method employed should thus be useful in understanding the process of decision making.  相似文献

  • A majority of US cabinet departments now have an assistant secretary for public affairs. As a subcabinet office, such appointments are presidential nominations and require Senate confirmation. Given Congress's general hostility to public affairs in the US executive branch, how did such a position first come into being, thereby creating the precedent and a template for other departments? This historical inquiry identifies the US State Department as the first with an assistant secretary for public affairs. However, the office only gradually emerged as a staff position, with Congress never having an opportunity to vote on the principle of creating such a subcabinet office. Once established, other cabinet departments gradually followed suit, to the point that such positions are now routine in Washington, DC.
