Previous research has established a relationship between income and food security. In this article, we examine the effect of food security on food purchases, specifically on five food‐at‐home groups. Using a set of Tobit models, and after controlling for a set of confounding factors, we show that food security perception leads to the purchase of fruit and vegetables, meats and eggs, and dairy products while decreasing the purchase of fat and carbohydrates. However, we cannot be certain of the actual nutritional effect.  相似文献

While much consideration has been given to the approval process, base classification, and codification of tax and expenditure limits (or TELs), these factors tell us nothing about how they actually work. This study focuses exclusively on the technical elements of these limits and finds how states estimate their limits have over time eroded their potency. More specifically, if a state resets or rebases its limit annually by using actual revenues or expenditures for the preceding year, the limit will trend closely with actual revenues or expenditures, effectively restricting growth in spending as prescribed by law. However, if the law requires a state to estimate its limit using the appropriation limit for the preceding year instead of actual revenues or expenditures, that is, without rebasing, the limit will reflect cumulative changes to the base when it was first approved. Over time, the TEL cap is significantly above the states revenues or expenditures as it remains unaffected by the state's underlying fiscal and economic environment.  相似文献

As a result of devolution, state governments have taken on greater responsibility for financing and providing public services. Increasingly, states have adopted state‐level tax and expenditure limitations (TELs) to manage the growth and size of state budgets. The adoption of TELs is supported by claims that they have a positive effect on state economies, although such claims lack empirical evidence and have been contested by several scholars. Despite the ongoing debate about validating the actual economic effects of state‐level TELs, there is a lack of empirical assessments of their effects. The empirical results of this article indicate that the presence of state‐level TELs has a negative effect on the level of employment but no effect on the state's personal income per capita. The presence of state‐level TELs has no effect on either the growth of personal income per capita or the growth of employment.  相似文献

We explore the role of the largest means-tested transfer program, Medicaid, on multiple measures of food hardship among households with children, including measures that capture hardship explicitly experienced by children. Using data from the 2001 to 2020 waves of the December Current Population Survey, we identify the effect of having a Medicaid-eligible child on household food hardship by exploiting between-state, over-time, and between-household income eligibility criteria. We find that having an eligible child reduces rates of household food insecurity and very low food security by 20% and 26%, respectively. Among children themselves, eligibility reduces rates of food insecurity and very low food security by 22% each. The effects are stronger for households headed by Black and Hispanic individuals as well as households that have children under 6 years old.  相似文献

During the 1990s, U.S. welfare policy underwent dramatic reforms aimed at promoting employment and reducing dependence. Although the immediate effects on adult labor supply and family income have been studied extensively, this paper is the first to evaluate the long‐run effects on children's well‐being. Using a decade of national math achievement data and controlling for contemporaneous changes in education policy and environment, we associate welfare reform with relative test score improvements for low‐income students. Greater gains occur in states with larger initial welfare caseloads and larger caseload reductions.© 2009 by the Association for Public Policy Analysis and Management.  相似文献

State‐funded scholarship programs are transforming the way citizens and policymakers think about higher education. Advocates see these programs as a remedy to problems facing the state workforce such as “brain drain” and “unequal opportunity” for a sound education. Opponents see low retention rates and the number of already‐privileged students receiving benefits as signs that these programs are not reaching their maximum potential. This article traces the development of state‐funded college scholarships from earlier need‐based programs to current merit‐based programs and outlines current debates on policy effectiveness. Currently, 14 states have a state‐funded scholarship program. Differences between programs revolve around the political and economic circumstances of each state.  相似文献

This article explores the impact of political determinants on the survival of managers in state‐owned enterprises (SOEs). Drawing on theories of bureaucratic delegation, it is argued that preference divergence between principals and agents as well as among principals is a major driver of managerial turnover. More specifically, the partisan affiliation of SOE‐managers with the government, the opposition, or individual ministers can serve to explain the length of their tenure. The analysis employs Cox proportional hazard regressions to test these hypotheses on an original data set of 1,671 managers serving in 87 public corporations in Austria between 1995 and 2010, thus presenting one of the first large‐n analyses of political appointments in a parliamentary system. The results strongly support the proposition that partisan affiliation drives managerial survival.  相似文献

Spatially or temporally dense polling remains both difficult and expensive using existing survey methods. In response, there have been increasing efforts to approximate various survey measures using social media, but most of these approaches remain methodologically flawed. To remedy these flaws, this article combines 1,200 state‐level polls during the 2012 presidential campaign with over 100 million state‐located political tweets; models the polls as a function of the Twitter text using a new linear regularization feature‐selection method; and shows via out‐of‐sample testing that when properly modeled, the Twitter‐based measures track and to some degree predict opinion polls, and can be extended to unpolled states and potentially substate regions and subday timescales. An examination of the most predictive textual features reveals the topics and events associated with opinion shifts, sheds light on more general theories of partisan difference in attention and information processing, and may be of use for real‐time campaign strategy.  相似文献

Abstract

This article examines the relationship between receipt of different types of rental housing assistance and housing outcomes for households with children. We rely on the 1989 American Housing Survey (AHS) and a special data supplement that attempted to accurately categorize every assisted renter‐occupied address in the AHS sample as either public housing; privately owned, federally assisted housing; or certificates and vouchers. Housing outcomes examined are physical condition of the unit, crowding, affordability, perceived neighborhood quality, and crime. We analyze three research questions: (1) Do the characteristics of households enrolled in housing programs differ by program type? (2) Do housing outcomes differ with the type of assistance received? (3) Do differences in household characteristics account for observed differences in program outcomes?

The analysis suggests that the housing assistance system channels different types of households with children into different housing programs. The least disadvantaged households are most likely to end up in privately owned assisted stock, while the most disadvantaged end up in public housing. The most notable interprogram difference in housing outcomes relates to neighborhood quality. In contrast to other forms of rental assistance, residence in public housing is associated with a decline in neighborhood quality. This result holds even after controlling for household characteristics and geographic location of the unit.  相似文献

China's reform of state‐owned enterprises (SOEs) is intended to liberate the companies from bureaucratic control that hinders their management. Discussions of SOE reform, however, downplay the policy consequences. Can SOEs be “free” to succeed economically while some political control is maintained? Surprisingly, American experience with hybrid organizations—government‐created companies that straddle the line between public and private—offers some precedent for managing the balance between political control and enterprise independence. Three strategies are derived for China. First, welfare functions must be stripped from SOEs and replaced by policy objectives compatible with commercial purposes. Second, reducing financial dependence on SOEs will remove a barrier to rational control. Third, and most importantly, a robust regulatory framework for control must be developed as a substitute for the weakened administrative linkages. The emerging control infrastructure rooted in state asset commissions is likely to prove ineffective for its blurring of ownership, administration, and regulation.  相似文献

Food insecurity represents a growing problem in the United States, with levels of household insecurity hovering around 12.5% of national population. Policy leaders and advocates have long struggled to define adequate solutions, mired in concerns about food access and affordability, as well as overlays of equity and social justice, in part because of the numerous many ways we have measured the problem and defined and evaluated solutions. Most food security programs are designed as temporary assistance and few policy leaders or advocates are well‐placed to address leverage points for durable policy change, both because they are focused on short term solutions and because they are unable to collaborate to identify leverage points within the food policy system that would enable long term solutions. This paper offers a systems thinking assessment of a recent food policy symposium, illuminating the problem and causes as perceived by those practitioners involved in addressing household food insecurity, highlighting the lack of coherence among current stakeholders and an inability to collaboratively address the problem of food insecurity. Despite the far‐reaching liberalization of the French banking system over the past quarter century, French banks suffered far less in the international financial crisis (2007–2009) than banks in the United Kingdom and Germany. However, the French system also suffered far more—at least in the first stages of the crisis—than the banking systems of Southern Europe. By several measures, French banks were world leaders in financial innovation, and the French banking system was highly exposed to international market movements. The limited impact of the crisis, however, owed to the specificities of French “market‐based banking.” Deliberate state action over the two decades prior to the crisis created a specific kind of banking system and encouraged forms of financial innovation, the unintentional consequence of which was the limited exposure to the securitization that caused the damage wrought during the financial crisis.  相似文献

Research on food insecurity has investigated urban environments at the neighborhood and city level but neglected the importance of college institutions. Community colleges, which serve a larger population of low‐income, food insecure, and minority students than 4‐year institutions, have been especially neglected. In this mixed methods study, we examined how 50 low‐income minority students in an urban community college access food on campus and how the features of their college foodscape shape their food insecurity. We also investigated how students' ability to access food on campus shaped their perceptions of the college institution and their academic endeavors. Our survey findings reveal high levels of food insecurity among our participants. Students' written narratives demonstrate their desire for more appealing and affordable food on campus and reveal their distrust of the college institution. Furthermore, students connect their food insecurity to their ability to concentrate on academic tasks. Thus, the accessibility of food on campus appears to affect students' perceptions of their community college institution and has implications for their emotional and academic development. Our work suggests that both researchers and college institutions must examine the inadvertent signals that institutions send to food insecure students through their food policies.  相似文献

This article analyzes the determinants of protest participation in Latin America. Whereas most research emphasizes grievances over resources, or vice versa, this article explains protest participation as the interaction between individuals' state‐targeted grievances and material resources. I argue that grievances and availability of material resources interact and fuel protest among individuals whose income falls close to the middle of the income distribution, but not among the poor or the rich. Whereas the scarcity of resources mitigates the politicization of grievances among the poor, the relative abundance of resources and alternative channels of political influence produces the same effect among the rich. Analysis of survey data from Latin American democracies provides strong support for these arguments.  相似文献
