Poland's major post-Communist party, the SLD, was an electorally successful legacy party during the 1990's. An analysis of Polish National Election Studies data and data from a separate study of new firm creation in Poland indicates their success was built on two important and related factors. One is the growth of new firms, which stimulated the growth of a centrist constituency who voted for parties supporting economic reforms. Second, the SLD adapted to this constituency by themselves becoming more economically liberal, as documented by Grzyma?a-Busse (2002). A conditional logit model of voter choice in the 1997 and 2001 elections relates votes to the distance between voters' preferences on economic policies and the positions of the competing parties. From this analysis we estimate that if the SLD had remained an ideological non-reformist party as did the KS?M in the Czech Republic and the CPRF in Russia it would have been a far weaker party as measured by vote and seat shares. Without the new firm creation, an ideological SLD cum KS?M could have been electorally successful as was the CPRF. The paper concludes by contrasting the the Polish, Czech and Russian post-Communist parties and extending the implications of the results to other developing and industrial economies faced with the need for structural change.  相似文献

During a vote-decision process, citizens elect between some of the parties – not all of them. In this paper, we explore a potential strategic reason to include an additional alternative in the consideration set. Drawing on research from the field of strategic voting, we study incentives to defect to a party at risk of falling below an electoral threshold in order to elect a winning coalition (”insurance”). Our argument is that these types of strategic considerations occur already in the campaign, but do not always translate into choice. Using the so-called consideration set model approach (CSM), which focuses on how voters select fewer alternatives among a larger number of parties, we model vote choice over an election campaign using panel data from the Swedish National Election Studies of 2014. In line with our argument, we demonstrate that the insurance strategy was prevalent earlier in the decision-making process, when forming the consideration set.  相似文献

How should party governments make representative democracy? Much of the democracy representation literature assumes that voters prefer parties to fulfill the promises of their election campaigns, with higher preference for promise-keeping placed on the party a voter supports. That voters agree with these assumptions, however, remains largely unclear and this is the main hypothesis of this article. Within the context of Australia, this article investigates voter preferences regarding three ideal party representative styles: promise-keeping, focus on public opinion, and seeking the common good. Furthermore, it tests whether voters prefer their party – over other parties – to keep their promises. Based on novel and innovative survey data, this study finds that, generally, voters care least about parties keeping their promises and their preferences are unaffected by their party support. These results, if confirmed in other contexts, not only challenge the primacy of promise-keeping, but also the assumed ubiquitous party effect.  相似文献

This paper analyses the properties of a computational model of multi-party competition in two policy dimensions. We find that, firstly, centrifugal incentives prevent rational parties from moving to the mean of voters' preference distributions. Secondly, the number of parties competing for votes and the inclination to abstain from voting are positively related to parties' optimum distance to the political centre. Thirdly, the number of parties in the political arena also increases both the distance between parties' location in the policy space and the volatility of their platforms. Finally, the more voters rely on past observations of partisan positioning behaviour in order to assess the credibility of parties, the more the distance between partisan platforms increases. Political parties are often argued to compete for voters by stressing issues they feel they own – a strategy known as ‘selective emphasis’. While usually seen as an electorally rewarding strategy, this article argues that cultivating ‘your’ themes in the public debate is not guaranteed to be electorally beneficial and may even become counter-productive. It describes the conditions under which ‘selective emphasis’ becomes counter-productive, and applies the argument to recent discussions regarding the strategies of mainstream parties confronting the extreme right.  相似文献

This study casts new light on the conditions determining the effective number of parties in elections. The state-of-the-art mostly considers the interaction between the permissiveness of the electoral system and social heterogeneity, labelled the standard model. This study argues that we should move beyond the standard model and also consider voters’ short term ideological preferences as well as the diversity of issues on the party system agenda. Moreover, the effects of these variables are expected to be conditioned by electoral system permissiveness. The hypotheses are examined on the basis of a longitudinal dataset containing information on 696 elections that took place in 79 countries between 1945 and 2011. Importantly, the hypotheses could only be confirmed on institutionalized party systems.  相似文献

Since the 1980s, Western Europe has experienced the surge of populist radical right parties. In an attempt to ward off these electoral newcomers, established parties have pursued strategies of disengagement, such as exclusion and de-legitimisation. This study examines the electoral effects of an excessive form of de-legitimisation, which we label ‘demonisation’. We estimate the effects of demonisation on electoral support for the Dutch Freedom Party (PVV) and its predecessor Groep Wilders. Time series analyses show that demonisation has a negative effect on electoral support, but only for Groep Wilders. Once the populist radical right party has made a successful entry into the party system, demonisation does not have its intended consequences.  相似文献

In this short note, I propose an identification strategy to estimate the causal effect of expected electoral competition on voter turnout in run-off systems taking into account both endogeneity and attenuation bias. I find that electoral competition significantly raises turnout. Not addressing attenuation bias yields estimates that are biased by up to 50%.  相似文献

Under what conditions is decentralisation a salient issue for state‐wide political parties? It is argued in this article that the extent to which state‐wide parties emphasise decentralisation depends on their strategic considerations: on their overall ideology, on the electoral incentives created by the context in which they compete, and on the interaction between the two. The results of the analysis of party manifestos in 31 countries since 1945 are as follows. First, parties that pay greater attention to cultural matters relative to economic matters tend to talk more about decentralisation. Second, the systemic salience of decentralisation also encourages parties to talk more about decentralisation. Third, the larger the regionally based ethnic groups within a country, the more salience all state‐wide political parties will attach to decentralisation. Finally, only parties that put greater relative emphasis on cultural matters tend to respond to the electoral threat of regionalist parties. The influence of territorial diversity on the salience of decentralisation thus works through two channels and is partly conditioned by political parties’ ideological profile.  相似文献

Abstract

A central part of representative democracy is that voters evaluate political parties based on how competently they handle issues, so-called ‘issue ownership’. Since issue ownership is a central ingredient in the vote choice, rival parties often try to influence how voters evaluate a competing party. This is an issue ownership attack. However, despite intense scholarly interest in issue ownership, the understanding of how parties shape issue ownership is very limited. Therefore a new theoretical model is tested here to understand issue ownership attack. Using several survey experiments, the analysis shows that a mainstream party can counteract another mainstream party’s issue ownership by reframing the issue and by blaming the party for its performance, but not by changing its own position on the issue. Hence, the study not only advances the understanding of issue ownership stability and change but also brings important insights on how parties influence voters.  相似文献

This article analyzes the relative effects of a classic set of long-term and short-term determinants of party choice by treating voters' decision processes as a two-stage heterogeneous process. Departing from a consideration set model of voting behavior (CSM), we use panel data collected in Sweden in 2014 to analyze which voters considered voting for more than one party. To evaluate the CSM approach we estimate the relative effects of long-term and short-term determinants, for different parts of the electorate and at different stages of the decision process.Results confirm that the choice process for the ‘considering kind’ of voters is influenced by another mix of long-term and short-determinants than stable and party identified voters. Findings suggest that continued analyses of multi-stage decision making may bring new insights into electoral behavior. We argue that the core ideas of CSM – the sequential decision-making process and heterogeneity in the impact of long-term and short-term determinants – are generally applicable for analyses of voting behavior.  相似文献

This paper explores the impact of informal communication in voters’ social networks and the formal communication of the mass media on individuals’ propensity to take part in elections. Analyzing survey data from a recent local election in Germany it shows how both forms of communication may not only mobilize, but also demobilize voters. On the whole, personal communication appears more influential than mass communication. The media’s effects are generally weaker than those of social networks. Moreover, they are mediated by attitudes, while social networks have strong direct effects. These originate mainly from information conveyed through personal contact with voters and abstainers in one’s immediate social environment. Social voting norms are only influential, if they originate from persons’ families and are in favor of electoral participation.  相似文献
