We combine the recent literature on issue competition with work on intra-party heterogeneity to advance a novel theoretical argument. Starting from the premise that party leaders and non-leaders have different motivations and incentives, we conjecture that issue strategies should vary across the party hierarchy. We, therefore, expect systematic intra-party differences in the use of riding the wave and issue ownership strategies. We test this claim by linking public opinion data to manually coded information on over 3600 press releases issued by over 500 party actors across five election campaigns in Austria between 2006 and 2019. We account for self-selection into leadership roles by exploiting transitions into and out of leadership status over time. The results show that party leaders are more likely than non-leaders to respond to the public's issue priorities, but not more or less likely to pursue issue-ownership strategies.  相似文献

The friends-and-neighbors effect, which refers to voters' tendency to support politicians near hometown areas, has not yet been tested systematically for party leaders. Linking a built-for-purpose dataset on 266 leaders to a sample of 380,208 voters from 50 country elections in 19 parliamentary democracies drawn from the Comparative Study of Electoral Systems (CSES) project, this article examines the effect of party leaders' local proximity on voters' leader evaluations and voting intentions. I hypothesize that leaders receive more positive evaluations and electoral support from voters in the district where they run for election. The results show that shared district increases voters' sympathy for leaders and their inclination to vote for the party of ‘near’ leaders. While the location of party leaders affects voters in all electoral systems, I find that the friends-and-neighbors effect on leader evaluations and party vote choice is stronger in systems with personalized, preferential and combined ballots.  相似文献

To what extent does party leaders' sex influence how voters evaluate them? Despite a burgeoning literature on gendered biases and institutional barriers that women face in politics, this question has received little systematic attention. We address this question using the first large-scale cross-national analysis of voters’ party leadership evaluations. Using three waves of the Comparative Study of Electoral Systems (CSES) from 1996 to 2016, we find that voters evaluate female party leaders more positively than male party leaders. In addition, we find a gender affinity effect exists for female but not male respondents. These findings have important implications for the study of party leadership and women in politics as well as practical implications for political parties considering promotions and leadership contests.  相似文献

In research on political campaign communication, it is often assumed that campaign strategies and tactics are highly important for explaining election outcomes. In contrast, most research in political science tends to emphasize the importance of political substance, long‐term factors such as party identification, and real‐world conditions for explaining election outcomes. Although political parties in practice treat election campaigns as highly important and consequential, there is virtually no research on how party elites perceive the importance of campaign strategies and tactics when explaining election outcomes. Hence, drawing on a survey among Swedish members of parliament, this study investigates party elite perceptions of what matters when people decide which party to vote for and of what matters when explaining election outcomes. In brief, the results show that members of parliament perceive campaign strategies and tactics as significantly less important than the substance of politics. This note adapts two models commonly used to estimate the incumbency advantage that US members of Congress enjoy – the ‘slurge’ and the Gelman-King Index – to provide comparable estimates for UK MPs. The results show that Liberal Democrats enjoy extremely large such advantages on a par with those of US Congressmen of between 5% and 15% of the vote. Labour and the Conservatives have incumbency advantages at around 2% and 1% respectively. The note estimates that effects could have changed the outcome in as many as 25 seats in some elections, and that they cost the Conservatives the chance to govern alone after the 2010 election.  相似文献

Lipset and Rokkan??s (Party system and voter alignments: cross national perspectives, Lipset and Rokkan eds., New York: Free Press, pp. 1?C64, 1967) sociological model of cleavages and the so-called ??freezing hypothesis?? dominate theorizing about party system formation. Torcal and Mainwaring (Br. J. Polit. Sci. 33:55?C84, 2003) show the relevance of a purely political cleavage for structuring the party system in the case of Chile, challenging the freezing hypothesis??s claims. They also dispute case-specific research that argues Chile??s party system still reflects a ??three-thirds?? division between Left, Right, and Center. Revisiting this debate, our study employs spatial maps of the party system. Such political-economy models are rare in studies of Latin American politics. The application here supports a democratic/authoritarian political cleavage in Chile.  相似文献

This article focuses on the development of a key type of regulation ensuring public surveillance of political finance: party finance transparency rules. It makes two contributions to the emerging theory on the evolution of political finance regulation. First, using previous research, it conceptualises the underlying causal mechanisms that explain when and why party finance transparency regulation changes. Second, it presents the first detailed study of party finance transparency reforms in Norway, which is a deviant case for the introduction of such reforms. It is found that, in the absence of major scandals, an intense political discourse on corruption and political competition are sufficient factors to launch transparency reforms. Whether reforms are enacted depends on the interaction of several factors. Parties that predominantly rely on state funding and grassroots support push for and adopt more constraining transparency regulation, while parties that are close to business oppose it. Experience of regulation in similar contexts and intense discourse on corruption – stimulated by domestic or international events – are necessary for the reform to succeed. Norwegian cooperation with the Group of States against Corruption (GRECO) further demonstrates that the success of party finance transparency reforms initiated by a foreign actor is a function of the existing tradition of party regulation, the policy position of a governing party and the international reputational costs of non-compliance.  相似文献

It was widely reported that the 2015 UK general election represented a breakthrough election for the Conservative party among ethnic minority voters – specifically that their vote share among minorities increased, and overtook that of Labour for the first time among some groups. I show that analysis using more representative data yields markedly different results. Looking at (i) party preference from 2010 to 2015, and (ii) reported vote shares from a nationally representative probability survey, I show that the Conservatives increased their support among Hindus - but the Labour party gained in support elsewhere. This is due to movement away from the Liberal Democrats, 2010 minority supporters of the Liberal Democrats moved to supporting Labour rather than the Conservatives in 2015 at a ratio of 2:1. There is also considerable individual-level volatility in party support among ethnic minorities, which is masked by a high level of stability at the aggregate level.  相似文献

This article discusses the use of community partnerships to produce civic engagement. In two undergraduate courses during the Fall 2016 semester, students created products that met the stated needs of local nonprofit organizations. Students indicated a positive reaction to their experiences in qualitative assessment instruments, and the community partners were appreciative of students’ output. Given the semester-long timeframe of the projects, it is unknown whether they will lead to greater civic engagement on the part of students or the communities in which the projects took place.  相似文献

Do online and offline voters differ in terms of policy preferences? The growth of Internet voting in recent years has opened up new channels of participation. Whether or not political outcomes change as a consequence of new modes of voting is an open question. Here we analyze all the votes cast both offline (n = 5.7 million) and online (n = 1.3 million) and compare the actual vote choices in a public policy referendum, the world's largest participatory budgeting process, in Rio Grande do Sul in June 2014. In addition to examining aggregate outcomes, we also conducted two surveys to better understand the demographic profiles of who chooses to vote online and offline. We find that policy preferences of online and offline voters are no different, even though our data suggest important demographic differences between offline and online voters.  相似文献

Several commentators before and after the 2016 US presidential election claimed that it involved a “redrawing of the country’s electoral map”, which in the context of the Key/Pomper classification of elections suggested that it was a deviating election, and potentially a critical election heralding a realignment. Analysis of the geography of the result of the 2016 contest, however, indicates considerable continuity at the county scale: the main trend was an increase in the spatial polarization of the US electorate. Trump not only performed best in 2016 in those counties where Republican party candidates had done well at the previous nine elections, he also increased the Republican share of the votes cast in many of them relative to his performance in counties where the Democratic party candidates were strong then. The main deviations from this trend were in counties with large Black and/or Hispanic populations and those with relatively large numbers of well-qualified, well-paid adults. It was not a potential critical election, therefore, but a continuation of a sequence now nearly four decades old.  相似文献

Interparliamentary relations do not attract much in the way of public or even academic attention. However, they are an aspect of parliamentary life in which there has been a series of experiments by select committees in the House of Commons. While one of the more prominent examples of such experimentation was the international grand committee on Big Data, Privacy and Democracy spearheaded by the Digital, Culture, Media and Sport Committee, this article will look at another example of select committee-led interparliamentary relations, namely the ‘joint inquiry’ conducted by the House of Commons Defence Committee and the Assemblée nationale’s Standing Committee on National Defence into Future Cruise and Anti-Ship Missiles in 2018. This article, written by an official involved in the inquiry, offers the first reflections on the experience of this joint inquiry, demonstrates how the model undertaken for the inquiry differed from the approaches taken by other select committees involved in interparliamentary working, and explores whether it might offer a blueprint for future joint inquiries.  相似文献

The front cover is often indicative of the overall theme. This sets up an interesting problem about the ideological investment in the cover of controversial books. Ideology is context-specific, and translation studies may offer a unique perspective in viewing how different cover designs may reflect ideologies. So far, a gap remains between multimodality and translation studies, especially from a social-semiotic approach. This paper therefore bridges this gap by applying Kress and van Leeuwen's visual grammar to an English cover of Jung Chang's Wild Swans and the Chinese and French translations. Wild Swans is a politically controversial family chronicle by a Chinese female writer in the UK, and has been critically acclaimed in the West but banned in Mainland China. This study has found how visual and linguistic patterns suggesting the Orientalist ideology have motivated the design of selected Western covers to increase the likeability and to “back-stage” the anti-Mao motif in the book.  相似文献

ABSTRACT

Recent years have seen the emergence of social impact bonds (SIBs), geared toward funding social interventions while earning financial returns. The article proposes to conceive of SIBs as a practice of contemporary humanitarianism. In an effort to trace the politics of such humanitarian finance, the article analyzes a SIB that sought to improve outcomes for homeless persons in London. It argues that, instead of relying on sentimental stories, the project was animated by a results-oriented, technocratic culture geared at solving social problems (rather than just alleviating suffering). Its mode of reasoning, however, directed attention to highly vulnerable individuals – and away from the structural conditions that perpetuate poverty. But at the same time, the scheme reworked exclusionary constellations “from within.” Thus, such humanitarian finance simultaneously performs a relation of inequality and a relation of assistance. The article makes the case for an ongoing engagement with both dynamics.  相似文献

It is becoming increasingly accepted, not least by the Prime Minister and opposition leadership, that the negotiation of a comprehensive trade relationship with the EU is necessary to prevent the UK economy falling off a ‘cliff edge’. This concern is shaping the UK's strategy towards negotiations with the EU and has provided at least part of the motivation for the UK to consider requesting a transition period to facilitate the Brexit process. But how accurate are these fears? What evidence is there for the existence of a ‘cliff edge’? How disastrous would it be for the UK to revert to trading with the EU on the same basis as most other countries in the world, namely according to World Trade Organisation rules? This article seeks to address these issues and it highlights a number of implications for policy makers which flow from understanding the available evidence a little more clearly.  相似文献
