Duverger's Law in mixed legislative systems: The impact of national electoral rules on district competition

How do institutional factors shape district competition in mixed legislative systems? Preliminary evidence suggests the distinction between sub‐types of mixed systems alone poorly explains variation in district results. Consistent with the contamination thesis, this analysis suggests three additional national‐level factors at play: fused ballots, the electoral threshold for proportional representation seats, and the existence of compulsory voting laws. Regression analysis on an original dataset covering 90 mixed system elections in 23 countries (1990–2012) finds that while mixed member majoritarian systems correlate with fewer district candidates, these three often overlooked factors are also statistically significant. This analysis highlights the complexity of mixed systems and suggests why many of them diverge from Duverger's Law. 相似文献

The literature on party system fragmentation emphasizes how political institutions and social cleavages shape the long-term development of the party system, but short-term swings in economic performance could change the level of electoral fragmentation by affecting the concentration of the vote in the executive. Time series data from presidential elections in 59 countries and from district-level legislative election contests in 22 countries show that a growing economy is negatively associated with the effective number of parties winning votes: a strong economy leads to a slight reduction in fragmentation as the ruling party consolidates its rule while a weak economy tends to disperse votes among alternatives to it. But the effect of economic performance relative to political institutions and the incumbency advantage is at the margins. The modest size of this effect should remind scholars of the limits of the economy as an overall driver of voter choice. In this paper, we extend a well-trod line of research from congressional and state-level elections—the electoral impact of campaign expenditures and candidate characteristics—to a relatively understudied context, urban mayoral elections. Using a sample of large U.S. cities, we provide evidence that mayoral elections are very similar to elections at other levels of office: there is a tremendous incumbency advantage, one that is overcome only with great effort; campaign spending is closely tied to incumbent vote share but it is challenger rather than incumbent spending that seems to drive outcomes; and challengers are hopelessly outspent. In addition, we find that the effect of local economic conditions on incumbent success is mediated by challenger spending and that incumbent candidates fare better in racially diverse settings. 相似文献

Duverger's Law states the single-member district plurality rules should produce two-party competition. In district-level election races where this expectation holds, what political behaviors—ranging from elites' strategic formation of political parties to voters' strategic abandonment of losing candidates—account for these outcomes? Using data from state elections in India, this article demonstrates that no single mechanism accounts for most electoral outcomes consistent with Duverger's Law. However, mechanisms related to the behavior elites, far more than voters, produce convergence on two-party competition. This article uncovers relatively little evidence of outcomes driven by strategic voting, instead finding that much of the convergence on two parties is attributable to various forms of strategic entry in which parties selectively field candidates in certain races. In particular, elite collusion—when multiple parties coordinate on where to field candidates—is especially important. This article uses data from the 2008 Cooperative Congressional Election Study to explain weak support for public financing of congressional campaigns. Previous studies lack theory to explain variation in support and use a flawed measure of the dependent variable. We argue that low support reflects a failure resulting from a collective action dilemma. Citizens desire a campaign finance system that weans politicians from private donors, but are unwilling to pay a small amount in taxes to support public financing. In contrast to conventional wisdom, we show that support for public financing is highest among those perceived to benefit the most from the current system. Our results suggest that most Americans would rather not pay for politics, and that reform proposals must avoid incurring transparent costs on individual citizens to pay for reform. 相似文献

Abstract This article has as its main purpose to demonstrate that three main factors considered as keys to a successful political campaign remain the same around the globe. These basic factors are: (a) that campaign methods drawn from and designed in the USA can be adapted to needs of campaigns implemented in foreign countries; (b) the importance of polling; and, (c) that successful strategy planning and implementation depends on the candidate's attitude and cooperative spirit. The relevance of these factors is exhibited through a case study, the successful campaign strategy of an independent candidate for the post of the mayor in the city of Serres in Northern Greece during the 2002 Greek municipal elections. 相似文献

Many scholars have examined the nature of campaign advertising strategy across differing contexts in U.S. elections. Little attention has been devoted to exploring the incentives that candidates face to appear — or not — in their own advertisements. We argue that candidates should seek to distance themselves from potential backlash stemming from more negative messages by not appearing in negative ads. We also expect that candidates should be more likely to appear in advertisements aired during primary elections relative to general elections because candidates should use ads in this election stage to introduce themselves to voters. Furthermore, incumbents should be less likely to appear in ads than other candidates because their constituents should not need to be introduced to them. Data on candidate-sponsored television advertisements collected across four years for four different offices provides support for our expectations and suggests that candidates make strategic decisions about when to appear in advertisements. 相似文献

This article critically examines the concept of ‘accountability’ as it is understood in two‐party systems and majoritarian democracy – namely the ability of voters to remove governments that violate their mandates or otherwise perform poorly. Voters’ capacity to ‘throw the rascals out’ is one of the main normative appeals of two‐partism and the single‐member plurality (SMP) electoral system. However, this article uses a spatial model to show that in at least two types of situation voters are left in a bind when confronted with a mandate‐breaking governing party: (1) when both major parties undertake unexpected non‐centrist shifts in opposing directions after an election, leaving centrist voters with an unappealing choice; and (2) when a governing party that had won an election on a non‐centrist platform undertakes a post‐election shift to the centre, leaving its more radical supporters dissatisfied. In each case, voters have four imperfect options: punish the governing party by throwing the rascals out, but in doing so vote for a party that is ideologically more distant; abstain, and withdraw from the democratic process; vote for a minor party that has no hope of influencing government formation, but which might detach enough votes to allow the ideologically more distant major opposition party to win; and forgive the governing party its mandate‐breaking. All of these options represent accountability failures. The problems are illustrated with two case studies from two‐party systems: the United Kingdom in the mid‐1980s and New Zealand in the period 1984–1993. In both instances, many voters found it difficult to ‘throw the rascals out’ without harming their own interests in the process. The article concludes that accountability may sometimes be better achieved if voters can force a party to share power in coalition with another party in order to ‘keep it honest’ instead of removing it from government completely, as can happen in multi‐party systems based on proportional representation. Thus, although two‐partism based on plurality voting is normally regarded as superior to multi‐partism and proportional representation on the criterion of accountability, in some instances, the reverse can be true. Scholars have known for years that many Canadian voters hold different partisan loyalties at the federal and provincial level. In this paper, I address the question of whether provincial party loyalty has an effect on federal level vote choice above and beyond the effects of federal level party loyalty. I also examine whether provincial party loyalty is enough to explain the persistence of the ‘two-party-plus’ system in Canada. In order to address these questions I construct a series of multinomial logit models of federal vote choice in the 1993 and 2000 Canadian elections. I conclude that provincial party loyalty does have an effect on federal level vote choice, but that this influence is not enough to explain the persistence of the ‘two-party-plus’ system. 相似文献

The 2012 Mongolian parliamentary election was historical as a new mixed-member majoritarian system was implemented. Compared with 2008, or even 2004, the 2012 election outcome indicates an at least tentative disruption of the bipolarisation of electoral politics in Mongolia. However, unlike in the past when the fragmentation of the party system was caused by the parties of the so-called “democratic camp”, the latest split occurred within the so-called “post-communist camp”. The presidential election took place on 26 June 2013. Tsakhiagiin Elbegdorj of the Democratic Party was elected president and for the first time since the democratic transition of 1990, most executive and legislative powers shifted to the Democratic Party. 相似文献

The assignment of ministerial portfolios to parties is one of the most contested and consequential processes in coalition politics. Accordingly, a great deal of scholarship has investigated how many portfolios different parties obtain in coalition negotiations as well as which parties are assigned which portfolios. However, to our knowledge, no one has ever examined how voters perceive the outcomes of this process – perceptions which must be fundamental to any assessment of policy responsibility in systems with coalition government. This article uses original survey data from four Western European countries to examine voter perceptions of the distribution of cabinet portfolios across parties. In addition to describing the extent to which voters know this distribution, the article also examines whether their perceptions are consistent with a number of different heuristics that voters might use to infer characteristics of the cabinet portfolio distribution. The results suggest that many voters use party role and size heuristics to infer the number of portfolios allocated to different parties as well as an ‘importance rule’, a ‘topical affinity rule’ and a ‘historical regularity rule’ to infer which parties hold which portfolios, but also that a significant number of voters have direct knowledge (not inferred using heuristics) of which parties hold which ministries. 相似文献

How responsive are political parties to the issue priorities of voters? While there are numerous studies that examine policy position congruence between parties and voters or government responsiveness, we know little about the extent to which parties adjust their policy priorities to the issue concerns of voters. Following saliency and issue ownership theory, we argue that political parties listen to their voters by emphasizing policy issues in their election manifestos that have been prioritized by citizens. However, in line with second-order election theory, we expect that issue responsiveness varies with the electoral context. To test our theoretical expectations, we generated a novel dataset that combines data on issue attention of political parties from the Comparative Manifesto and the Euromanifesto projects with data on policy priorities of voters from the European Election Studies, the Comparative Study of Electoral Systems and various national election studies. We empirically test our theoretical claims based on a comprehensive analysis of 104 parties from 17 countries competing in 84 national and European elections from 1986 to 2011. The paper assesses the influence of electoral rules on vote choice and election outcomes using a quasi-experiment conducted during a recent Canadian provincial election. Respondents were invited to vote under three voting systems (first past the post, alternative voting and proportional representation) and to answer a short questionnaire. We examine how the distribution of votes and seats is affected, and we ascertain how much of the total difference is due to psychological and mechanical effects. We find that a PR system would have increased legislative fractionalization by the equivalent of one effective party and that the mechanical effect is much more important than the psychological effect. As for AV, its mechanical and psychological effects act in opposite directions. 相似文献

While scholars have closely examined the intensification of negative affect across party lines during elections, less is known about the decline of partisan hostility in the aftermath of election campaigns. Synthesizing insights from research on electoral rules and political psychology, we theorize and empirically test two such mechanisms of post-election negative affect decline. The first is that of winners' generosity: the expectation that self-perceived election winners will express warmer feelings towards political opponents. The second is that of co-governance, which predicts that shared coalition status leads to warmer affective evaluations among governing parties. We provide evidence that these mechanisms operate as pressure valves of negative partisan affect. We also show that while co-governance reduces negative affect between parties who govern together, it fuels negative affect among supporters of opposition parties. The empirical analyses leverage a uniquely uncertain political period following the 2021 Israeli elections, around which we conducted an original panel study. Our findings advance the comparative polarization literature and connect psychological and institutional accounts of temporal fluctuations in partisan affect. 相似文献

MPs are elected as delegates of their electoral district to represent their constituents' interests. Geographical representation is considered a central quality indicator for legislative systems. Yet whether the strategic use of geographic representation is affected by tactical campaign considerations has received less attention. The availability of social media data on a fine-grained level allows us to fill this gap by studying the following question: To what extent do politicians strategically use geographic representation during electoral campaign and non-campaign times? I combine literature comparing campaign and non-campaign periods with studies on strategic incentives for MPs to geographic representation. Empirically, I rely on quantitative text-analytical tools to study German politicians’ tweets from the entire 19th legislative period (2017–2021). My findings have important implications for the geographic representation literature as they imply that MPs use geographic references strategically, especially during campaign periods. Prospective competitive districts receive substantially more political attention already during non-campaign periods, yet further amplified during electoral campaigns. 相似文献

Recent work finds that a decline in the incumbency advantage coincides with the rise of partisanship as a determinant of congressional electoral outcomes. While this work updates our view of congressional elections, it is unclear if this holds in the more candidate-centered and high-information electoral context of the U.S. Senate. In this paper, I address these two considerations by evaluating a theory positing that polarization conditions the influence of incumbency and partisanship as Senate election determinants. Using data on the entire direct-election Senate era and survey data, this paper finds that: (1) polarization provides a partisan advantage for candidates running in states in which they are members of the partisan majority and (2) polarization positively conditions the incumbency advantage for Senators representing states that favor the other party. These findings suggest that Senators may still successfully cultivate a personal brand in the face of growing ideological differences between the parties. 相似文献

Inter-election volatility is essential for the functioning of democracy. In accounting for the underlying processes prior research focused on campaign volatility, while neglecting between-campaign volatility. This neglect is not warranted however. Between-campaign periods may include multiple events that set the stage for electoral competition and shape citizens' political cognitions, attitudes and party preference until the next election. Depending on the flow of political communication, between-campaign periods may considerably contribute to inter-election volatility. Drawing on a data set from an intra- and inter-election panel survey conducted in the 2009 and 2013 German federal elections, the evidence suggests that between-campaign changes in party preferences and political attitudes were at least as important as within-campaign changes in contributing to inter-election switching. Moreover, political involvement is less powerful in conditioning electoral volatility than suggested by conventional wisdom. The analysis thus provides a first step toward a general account of inter-election volatility. 相似文献

Two years into the first term of the right wing Conservative/Progress Party coalition government, the 2015 Norwegian local elections displayed many features of a ‘second-order’ election: the governing parties lost considerable support, minor parties did well and voter turnout was low. For the second local elections in a row, political circumstances prevented the far right Progress Party from mobilizing on the anti-immigration issue, adding to the burdens of governing nationally for the first time. The Green Party leveraged its 2013 entry into the national parliament into record support, consolidating the progress made in the 2011 local elections. There is a debate in the literature on referendum voting as to whether these occasions are opportunities for voters to express issue preferences in the absence of partisan politics or whether they simply serve as referendums on the current government. In part, this latter, second order account is assumed to be driven by the amount and content of media coverage, and hence information about the referendum, that is available to voters. In this paper, we address the second order question and demonstrate that holding elections concurrently both reduces the amount of media attention to the second order contest—the AV referendum in Scotland, Wales and Northern Ireland where national elections were held—and moderates media priming, thereby affecting the salient cues in the decision making of voters in those contexts. 相似文献

Abstract The abiding motif of election campaigns in the USA is not the spot ad, nor the candidate debate, nor even the campaign Web site, but instead remains the campaign button. It should be consigned to history by fast paced development of campaigns into modern technologies, but there are still hundreds of designs produced quadrennially for national campaigns, and many more for races at all levels. Even if the life of the campaign button is coming to a close, it has been a long run, from the brass buttons of 1789, to the tiny framed daguerreotypes of the mid-19th century, through the celluloid buttons of the 1890s, to the chip implanted versions of today. But the campaign button is just the most ubiquitous example of the material culture of the US election. It has been modified by changes in artisan skills, industrial production, bulk availability, the changes in inexpensive materials and manufactures, and cost effectiveness and profitability. Over the same period of time many other artefacts have been used by entrepreneurs and campaigns to bring the candidates and their public together at the same time as making a profit-either financial or political. This article discusses the role of entrepreneurship, changing industrial technology, and the emergence of newly cost-effective materials, as contexts for the creation of the wealth of campaign ephemera that has adapted to change and maintained its place in the campaign for over 200 years. 相似文献
