This paper presents two perspectives on a fundamental issue of elections as mechanisms of democratic accountability. One is the interelection floating voter hypothesis, which implies that it is the least informed segment of the electorate that contributes most to electoral change. The second perspective is from V. O. Key's argument that vote switching is rooted in rational policy concerns. A direct test of Key's formulation of the problem on the Reagan election victories of 1980 and 1984 adds to the evidence supporting Key's perspective. The reasons why some voters hold firm to particular parties and candidates while others switch support is well explained by their different positions on matters of party, policies, and judgments of the candidates. Vote switching is not simply the by-product of an ill-informed segment of the electorate responding to its meager grasp of the short-term stimuli of a campaign. Vote switchers appear to judge the policies and the performance of an incumbent against their best estimates of these qualities in the competing candidate. A great deal of research has suggested that scholarly and popular concerns about low levels of citizen political knowledge are exaggerated. One implication of that research is that political history would have unfolded just as it did even if electorates had been more politically informed. This paper presents evidence that counters these claims, showing an infusion of electorally relevant information in twenty-seven democracies would have likely led to a lot of vote “switching”, ultimately changing the composition of many governments. The paper also directly and systematically examines what we might call the “enlightened natural constituency” hypothesis, which expects lower-income citizens to vote disproportionately for left parties once armed with more political knowledge. While the basic argument about how political ignorance disproportionately affects the left’s natural constituency is not new, the hypothesis has thus far not been tested. What effect do candidates with local ties have on voter turnout and party support? A considerable challenge within the existing literature on the personal vote, including that part which derives from local ties, is disentangling it from the party vote using observational data. We exploit the unique institutional context of Norway’s historical two-round system, and data measured at the municipality level, to evaluate the mobilizational impact of voter attachment to parties versus (local) candidates. Under this system, entry into the second round was unrestricted, with the number and identity of candidates determined by elite coordination decisions. In municipalities where coordination at the district level between rounds resulted in the withdrawal of a candidate with local ties, we document a strong negative effect on both turnout and party support, which highlights the value of the personal vote for mobilization, and the potential trade-offs that confront parties and coalitions in nomination decisions.  相似文献

This paper develops a model of protest voting in which unsatisfied voters may abandon their most-preferred candidate even though he or she has a good chance of winning, in the hope that this signal of disaffection will lead to downstream improvements in that candidate??s performance. We use a spatial model to identify voters whose ideological profile makes protest voting an option, and an expected utility model to identify the conditions under which potential protest voters will in fact use their vote as a signaling device. Aggregate-level data provide suggestive evidence in the argument??s favor.  相似文献

Research about voter turnout has expanded rapidly in recent years. This article takes stock of this development by extending the meta-analysis of Geys (2006) in two main ways. First, we add 102 studies published between 2002 and 2015 to the initial sample of 83 studies. Overall, we document only minor changes to the original inferences. Second, since different processes might conceivably play at different levels of government, we exploit the larger sample to separately analyse the determinants of voter turnout in national versus subnational elections. We find that campaign expenditures, election closeness and registration requirements have more explanatory power in national elections, whereas population size and composition, concurrent elections, and the electoral system play a more important role for explaining turnout in subnational elections.  相似文献

Elections to regional assemblies have become increasingly important as the power and responsibilities of regional governments have increased. Yet, few studies have attempted to explain the considerable variation in turnout in regional elections from one region to another. This article conducts a cross-sectional examination of voter participation in regional elections across nine multi-level OECD states between 2003 and 2006. It contends that standard models of voter turnout in national elections are insufficient to explain variation in turnout in regional elections and argues for the use of independent variables tailored to capture variation across regional communities and regional political institutions. Our findings suggest that variations in the strength of political autonomy and the strength of attachment to the region among the electorate have a strong and positive impact on the level of turnout in regional elections.  相似文献

This paper attempted to demonstrate that a rational voter model as derived by Barzel and Silberberg (1973) can be used (with modifications) to explain third party voting in presidential elections. The empirical findings strongly suggest that the rational voter model is applicable in explaining third party voting. This conclusion likewise suggests that people who vote for third parties do so under similar motivations as people who vote for the major parties. Thus, people do not appear to regard votes for third parties as wasted votes or engage in the voting process in an irrational fashion. Lastly, votes for third parties represent the transmission of individual preferences by people who believe that their vote is important and that in the aggregate their signal may be interpreted as a signal to alter the direction of current policies as run by the major parties. Therefore, it does not appear from the evidence presented here that we should distinguish between or treat differently voting participation for the major parties versus the minor or third parties in presidential elections.The author expresses appreciation to Charles Campbell, Gary Pecquet, Paul W. Parties with left-wing positions on economic issues and right-wing (i.e., authoritarian) positions on cultural issues have been historically largely absent from the supply side of the policy space of Western European democracies. Yet, many citizens hold such left-authoritarian issue attitudes. This article addresses the hypotheses that left-authoritarian citizens are less likely to vote, less satisfied with the democratic process and have lower levels of political trust when there is a left-authoritarian supply gap. Using data for 14 Western European countries from the European Social Survey 2008 in the main analysis, it is shown that left-authoritarians are less likely to vote and exhibit lower levels of satisfaction with democracy and political trust. A supplementary analysis of national election studies from Finland before and after the electoral breakthrough of the left-authoritarian True Finns Party in 2011 indicates that whether left-authoritarians participate less and believe less in the efficacy of voting is contingent on the presence of a strong left-authoritarian party. This study illuminates how constrained party supply in a two-dimensional policy space can affect voter turnout as well as political support, and has broader implications for the potential further rise of left-authoritarian challenger parties.  相似文献

While scholars have generally acknowledged that coalition governments are less accountable to voters than single party majorities, surprisingly little differentiation is made among different types of coalition governments. In this paper, we examine voter support for two very different types of coalition governments: those with a single large party and a junior partner and grand coalitions—governing coalitions between two large but ideologically dissimilar parties. We argue that grand coalitions differ from the more typical senior–junior partners in terms of the ability of individual parties to respond to their constituencies. We test this argument using survey data from four German Election Studies (GES), before and after each of the two German grand coalitions (1965, 1969, 2005, and 2009), which provide a unique opportunity to compare voter support for grand coalitions to those of the more typical senior–junior party model. We find evidence that voters responded to grand coalitions by moving away from their traditional voting patterns, and increasing their support for parties outside of the grand coalition, although this effect varies by the number of alternative parties.  相似文献

We present a unified model of turnout and vote choice that incorporates two distinct motivations for citizens to abstain from voting: alienation from the candidates, and indifference between the candidates. Empirically, we find that alienation and indifference each motivated significant amounts of voter abstention in the 1980–1988 U.S. presidential elections. Using model-based computer simulations—which permit us to manipulate factors affecting turnout—we show that distinguishing between alienation and indifference illuminates three controversies in elections research. First, we find that abstention because of either alienation or indifference benefited Republican candidates, but only very modestly. Second, presidential elections involving attractive candidates motivate higher turnout, but only to the extent that abstention stems from alienation rather than from indifference. Third, paradoxically, citizens’ individual-level tendencies to abstain because of alienation are strongly affected by their evaluations of the candidates’ policies, whereas aggregate turnout rates do not depend significantly on the candidates’ policy platforms.  相似文献

Voters behave differently in European Parliament (EP) elections compared to national elections because less is at stake in these ‘second‐order’ elections. While this explains the primary characteristic of EP elections, it has often led to a conflation of distinct motivations for changing behaviour – namely sincere and protest voting. By distinguishing these motivations, this article addresses the question of when and why voters alter their behaviour in EP elections. In addition, it argues that the degree of politicisation of the EU in the domestic debate shapes the extent to which voters rely on EU, rather than national, considerations. These propositions are tested in a multilevel analysis in 27 countries in the 2009 EP elections. The findings have important implications for understanding why voters change their behaviour between different types of elections.  相似文献

This note evaluates relative ability of the proximity and recently proposed directional variants of the spatial model of voter choice to account for candidate evaluations in US presidential elections contested between 1980 and 1992. I do this by estimating a statistical model that represents voter preference for a candidate as a weighted average of proximity and directional components. The analysis corroborates previous studies supporting the directional model, but illustrate that these results are sensitive to statistical specification. Alternative methodological specifications favor a mixed directional-proximity model and the traditional distance representation.  相似文献

Using data from the Comparative Study of Electoral Systems, this paper examines differences between West and East European countries in their levels of satisfaction with the way democracy works. Compared to East European countries, satisfaction levels were considerably higher in Western countries (West Europe, North America, and Oceania). Moreover, there was considerably greater inequality in the distribution of satisfaction in East European, compared to Western, countries. When these facts were combined to construct “equity-sensitive” satisfaction averages, the gap between Western countries and East European countries was even greater than suggested by a comparison of average satisfaction levels. This raised the question of why satisfaction levels varied so markedly between these two sets of countries. A logit model suggested that a number of factors were important for determining whether people were satisfied with the way democracy worked in their countries. While there was a difference between Western countries and East European countries in their endowments of these satisfaction-inducing factors (income, gender, participation, education, among others), when the equations were estimated separately for the Western countries and East European countries, the coefficient responses associated with several of these factors also differed markedly between the two groups.  相似文献

A major problem facing students of electoral behaviour is the scarcity of data on individual behaviour. Election results are reported only for aggregates; access to individual voting returns is not possible under secret ballot arrangements. Survey data, because of relatively small sample sizes, do not allow one to study local influences. To obtain detailed survey estimates of local flows of voters between parties would require resources far beyond the means of any academic or survey organization. The contents of analysis is therefore closely prescribed by available data, and there are many areas of relative ignorance about the geography of voting, most of them stemming from the absence of relevant data (Johnston, 1985). Having to rely almost entirely on aggregate data means that most areal election studies involve what are known as ecological methods. In this context, the ecological fallacy of reading into the data inferences about individual behaviour that may be unwarranted is an obvious danger.  相似文献

This paper examines the decision to vote or not vote in experimental elections. We replicate the important findings of Duffy and Tavits (2008), though with a different design. Our results support their finding, that is, turnout is affected by the belief that one's vote counts and that overestimation in the perception that one's vote counts does not disappear completely over time. Going beyond previous research, we also find that turnout is not higher under a proportional system than under a plurality system, as well as that beliefs about being in a pivotal position have a greater impact on turnout among the risk averse.  相似文献
