Critics of giving citizens under 18 the right to vote argue that such teenagers lack the ability and motivation to participate effectively in elections. If this argument is true, lowering the voting age would have negative consequences for the quality of democracy. We test the argument using survey data from Austria, the only European country with a voting age of 16 in nation-wide elections. While the turnout levels of young people under 18 are relatively low, their failure to vote cannot be explained by a lower ability or motivation to participate. In addition, the quality of these citizens' choices is similar to that of older voters, so they do cast votes in ways that enable their interests to be represented equally well. These results are encouraging for supporters of a lower voting age.  相似文献

The UK's second nationwide referendum, held in May 2011, offers rich opportunities for analysing the dynamics of a referendum campaign. The articles gathered together in this symposium address three themes. The first concerns the determinants and dynamics of public opinion during a referendum campaign, the second relates to the potential for interaction between the referendum and simultaneous elections, and the third focuses on coverage of the referendum in the media. Following a brief outline of the background to the referendum, this paper introduces the contribution that each article makes to these themes.  相似文献

What affects public support for electoral reform? How does experience with different electoral systems affect people's willingness to support electoral reform? Given the salience of changes to election rules even when they are passed via the legislature and the increasing use of referenda as alternative mechanisms for change, these questions are critical to understanding when electoral reform will occur. I argue that experience (specifically, with an electoral system similar to that under consideration) affects public opinion by reducing uncertainty about the likely effects of reform and thus affects support for reform (although the direction of the effect depends on partisan bias). Moreover, I argue that experience is most important in the absence of strong party cues. I leverage subnational electoral system variation in the United Kingdom and find that experience does affect support for reform — negative experiences decrease support for reform. The results have implications for the possibility of electoral reform in the UK and beyond.  相似文献

In December 2005, Italy's mixed-member electoral system was replaced with a system of bonus-adjusted proportional representation. The reform conformed with rational-choice models in that it was imposed by the ruling coalition, which sought to bolster its own power interests. But the case illustrates the impossibility of reducing such power-based motivation to a single goal, such as seat maximization. Power is shaped by many factors, and electoral systems influence many of these. This article develops a theoretical framework for understanding the various power-oriented considerations that may operate in electoral reform. It then analyses the role these played in Italy. It argues, in particular, for the need to take account of coalition dynamics when studying such processes.  相似文献

Many electoral systems constrain voters to one or two votes at election time. Reformers often see this as a failing because voters' preferences are both broader and more varied than the number of choices allowed. New electoral systems therefore often permit more preferences to be expressed. In this paper we examine what happens when cumulative voting is introduced in two German states. Even when we allow for tactical considerations, we find that the principle of unconstrained choice is not widely embraced by voters, although in practice, too, many seem to have preferences for more than just one party. This finding has implications for arguments relating to electoral reform as well as how to conceive of party affiliations in multi-party systems.  相似文献

Carey and Shugart (1995) offer a four component composite index of “incentives to cultivate a personal vote.” We argue that this index, while tapping important aspects of electoral system choice, is best regarded as encompassing two distinct dimensions: degree of party-centeredness of the electoral system, on the one hand, and incentives for “parochial” behavior on the part of legislators, on the other. Also, while we have no problem with the three indicators used by Carey and Shugart to measure party-centeredness; to measure parochial incentives we prefer to use a new measure, E (Grofman, 1999a) of the size of a legislator's electoral constituency, rather than using district magnitude, m, as a proxy for a the size of a legislator's geographic constituency, as Carey and Shugart do. In the conclusion to the paper we argue that the degree of similarity between any two electoral systems will depend upon the research question at issue, and that the expected degree of proportionality of election results is only one of the many political consequences of electoral laws to which we ought to be paying attention.  相似文献

A central tenet in the electoral systems subfield is that parties, when in power and motivated by partisan interest, seek desired outcomes via the strategic adoption of electoral rules. Such a focus, however, omits a key point: electoral rules also distribute power among geographic units. If, within a party, the partisan and geographic interests of some members conflict, then the canonical relationship between partisanship and rule choice may be conditional. The U.S. electoral college provides an opportunity to test for such intra-party variation, because it advantages some states over others and thus makes salient geographic allegiances. Using an original dataset on one reform proposal—the National Popular Vote Interstate Compact (NPVIC)—I find evidence of competing loyalties. Although NPVIC advances furthest when Democrats control state lawmaking, a state's status as a swing—but not as an overrepresented—state weakens the relationship to the point where even Democrats are unlikely to aid NPVIC.  相似文献

This article examines the forces shaping changes in the number of parties between consecutive elections. We argue that the transaction costs in electoral coordination depend on the turnout level in the previous election. The greater the number of peripheral voters entering the electorate, the less likely a substantial change in the distribution of partisan support in the subsequent election. The argument is tested using data for 313 parliamentary elections in 63 countries from 1990 to 2011, and two cases studies of countries using compulsory voting (the Netherlands and Australia).  相似文献

This paper shows the pattern of diffusion of a tool of protest – blank and null voting (BNV)– in the context of Spanish national elections. It shows how the 2004 protest mobilization by Batasuna (a Basque nationalist party) predicts null voting by identifying the relationship of this form of protest with both the level of grievance of the population and the political resources of the mobilizers. The paper then demonstrates that this large and visible use of a protest tactic is followed by a heterogeneous diffusion process after the main mobilized protest event and beyond the supporters of the original mobilizer. In the 2008 national election, across Spain, citizens with grievances toward the political system and, most importantly, with political affinity with the initiators were the ones to update their individual protest repertoire with this electoral protest tool.  相似文献

Recent findings from the US indicate a clear positive causal effect of past eligibility on voting in subsequent elections. Based on individual-level register data from four elections held in Denmark and Finland, we find that past eligibility either decreases voting propensity or has a zero effect among young voters. The hype associated with the first elections thus appears to cancel out the habit among young adults in countries where the institutional barriers against voting are weak. Moreover, differences across the types of elections can be noted. The negative effect of past eligibility is strongest in elections characterized by low saliency, implying that high-salient elections mobilize all voters equally and therefore narrow the gap between first and second-time eligible voters.  相似文献

Recent elections in Europe have shown that a context of increasing citizen distrust towards democratic institutions may lead to very high levels of electoral volatility and to the emergence of new parties. On the other hand, institutional reforms are sometimes presented as a solution to citizens’ discontent with political institutions. Focusing on a specific type of political institution ? electoral systems ? the question addressed in this study is whether high levels of electoral volatility may trigger electoral reforms. The article investigates the conditions under which reforms affecting the electoral system’s degree of openness to new parties were enacted in 25 European countries between 1945 and 2012. The findings demonstrate that volatility due to the emergence of new parties is the most powerful explanation to account for the introduction of electoral reforms, particularly those that hinder the entry of new parties into the system.  相似文献

The steadily rising share of older voters could lead to them gaining an ever increasing level of political representation compared to younger voters not only because of the imbalance of numbers between the young and the old, but also because turnout rates among the old have always been above-average. The latter argument only applies if the so-called life cycle effect is assumed to be dominant. However, diverse socialisation backgrounds, captured by the cohort effect, also have to be taken into account. It is also unclear what the interplay of these two effects of time implies for future aggregate turnout. Focusing on the German case, we base our analyses on the Repräsentative Wahlstatistik (Representative Electoral Statistic, RES) and population forecasts to estimate consequences of the demographic shifts for all federal elections from 1953 until today, as well as for future elections. First, we calculate life cycle, cohort and period effects on turnout for previous elections by using cohort analysis; second, we apply these net effects to the future age distribution under certain assumptions concerning life cycle and cohort effects. Our results show that the recent decline in turnout is in particular due to negative period effects and (in West Germany) to a minor extent also due to consequences of cohort replacement, whereas changes in the age structure have had a positive effect on turnout since 1990 in both parts of Germany. Additionally, our forecasts suggest that turnout rates will decline and that the over-representation of the old will continue until around 2030 and diminish afterwards in a 'greying' population.  相似文献

This paper analyses the quality of debate surrounding the UK's 2011 electoral reform referendum as represented in the print media. It first considers how debate quality in the context of a referendum campaign may best be conceptualized. It then uses content analysis of media coverage to investigate three aspects of that debate: its quantity; the balance between Yes and No arguments; and the quality of reason-giving. It finds that the quantity of debate was comparable to other recent electoral reform referendums. Coverage was predominantly, but not overwhelmingly, hostile to change. The different indicators of the quality of reason-giving present a mixed picture. The paper concludes by considering how the analysis could be extended through further comparison with other cases.  相似文献

The association between education and voter turnout is well-established in almost a century of research. The causal status of this correlation, however, is still subject to debate. Results in the previous literature differ substantially, and this may reflect both methodological differences and heterogeneous effects across populations or types of elections. This study addresses the question using a discordant twin design and variance decomposition methods with validated turnout data for both first- and second-order elections in a large sample of Swedish twins, paired with population-wide sibling data. Results show that education does not have an effect on national electoral turnout, but does have an effect on turnout in the European elections. Furthermore, the association between education and turnout is shown to be affected by substantial genetic confounding, which leaves a non-trivial amount of bias even in sibling based designs. This underscores the importance of taking genetic confounding seriously in observational research.  相似文献

Accurate expectations about the outcome of elections play a central role in psychological and economic theories of voting. In the paper, three questions about voters’ expectations are investigated. First, we identify and test several factors that influence the overall accuracy or quality of voters’ expectations. Second, the phenomenon of “wishful thinking” is tested and confirmed for expectations about the electoral performance of individual parties and coalitions. Finally, two mechanisms how expectations might influence voting behavior are identified and tested. Based on surveys from Austria and Germany, the results suggest that voters not only rely on expectations to avoid casting “wasted” votes for parties without electoral chances, but that they are able to engage in fairly sophisticated strategic coalition voting.  相似文献

Estimates of static nationalization do not always reflect stark qualitative differences between parties. We use a research design oriented around a comparison of sharply different parties—the unstable Democratic Left in Ecuador and the stable Broad Front in Uruguay—to develop the distinctiveness of static and dynamic nationalization. Snapshot measures that only consider a single election suggest that both parties are poorly statically nationalized; but we show that the former case is highly statically nationalized, and that the observed territorial differences arise because it is poorly dynamically nationalized. We adopt the linear mixed modeling approach to reduce the bias in extant estimators. The approach is also informative about the sources of variance in a party's territorial support: relatively stable district attributes account for static nationalization, while features unique to the electoral cycle account for dynamic nationalization. Substantively, our study alters conclusions about parties operating in highly unstable electoral contexts.  相似文献

The effect of being the winner (vs. being the runner-up) on winning subsequent elections has been estimated across a series of countries using regression discontinuity design. We contribute to this literature by incorporating politicians who move across constituencies. The US and the UK are our case studies. UK–US differences are not apparent when comparing estimates of the individual incumbency advantage, i.e., winning the same office in the same constituency. UK–US differences in the career advantage of winning office are almost entirely driven by the ability of the UK’s close-race runners-up to win elsewhere subsequently. Runners-up are more likely to move to safer seats. Marginal winners become locked-in to their seat. In the US, we observe negligible movement across constituencies.  相似文献

Mixed-member proportional electoral systems (MMP) are widely praised because they combine the direct, personal election of MPs from single-seat constituencies with a proportional seat allocation. However, the size of the proportional tier matters for the question of whether the system's overall proportionality is preserved. Hence, a key challenge for constitution-makers and scholars is finding the right balance between district and proportional seats, so as to maximise district representation and guarantee proportional representation.This paper develops the first theoretical model that helps to locate this sweet spot for district and party seats. The novel solution builds on Taagepera's “logical models” about party sizes. The model is tested on 58 national parliamentary elections under MMP rules.  相似文献

This paper highlights the crucial role played by party-specific responsibility attributions in performance-based voting. Three models of electoral accountability, which make distinct assumptions regarding citizens' ability to attribute responsibility to distinct governing parties, are tested in the challenging Northern Ireland context – an exemplar case of multi-level multi-party government in which expectations of performance based voting are low. The paper demonstrates the operation of party-attribution based electoral accountability, using data from the 2011 Northern Ireland Assembly Election Study. However, the findings are asymmetric: accountability operates in the Protestant/unionist bloc but not in the Catholic/nationalist bloc. This asymmetry may be explained by the absence of clear ethno-national ideological distinctions between the unionist parties (hence providing political space for performance based accountability to operate) but the continued relevance in the nationalist bloc of ethno-national difference (which limits the scope for performance politics). The implications of the findings for our understanding of the role of party-specific responsibility attribution in performance based models of voting, and for our evaluation of the quality of democracy in post-conflict consociational polities, are discussed.  相似文献

It is often assumed that the institutional organization of electoral management bodies (EMB) has an impact on the credibility of elections, but this proposition has been difficult to verify empirically. I examine whether the degree of autonomy from the political process of EMB administrators affects attitudes towards elections among citizens and legislators by analyzing mass and elite surveys across Latin America. I conclude that levels of confidence in the electoral process among political elites are higher in countries with politically autonomous EMBs, but this effect is muted in the analysis of citizen attitudes. This association holds after controlling for individual-level determinants of trust in elections and for other relevant country-level predictors in multilevel statistical models.  相似文献
