In recent decades rural violence has escalated in many Latin American countries. Although there is a growing body of literature on the topic, there exist as yet few comparative studies. While there are undoubtedly multiple and evolving causes of violence, this exploratory article focuses on the relationship between sociopolitical violence and agrarian structure and state policy. Particular attention is paid to the impact of agrarian reform and counter-reform experiences on rural conflicts and violence. A contrast is also drawn with countries which have not undergone any significant land reform. The cases discussed are Chile, Peru, Colombia, Brazil, Mexico and several Central American countries (Nicaragua, Guatemala and El Salvador). The complexity of rural violence is demonstrated and the case for further comparative studies is argued, so as to advance our knowledge on the causes, consequences and resolution of violence.  相似文献

Whereas the impact of trade relations on conflict has been studied extensively, this is not the case for the impact of international migration. The latter might influence the size of expected costs and benefits, and hence the likelihood of military conflict between countries. In this paper, we discuss the channels through which bilateral migration can affect the prevalence of interstate military conflict. We then estimate migration’s impact on conflict using bilateral panel data between 1960–2000. We find evidence of a positive and robust impact of South-North and South-South migration on the occurrence of conflict. These effects are even larger when we control for potential endogeneity using a GMM approach.  相似文献

ABSTRACT

Globalization forces are colliding with international and national systems of governance, giving rise to a limited sovereignty of the nation-state. Globalization has also negatively affected poor countries and, in its wake, contributed to violence, hunger, and deprivation despite its powerful technological innovations and new economic, cultural, administrative, and political initiatives. This study conceives globalization, good governance, and the culture of governing as inextricably connected. After reviewing positions by proponents and opponents, the authors conclude that the dysfunctions of globalization are threatening the very foundation of developing nations’ systems of effective governance. Based on a review of developments in countries of the Middle East and South Asia, the authors believe that to serve the transformative process, leading to good governance and democratic development, globalization has to take account of important indigenous value systems.  相似文献

The Philippine labour migration regime has been praised as one of the best examples of government-led migration management in the developing world, with some of the most extensive policies and bureaucratic organisations to manage and protect its citizens working abroad. However, not much knowledge has been accumulated that explains its origins or why it emerged in the Philippines and not in other large-scale migrant-sending countries. Contrary to current explanations that emphasise the economic benefits of labour migration and civil society mobilisation, this paper highlights the migration regime's compatibility with the political economy interests of the country's ruling elites. Bringing together the country's two important political and economic features, oligarchic rule and labour export, this paper suggests that the unique genesis of the Philippines’ migration regime casts doubts on the replicability of the Philippine model in other labour-sending countries as currently pursued by the international development community.  相似文献

Growth in Central and East European countries (CEE) is territorially unbalanced, more so than in most other parts of the EU. The benefits of transformation in these countries have been unequally distributed among particular social groups and territories—with the emergence of highly educated and internationally successful professionals and entrepreneurs located mainly in metropolitan areas on the one hand, and structural unemployment, persistent poverty and social exclusion in peripheral regions on the other. These regional imbalances are characterised by a process of metropolisation that has privileged a handful of dynamic urban centres while exacerbating the structural problems of old industrial regions, vast rural areas and regions located on borders, and especially the EU's eastern borders. Different as they are in social, cultural and geographical terms, these declining or stagnating regions share general problems of economic peripherality and many negative effects of structural change, such as rural depopulation, ‘brain drain’, disinvestment and, frequently, below-average levels of socio-economic well-being. This polarised economic and territorial development within CEE poses challenges not only for the respective countries, but also for European cohesion.  相似文献

Abstract

Through exploration of definitional issues and current migration realities, this article discusses ways in which emphasis on the international dimensions of social work with immigrants and refugees offers opportunities to improve practice and to enhance the relevance of international social work to the profession. The international character of present day migration is illustrated through discussion of the transnational family and the economic and other relationships that tie immigrants to their countries of origin. ABSTRACT

The relationships between economic growth and planning strategies have been debated in different disciplines of social science. However, the emphasis has been more on structural and theoretical assumptions of planning and economics at the expense of other important non-economic and institutional factors that include social, cultural, political, and administrative dimensions. To explain the different approaches and outcomes of development planning, one needs to examine other factors that influence the nature of these plans and why they have been adopted. Using rigorous systematic and thematic review of government reports, academic publications and data from international organizations, this comparative study reveal the unique role non-economic factors play in countries’ development. It has been revealed that these factors not only influence the nature of planning strategies adopted by governments but also affect how these plans are implemented. Since South Korea and Turkey have achieved impressive economic growth over the last half a century, they have been selected as a case study to examine the role non-economic factors in their respective developments.  相似文献

This article investigates the micro-level considerations leading to the decision to migrate within the former Soviet Union. By conducting a survey and focus group of minorities in Tashkent, Uzbekistan, it specifies hypotheses from the theoretical literature on migration centred on political/national and economic factors and their interaction, and then tests them in the field. The results indicate that economic factors were of primary importance in explaining people's decisions and political factors were rarely sufficient to produce migration. Nation-building and everyday nationalism influenced migration decisions only insofar as they affected people's material well being, by creating language barriers and facilitating the preferential treatment of locals over minorities in receiving employment. The most decisive factor was the perception of overall economic decline that decreased people's standards of living and diminished their prospects for employment and opportunities for their children. Researchers must therefore pay more attention to the effects of structural decline on individual households and the interaction of political and economic factors in the decision to migrate.  相似文献

Abstract

The globalization of international labor migration is manifest in all countries now engaging in migration systems that are growing in size and complexity and producing an increasing diversity of flows. Furthermore, many of the processes that create and drive these systems operate on a worldwide basis, the consequence of economic globalization, capital mobility and widespread realization by governments that human resources can be traded for profit like any other resource.

This paper looks at Ghana's immigration policy in the light of its economic situation. It characterizes Ghana's immigration policy as geared towards using immigration to attract critical foreign investment, transfer of technology and human resource capital/skills for socio-economic development. Running concurrently is the policy to prevent illegal immigration, transnational crime, economic exploitation, social corruption and human trafficking.

The paper concludes that when the economic situation of Ghana was buoyant in the 1960s it attracted many immigrants especially from neighboring West African countries, however when the country's economy saw a down turn, immigrants were used as a convenient scapegoat and many were expelled. The irony though is that while the current poor economic situation of Ghana has made Ghanaians to immigrate to other countries, the political stability of the country does attract other West Africans and non-Africans and it is affording the country the opportunity to streamline its immigration and citizenship laws.  相似文献

ABSTRACT

International labor migration is one of the most salient features of the modern globalized world. However, the phenomenon has its roots in some earlier periods in human history. Africa is traditionally a sending continent of all types of migrations, voluntary or forced. This study examines the above-mentioned issues through the mounting phenomenon of migration of single independent women in search for better economic, social, or political conditions across the boundaries of their home countries. In the past, African women migrants were only spouses or dependent family members. But as modernity swept most African societies, with rising unemployment rates, there is evidence everywhere in Africa that women labor migration is a growing phenomenon that deserves to be understood in the context of current gender-related research. This work explores these issues further, focusing on the experience of Ethiopian women labor migrants to Kuwait, within Gulf Cooperation Council, an area with a shared socio-economic background. In addition to numerous difficulties already facing labor migrants, Ethiopian women suffered greater degrees of gender-based violence, underpayment, and trafficking, to mention only few aspects of human rights violations. This situation could be attributed to the fact that most of these women fall under the category of unskilled and/or illiterate migrants, as irregular migrants who are employed within the private sector, outside the purview any legal or labor regulatory authorities.  相似文献

Partnerships in international migration governance promise a cooperative approach between countries of origin, transit and destination. The literature has generally conceptualised migration partnerships as a policy instrument. This article suggests that understanding the broader transformations taking place in international migration governance under the rubric of partnership demands a novel analysis. Using a governmentality perspective, I interpret migration partnerships as an instance of neoliberal rule. Focusing on the convergence of international migration governance between the international realm and the European and North American region in particular, I demonstrate that the partnership approach frames international migration governance so as to enlist governments, migrants and particular experts in governing international migration, and invokes specific technologies of neoliberal governing which contribute to producing responsible, self-disciplined partners who can be trusted to govern themselves according to the norms established by the partnership discourse. The partnership approach is not a mere policy instrument; it goes beyond the European region and has become an essential element of the governance of international migration.  相似文献

In this article, we test the prevailing statist argument about the state’s contribution to economic development in less developed countries (LDCs). State power in terms of centralized control of societal resources has been long considered a primary factor for economic growth. From the embeddedness perspective, the state’s effective embedding in the economy advances productive growth, while state power actually operates as a structural precondition of such policy action. Featured in our measurement are representative and financial embeddedness (operationalized as the central government’s tax income and its lending to the private sector and local states, respectively). The empirical testing is based on a pooled cross-national data of sixty-one underdeveloped countries. As indicated from modeling both manufacturing growth and increase in GNP per capita as dependent variables (during the period 1975–1990), the state power variable does not produce expected growth outcomes. However, two embedded state measures display significant but sectorbiased growth effects only for manufacturing production. Herein we further compare strong state power countries with weak ones, concluding that state power serves as a structural prerequisite so that late industrialization for LDCs can benefit from the growth coalitions in which the central state collaborates with (rather than dominates) actors at the subnational level of society and authorities. Abstract

Global integration has increased the international linkages of financial markets for emerging market countries. A key channel for the international transmission of inflation and economic cycles is from exchange rate movements to domestic prices, known as exchange rate pass-through (ERPT). This article reviews the conceptual, methodological and policy issues connected with ERPT in emerging market and developing countries, and critically surveys selected empirical studies. A key contribution is to categorise and compare the heterogeneous methodologies used to extract ERPT measures in the empirical literature. Single equation models and systems methods are contrasted; frequent misspecifications that produce unreliable ERPT estimates are highlighted. The discerning policy-maker needs to ascertain by which methods ERPT measures were calculated, the controls and restrictions applied, and the time frame and stability of the estimates.  相似文献

ABSTRACT

This study investigates linkages between environmental degradation, globalisation and governance in 44 countries in Sub-Saharan Africa using data for the period 2000–2012. The Generalised Method of Moments is employed as empirical strategy. Environmental degradation is proxied by carbon dioxide emissions whereas globalisation is appreciated in terms of trade openness and net foreign direct investment inflows. Bundled and unbundled governance indicators are used, namely: political governance (consisting of political stability/no violence and “voice & accountability”), economic governance (encompassing government effectiveness and regulation quality), institutional governance (entailing corruption-control and the rule of law) and general governance (a composite measurement of political governance, economic governance and institutional governance). The following main finding is established. Trade openness modulates carbon dioxide emissions to have positive net effects on political stability, economic governance, the rule of law and general governance.  相似文献

This research employs a cross-national design to explore the association between direct foreign investment in agriculture, changes in the agricultural labor force, and political conflict and violence in developing countries. The results reveal different patterns of relationships for Latin American, African, and Asian societies. In Africa, foreign agricultural investments are related to higher employment in the agricultural sector, which in turn is associated with lower levels of political protest. In Latin America, Foreign agricultural investments were directly related to more protest, suggesting a xenophobic nationalist reaction to foreign penetration in this sector. There were no apparent relationships between these variables among Asian states. These results challenge the often-found contention that economic disturbances in the agricultural sector are a fundamental cause of violent uprisings and rebellions. John M. Abstract

This article analyses the nexus between the Caribbean’s manifold vulnerabilities and the direct and structural violence evident throughout the region’s history. It argues that Caribbean states are threatened not only by direct violence but also by the structural violence permeating in impoverished and marginalised sectors of the state–society complex. Both forms of violence are attributable to the historical legacy of colonisation, to US paternalism and hegemonic dominance in the post-colonial era, and to the persistence of the coloniality of power, even after Caribbean states won their independence from European imperial powers. Today, the region is, per capita, one of the most violent areas on the globe. Evidence of concatenated violence is growing across this region, demonstrating the difficulty small underdeveloped states have in addressing threats to their security, independence, economic viability, and continued existence in the intermestic environment within which they operate.  相似文献

This paper focuses on climate-induced migration. We construct a simple theoretical model where, in a first step, climate shocks accelerate the transition from the traditional to the modern sector, leading rural workers to move to urban centres within national borders, while in a second step, downward pressures on wages due to the greater labour supply in cities push people to engage in international migration. To test this hypothesis, we exploit a rich panel dataset, displaying a representative picture of bilateral migration flows and climatic data across 222 countries for the period 1960–2000. Findings suggest that in the next few years the climate-induced growth rate of migrant stocks might be in a range between 8.6 per cent and 12.8 per cent, especially from developing countries, where the level of rural employment is more likely to be affected by climatic shocks.  相似文献
