Elazar made an enormous contribution to the comparativestudy of federalism both by his encouragement of internationalcollaboration among scholars and by the prolific number of hewrote or edited and articles he produced which analyzed theconceptual foundations for federalism internationally. An importantcontribution was the distinction he drew between as a broadgeneric term and the variety of its specific forms such as federations,confederations, federacies. A dominant theme in his recent workwas the notion that in the contemporary world, we seeing a paradigmshift from a world of nation-states to a world of reduced statesovereignty and constitutionalized linkages of a federal orconfederal character.  相似文献

Daniel J. Elazar introduced the covenant idea to political sciencein his four-volume work, The Covenant Tradition in Politics.As he showed, American government and society are indebted tocovenant ways of New England Puritans and their doctrine, "federaltheology". Puritan covenants fostered polities whose framesof government and patterns of civil order established a federalmatrix antecedent to modern American federalism. The moral orientationof covenant has also influenced modern American political thought,as evidenced by the public philosophy articulated by the Rev.Dr. Martin Luther King, Jr. during the Civil Rights Movement(1954–1968). In such works as "The Letter from the BirminghamCity Jail," King challenged his contemporaries' ideas aboutlaw and justice, Americans with an opportunity to examine moderncovenant practice.  相似文献

Ferrel Heady died on August 16, 2006, at his home in Albuquerque, New Mexico. Together with Fred Riggs, he is widely known and respected as one of the founders of comparative public administration. In this tribute to our friend and colleague, we touch on the highlights of his distinguished career as a scholar, an academic administrator, and a person who lived up to his own high standards of honesty and integrity in every aspect of his life. We assess his body of work, attempt to summarize its significance, and reproduce comments about him sent to us by his friends and colleagues. This tribute is accompanied by reflections on Ferrel written by Fred Riggs.  相似文献

Charles Taylor's engagement with Marx and the Marxist tradition has been relatively neglected in the literature on his work. This is a strange omission, because he was not only a pivotal figure in the development of the New Left, but also wrote many pieces which critically engaged with the main principles of Marx and Marxism. This paper re-examines Taylor's engagement with Marxism and thereby exposes a neglected element in his political philosophy. The following themes emerge: the self; Taylor's conception of the affirmation of ordinary life; democracy; ecology; and religion. In one area at least, the affirmation of ordinary life, a crucial element of Marxism is retained and positively endorsed by Taylor. In relation to the other themes, while he raises important issues for Marxist theory, he is, at times, far too quick to dismiss Marx's arguments and also misses similarities between those arguments and his own work.  相似文献

The landmark work of Daniel Elazar spawned a generation of researchsuggesting that regional subcultures produce consequences forpolitical behavior, governance, and representation across theUnited States. However, little attention has been paid to directlymeasuring the degree to which citizens living in particularcommunities actually share particular value orientations thatdiffer markedly from those of citizens living in other communitiesand whether such differences are consistent with Elazar's theory.This article proposes a research program devoted to these questions,offers a methodology designed to address them, and describesa pilot study to that effect. The life stories of migrants are increasingly being told, as part of the work of cultural organizations, and websites are well suited to making such life story projects accessible to the public. However, by using the lives of real people as raw material in a public forum, Web projects raise important questions about the terms on which participants are given a voice. This article focuses on a Danish website which depicts the life stories of migrant men through written texts, audio clips, and photographs. It presents a detailed analysis of the life story of one young man from a Muslim background who has openly declared himself an atheist. The article examines his experience of having this somewhat sensitive story made public. The religious aspect inevitably positioned his story in relation to broader political debates about Muslims in Denmark. Since migrants' stories often touch on highly politicized issues, it is crucial that their stories are not co-opted by societal discourses which they do not themselves support.  相似文献

Alberto Guerreiro Ramos's public life and scholarly works challenge us to rethink and reconceptualize the field of public administration, particularly in this era of public cynicism and theoretical uncertainty. This article examines the historical context of his earlier writings and how they influenced his later scholarly work. As a prominent Brazilian scholar working in the United States, Guerreiro Ramos's "in-betweenness," as he called it, provided him a unique and little-appreciated perspective from which to reevaluate the social sciences. The result was his last book, The New Science of Organizations: A Reconceptualization of the Wealth of Nations, one of the most polemical works published in the field and an examination of the fundamental assumptions of public administration and the social sciences.  相似文献

ABSTRACT

Don Mitchell is one of the most influential contemporary cultural geographers and has long been at the forefront of scholarship on intersections of capital, nature and labor. His work engages the geo-historical processes of landscape co-production and discusses how social, political and labor struggles that formed landscapes have been hidden or erased. Mitchell’s research and work are informed by an urgency to uncover the forces shaping the human–land dialectic. It is difficult not to sense profound urgency at the current political–ecological conjuncture, which is why we turned to Don Mitchell to reflect on his research, intellectual practice and the state of academia and activism today. The first section of the interview centers on Mitchell’s research and the tools and methods he employs in his work. In the second section of the interview, we discuss strategies and tactics in resistance struggles, campus activism and radical scholarship. Infused throughout the interview are the influences that have shaped Mitchell’s unique approach to teaching, research and a critical academic life. Daniel J. Elazar uses the concepts of structure and processto distinguish between federal and consociational arrangements.While the distinction is appropriate and useful, it does havelimitations, and in some respects may be slightly misleading.It is argued here that under certain circumstances, politicalstructures can play an important role in defining or promotingcon-sociational arrangements, even if such structures were originallythe result of social forces. An additional point made is thatin both federations and consociations, the relationship betweenstructure and process is essentially reciprocal. It is suggestedthat more attention be paid to the differences in the kindsof structures found in the two forms of governance and, in turn,how they might be linked to differences in process. At thisstage, it appears that consociations are much more confederalin form, which has certain consequences for the manner in whichconflict is both structured and resolved.  相似文献

Rousseau's arguments often turn on a correct understanding of the relationship between cause and effect. We argue that the principal cause-effect argument of the Discourse is actually the opposite of the one Rousseau appears to posit in his work. Whereas he initially seems to argue that the sciences and arts corrupt morals, his ultimate argument is that the corruption of morals is the cause of the advancement of the sciences and arts and of their corrupting effects. Behind both moral corruption and the advancement of the sciences and arts lies a more remote cause: human pride and the unequal social and political conditions that result from pride and then foster it. Rousseau takes advantage of this complex causal relationship by simultaneously presenting an initial causal argument that gives his essay its paradoxical character and obscuring the ultimate causal argument of the work because of its implications as a critique of political authority and inequality.  相似文献

This approach, centering on thestudy of political culture and the role of ideas in shapingthe performance of institutions, attempts to place values, orconflicts between alternative value systems, at the heart ofdiscussions of political development and change in RevolutionaryAmerica. I deploy both traditional historical argument and quantitativeevidence to demonstrate that the three political subculturesdescribed by Elazar—moralistic in New England, individualisticin the Middle Atlantic states, and traditionalistic in the South—providethe basis for an explanation of factional divisions which appearedin the Congress of the Articles of Confederation.  相似文献

He presents himself as an aspirant to membership in the tradition of the literary-political intellectual represented by such writers as George Orwell, Albert Camus, Lionel Trilling, and Irving Howe. While there exists an extensive body of literature addressing the Armenian genocide, certain gaps persist. The processes and events of the genocide have been unearthed and examined, but genocide is not a phenomenon set in motion by a force of nature. On the contrary, the systematic destruction of Ottoman Armenians was designed and executed by a cadre of individuals, most of whom are little known today. Kurt’s aim here is to recover the story of one such actor from a particular town, Aintab, modern-day Gaziantep—situated on the boundaries of Cilicia (today the southern part of Anatolia) and Syria, near both the Mediterranean Sea and the Gulf of Alexandretta—thereby revealing the perpetrators and their active involvement in the destruction of Armenians at the local/provincial level. Kurt’s article seeks to shed light on such a perpetrator by analysing the objective features of his background and career. Highlighting the human dimension of the genocide allows for an examination of the actors—their motives and their acts—that ultimately bore responsibility for the catastrophic loss of life. Kurt focuses on the life story of Ali Cenani (1872–1934): his background and involvement in the 1915 Armenian deportation and genocide as well as his career in post-genocide Turkey.  相似文献

The success of Hayek's ideas and the political project they served is especially attested by the appreciation and appropriation of his theories by socialist intellectuals whose rehabilitation was one of his life-long preoccupations. His work, however, continues to elicit contradictory epithets such as ‘remarkable consistency’ and ‘irremediable eclecticism’, ‘propaganda’ and ‘social science’. The apparent paradox is underlined by Hayek’s own forceful rejection of dogmatic rationalism and all forms of intellectual and political eclecticism. This paper attempts to relate and resolve these conundrums by re-examining his work in the light of yet a third question that haunted him ever since his youthful conversion from Fabian socialism to militant liberalism, namely how to reconcile the decline of liberal capitalism, considered the freest and most efficient order conceivable, with an evolutionary discourse that precluded such a possibility. By anchoring the discussion in this central question, rather than the customary focus on a particular theory, tradition, discipline or set of privileged texts, this paper demonstrates that both eclecticism and ideological closure are intrinsic to Hayek’s singular quest to advance the cause of ‘progress’ against the permanent threat posed by collectivism.  相似文献

When exploring the intellectual history of a discipline, one cannot help but wonder about the “real” person behind the scholarship. To what extent do personal life experiences influence a scholar's theories, conceptualizations, and expectations? Max Weber, the German scholar whose intellectual curiosity was, at least partially, inspired by strong personal anxieties, became one of the most influential social scientists of the twentieth century. His own intellectual and personal obsessions, along with the efforts of his wife and colleagues to present his work to a larger audience, had much to do with who he was, as well as the body of scholarship that he created.  相似文献

The sense of intellectual rigour that attacted so many readers to the work of Georges Canguihen in the 1960s goes hand in hand with a deep sense of personal honour. He at times hints that there is a direct and necessary connection between the two, and that connection is best illustrated by his comments on the life and work of Jean Cavailles. For Canguilhem, the implacable logic that Cavailles found at work in the history of mathematics provided the ispiration that led him to take up arms in the Resistance. Cavailles exampplifies the extreme point where rigorous philosophy and political action merge in an undertaking against death.  相似文献
