Beyond public administration? HIV/AIDS policy networks and the transformation of public administration in Botswana

What impact has HIV/AIDS had on the structure of public administration and what further lessons do these changes hold for other policy sectors in Botswana? For long, Botswana has had the highest prevalence of HIV/AIDS, bringing many developmental challenges. An under‐researched facet of HIV/AIDS is the effect it had on the public administration in Botswana. Whereas classical approaches to public administration suggest that it is ‘civil’ service organisations that lead in health administration, HIV/AIDS spawned a particular type of organisation, the policy network. In mitigating HIV/AIDS, the policy environment became more fragmented with networks for treatment, prevention, advocacy and research emerging. These networks are made up of entities from the public, private for‐profit and not for‐profit sectors. They participate in the agenda setting, formulation, implementation and monitoring and evaluation of HIV/AIDS policy. Traditional public administration theories cease to hold sway; private actors become engaged in ‘public policy’ and the other way round. Policy is carried out in horizontal arrangements; linking government, business and non‐governmental organisations in mutual inter‐dependences. Health care professionals share policy spaces with the media, social scientists and politicians. New challenges face public policy‐making including co‐ordination problems, fragmented accountability and shared policy spaces. Copyright © 2008 John Wiley & Sons, Ltd.

The re-occurrence of violations in occupational safety and health administration inspections

How well do firms in the United States maintain compliance with occupational safety and health administration (OSHA) standards after being cited for a violation? How and why does this vary among standards? This paper identifies serious violations of 91 frequently cited standards at manufacturing plants during 1992–2002 and tracks compliance with that standard in later inspections over 10 years. While formal measures of Repeat violations are quite low, we find considerably higher re-violation rates for some standards once we look separately at how often health standards are cited in later health inspections and safety standards cited in later safety inspections. Characteristics of the standards affect re-violation rates, but not always in the expected direction. Standards whose violations are rated as more hazardous or which received higher initial penalties tend to have more re-violations. These findings could reflect inspector behavior, with those standards getting more attention and thus being cited more frequently. When, as in the case of OSHA and other enforcement agencies, we know about violations only when inspectors cite them, we need to consider bureaucratic behavior as well as employers' incentives.

Innovation with public administration in Turkey

Public administration can play an important role in achieving a sustainable global competition level for this country through innovative services （Ozhaseki, 2006, p. 29）, to which there is a rising demand in the name of competition, globalization and new necessities of the society （Tosun, 2006, p. 19）. However, ＂innovation does not just happen＂ （Streib ＆ Willoughby, 2005, p. 83）. This paper tries to search for conditions of developing innovation with public administration in Turkey. To start with, organizational leadership, collaboration and good communication are needed to enable joint development of innovation, for example, to increase computer and information literacy, access to the Internet, and demonstrate the value of using the Internet （OECD, 2006, pp. 6, 9） Financial incentives for developing innovation by public organizations to share their solutions could also be considered.     

The Development of Good Practices in Cooperation With the Use of Educational Offer of Academic Centers for Employees of an International Corporation

The paper describes the genesis of the industry＇s needs for training employees whose main purpose is to stimulate ones to be more innovative. Responded to this demand, academic centers helped in the development of training strategies and concepts. The paper brought the closer concepts of training in range and effect that they have brought. An attempt was made to approximations, summary, and evaluation of programs that have been implemented in the framework of academic consortia, among governments founds, academic development, and companies competing in the regional and international telecommunication markets. Analyzed cases of such cooperation, for programs in which several people were involved, as well as beneficiaries of the projects in which were several thousand employees. Efforts made in these programs indicate good practice for those who would like to emulate or improve programs. Experiences that were collected and described in this paper are the ideal start for similar initiatives that may be taken without regard to the scale and location of economic participants.     

Fiscal Crisis and Community Development: The Great Recession,Support Networks,and Community Development Corporation Capacity

Community development corporations (CDC) are a cornerstone of neighborhood improvement in legacy cities. Yet they face challenges that threaten their financial sustainability, challenges that grew exponentially with the Great Recession. This article examines the impact of the Great Recession on the revenue and survival of CDC in Baltimore, Maryland; Cleveland, Ohio; and Detroit, Michigan. An analysis of financial data from the National Center for Charitable Statistics from 2004 to 2011 highlights issues of industry contraction, revenue concentration and loss, and CDC survival. Interviews and examination of multiple secondary sources of information on CDC activity and support networks in each city further our understanding of the financial results. We find that the CDC industry in all three cities was severely impacted by the Great Recession and that the CDC support networks in each city had a significant intervening effect on the ability of CDC to adapt to the fiscal and service pressures created by the recession. We discuss the implications of the shared trends and the city-specific dynamics for the role of CDC in neighborhood improvement in legacy cities.
