Cultural policy during the Great War, rather than radiating from the central government, evolved from contemporary culture—propaganda, movies, and mass media. The state was a player, but quasi‐public organizations such as propaganda agencies, non‐state actors like the YMCA, and “public opinion” played important roles. The Committee on Public Information (CPI)—the government's propaganda committee—influenced Americans through books, advertisements, posters, and cartoons. This essay examines two of the CPI's efforts: the Bureau of Cartoons and the Division of Pictorial Publicity. In these materials, we can see the intersection of class‐based notions of gendered idealism and a developing media state's use of a sentimental culture of the Victorian middle‐class to represent and motivate the nation. With staff drawn primarily from advertising agencies and newspapers, the Committee's work shows how the formulation of cultural policy is the result of complex negotiated processes involving state interests, cultural liaisons, and ideological assumptions.  相似文献

The institutional landscape for public land management in the U.S. West underwent a seismic shift in the 1990s as the long‐dominant resource extraction paradigm was replaced by the ecosystem management paradigm. Here we analyze the efforts of community‐based organizations (CBOs), entities that emerged in some locations across the West to help their respective communities navigate the transition from resource extraction to environmental stewardship. Despite their formal status as civil society actors, in practice CBOs came to fill various institutional gaps by taking on roles traditionally assigned to both the state and the private sector. We use a case study approach to examine how the Hayfork, California–based Watershed Research and Training Center engages in institutional work within a setting that is at once both open and constrained, as the rural community within which it operates lacks strong state‐ or industry‐led development trajectories while remaining constrained by the legacies of past institutions.  相似文献

A recurring challenge in politics is to convince actors to take cooperative actions against their self‐interest. This is especially challenging for executives conducting covert activities, as infractions are unobservable and institutional reforms often require the executive's consent. We develop a model based in the auditing literature to investigate when executives agree to reforms that credibly constrain their behaviors. If the revelation cost falls in a high range, the risk of whistleblowing convinces executives to restrain themselves. Executives cannot credibly commit to this when the costs are low, resulting in inefficient investigations from watchdog groups that tax executive resources. We show that executives are sometimes better off in the first case than the second, which results in executives endogenously reforming institutions to achieve this outcome. We illustrate the mechanism with a case study of Gerald Ford's executive reforms to the intelligence community in the 1970s.  相似文献

Why are American politicians “single‐minded seekers of reelection” in some decades and fierce ideological warriors in others? This article argues that the key to understanding the behavior of members inside a legislative chamber is to follow the actions of key figures outside the chamber. These outsiders—activists, interest groups, and party bosses—use their control over party nominations, conditioned on institutional rules, to ensure ideological behavior among officeholders. To understand how vital these outsiders are to legislative partisanship, this article takes advantage of a particular natural experiment: the state of California's experience with cross‐filing (1914–59), under which institutional rules prevented outsiders from influencing party nominations. Under cross‐filing, legislative partisanship collapsed, demonstrating that incumbents tend to prefer nonpartisanship or fake partisanship to actual ideological combat. Partisanship quickly returned once these outsiders could again dominate nominations. Several other historical examples reveal extralegislative actors exerting considerably greater influence over members' voting behavior than intralegislative party institutions did. These results suggest that candidates and legislators are the agents of activists and others who coordinate at the community level to control party nominations.  相似文献

This article seeks to improve our understanding of policy institutions and cooperation by adapting Long's (1958) analysis of the ecology of games to the context of collaborative land use and transportation planning in California. The traditional institutional rational choice analysis argues that collaborative institutions reduce the transaction costs of cooperation among multiple policy actors. The ecology of games framework extends IRC by emphasizing the consequences of multiple institutions and identifies several reasons why collaborative institutions may actually reduce the amount of cooperation in existing policy venues. Analyses of survey data from policy actors in five California regions demonstrate that higher levels of cooperation in collaborative institutions are associated with lower levels of cooperation in other land‐use and transportation planning institutions.  相似文献

An in‐depth comparison of Austria, Germany and Switzerland shows that the employers' constellation and the elites of the public education administration affect patterns of institutional change. If large firms are the dominant actors and collaborate with elites in the public education administration, institutional change follows a transformative pattern. If small and medium‐sized firms are in a strong position and have the power to influence public elites according to their interests, self‐preserving institutional change results. The article also shows that it is not so much trade unions as small and medium‐sized firms that act as a brake on transformative change. The article adds to the literature of institutional change by arguing that specifying and explaining patterns of institutional change requires that sufficient scope be allowed for actors' creative handling of institutions. It also suggests that in order to differentiate between self‐preserving and transformative change, one has to specify the important institutional dimensions that sustain an institution. A significant shortcoming in contemporary deliberative systems is that citizens are disconnected from various elite sites of public deliberation. This article explores the concept of ‘coupling’ as a means to better link citizens and elites in deliberative systems. The notion of ‘designed coupling’ is developed to describe institutional mechanisms for linking otherwise disconnected deliberative sites. To consider whether it is possible and indeed desirable to use institutional design to couple different sites in a deliberative system, the article draws on insights from a case study in which a mini‐public was formally integrated into a legislative committee. The empirical study finds that it is not only feasible to couple mini‐publics to legislative committees, but when combined, the democratic and deliberative capacity of both institutions can be strengthened. To be effective, ‘designed coupling’ requires more than establishing institutional connections; it also requires that actors to step outside their comfort zone to build new relationships and engage in new communicative spaces with different sets of ideas, actors and rules. This can be facilitated by institutional design, but it also requires leaders and champions who are well‐placed to encourage actors to think differently.  相似文献

Despite political scientists' growing appreciation of the ways in which institutions influence political processes, the “new institutionalism” has so far had a limited impact on the comparative study of welfare state development. This article discusses some broad issues concerning institutions and public policy by exploring the implications of one set of institutions — those associated with federalism — for the politics of social policy. Federal institutions encourage three distinctive dynamics: they influence the policy preferences, strategies, and influence of social actors; they create important new institutional actors (the constituent units of the federation); and they generate predictable policymaking dilemmas associated with shared decision-making. Comparisons between social policy development in Canada and the United States are used to demonstrate that while federalism clearly matters, how it matters will depend on the characteristics of a particular federal system and the ways in which federal institutions interact with other important variables.  相似文献

How is policy change possible if policy entrepreneurs’ cognition, rationality and identity are conditioned by the very policy institutions they wish to change? To solve this paradox of embedded agency, we must avoid either voluntarism that inflates the role of actors to change policies as by existing policy entrepreneurship applications, or determinism whereby policy changes are decided by contextual forces. Instead, drawing on institutional theory, critical realism sees structures, institutions, and actions that constitute policy dynamics as existing in separate yet intertwined reality domains: structures (e.g., social relationships), and institutions (e.g., formal rules and norms such as institutional logics) in the Real domain, enable and constrain policy actors’ navigation of their social environments; the Actual domain represents the level at which events (actions) happen, as these actors constantly interpret varied institutions to adjust their structurally embedded actions when pursuing policy changes that can be observed in the Empirical domain. Put differently, structures and institutions are mechanisms in the Real domain that affect individual practices and events in the Actual domain, and only some of these events are realized in the Empirical domain as policy changes. We empirically illustrate this critical realist approach with a Chinese example on health care reform.

Areas of limited statehood where the state is absent or dysfunctional are rarely ungoverned or ungovernable spaces. The provision of rules and regulations, as well as of public goods and services – governance – does not necessarily depend on the existence of functioning state institutions. How can this be explained? To begin with, we identify functional equivalents to state institutions that fail to govern hierarchically. Moreover, we focus on informal institutions based on trust that are endogenous to areas of limited statehood. Personalized trust among community members enables actors to overcome collective action problems and enhances the legitimacy of governance actors. The main challenge in areas of limited statehood, which are often characterized by social heterogeneity and deep social and cultural cleavages (particularly in post‐conflict societies) is to move to generalized trust beyond the local level and to “imagined communities among strangers,” despite dysfunctional state institutions. We propose two mechanisms: First, the more group‐based identities are constructed in inclusive ways and the more group identities are cross‐cutting and overlapping, the more they lead to and maintain generalized trust. Second, experiences with fair and impartial institutions and governance practices – irrespective of whether state or non‐state – also lead to generalized trust beyond the local level and allow for the upscaling of governance.  相似文献

Rising global prices for agricultural commodities have led to the inflow of capital to rural economies and to transfers of land ownership to new agricultural operators (NAOs) in developing and post‐Soviet countries. How capital inflows affect rural communities is often explained with the variable of institutional strength, an explanation aligned with the good governance approach to economic development: Capital inflows have positive developmental effects, if strong domestic institutions vet land deals and regulate NAOs. Contra the focus on institutional parameters as exogenous variables, this article highlights the role of political projects in shaping local outcomes and driving institutional change. Evolving political priorities are important to understand domestic rural transformations because they lead to interventions that privilege some actors as agents of change, while others are sidelined—hence transforming local economies. This theoretical suggestion is based on a study of Russia's rural transformation that followed a significant influx of capital.  相似文献

There is a wide‐spread perception among academics and commentators that institutional dysfunction has become increasingly common in important social, political, and economics arenas. Opinion polls show a decline in trust and confidence in major actors and institutions, including inter‐governmental organizations, governments, firms, NGOs, and religious organizations. For some, the core of the problem is that the hitherto well‐functioning states have become less effective in aggregating and acting upon citizens' preferences. Many policy initiatives of the 1990s – deregulation, privatization, new public management, private regulation, regional integration, civil society, and so on – seemed to have failed to meet expectations. This symposium seeks to identify important theoretical and empirical questions about institutional failure, such as why do institutions fail, why are they not self‐correcting, what might be a clear evaluative yardstick and analytic approach by which to measure performance, and to what extent contemporary theories of institutional evolution and design are useful in examining institutional restructuring and institutional renewal? Symposium essays by leading social science scholars offer important insights to inform future work on institutional performance and outline an agenda for institutional renewal and change.  相似文献

Australia and some European countries experienced economic “miracles” in the 1990s that reversed prior poor export, employment, and fiscal performance. The miracles might provide transferable lessons about economic governance if it were true that economic governance institutions are malleable, and that actors deliberately changed those institutions in ways that contributed to the miracles. This paper analyzes Australian policy responses to see whether remediation should be attributed to pluck (intentional, strategic remediation of dysfunctional institutions to make them conform with the external environment), luck (environmental change that makes formerly dysfunctional institutions suddenly functional), or just being stuck (endogenous or path‐dependent change that brings institutions into conformity with the environment). These distinctions help establish whether actors can consciously engineer institutional change that is “off‐path.” While pluck appears to explain more than either stuck or luck in the Australian case, the analysis suggests that both off‐path behavior and policy transfer are probably rare.  相似文献

New York municipalities passed more than 60 measures promoting high‐volume hydraulic fracturing (HVHF), 2008–12. These policies and resolutions signaled to state officials that municipalities desired HVHF's promised economic benefits and were anxious for an end to the state's HVHF moratorium. They also may be evidence of municipalities proactively preparing for a drilling boom. Why did some jurisdictions adopt these measures while others did not? While scholarship suggests that policy adoption is facilitated when jurisdictions and citizens possess more resources, capacity appears to have a negative or negligible impact on pro‐HVHF action. Such action appears more likely when local actors anticipate HVHF's potential gains but have not previously experienced substantial drilling, perceive that the industry could be viable locally, and can access relevant policy examples. Some lessons from conventional adoption scholarship may not apply when policies are symbolic, advocacy may be elite‐driven, and mimicry is an important diffusion mechanism.  相似文献

Scholarship on the institutional foundations of Chinese‐style capitalism emphasizes the impact of liberal reformers and China's participation in international organizations, devolution of economic decision making and local experimentation, and the proliferation of market actors to explain their origins. This article investigates distinct patterns of sectoral variation in market governance in China today, examining the extent and scope in which dominant forms of market coordination and distribution of property rights reflect variation in national goals of economic power, security, and growth; structural sectoral attributes; and the path‐dependent effects of institutional arrangements. The reinforcement of state coordination and the dominance of state ownership and shareholding in strategic industries, such as telecommunications, and the relinquishment of state control and the dominance of market stakeholders in nonstrategic sectors, such as textiles, characterize the rise of bifurcated capitalism in the period before and after China's accession to the World Trade Organization.  相似文献

This article poses the question of whether reform politicians' pursuit of institutional goods may, under certain circumstances, lead to the creation of inefficient political institutions. The theory of weakening political actors through the creation of inefficient political institutions, as elaborated by Terry M. Moe, is applied in a comparative analysis of two main elements in the recent Danish administrative reform: the consolidation of 270 municipalities into 98 larger ones, and the creation of five new macro regions with special responsibilities. In contrast to the coherent institutional structure of the municipalities, the level of coherence in the regional reform elements is inappropriate and inefficient. The article shows that the different institutions in the municipalities and the regions can be interpreted as an attempt by the (national) reform parties to prevent other political actors from gaining access to future substantial, as well as institutional, goods.  相似文献

Why are some former colonies more democratic than others? The British Empire has been singled out in the debates on colonialism for its benign influence on democracy. Much of this scholarship has focused on colonialism's institutional legacies; has neglected to distinguish among the actors associated with colonialism; and has been nation‐state focused. Our subnational approach allows us to isolate the democracy effects of key actors operating in colonial domains—Christian missionaries—from those of colonial powers. Missionaries influenced democracy by promoting education; education promoted social inclusivity and spurred social reform movements. To make our case, we constructed colonial and postcolonial period district datasets of India and conducted panel analysis of literacy and democracy variations backed by case studies. The findings challenge the conventional wisdom of the centrality of the effects of British institutions on democracy, instead also highlighting the missionaries’ human capital legacies.  相似文献

This article asks under which conditions the state‐building efforts of external actors in areas of limited statehood are likely to be effective. We argue that the legitimacy of the specific norms promoted by external actors among local actors is crucial for their success in strengthening state capacities. International efforts need to resonate with prevalent social norms. To substantiate this argument, we focus on the European Union's (EU) anticorruption programs and their implementation in one of the most corrupt regions in the world, the Southern Caucasus. We show that legitimacy can explain why the EU's fight against corruption helped reduce corruption in Georgia but not in Armenia. In both countries, political elites could selectively use anticorruption programs as an instrument against political opponents, using enhanced state capacities to stabilize the incumbent regime. Only in Georgia, however, was the fight against corruption facilitated by sustained domestic mobilization for anticorruption policies that added pressure on political elites “from below.”  相似文献

This article examines the effect of campaign‐style anticorruption efforts on political support using the case of China's most recent anticorruption drive, which stands out for its harsh crackdown on high‐ranking officials, known as “big tigers.” An exploratory text analysis of more than 370,000 online comments on the downfall of the first 100 big tigers, from 2012 to 2015, reveals that public support for the top national leader who initiated the anticorruption campaign significantly exceeded that afforded to anticorruption agencies and institutions. Further regression analyses show that support for the leaders with respect to intuitions increased with the tigers' party ranking. Findings suggest that while campaign‐style enforcement can reinforce the central authority and magnify support for individual leaders, it may also marginalize the role of legal institutions crucial to long‐term corruption control.  相似文献
