Based on two cases involving 60 interviews and secondary evidence, this paper investigated whether Ghana's policymaking approach accorded with the policy cycle. The evidence showed that the Ghana industrial policy was largely compliant with the model. But the free senior high school policy bore little resemblance to it. Factors that determined whether or not policymaking followed the policy cycle included the salience of the issue, the sponsor of the issue, the political environment at the time, and the timing of the introduction of the issue. Four conclusions can be drawn from the Ghanaian evidence. First, the rough edges of the policy cycle can be trimmed and applied as a best fit model rather than a best practice model in any jurisdiction. Second, the policy cycle like other policy process theories should not be written off as inappropriate or inefficacious simply because practice failed to adhere to one or two out of the several elements of the theory. Third, an integrated policy process model is likely to be more efficacious than a single one, but there is inattention to such an idea. Finally, drawing lessons from policy process theories is a neglected area, which needs to be emphasized.  相似文献

ABSTRACT

In an effort to reconfigure the system for the delivery of agricultural services, the Regional Government of Sardinia in Italy decided, in 2006, to suppress five public entities, and to establish three regional agencies in their place. Based on interviews conducted with managers and staff within these agencies, this article narrates the episode of implementing the organizational restructuring of this part of the regional government's agricultural policy. Drawing on this case, this article then presents an explanation of the process of carrying out organizational transformations (namely, mergers and demergers) within sub-national governments' administrative systems. The study finds that policy process features and context conditions figure prominently as explanatory factors for the path and outcome of the implementation of the organizational restructuring. On the whole, the research argument made in this article suggests some qualifications of existing generalizing arguments about the management of organizational transformations in the public sector.  相似文献

Comparative scholarship tacitly assumes immigration politics to be relatively rigid. A state's immigration policy legacy is said to institutionalise policy preferences, thereby making it difficult to implement lasting reforms that are inconsistent with that legacy. This presents difficulties for states with restrictionist legacies wanting to implement liberal reforms in response to the emergence of labour shortages or demographic problems. The supposed rigidity of immigration politics is scrutinised in this article through a systematic process analysis of developments in the United Kingdom over the past decade, where the Blair government confounded the UK's characterisation as a ‘reluctant immigration state’ to implement various liberal work visa reforms. The uncoordinated nature of policymaking and implementation, and the limited involvement of state and societal institutions in the reform process, reflect the UK's historical experience with restrictionist policies, and help to explain the subsequent reintroduction of strict visa controls. The case demonstrates that policy legacies indeed play a significant role in defining the character of the policymaking institutions that shape a state's immigration politics.  相似文献

Research on social movement outcomes focuses on the publicly visible stages of government policymaking. It rarely opens the black box of government's translation of movement demands beyond the agenda‐setting stage and before their materialization into legislative bills. Using a bureaucratic politics perspective, we suggest that bureaucrats play a central role in translating movement agendas into concrete problems and policy solutions, which they tend to link with their bureaus' missions and existing programs. We further suggest that relative consensus among bureaucrats when coupled with politicians' disinclination to intervene in the translation process tends to advantage conservative interpretations of movement agendas. Conversely, interbureau confrontation and political intervention are associated with more radical policy responses. Empirically, we examine the responses of the Israeli government to the large‐scale mobilization, in 2011, surrounding the rising costs of housing and living. We build on archival research and interviews with senior bureaucrats located in 11 central‐government ministries.  相似文献

This study of policy change examines the parallel strategies the administration of President George W. Bush has used to substantially alter the direction of forest policy during his first term. Using the Healthy Forests Initiative as a case study, this analysis explains how, by framing the problem of wildfires and forest health in terms of process and pointing blame at environmental groups misusing appeal procedures, the administration was able to emphasize process, rather than the content of existing forest policy. It also provided a reasonable explanation for the president to take a lead in seeking both legislative as well as regulatory change. We contend that the use of two parallel policymaking paths—legislative and administrative—enabled the president to pursue policy change more rapidly, and, from a strategic standpoint, more effectively, than by relying upon the legislative process alone. We offer that the Bush administration's approach to changing forest policy represents a redirection that is likely to serve as a template for further environmental policy change.  相似文献

A direct immigration policy is no longer feasiblefor a single region in a common labor market. Within apolitical economy approach, this paper focuses on the question ofwhether migration can be controlled through the composition ofgovernment expenditures. Taking into account both capital and laborincome, it turns out that the median voter's income is U-shaped in thenumber of immigrants. Therefore, the government can eitherprovide less of the goods preferred by foreigners in order to minimizeimmigration or carry out an active immigration policy byshifting its expenditures towards those publicly provided goods. This case study focuses on extending research knowledge about the politics of public management policymaking in Spain. The case involves legislating to change politically sensitive features of the central government and administration. The study explains such analytically significant event conditions as: an agenda‐setting process that made a policy issue of the formal, structural attributes of state administration, an alternative‐specification process that proceeded without complication, and a decisional process that lasted five years and in which political leaders' positions on the issue flip‐flopped. Broadly speaking, the case analysis demonstrates that when policy proposals take the form of legislation, the politics of public management policymaking in Spain are highly influenced by political stream factors, themselves reflecting Spain's parliamentary form of government and relations between statewide and regional political parties.  相似文献

States often face immigration “control dilemmas” between popular pressures for tighter immigration controls versus economic pressures for more liberal work visa controls. Using a systematic process analysis of recent policy developments in Australia, this article argues that the Howard government's large expansion of “wanted” forms of immigration hinged upon its ability to control “unwanted” forms of immigration. The concept of “control signals” is introduced to account for the government's success in exiting an immigration control dilemma, which allowed it to pursue skilled immigration reforms that would have otherwise proven difficult. A research agenda is established for examining the conditions under which the use of control signals is likely to be successful and for applying the concept to other realms of public policy where states face control dilemmas.  相似文献

Debates on Scottish constitutional reform go hand in hand with discussions of political reform. Its reformers use the image of ‘old Westminster’ to describe ‘control freakery’ within government and an adversarial political system. Many thought that the Scottish political system could diverge from the UK, to strengthen the parliamentary system, introduce consensus politics and further Scotland's alleged social and democratic tradition. Yet the experience of devolution suggests that Holyrood and Westminster politics share key features. Both systems are driven by government, making policy in ‘communities’ involving interest groups and governing bodies, with parliaments performing a limited role and public participation limited largely to elections. The Scottish government's style of policy‐making is distinctive, but new reforms are in their infancy and their effects have not been examined in depth. In this context, the article identifies Scotland's ability to make and implement policy in a new way, based on its current trajectory rather than the hopes of reformers.  相似文献

We put forward a new approach to studying issue definition within the context of policy diffusion. Most studies of policy diffusion—which is the process by which policymaking in one government affects policymaking in other governments—have focused on policy adoptions. We shift the focus to an important but neglected aspect of this process: the issue‐definition stage. We use topic models to estimate how policies are framed during this stage and how these frames are predicted by prior policy adoptions. Focusing on smoking restriction in U.S. states, our analysis draws upon an original data set of over 52,000 paragraphs from newspapers covering 49 states between 1996 and 2013. We find that frames regarding the policy's concrete implications are predicted by prior adoptions in other states, whereas frames regarding its normative justifications are not. Our approach and findings open the way for a new perspective to studying policy diffusion in many different areas.  相似文献

This article studies the ideational underpinnings of the UK Coalition government's ‘liberal conservative’ foreign policy. It begins by suggesting that an Iraq‐centric account of Blair's foreign policy suggests a grand vision on the prime minister's part that was lacking from his earlier foreign policy adventures, which relied on a more conventional form of British statecraft. The second section contends that the Gordon Brown years 2007–10 and, since the end of New Labour, Coalition foreign policy, can be seen as a response both to the substance and style of Blair's highly personalised stewardship of foreign policy post‐9/11. The war on terror and the invasion of Iraq were accompanied by a seemingly open‐ended democracy promotion around the globe which was quite out of character with past British practice. The article argues, therefore, that under Brown and Cameron cautious pragmatism has tended to win out over the proclamation of grand strategic ambition.  相似文献

Despite major interest in issue ownership, what shapes it remains a puzzle. In his pioneering work on issue ownership, John Petrocik emphasises the importance of a party's performance. Recent research acknowledges this by pointing to the role of real‐world problems and incumbency for issue ownership. However, if performance truly matters, it should be difficult to understand the impact of such problems without taking into account the government's response to it. Based on novel data on issue ownership, policy development and government attention across five issues in nine countries over time, the analysis shows that the government's issue‐handling reputation is associated with the policy development, and the government's attention to the problem is important for this association. This is especially true for parties with no history of issue ownership on the issue and if the government is a coalition or in minority.  相似文献

This article assesses progress on the coalition government's ambitious agenda for decentralisation and localism against six actions set out in the government's own guide to decentralisation. It critically examines the government's case that the previous government's centralised approach failed. The six actions cover reducing bureaucracy, community empowerment, more local control of public funding, provider diversification, more public scrutiny and stronger local accountability. The paper concludes that accountability is the most challenging and that progress is hampered by tensions between the actions and between government departments. It argues that the government needs a clearer, shared vision for localism going forward.  相似文献

Lively and sometimes raucous debate about the job of government has increasingly engulfed American politics. Much of that debate has swirled around government's size, with conservatives arguing the case for shrinking government and liberals fighting to grow it. In reality, however, neither of these debates engages the critical underlying trend: the increasing interweaving of governmental functions deeply into every fiber of the nongovernmental sectors. Many reforms have sought to rein in government's power, but none has engaged the fundamental interweaving of policy implementation, and, not surprisingly, most have failed. Indeed, many have eroded the public's trust in the governmental institutions on which they depend. This process raises fundamental challenges for defining government's core role, for building the capacity to govern effectively, and for enhancing the accountability of governmental programs. Many of government's administrative tools are a poor match for the governance problems they seek to solve.  相似文献

This article considers the levelling-up agenda in the UK, examining the Johnson government's original proposals to tackle regional and local inequality and its continuation under new Prime Minister Rishi Sunak following the short-lived premiership of Liz Truss. The 2022 Levelling Up in the United Kingdom White Paper is notable for the frank and wholesale critique it provides of previous governments’—both Tory and Labour—efforts to address the pressing issue of geographic inequality. The assessment was that a pattern of ad hoc and incoherent reforms needed to be replaced by a stable, long term and system-wide approach to change. Yet, under Johnson, Truss and now Sunak, policy churn is continuing, with an approach that falls short in following the lessons set out in the White Paper. We provide a detailed analysis of the government's critique of past reforms, the lessons it has set out and why its reform programme is likely to repeat past failings. Crucially, the approach leaves the structure of central government almost untouched, with substantive reforms instead focussed at the local governance level. We argue the government's programme perpetuates the ‘power-hoarding’ tendencies of the Westminster model, a key bulwark against meaningfully addressing the UK's spatial inequality problem. We conclude that the levelling-up agenda, missions and targets are unlikely to be met under Rishi Sunak, reflecting the endemic nature of short-termism and centralisation of power in the UK's public policy approach. We then consider the approach of Starmer's Labour Party to levelling up and the issues it needs to confront if it forms the next government.  相似文献

When the bureaucracy's political principals hold different preferences for policy, does this increase the bureaucracy's policymaking autonomy? Existing theory strongly suggests “yes.” We, however, argue that this pattern will materialize only when the bureaucracy's principals are all on the same side of the political divide. (i.e., unified government). Using data gathered from the American states at two time points, we capture preference divergence by measuring the ideological distance between the bureaucracy's key political principals—legislators, governors, and courts—on the common left–right dimension. We measure policymaking autonomy through multi-faceted surveys of state agency leaders. In keeping with our argument, we demonstrate that greater preference divergence across the bureaucracy's principals is associated with increased agency policymaking autonomy under unified—but not under divided—government. The results shed new light on when, and why, the bureaucracy's political principals may provide an oversight check on the policymaking power of the modern administrative state.  相似文献

This paper analyses poor service delivery at local government level, which is attributed to the politicisation of administrative components in municipalities, resulting in poor local governance. The public service delivery system has been perceived as one of the most important ways of reducing poverty through poverty alleviation programmes. As part of the South African government's cooperative system, key stakeholders in municipalities ought to adopt an integrated approach to public service delivery. An integrated approach to public service delivery demands that local municipalities, together with relevant stakeholders, integrate processes and services to ensure effective and efficient service delivery. This ultimately will result in an improved standard of living and sustainable livelihood for communities. With regard to public service delivery, local municipalities have the obligation of creating income opportunities people, especially the poor, with the sole aim of contributing towards poverty reduction and the realisation of the expectations of people, as stated in the South African government's White Paper of transforming public service delivery. The political interface in local municipalities greatly affects effective and efficient administration, as well as growth opportunities. Administrators, therefore, have the important function of ensuring that explicit assignments of objectives and administrative functions are wholly separated from the policymaking activities of government. This paper, therefore, suggests that municipalities adopt the merit system and abandon the spoils system that is highly characterised by political favours and political interferences. Political favours and interferences are dominant in local South African government, and they hinder the process of providing services equally.  相似文献

Perhaps the most potent symbol of the Howard government's faith in New Public Management (NPM) was the Job Network. Interrogating the Rudd government's replacement package, this article assesses whether the recent restructuring of employment services constitutes a post‐NPM environment. It is argued that there are major post‐NPM elements, seen most clearly in: the softening of jobseeker sanctions; greater deliberation on policy direction and results; a more inclusive employment super‐ministry and reliance on other ‘horizontal’ governance reforms; and enhanced government resources for multiple‐disadvantage clients. However, categorising these changes as post‐NPM is problematic because the steering mechanism remains the market‐based contract, a central NPM characteristic. Theoretical difficulties in applying paradigmatic concepts to services provide additional barriers to conclusive assessments, though the Rudd government's employment services regime provides a basis for taking stock in the post‐NPM debate.  相似文献
