Different Approaches,Different Results in Small State Studies: Complementary Views on the Monarchy and Traditional Governance in Liechtenstein

The research note comments on W. Veenendaal's article “A Big Prince in a Tiny Realm: Smallness, Monarchy, and Political Legitimacy in the Principality of Liechtenstein”. It is argued, inter alia, that the phenomenon of “princely self‐restraint” should not be underestimated in Liechtenstein's constitutional reality. The character of the microstate's actual political system strongly depends on the individual personality of the Reigning Prince . A strong monarch who acts as a political actor with his own agenda should not be conceptualized as a neutral traditional leader. From the perspective of many citizens of Liechtenstein, the principality's political system is legitimate since it combines traditional authority and legal‐rational authority in a unique way. Largely due to the powerful role of the government, the microstate is characterized by consensus‐oriented hierarchical governance. Elite surveys can be seen as a useful instrument to overcome some of the methodological pitfalls of the elite interview approach. 相似文献

Data contained in Voting Advice Applications (VAA s) is not only a prerequisite for the vote recommendations they provide but can also be used for estimating party positions in low‐dimensional spaces. Given that VAA s can be designed differently in terms of their number of items and their measurement level, how much can one trust the party positions obtained from this source? We tackle this question by exploiting relevant variation in a real‐world setting: three VAA s offered at the 2017 Lower Saxony election. Despite substantial design differences, the policy spaces extracted through an inductive scaling approach are highly convergent. Simulated random item removal from the pooled dataset of all three VAA s furthermore suggests that about 40 items yield satisfactory reliability of the party positions. Finally, we find that a priori assigning VAA ‐items to ideological dimensions is potentially problematic as the interpretation of resulting party spaces may differ from the ones derived inductively. 相似文献

Can Switzerland still be seen as an extreme case of federal consensus democracy, as illustrated by Arend Lijphart (1999)? A reanalysis of Lijphart's study of the Swiss political system from 1997 to 2007 clearly demonstrates that a consensus democracy has emerged that bears strong tendencies toward adjustment and normalization of the original exceptional Swiss case to the rest of the continental European consensus democracies. Switzerland can be considered a typical, rather than extreme, case of consensus democracy. 相似文献

This paper examines the question of whether the Swiss democracy was already a strong consensus democracy in the first period after the foundation of the confederation in 1848. To answer this question, the study makes use of the concept of Arend Lijphart ( 2012 ) with the distinction between majoritarian and consensus democracy. Based on literature and document analysis, Lijphart's indicators were coded for the Swiss State of 1848–1874. Results show that, on Lijphart's democracy map, the political system of young Switzerland is located close to the position of the USA. Consistent with expectations, this is especially true concerning the horizontal division of power. 相似文献

Does low‐wage work lead to political alienation? Even though low‐wage sectors have grown in the advanced industrialized world, empirical evidence so far is sparse. This paper uses household panel data to investigate the effect of low‐wage work spells on political alienation. We argue that repeated low‐wage work spells lead to preference divergence between a low‐income and the median‐income earner, leading to withdrawal from democratic politics among low‐wage earners. Using Swiss household panel data and fixed‐effects regressions, we show that the accumulation of low‐wage work spells decreases systemic trust. In a second step, we demonstrate that an interaction of eroding systemic trust with low‐wage work is associated with increased individual abstention probabilities. These results highlight the threat of a systematic under‐representation of low‐wage workers in the political sphere. 相似文献

Due to the absence of a strong constitutional veto player, comparative research uses to classify Austria as country with weak federal structures, occasionally even as a “federation without federalism”. From an institutional perspective, the assessment is definitely correct, in particular with regard to the nearly insignificant status of the second chamber Bundesrat. Apart from constitutional provisions, however, there are informal forces at work in decision‐making processes. Our thesis is that any approach ignoring the fact that the nominal constitution is paralleled by a real one falls short. Instead, we focus on the Conference of State Governors which, though not established by law, is a strong player in Austria's multi‐layered system qualifying the picture of “weak” federalism. The paper gives on overview of origin and function of the conference and its ambivalent role in making up for the shortcomings of the federal structures. Taking recent attempts of reorganizing fiscal equalization between states and federation as an example, the need of reforming the allocation of rights and duties between the different levels and, at the same time, the obstacles blocking the reform is outlined and analyzed. 相似文献

Research on government repression often focuses on the comparison between states over time and provides little insight about the targets of repression within a state. This article unpacks government repression against different ethnic groups. It argues that non‐democratic governments use pre‐emptive and targeted repression against ethnic groups that are discriminated, strong, or have a history of protest or rebellion in order to prevent future ethnic rebellions. For democratic governments, on the other hand, the cost of pre‐emptive repression is too high. The article tests this argument in a quantitative analysis of government‐group dyads. It finds at least partial support for some implications of the argument: Autocratic governments use more repression than democracies against discriminated groups, but only when they are also weak, and against groups with a history of protest. There is little evidence that regimes of either type respond to previous violent mobilization or group strength with repression. 相似文献

a study of street-based politics, this paper seeks to uncover the processes, strategies, and outcomes of citizen responses
to elite political action at Yasukuni Shrine as well as explore meaning of their actions within the context of Japan’s democratic
polity.

Since the early 1990s, new forms of referendum campaigns have emerged in the Swiss political arena. In this paper, we examine how referendum campaigns have transformed in Switzerland, focusing on a number of features: their intensity, duration and inclusiveness (i.e., the variety of actors involved). These features are assumed to change in the long run in response to societal changes and in the short run as a function of variations in elite support. We further argue that public knowledge of ballot issues depends on the characteristics of campaigns. To formally test our hypotheses, we draw on advertisement campaigns in six major Swiss newspapers in the four weeks preceding each ballot from 1981 to 1999 and develop a structural equation model. We indeed find that the duration of referendum campaigns has increased over time, while their inclusiveness has decreased. Most importantly, we find that public knowledge is strongly related to the characteristics of campaigns. 相似文献

This article seeks to assess whether populist incumbents affect their country’s perceived political stability and business climate. Existing evidence contends that populist governments in European democracies produce more moderate policy outcomes than their agendas would suggest. However, populist parties are still regarded as disruptive, as they are perceived to not conforming to the politics of negotiation and compromise that are central to liberal democracies. Therefore, their presence in government may generate political uncertainty and negatively affect the business climate. Drawing on a sample of 26 European democracies between 1996 and 2016, we find that populist incumbency initially generates market uncertainty, but after about two years in office, the negative effect on the business climate vanishes. 相似文献

ABSTRACTWest Germany played a significant role in the growth of Political Islam in Turkey during the Cold War. By recruiting from among Turkish workers in West Germany, Islamist organizations and the religious communities known as cemaats acquired significant economic revenues, which they used to fund their activities in Turkey. Moreover, West Germany served as a liaison between Turkish Islamists and Syrian and Egyptian Muslim Brotherhood members, who have influenced Political Islam in Turkey since the 1960s. Prominent Muslim Brotherhood representatives in West Germany took on important roles in the recruitment of Turks and also played some part in shaping the ideological development of Turkish Islamists. Due to the pervasiveness of anti-communism in West Germany and Turkey during the Cold War, the established orders in both countries viewed Political Islam as an antidote to the ascendancy of the Left. However, in the 1980s, Bonn and Ankara grew concerned about Islamist organizations becoming further radicalized and impossible to control; the two governments often cooperated in order to bring Political Islam under their own authority. 相似文献

The article looks at the condition of Brazil's political system in light of the 1998 electoral results. It critically examines arguments that electoral volatility, political fragmentation and weak institutionalisation have produced a highly unstable political system unsuitable for sound policy‐making and processing change. While not underestimating the influence of electoral rules, it argues that given the combination of political, institutional and economic turmoil of the 1980s, it is not surprising that electoral volatility over the period was amongst the highest in the world. Arguably, however, these factors are now having a diminished impact on the political system, lessening volatility and allowing the emergence of a more institutionalised party system. 相似文献

This paper contrasts the right‐wing potential in east and west Germany before and after unification in 1990 and relates it to patterns and changes in the east and west German political processes. The first is a restructuring of the political spectrum of the Bonn Republic prior to the fall of the Wall in which an electoral potential for new right‐wing parties has emerged. The second is the rapid and fundamental transformation process in the east and after the collapse of state socialism which takes place in the context of a modified subject culture with authoritarian and traditional patterns. Unification reinforces authoritarian and traditional patterns. Unification enforces those dynamics which had prepared the ground for the emergence of the New Right in the west while adding the insecurities and imponderabilities of the transformation process in the east. 相似文献

The paper investigates the factors influencing the 26 Swiss Cantons' government expenditures. While the question has been subject to various statistical analyses, the present study has an alternative focus by adopting a configurative perspective. We take the findings of the 2002‐study by Vatter and Freitag, as our point of departure and re‐analyse their significant variables with regard to their combined impact using updated data from 2000 to 2006 and employing Fuzzy Set QCA. Small states, argued Peter Katzenstein a quarter of a century ago, were different. Faced with the fluctuations of world markets, they adopt democratic corporatism and domestic compensation, thus ensuring political legitimacy and successful economic adjustment. The Baltic countries are an interesting case study for this framework, because in many ways they are “smaller” than the seven countries analyzed by Katzenstein. This article finds that, on a broader level, Katzenstein’s framework is very helpful in highlighting the key developments in the Baltic countries. On the other hand, the specific causal mechanism that can be drawn from this framework running from smallness, to democratic corporatism, to political legitimacy, as well as domestic compensation, has not developed in the Baltics. 相似文献
