The September 2013 elections in the regions of Russia resulted in victories of the major pro-government party, United Russia, in 16 regional legislative elections, and brought success to incumbent chief executives in eight gubernatorial elections. However, the apparent recovery of United Russia from the trauma of the 2011 national legislative elections stemmed not so much from its increased popularity in the electorate, but rather from its ability to engage in manipulative vote-splitting strategies against the opposition. The rules of candidate nomination in gubernatorial elections were so restrictive that most of these elections could not be characterized as truly competitive.  相似文献

California has accomplished a remarkable shift in its historical development on immigrant rights, from pioneering and championing anti-immigrant legislation from the 1850s through the 1990s, to passing robust pro-immigrant rights policies in the last two decades. In this article, we unpack California’s policies and historical shift on immigrant rights, and develop a typology of regressive, restrictive, and progressive variants of state citizenship. We then advance a theory of how California’s progressive state citizenship crystallized in 2014 by cumulating and gaining sufficient strength in particular elements – of rights, benefits, and membership ties – to constitute a durable and meaningful form of state citizenship. Our work builds on, and speaks to, a fast-growing literature on immigration federalism and a robust literature on semi-citizenship and alternative types of citizenship. Situated in federalism, state citizenship operates in parallel to national citizenship, and in some important ways, exceeds the standards of national citizenship. While many states have passed various policies intended to help undocumented immigrants such as state driver licenses, in-state tuition, financial aid, health insurance for children, our concept and theory of state citizenship formation considers how California’s policies took more than a decade to develop and reach a tipping point, transforming in 2014 from integration policies to a more durable crystallized state citizenship.  相似文献

ABSTRACT

Many indicators of renter household insecurity remain widespread or have shown signs of worsening in the past decade, including unaffordability, poor unit conditions, overcrowding, and evictions. Most research to date has examined each of these conditions as a standalone problem, without examining the extent and severity of simultaneously occurring housing problems. This study closes that gap by examining the suitability of measuring housing insecurity as an index of multiple variables within four identified dimensions: unaffordability, poor conditions, overcrowding, and forced moves. Results show that dimensions of housing insecurity are highly correlated and suitable for measurement as an index. The proposed index shows that housing insecurity is widespread among U.S. renters, but varies greatly in severity and type.  相似文献

This article reviews Romania's intelligence reform after 1989. Specifically, it looks at intelligence reform before and after Romania's accession to the North Atlantic Treaty Organization (NATO) in 2004, and the European Union (EU) in 2007. It finds that Romania has made considerable progress in intelligence reform. That is because Romania, which expressed its desire and commitment to join NATO/EU after 1989, has worked hard to comply with these organizations’ membership demands (including intelligence reform). After NATO/EU integration (when demands on balancing control and effectiveness virtually vanished), despite continued openness efforts made by agencies, control/oversight diluted. Thus, post-NATO/EU, while effectiveness is being strengthened, democratic control lessens.  相似文献

This system was severely tested during the fallof 1989 by four major crises: Hurricane Hugo in the Caribbean,South Carolina, and North Carolina, and the Loma Prieta earthquakein San Francisco. The postmodern turn which has so marked social and cultural theory also involves conflicts between modern and postmodern politics. In this essay, we articulate the differences between modern and postmodern politics and argue against one-sided positions that dogmatically reject one tradition or the other in favor of partisanship for either the modern or the postmodern. Arguing for a politics of alliance and solidarity, we claim that this project is best served by drawing on the most progressive elements of both the modern and postmodern traditions. Developing a new politics involves overcoming the limitations of certain versions of modern politics and postmodern identity politics in order to develop a politics of alliance and solidarity equal to the challenges of the new millennium.  相似文献

This article analyzes why institutional crises are bound to happen and how they impact on national intelligence systems’ development. Punctuated Equilibrium theory is reviewed and employed to explain one institutional crisis in each of Brazil, Colombia, South Africa, and India. In Brazil, the case study is the fall of the Brazilian Intelligence Agency (ABIN) director in 2008, following the Satiagraha operation conducted by the Federal Police Department (DPF). In Colombia, the 2009 wiretapping scandal known as chuzadas is examined. In South Africa, the investigation in Project Avani (2006–8) is reviewed. Finally, in India the case study is the intelligence crisis following the Mumbai terrorist attacks in 2008. We found that institutional crises are inevitable because there are tensions between security and democracy, both being co-evolutionary dimensions of successful contemporary state building. However, the impacts of such crises vary across the four cases pending on three variables: (1) degree of functional specialization inside the national intelligence system; (2) degree of external public control over the national intelligence system; (3) whether effectiveness, legitimacy or both were the main drivers of the crisis. Our analysis of the four case studies suggests that the amount of positive institutional change in the aftermath of an intelligence crisis is greater in countries with more functional specialization and stronger external control mechanisms.  相似文献
