社会工作理念在社区矫正青少年罪犯中的运用

社区矫正是中国司法改革的新举措,青少年罪犯是社区矫正的主要群体。社区矫正实践中,社会工作理念与方法对矫正青少年罪犯意义重大,有利于提高青少年罪犯的改造质量。社会工作的个案方法、小组方法可以具体运用于矫正青少年罪犯。     

青少年犯罪与社区矫正

近些年来,青少年违法犯罪上升较快,成为令人瞩目的社会现象,而社区矫正是预防青少年再犯罪的一种有效的行刑社会化的方式,充分体现了我国青少年犯罪再预防的刑事政策。本文主要对青少年犯罪的原因和现状、我国正在建立的社区矫正制度以及社区矫正制度对解决青少年再犯罪所起的重要作用进行了探讨。     

青少年罪犯适用社区矫正的对象及其本质特征

根据我国现行法律的规定,目前青少年罪犯适用社区矫正的对象主要包括5种人员,他们适用的非监禁刑罚分为两种情况。根据刑罚报应与功利的辨证统一以及刑罚目的的有机协调,社区矫正的本质,就是积极调动社会各方面的力量,充分利用社区的各种资源,在社区的环境和条件下,对于社区矫正的青少年服刑人员进行监管和矫正的活动。社区矫正执行主体的聚合性;社区矫正执行依据的法定性;社区矫正适用对象的主体性,是社区矫正的三个主要特征。     

论青少年犯罪社区预防

青少年犯罪问题日显严峻,预防控制青少年犯罪是一项巨大的社会系统工程。除原有的预防措施之外,还应针对青少年生活的社区特点,重视社区在预防和控制青少年犯罪中的作用,加强社区建设,构建青少年犯罪社区多层次预防机制。

当前我国正处于关键发展期和矛盾突发期,参与社会管理创新是共青团适应新形势的迫切要求,是共青团作为党的助手和后备军、扩大和巩固执政党的青年群众基础、履行职能的必然选择,是共青团服务和谐社会、服务青年的重要内容。共青团参与社会管理创新关键在基层、在社区。不同类型的青少年分布在各种社区中,当前社区青少年情况复杂、需求多样,社区青少年成长环境令人堪忧,社会对社区共青团工作要求高,社区共青团自身现状薄弱,导致社区共青团工作难度大。共青团参与社会管理创新,就要加强社区共青团组织建设,丰富社区共青团服务手段和内容,提高社区共青团队伍专业化程度,完善社区共青团关爱青少年机制,提升社区共青团整合社会资源能力。     

创建社区青年汇开创青年帮扶新局面

社区青年汇是共青团组织建在社区乡村、联系服务青少年的终端综合服务平台，同时也积极引导了青少年参与社会建设。北京市海淀区自2010年5月挂牌成立北京市第一家社区青年汇以来，已创建社区青年汇57家，按其内涵大致分为三类。一是公益实践类，主要依托社区（村）服务中心或街镇社区居委会建立，有41家，重点服务生活困难流动人口。二是健身休闲类。大部分依托健身俱乐部、社区休闲场所等成立，有11家，主要引领青年开展健康休闲生活方式的活动项目。     

试析青少年犯罪的社区预防

近年来,青少年犯罪成为一个严重的社会问题。为了从根本上遏制青少年犯罪,我们必须利用社会的力量,形成职责明确、协同配合、齐抓共管的工作网络,切实做好青少年违法犯罪的预防工作。社区是城市管理体制的基础,是青少年学习、生活、娱乐和就业的重要场所。社区对青少年的成长,有着深刻的影响。立足社区,可以把闲散青少年、流动青少年和问题家庭青少年等群体有针对性的管理起来,强化预防青少年违法犯罪工作的力度,同时把学校教育、家庭教育和社会预防工作整合起来,形成预防青少年违法犯罪工作的社会联运机制。

通过分析上海市阳光社区青少年事务中心成立的背景、运作模式以及外部环境对其的影响,阐述其对于我国探索社区青少年工作之专业化与职业化的意义所在,表明社会公共政策的支持与社会管理体制的变革是我国社区青少年工作迈向专业化与职业化道路的关键所在。提出社会工作介入社区青少年工作建议:建立社区青少年工作社会化的运作机制、处理政府购买行为中的不合理现象、积极拓展社区青少年工作的资金来源、提升社区青少年事务社工的基本素质、积极推动志愿者队伍的建设。     

略论社区防控青少年犯罪

预防青少年犯罪已经成为世界共同关注的问题。社区防控能够整合社会资源,弥补监禁刑的弊端,是预防青少年犯罪的有效途径。通过社区环境建设、社区设施建设、社区文化建设、社区服务建设、社区工作队伍建设构建社区防控青少年犯罪的体系,是当前建设社会主义和谐社会的必然选择。

SUMMARY

Individuals with interests in children and families, as well as in critically examining interventions and service systems may consider opportunities for evaluation research in Child Welfare. As the field increasingly adopts multi-level preventative interventions, positions may offer opportunities for motivated individuals with skills in articulating and examining phenomena at individual, family, community and organizational levels. The paper follows one pathway from graduate school to a position within an organizational context manifesting many of the major themes in contemporary community psychology, including capacity building and empowerment, community development and multi-level prevention interventions, consumer involvement and the stimulating role of program evaluation. The purposeful collection of practical experience is suggested as an important balance to rigorous academic preparation and creative exploration of different professional roles.     

全球卫生公共产品供给:中国角色与路径

卫生议题正处在当前全球治理的突出位置,其核心是如何更有效地实现全球卫生公共产品供给。作为新兴负责任大国,中国秉持人类命运共同体理念,积极参与全球卫生治理体系变革,成为日益重要的引领者与公共产品供给者。中国通过多边、区域、双边等多元路径实现供给,国内与国际逻辑趋于统一,逐渐形成了自己的鲜明特色;但在供给体制、产品结构等方面也存在一些不足。新时代中国卫生外交需着眼于全球治理趋势,立足于自身实力与责任,通过提供更多全球卫生公共产品来推动全球卫生领域的良好治理,为构建人类卫生健康共同体作出应有贡献。     

Learning Science for Social Good

SUMMARY

This conceptual case study explores two dynamic tensions, substantive and pedagogical, fundamental to teaching research in community psychology from a service learning perspective. The substantive dynamic tension is seen in traditional versus adventuresome approaches to community research; the pedagogical dynamic tension occurs in classroom instruction versus field work. To address the substantive tension, students were introduced to the epistemology and methods of adventuresome community research and then used both adventuresome and traditional elements in conducting a community research project. To address the pedagogical tension, class and field sessions were used to complement one another for student preparation, action, and reflection. Four guidelines for designing community research courses from a service learning perspective are articulated.

SUMMARY

Both the field of community psychology and the disability rights movement, including the field of disability studies, have been growing over the last 30 years. While common values, principles, and strategies have emerged within these two fields, they have often emerged independently and in ignorance of each other. Recognition of the value of community psychology perspectives on disabilities and community action is the motivation both for this special volume and for the disability interest group of the Society for Community Research and Action. In this article, we examine the action steps different authors have identified as important in responding effectively to community needs. We identify a general model and three settings which require an adaptation of this general model. These settings differ in the extent to which the recipients (consumers, people with disabilities) are already established as a community, and the extent to which providers (agencies, government) have established relationships with that community. We offer concluding comments regarding collaboration and knowledge sharing between the field of disability studies and community psychology.

Freedom of religious belief is a clear civil right enshrined in the Chinese Constitution. The Chinese government's effective protection of the freedom of religious belief and the legitimate rights and interests of the religious community in China has created conditions and provided opportunities for the religious community to play a more active role in social affairs. The five major religions in China are participating in the building of a community of common destiny for all mankind.

刑法修正案（八）中规定,对判处管制、缓刑以及假释的罪犯依法施行社区矫正,这是社区矫正首次写入我国刑事基本法律之中,是我国刑罚执行制度发展改革和社会管理创新的一件大事,标志着社区矫正法律制度的确立,这将推动我国社区矫正工作依法规范发展,也将为社区矫正法律监督与社会管理创新工作提供广阔的空间。面对新形势,社区矫正法律监督工作存在良好的发展机遇,同时也有很多问题值得我们深入研究和探讨。

目前我国社区矫正试点省市中,基本上没有确立适合未成年犯特点的管理制度,而是与成年犯混同操作,这既不利于提高对未成年犯的矫正质量,又影响了社区矫正工作的效率。因此,针对未成年人犯罪特点,构建具有中国特色的未成年犯社区预防与矫正制度是我们面临的重大课题。本文从构建我国未成年犯社区矫正制度的必要性入手,分析了我国未成年犯适用社区矫正制度过程中存在的问题,进而提出了该制度构建的建议。     

Teaching Experientially in the Undergraduate Community Psychology Classroom

Experiential learning is a useful teaching tool in the undergraduate community psychology classroom. In addition to improving student outcomes, experiential learning is particularly relevant for community psychology, as it aligns with several core values of the field and can prompt not only student learning, but also civic engagement, social justice, and community betterment. In this article, we provide an overview of the themed issue on “Experiential Teaching Practices in Undergraduate Community Psychology.” The issue contains a variety of experiential teaching examples that fall into three clusters: (a) individual and group service-learning exercises; (b) using community experiences to augment in-class learning outside of a service-learning context; and (c) ways of having students draw on prior out-of-class or in-class community experiences to increase student understanding.     

国外社区矫正模式对我国社区矫正模式创新的启示

随着劳动教养制度在我国的废除,如何健全和完善我国的社区矫正制度成为我国深化司法体制改革过程中的重要问题。借鉴国外成熟模式,并总结我国实践经验形成符合我国国情的、统一的、有明显作用的社区矫正模式,成为现阶段我国社区矫正工作的一项主要任务。
