Abstract

Collective remittances are a particular kind of flow, which is gaining more and more attention. It puts into light the role of diaspora associations in promoting the development of the origin countries. The aim of the article is to analyze how diaspora associations cope with development issues and the impacts of these activities in terms of migrants' new forms of citizenship. It draws attention on the relationship between diaspora and transnationalism stressing that, nowadays, the immaterial dimension of ethnic belonging encompasses also a material dimension made of cross-border connections; thus, allowing migrants to participate on the both shores of migration. Using the concept of the Political Opportunity Structure, the article shows the role played by the host country on the way migrants organize themselves and on how they act as citizens at home by engaging in development actions. The comparative approach puts into evidence that the different characteristics of Ghanaian migrants in Italy and in the UK shape transnational development actions but in a different way than one would expect: the relative lack of integration seems to stimulate migrants to better development actions at home since, in so doing, they can be recognized as actors also in the place where they live.  相似文献

ABSTRACT

The ‘return’ of Ethiopian Jews to Israel in the last three decades provides an alternative case. In this presentation, I focus on the prominent role of music as ethno-racial information for Ethiopian Israelis as they engage with the process of homing and integrating in Israel. I explore their experience as black Jews through the musical tastes of young Ethiopian Israelis. For these youths, far from leaving their Ethiopianness behind, music is the fodder for actively reinventing it. I explore how they claim their place as Jews in Israel through participation in the musical communities of Ethiopian and African diasporas.  相似文献

ABSTRACT

The performative role of the museum as a ‘historical map’ has long served to construct strategic cartographies of identity and community. In addition, the nature of the relational experiences within museum spaces, places these histories and cartographies in a contact zone, in which structures of power and agency influence the locus of enunciation through which subjecthood and objecthood are derived. This essay examines the influential role of museums in Mexico in imaging, framing, and performing strategic configurations of mexicanidad. Particularly, I interrogate how museums have historically muted and made invisible the representation of Mexicans of African descent.Then, I analyze two important regional museums and theorize how they present a transition from objecthood to subjecthood, in which Afro-Mexican knowledge and consciousness is reified to configure an alternative mapping of African heritage within the space of museums and within constructions of racial formations and narratives of being and belonging in Mexico.  相似文献

Abstract

The proliferation of Web 2.0 platforms that aim to facilitate social action, often connected to international development or environmental sustainability, has contributed to the ongoing popularisation of development. In this article, I argue that it has resulted in the digitally-enabled constitution of everyday humanitarians, who are everyday people supportive of poverty alleviation. Kiva.org, a US-based online microlending platform that invites everyday humanitarians to make US$25 loans to Kiva entrepreneurs around the world, is a prime site to study these processes. I show how Kiva cultivates supporters through the mediated production of affective investments, which are financial, social and emotional commitments to distant others. This happens through the design of an affective architecture which in turn generates financial and spatial mediations. While these result in microloans and attendant sentiments of affinity, they also lead to financial clicktivism and connections that obscures the asymmetries and riskscapes resulting from Kiva’s microlending work.  相似文献

Abstract

Understanding new actors in development requires a reconsideration of how subjects come to be and how collectivities are formed. This paper works with post-structuralist notions of subjectivities and collectivities as ‘series’ in three distinct cultural historical geographies to show the subtle ambiguities in contemporary practices of development. Working with Iris Marion Young's conceptualisation of seriality, it provides an Antipodean perspective on the entanglements of contemporary critical geography with new development actors through case studies of indigenous scholars in Te Rarawa in Aotearoa/New Zealand, of contract scholars and a philanthropist in West Bengal and of feminist activist scholars in the Pacific. In doing so, it points to the need to radically rethink participation in development by closely analysing the ways in which the subjects are constituted, and the critical role of visions within development narratives, actions and practice.  相似文献

ABSTRACT

This article analyzes the links between the so-called 20 February 2011 Movement in Morocco and the Moroccan migrant organizations in France. The research examines how the 50-year-long history of these organizations shapes Moroccan migrants' political experiences and their ties to homeland in order to explain why they do not play a significant role in the events unfolding in Morocco in 2011. To this end, concepts such as diaspora and transnationalism are mobilized to grasp how activists are connecting to places and territories and reducing the distance between them, while preserving a certain unity in their collective action.  相似文献

ABSTRACT

This paper focuses on the different ways in which home is experienced by the female characters of the diaspora in Zadie Smith's White Teeth (2000), On Beauty (2006) and NW (2013). In On Beauty, one of the characters declares: ‘There is such a shelter in each other’ (93). This implies that the sense of home may not be tied to a place, but to the intimacy of relationships. In these novels, Zadie Smith portrays women whose feelings of belonging to a place are threatened, due to their geographical displacements or to their complex transcultural identities. Using Deleuze and Guattari's concepts of territorialization and reterritorialization, I’ll explore how concepts of home and diaspora are reconfigured in Smith's novels.  相似文献

Abstract

The Catholic Church has played a key role in the development of Timor-Leste since Dominican friars first began trading with the Timorese in the 16th century. Religious networks and spaces have been essential in delivering development services, while Catholic theologies have shaped how development is pursued and understood. In this paper we outline the changing contribution and character of the Catholic Church through three periods of Timor's tumultuous history—during colonialism, under Indonesian occupation and through independence—with a greater focus on the latter stages. We present the Timorese Church as a heterogeneous organisation that responds in both progressive and conservative ways to the socio-political contexts in which it is embedded. Our aim is to highlight the diverse religious development geographies that exist in Timor-Leste but which are marginalised within contemporary development planning and policy. Drawing upon post-development theory and performative research, we encourage debate about the role of religious institutions in inspiring ‘alternatives-to-development’.  相似文献

This reflective contribution discusses the intersection of Indigenous and Small Scale Fisheries’ (SSF) issues, and how the international SSF movement has a critical role in the broader struggle for the convergence of social justice regarding the environment, food and lifeways. I explore some of the political tensions around Indigenous and SSF struggles against global neoliberalisation of land and water resources, some of the successes and challenges of the international SSF movement, and future considerations for academic/activist ‘decolonising’ work.  相似文献

Abstract

This article explores the historical and recent patterns of Armenian emigration and immigration and the impact that the population shifts have had and are having. The interconnections between peoples' homeland and new land and the intersection among institutions in the homeland and new land are illustrated. The development of social work as a profession along with a variety of non-governmental organizations in Armenia developed through a unique collaboration between a school of social work in the United States and the major university in Armenia is discussed and illustrated.  相似文献

Abstract

Johannesburg’s mining land has defined the city’s geography, yet remains unevenly developed and liminal in urban policy. Rather than a planning failure, I argue this is a product of state-sanctioned corporate hegemony over mining land. Through the case of Johannesburg’s biggest mining-turned-property company, the paper problematises binaries of ‘state’ and ‘market’ by drawing out the deeply historical, spatialised, political and always-more-than-human vicissitudes of this mining-urban regime. These include the mapping and unmapping that render mining land terra incognita to the state while shoring up corporate power; the multiple visions and contestations over what is to be done with the land, and finally, how different and contingent temporalities shape and limit those visions in practise.  相似文献

Abstract

Is there a distinctive Antipodean approach to development? In this introduction I take up Raewyn Connell's challenge to explore the possibilities for knowledge production that reflects Australia's and New Zealand's geographical situation of rich peripheral countries and their history of settler colonisation. While Antipodeans' contributions to development theory have been limited, their work is characterised by close connections between theory and practice. The Antipodes' positioning as global North in the geographical South has stimulated a search for alternative approaches to development knowledge. This is variously pursued through collaborative research relationships with indigenous communities, close engagement with non-Western cultural frameworks, and a focus on marginal spaces and positions. As the centre of global economic power shifts to the South, existing development relationships and established ways of doing development are increasingly challenged by newly constituted subject positions and coalitions.  相似文献

Abstract

In this article, I go beyond the conventional realist arguments of anarchy, national interest, and nuclear security to offer alternative discourses of the same as applied in the context of US–India nuclear relations after 9/11. To this extent, I draw from feminist International Relations, that security is a gendered phenomenon, to explore how the post-9/11 climate of globalization has served as the context within which are articulated masculinist forms of nuclear discourses between India and the United States. Furthermore, considering issues of international hierarchy and power relations between India and United States, I also draw from Edward Said's Orientalism to explore how assumptions of Orientalism are also sustained in these masculinist nuclear discourses. My contribution in this article lies in offering an alternative feminist and post-colonial perspective to comprehend that nuclear security discourses are not only about objective realist/neoliberal issues of insecurity and strategic interdependence but also contain subjective implications that sustain masculinist and orientalist forms of identity-making in international politics.  相似文献

This article focuses on the development-themed Manga series entitled 1 World Manga, a World Bank/Viz Media project that follows the adventures of a young orphan boy, who ‘discovers that the only way to become a true warrior is to understand the challenges facing the poor and disadvantaged people he befriends along the way’. I argue that the series generates a pedagogical meta-narrative of ‘development’ that engages behavioural and situational, rather than ontogenetic and structural causes of inequality and disenfranchisement impede the characters' human development. I then discuss how ‘pedagogical’ fictions of development produce normative discourses of development that are centred around explicit, recognisable, fixed sets of circumstances, actors, and outcomes, and how they differ from ‘ethnographic’ fictions of development that emerge when development projects and interventions become sites of cultural production.  相似文献

Abstract

Although the term “Ombudsman” is a relatively unfamiliar term in Bangladesh in general, it is widely used and is a practiced technique of ensuring administrative accountability and transparency in western developed countries. The offices of Ombudsmen, as currently found in an increasing number of countries, are institutions of government design to meet the perceived needs as to both out come and process. Their objectives are to secure fairness, integrity, accountability and efficiency in public affairs, by methods conductive to promoting confidence in all institutions of the state. In reality the Ombudsman's office is seen as an institution, which has been established in regional jurisdictions in order to promote high standards of public administration and management, and to protect the right of citizens in their dealing with government. In this article, an attempt is made to analyze the role of the “Ombudsman” concept and why it is needed and how it can be institutionalized in Bangladesh. In doing so, the article has been divided into two parts. Part I discusses the conceptual framework of the Ombudsman while part II throws light on the prospects and problems of this concept in Bangladesh as attempts are being made to establish the office of the Ombudsman.  相似文献

Abstract

This article investigates the social foundations of apparel manufacturing in Kyrgyzstan. Drawing upon interviews and a survey of Bishkek-based workshop owners, a bottom-up analysis finds that many are family businesses that started producing clothing after the country’s independence in 1991. I discuss here how they acquired the capital and knowledge necessary for this business, and how they mobilised a variety of migration-related experiences and relationships—often related to bazaar work—to compete in the sector. The findings contribute to a growing literature on how migration can facilitate family-based manufacturing in the post-Soviet region, although not without significant costs and challenges.  相似文献

The recent crackdown by the Chinese Communist Party government on the efforts of Chinese dissidents to organise the China New Democratic Party has raised a serious question among scholars: why has the Chinese leadership been so reluctant to initiate democratic reforms? But an equally important question is: how has the Chinese political system been able to accommodate drastic socioeconomic changes? Although Chinese leaders from Deng Xiaoping to Jiang Zemin have strongly opposed the Western style of democracy, they have continuously adjusted the country's political system to prevent socioeconomic chaos from occuring, chaos that has troubled many former communist states and Third World countries. This paper explores China's political incrementalism and explains how incremental political reforms have worked. It argues that, although Chinese leaders have so far been successful in accommodating social changes through incrementalism, they are still uncertain about how to cope with increasing social demands for political reform and democratisation.  相似文献

View all notesThe article intends to combine contemporary debates about nations and nationalism with a sociological perspective on collective emotions in its attempt to gain a better understanding of the process of constructing national identity. It will further present interdisciplinary evidence that collective emotions evoked in rituals instigate a number of group-related sociocognitive processes that reinforce enduring feelings of belonging and an emotional priming of collective representations. I will suggest that states of “collective effervescence” (Durkheim) do not only tie individuals to a community, but also provide a strong frame for the creation of symbols and the embodiment of shared meanings defining a community. The second part of the article analyzes examples taken from the football media coverage of the FIFA World Cups 2006 and 1974 (both were held in Germany) in order to provide a comparative case study exemplifying the proposed theoretical approach. The sample illuminates some interesting changes that invite further hypotheses about corresponding changes of national identity in a larger context.  相似文献

This article examines the relationship between Marshall Dimock's positive, broad-based concept of public administration and his approach to writing undergraduate textbooks. Analysis shows that both Dimock's American government and public administration textbooks provide a different slant on public agencies than that available in most current introductory volumes. In particular, his American government textbook is more positive in tone about agencies than are its modern counterparts. The public administration textbook has comparative material that rarely appears in introductory-level textbooks.

This article analyzes how Marshall Dimock's conception of public administration as an important area of study with links to policy and leadership anchored his textbook writing. In the 1950s Dimock co-authored two popular textbooks for basic undergraduate courses, one in American government and the other in public administration.(1)

Scholars still debate what textbooks in either field should teach students about public agencies. Cigler and Neiswender argue that current American government textbooks portray administration in a negative light. All authors see bureaucracy as a problem of some sort, few explain the role administrators play in shaping policy and none discuss reasons to enter the public service.(2) Cigler and Neiswender suggest that American government textbooks must change to aid accurate perceptions of the administrative role. In particular, they believe the texts must add material on the public service as a profession and compare American agencies with those in other nations.

Since public administration textbooks are a key way that majors in the field learn material, debate ensues on what material they should contain. Recent articles explore how textbooks define key terms such as policy and how they integrate the work of various theorists.(3)

While all widely-used textbooks deal with both the political environment and internal agency functions (e.g., personnel, finance), no consensus exists on how to allocate space between political and managerial concerns nor on exactly which subtopics should be covered. No consensus exists on how much space should be devoted to policy making and policy analysis with some textbooks covering this topic and others skimming it lightly.

One often cited problem with contemporary texts is the lack of a comparative focus and a concomitant need to internationalize the curriculum.(4) The thrust of current proposals is that students need a more broad-based education to prepare them for global leadership.

Interestingly, Dimock's approach to public administration led him to write textbooks that in some ways surpass what is available today. While the majority of the topics he presents (and their ordering) are similar to current efforts, he offers unique emphases that deal with the above mentioned criticisms. Far from being an exercise in academic nostalgia, examining Dimock's textbooks is a useful way of giving current writers new insights.

To appreciate Dimock's approach to textbook construction we first have to identify the core concepts behind his approach to public administration education. Afterwards, we can analyze the treatment of public agencies in American Government in Action, relating it to Cigler and Neiswender's critique of contemporary textbooks, and -examine how various editions of Public Administration conceptualize the field.  相似文献

ABSTRACT

This study analyzes Nigerian public managers' perception of the importance of managerial skills and management principles. The study presents an argument that national and state governments in Nigeria should use management principles to “steer, not row” their respective societies. It outlines some of the major steps required to create a dynamic public management and governmental machinery capable of both planning and execution of comprehensive development plans in the future. The study addresses the question: How can Nigeria's government extract management resources from its society and deploy them to create and support a cohesive and innovative administration? It further suggests reasons why public management in Nigeria needs to be reformed to play a more developmental and accountable role in the future. New public management principles are also utilized in evaluating how the reform can be accomplished.  相似文献
