Using the Latino National Political Survey, this paper tests the hypothesis that military service serves to stimulate electoral and nonelectoral political participation by Latinos. The results are compared with those for Anglos (non-Hispanic whites). The data show that Latino veterans, and particularly draftees, exhibited higher levels of voting and low-intensity nonelectoral political activities. Anglo veterans did not increase their participation to the same extent. Service in the volunteer army was a much less important explanatory factor of both Latino and Anglo political participation. Military experience therefore has a greater impact on Latinos than Anglos, and the draft experience was more important than volunteer service.  相似文献

Research documenting disparities in political participation across racial and ethnic groups (in particular lower levels of participation for Blacks and Latinos, compared to Whites) has primarily focused on broad explanations for racial and ethnic differences in participation (e.g., socio-economic status, social, or psychological resources). There is little research that links racial and ethnic differences in participation across issues to the literature on issue publics and issue-specific factors that may motivate participation. In this study, we examine racial and ethnic differences in participation for a variety of issues and test a model in which issue-specific motivators of participation (self-interest, racial or ethnic group interest, attitude importance, and policy change threat) and general explanations for participation differences (e.g., socio-economic status, political knowledge) account for these racial and ethnic differences. In particular, the results of a survey of Chicago residents show that Blacks, Latinos and Whites demonstrate significant differences in political participation across five issues (affirmative action, immigration, school funding, gentrification, the Iraq War), but that the specific pattern of racial and ethnic differences in participation varies across issues. Issue-specific factors help to explain why racial and ethnic differences in participation vary across issues above and beyond variables shown to be associated with participation more generally (e.g., political efficacy, education). This model has the potential to be expanded and applied to help explain other types of disparities in political participation.  相似文献

With the continuous inflow of new immigrants, political participation of Latinos and Asian Americans has become increasingly important for understanding the American electoral politics. A few previous studies examining how political participation of Latinos and Asian Americans is contextually determined reported mixed empirical findings, and this paper re-examines the issue by considering how different features of racial contexts interact to influence the voting turnout of individual Latinos and Asian Americans. Theoretically, we present a model of turnout where a rational individual is motivated to participate, not only by individualistic benefits accrued to him- or herself, but also by perceptions of group-level benefits—concerns regarding the welfare of other members of the racial group. We argue that racial contexts provide distinctive (dis-)incentives to participate, by influencing their perception of participatory benefits at the group level. Empirically, we find that the size of the group exerts a significant effect on turnout decisions of Latino and Asian American individuals, and, particularly for Latinos, its effect interacts with the economic status of the group and the overall racial heterogeneity in the county of residence.  相似文献

Currently political participation, especially voter registration and turnout, varies substantially with ethnicity. Blacks and non-Hispanic whites participate at roughly equal rates, while Latinos and Asian-Americans are substantially less active. This variation may be the direct product of cultural factors, or it may reflect differences in the distribution of various determinants of participation, most notably education, citizenship, and age. Using data collected in 1984 on samples of California's black, Latino, Asian-American, and non-Hispanic white populations, we conclude that such variables fully account for lower Latino participation rates. Even with these controls, however, Asian-Americans remain less likely to vote. Because ethnic group consciousness is one of the variables related to activity, we conclude that ethnicity does have an indirect effect on participation as a basis for mobilization. In addition, we establish that noncitizens engage in nonelectoral activities, and we project future political participation rates of Latinos and Asian-Americans under several scenarios.  相似文献

Earthquakes and Aftershocks: Race, Direct Democracy, and Partisan Change   总被引:2,自引:0,他引:2  
Although dramatic partisan change among the electorate is infrequent, the issue agendas of parties may produce large shifts. A major cause of such change is the politics of race. In a political environment charged with racially oriented issues, racial groups often align themselves with different parties (as witnessed most recently in the American South). Yet, if racial appeals violate norms of equality, these appeals may rebound on the party using them. Consequently, members of the (white) racial majority and racially targeted minority may both move away from the offending party. Using data from the California Field Poll, we find that racially charged ballot propositions sponsored by the Republican party during the 1990s in California reversed the trend among Latinos and Anglos toward identifying as Republican, ceteris paribus, by shifting party attachments toward the Democratic party. Our results raise serious questions about the long-term efficacy of racially divisive strategies for electoral gain.  相似文献

Do protests sway public opinion? If so, why and how? To address these questions, we examine the impact of the 2006 immigration protests on immigration policy preferences. We use the 2006 Latino National Survey coupled with protest data to examine whether temporal and spatial exposure to the protests are associated with policy preferences. Our findings lend evidence that protest activity influences Latinos’ immigration policy preferences. However, the findings suggest the effect of protest on immigration policy preferences is not uniform across the population, but rather contingent on generational status and the intensity of protest activity at the local level.  相似文献

In his classic study, Who Governs?, Robert Dahl interpreted the patterns of political assimilation of ‘white ethnic’ immigrants and their children during the mid-twentieth century as a hopeful sign of the potential of democratic pluralism in the USA. While acknowledging that immigrant groups faced discrimination and structural barriers that might lead them to be silent, Dahl predicted that social mobility and assimilation would eventually erase these deficits in political participation among immigrants. Building from Dahl's analysis, we investigate the extent to which pluralism in the USA can and does work the same way for immigrants who are also racial minorities. We highlight factors that can lead these groups to become silent citizens, including lack of legal status, lower levels of political mobilization by institutions, and discrimination as structural impediments to minority participation. Our findings suggest that both resources as well as structural impediments structure the political behavior of Asian Americans and Latinos, determining whether they are vocal citizens or silent citizens.  相似文献

Abstract

From the late 1960s through the 1980s, Puerto Ricans developed a movement in California in support of Puerto Rico's political independence that allied itself with Anglos, African Americans, Chicanos and other Latinos. These alliances were strategic in extending the influence of the movement in solidarity with Puerto Rico's struggle beyond the relatively small and geographically dispersed Puerto Rican population in California. These implicit and explicit political alliances with other sectors led to an interesting ideological and cultural exchange between radical Puerto Rican organizations and these groups. These notes initiate an exploration of this period, through the oral histories of some of the participants in this movement. The focus of the initial exploration is on those who were in positions of leadership and influence in Northern and Southern California within the radical politics of the Puerto Rican Socialist Party—at the time, the main Puerto Rican socialist organization in Puerto Rico and the US.  相似文献

What is ethnicity and how does it matter for political participation? Previous research has shown that the participatory disparity of Asian Americans, as different from Latinos, cannot be explained with sociodemographic and group consciousness variables. Adopting the view of a growing body of scholars who think ethnicity is an evolving rather than a static phenomenon, this study proposes multidimensional measures of ethnicity for two immigrant groups. Reexamining part of the 1984 data set that contains a unique oversampling of Asian and Mexican Americans in California, it is found that the two groups, despite a huge socioeconomic gap, bear similar ethnicity and participation structures. For both groups, acculturation increases participation; attachment to homeland culture does not necessarily discourage participation; and the role of group consciousness is much more complex than previously conceived.  相似文献

Negative elite and news media attention to Latino‐relevant issues, particularly undocumented immigration, has dramatically increased in recent years, potentially stigmatizing attributes of Latinos such as immigration status and language use. Concomitantly, immigration policy changes were leading to widespread arrests and deportation of many Latinos. Herein, we ask two questions: First, to what extent do Latinos perceive and experience discrimination? Second, to what extent do immigration status, generational status, and language use moderate beliefs about discrimination? Using Pew National Survey of Latinos data, we find that Latino beliefs about the problem of discrimination is a decreasing function of “proximity” to the “canonical immigrant”—defined here as first‐generation immigrants who are Spanish‐language dominant. Further, we demonstrate that reported rates of victimization due to discrimination exhibit no clear pattern and are flat over time. We conclude by demonstrating that discrimination beliefs have significant implications for systemic trust, anxiety, and policy preferences.  相似文献

Housing affordability in the United States is generally operationalized using the ratio approach, with those allocating more than thirty percent of income to shelter costs considered to have housing affordability challenges. Alternative standards have been developed that focus on residual income, whether income remaining after housing expenditures is sufficient to meet non-housing needs. This study employs Los Angeles Family and Neighborhood Survey data to consider racial/ethnic, nativity and legal status differences in one residual income standard. Logistic regression analyses of housing-induced poverty focus on whether there are differences among five distinct groups: US born Latinos, Non-Hispanic Whites, and African Americans, authorized Latino immigrants, and unauthorized Latino immigrants. Results suggest that: (1) Latino natives are significantly more likely to be in housing-induced poverty than African Americans and Latino immigrants, and (2) unauthorized Latino immigrants are not more likely to experience the outcome than other groups. The present work extends previous research. First, the results provide additional evidence of the value of operationalizing housing affordability using a residual income standard. Alternatives to the ratio approach deserve more empirical attention from a wider range of scholars and policymakers interested in housing affordability. Second, housing scholarship to date generally differentiates among Latinos by ethnicity, nativity, and citizenship. The present study contributes to emerging research investigating heterogeneity among Latinos by nativity and legal status.  相似文献

Rapid growth in the size of the Latino population has increased the ethnic diversity of urban neighborhoods, transforming the residential experiences of many black Americans. The competition for scarce resources is considered a central force in black-Latino relations and a source of anti-Latino sentiment among blacks. This article examines how the level and the distribution of economic resources within diverse areas affect black attitudes toward Latinos. Drawing on a multilevel dataset of individual racial attitudes and neighborhood characteristics, the analysis reveals that the relative economic status of racial groups is an important influence on black attitudes. In environments where Latinos are economically advantaged relative to their black neighbors, blacks are more likely to harbor negative stereotypes about Latinos, to be reluctant to extend to Latinos the same policy benefits they themselves enjoy, and to view black and Latino economic and political interests as incompatible. While the results suggest that diversity without conflict is possible, they make clear that the prospects for intergroup comity depend on some resolution of blacks' economic insecurities.  相似文献

Numerous studies show that education has a positive effect on political participation at the individual level. However, the increase in aggregate levels of education in most Western countries over the last decades has not resulted in a corresponding increase in aggregate levels of political participation. Nie et al. (Education and democratic citizenship in America, 1996) propose the relative education model as a possible solution to this paradox. According to this model, it is not the skills promoted by education that have positive effects on political participation. Rather, education influences individuals’ social status, which in turn influences political participation. The relative education model expects that the individual-level effect of an additional year of education will decrease as the mean level of education in the environment increases. This article evaluates this theory using Swedish election surveys (1985–2006) and it thus provides the first in depth evaluation of the relative education model outside the US. On voting and political participation related to political parties, support is found for the relative education model.  相似文献

This paper explores whether an individual’s news source can explain their attitudes on immigration. We focus on the Spanish-speaking population in the U.S., since they have the option of accessing their news in English, Spanish or in both languages. Our audience influence hypothesis predicts that Spanish-language news will cover immigration in a more positive and informative manner than will English-language news. Thus, Latinos who use Spanish-language news may have a higher likelihood of possessing pro-immigrant sentiments than Latinos who only use English-language news. Content analysis of Spanish and English-language television news segments reveals variations in the tone and substance of these news outlets. Analysis of Latino survey respondents indicates that immigration attitudes vary by news source. Generational status also influences Latinos’ immigration attitudes, though its impact is not as great as one’s news source.

Despite the importance of ethnic television within immigrant communities, its effects on political participation are unclear. On the one hand, ethnic media can mobilize and inform voters. On the other hand, it can serve as a source of diversion and reduce the desire to participate. To evaluate these competing possibilities, we implement a geographic regression discontinuity (GRD) approach involving Federal Communication Commission reception boundaries for Spanish‐language television stations in two states. Additionally, we replicate and unpack our GRD analyses using three nationally representative samples of Latinos. Across multiple studies, we find that access to Spanish‐language television is associated with decreases in turnout, ethnic civic participation, and political knowledge. We conclude by discussing the implications of these findings on the ethnic politics, political communication, and social capital literatures.  相似文献

We use electoral participation data coded from signature lists to show that patterns of voter turnout, be they related to average participation, versatility or precise moments of voting, are strongly related to what we call “electorate households”, i.e. groups of voters registered in the same polling station and living together. Each household tends to be homogeneous, at levels much higher than chance would explain, so that modelling individual participation without taking this household effect into account ignores much of what actually happens. The status in the household also plays an important role among individual factors of voter participation. Not only do people who live together often participate together, but the precise shape of their relationships influences their behaviour.  相似文献

Many scholars have investigated the relationship between ideological orientations and mass participation, and there is also a growing number of studies comparing political attitudes and behaviour between electoral winners and losers. This article seeks to bring together these two strands of literature with respect to political participation, focusing on the interaction between citizens’ winner/loser status and ideological distance from their government. Analysis of data from 34 countries highlights the importance of this interactive effect: while previous works suggest that losers have a greater propensity to take part in political activities, it is shown here that this relationship holds true only when losers occupy a position along the left‐right spectrum distant from the government. Furthermore, while the hypothesised interactive effect is empirically confirmed for turnout, the magnitude of its impact is much greater for more costly modes of participation such as contacting, campaigning and protesting  相似文献

Since the advent of public opinion polling, scholars have extensively documented the relationship between survey response and interviewer characteristics, including race, ethnicity, and gender. This paper extends this literature to the domain of language-of-interview, with a focus on Latino political opinion. We ascertain whether, and to what degree, Latinos’ reported political attitudes vary by the language they interview in. Using several political surveys, including the 1989–1990 Latino National Political Survey and the 2006 Latino National Survey, we unearth two key patterns. First, language-of-interview produces substantively important differences of opinion between English and Spanish interviewees. This pattern is not isolated to attitudes that directly or indirectly involve Latinos (e.g., immigration policy, language policy). Indeed, it emerges even in the reporting of political facts. Second, the association between Latino opinion and language-of-interview persists even after statistically controlling for, among other things, individual differences in education, national origin, citizenship status, and generational status. Together, these results suggest that a fuller understanding of the contours of Latino public opinion can benefit by acknowledging the influence of language-of-interview.  相似文献

Participatory democratic theorists have long claimed that political participation improves citizens and helps to integrate them into the political community. In recent years political participation has been advocated as a way of reducing alienation, particularly among the young. This experimental study assesses the effects of campaign participation on the attitudes and opinions of a group of young people, particularly attitudes of alienation. Employing Q methodology, this study examines the attitudinal impact of campaign participation on 57 subjects through the use of precampaign and postcampaign Q sorts. By comparing the results with a control group it was determined that campaign participation does result in greater attitudinal shift for participants than for nonparticipants; however, the changes that occurred resulted in shifts away from alienation (as democratic theorists predict) and shifts in the direction of greater alienation (contrary to predictions).  相似文献
