Deconstructing invisibility: race and politics of visual culture in Brazil

Abstract

This paper aims to discuss race relations and power-building in Brazil. It is well known that the Iberian colonizers developed special ways of imposing their supremacy, dissimulating the skin color standards to provoke some type of beliefs about shade stratification among African descendents, indigenous and mixed-race people. For the first time in South America there are deconstructive projects of that colonial paradigm still alive and strongly embedded in the media landscape. However, new identity politics and attitudes have been emerging amidst this old social cognition. This paper will discuss some speculative thoughts and power-building scenarios on new representations and struggles derived from these lived forms that are emerging in the new racial formations in Latin America. The question is: what will nation-building in the midst of this changing imagery be like? This paper proposes that a civic pedagogy is the only answer to rendering this phenomenon visible.     

Manhunt Presidency: Obama,race, and the Third World

Abstract

President Obama’s commitment to a creedal narrative of American exceptionalism and his understanding of the Third World as a space of ontological deficit together made for a presidency that could neither mitigate the structural racism of the United States nor deflect a racist foreign policy premised on an unending war against terror. By examining the murders of two American teenagers – Trayvon Martin and Abdulrahman Al-Awlaki – this essay argues that the very self-fashioning narratives that propelled Obama to the presidency of the United States rendered him incapable of effecting any substantive changes in the racism than animates its domestic and foreign policies.     

Presidents and minority set-aside policies: race,gender and small opportunities

This essay analyzes the impact of presidential leadership on minority set-asides policy. It traces the origins of the policy and shows how presidents have both promoted and reacted to changes in public opinion. It also shows how local politicians use set-asides to facilitate exchanges and cooperation with the business elites. The termination of set-aside policies will lead to a negative effect on government efforts to incorporate minorities into the economic mainstream.     

Corruption in social relations: Bribe-taking,corruptibility, and corruption risks

This inquiry aims to investigate how the relational dynamics are imprinted on two critical dimensions of bribe-taking: corruptibility and corruption risks. Two treatments were randomly administered to 1400 subjects: single versus repeated interactions and strangers versus weak ties. The findings suggest that repeated interactions induce bigger bribe sizes, but also increase risks from whistleblowing and internal auditing. Weak ties mitigate bribe-taking willingness. Nevertheless, when coupled with repeated interactions, weak ties suppress the risks from whistleblowing, testifying the bifurcated effects. The tensions between corruptibility and corruption risks suggest that bribe-taking decisions are fraught with internal tensions, with the overall effects likely being a priori determined only in specific contexts. Such tensions are more intensified among true bureaucrats as they tend to claim bigger bribes and report more risks from internal auditing.     

U.S. treasury department studies of federal- state-local fiscal relations: the context,the major themes,and the outcome

This article provides an assessment of the condition of the literature on several major issues of Federal-State-local fiscal relations. The assessment is provided in the context of a three-volume report on Federal-State-local fiscal relations recently published by the U.S. Treasury Department. The author was a major participant in the studies who generally views them favorably, but who also raises his real concerns about a number of matters.

This article summarizes and evaluates certain aspects of the economic theory of federalism, the intellectual underpinnings of the report. This article addresses the institutional context in which the report was written, which helped shape its approach, content, and conclusions. The report itself generally lacks detailed recom-mendations.

Three main themes of the report are addressed in detail in this article. These are: (a) issues relevant to programs of general-purpose fiscal assistance, which include the adequacy of any potential improvements that might be made in measures of the fiscal capacity of State and local governments; (b) the role, if any, for tax subsidies to State and local governments through the deductibility of State and local taxes in the computation of individual Federal income taxes, and the exemption from Federal income taxes of interest paid on bonds and notes issued by State and local governments; and (c) the projection of the long-term outlook for the fiscal condition of the State-local sector on a current services basis, compared with projections of the long term outlook for the Federal government.
