A hand up,not a hand out: Lessons for public policy

For many in our society owning a home is not possible without the help of grass-roots organizations such as Habitat for Humanity. The study of the response of public institutions to personal problems can provide policy makers with valuable information about changing or creating new programs and policies to assist those having difficulty finding decent, affordable housing to own. This paper presents the findings of a study of the relationship between those whose dream did become reality and those who helped them. In addition, this paper presents a model of the process that policy students can use to examine the public responses to private troubles.     

Building Ladders out of Chains: China's Hybrid-led Technological Development in Disaggregated Value Chains

In China, entrepreneurs hailing from ethnic Chinese transnational technology networks have linked up with global capital to create hybrid firms that combine relatively efficient foreign financing with a strategic commitment to intensive utilisation of domestic resources to create their core corporate competencies. This article refers to these firms as global hybrid firms and to development driven by these firms as hybrid-led development. Hybrids, given their generally small scale and scope, work best in sectors exhibiting disaggregated value chains, fast clockspeeds and high technology-intensity. Patent data demonstrates that hybrids outperform other firms generally and especially in sectors exhibiting these three characteristics.     

Not throwing the baby out with the bathwater: a Gramscian response to post-hegemony

This article offers a Gramscian response to the theory of post-hegemony, suggesting that its rejection of Gramsci rests on misrepresentations of his work. Through a closer engagement with this work, the article outlines the ways in which Gramscian analysis can in fact complement the insights of post-hegemony in analysing the ways in which the social order is secured and the strategies of resistance to this order. This combination of Gramscian and post-hegemonic insights, the article argues, offers a more nuanced and comprehensive insight into power, radical politics and resistance in the twenty-first century, an insight which risks being lost in post-hegemony's rejection of Gramsci and his work. The utility of this combined approach is illustrated via four short vignettes from contemporary Latin America: the emergence of the student protest movement in Chile since 2011; the Caracazo in Venezuela; the Argentine crisis in 2001; and the Bolivarian Revolution in Venezuela.

Opting out for Getting in: Existential Mobility in European Graduates’ Migration to Asia

Abstract

This article examines young Europeans’ emigration from Europe. Qualitative interviews with mostly white Europeans in Singapore and Tokyo reveal how these young migrants’ motility, or “potential to move”, enables them to migrate through largely overlooked channels. Fear of immobility in Europe triggers these highly-educated Europeans’ existential and physical mobility to Asia where they compete with host-country nationals and non-white migrants for jobs. Categorization into three types of access to employment unpacks the complexity behind graduates’ mobility trajectories out of the European labor market and demonstrates their rising precariousness in post-Lehman shock Europe and their changing bargaining power in the world.
