今年2月21日,意大利参议院就扩大意大利北部维琴察的美军基地和维持意大利在阿富汗的驻军问题进行对政府的信任投票,执政的中左联盟获得318票中的158票,差两票而未能达到法定通过票数,总理普罗迪被迫宣布辞职.由此爆发了中左联盟上台9个月以来的首次政府危机.

For many in our society owning a home is not possible without the help of grass-roots organizations such as Habitat for Humanity. The study of the response of public institutions to personal problems can provide policy makers with valuable information about changing or creating new programs and policies to assist those having difficulty finding decent, affordable housing to own. This paper presents the findings of a study of the relationship between those whose dream did become reality and those who helped them. In addition, this paper presents a model of the process that policy students can use to examine the public responses to private troubles.
