This study examines the notion of citizenship as a form of political identity in a multi-national and multi-ethnic state such as Israel. In an effort to understand the strategies by which citizenship of Palestinians and Jews in Israel is defined, this research analyses civic studies textbooks currently used in Israeli public schools. The study asks whether the notion of citizenship is drawn from universal or particularistic- ethnic principles; what the boundaries of the demos are, and how citizens' economic, social, political and civil rights are defined. It focuses on the analysis of the ethos of citizenship and the internal Logos that sustain it as a coherent discourse in civic studies textbooks. Theoretically, the study examines basic concepts of citizenship and nationhood in a multi-ethnic society such as Israel. It re-examines ethnic groups' right to self-determination against individual and collective minority rights based on universal principles. This case adds to the understanding of the complex relationship between the particularistic and the universal forms of political identity, nationalism and citizenship.  相似文献

This article begins with a re-evaluation of political communication research based on Habermas' original theory of the public sphere. It presents Habermas' alternative framework for assessing communication in contemporary 'actually existing democracies'. The model is then tested with a case study of the UK parliamentary public sphere based on 95 semi-structured interviews with political actors (politicians, journalists and officials). It concludes that parliament today operates rather better, according to public sphere norms, than the public sphere described in Habermas' accounts of 18th and 19th-century England. Such a finding, on its own, is clearly at odds with public perception. The research accordingly offers two explanations for this disparity and the (perceived) crisis of political legitimacy in UK politics.  相似文献

The government of Bolivia led by President Evo Morales and the Movement Toward Socialism (MAS) party claims to be constructing a new postliberal or plurinational state. However, this alleged experiment in plurinationalism conflicts with two central elements of government and MAS party strategy: the expansion of the economic development model based on the extraction of non‐renewable natural resources, and the MAS's efforts to control political space, including indigenous territories. This article analyzes these contradictions by examining how Bolivia's constitution and legal framework appear to support indigenous autonomy while simultaneously constraining it. Specifically, it explores how political and bureaucratic processes have seriously limited opportunities to exercise indigenous rights to autonomy. The article makes a comparative analysis of the implications of Bolivia's experience for indigenous autonomy and plurinationalism for other resource extraction–dependent states.  相似文献

This article discusses the relationship between certain institutional regulations of voting rights and elections, different levels of electoral participation, and the degree of political instability in several Latin American political experiences. A formal model specifies the hypotheses that sudden enlargements of the electorate may provoke high levels of political instability, especially under plurality and other restrictive electoral rules, while gradual enlargements of the electorate may prevent much electoral and political innovation and help stability. Empirical data illustrate these hypotheses. A historical survey identifies different patterns of political instability and stability in different countries and periods, which can be compared with the adoption of different voting rights regulations and electoral rules either encouraging or depressing turnout.  相似文献

The article explains the true conflicts behind Sino-Western confrontations in the post-Cold War era. It analyses Sino-Western conflicts from a variety of perspectives. The main argument, as well as conclusion of this article, is that the problems in China-Western relations, especially in Sino-U.S. relations, are not democracy or human rights per se, but China’s emerging power and its challenge to the established rules and structures of the international system. The accommodation of China, trade and weapon technology issues are more important than China’s human rights. Promotion of democracy and human rights is a utility to counter the Chinese challenge and threat.  相似文献

My critical assessment of competing views on the marching controversy at Drumcree is found wanting by Glen Newey for at least three reasons. The Habermasian approach I adopt is alleged to be motivationally deficient, politically ineffectual and blind to its own decisionistic partiality. Here I indicate that the force of Newey's critique is neutralised once one attends to the important differences between Habermas' moral theory and his discourse theory of law and democracy. I argue, furthermore, that Newey's critique is insufficiently attuned to the institutional context of my argument, and that his line of reasoning has troubling political implications.  相似文献

In this article, Georgio Campanini draws attention to the political ideas of the Italian philosopher Antonio Rosmini, who was an active participant in political debate in Italy in the first half of the nineteenth century. The article concentrates on Rosmini's most original idea, his insistence that in a representative system of government it is necessary to separate the securing of the political rights of the citizen from the ordinary processes governing the material interests of the society. Rosmini, who was orthodox in advocating an elected representative system, based on tax and property qualifications, to manage the ordinary business of the state, proposed a special institution, a Political Tribunal elected by universal male suffrage, with an open remit to intervene in government to defend the rights of the citizen. He held that the defence of individual rights could not be left safely in the hands of the state, but must be in the hands of independent representatives of every citizen, regardless of his place in society. Although Rosmini was able to put forward his ideas in the constitutional debates in Italy in 1848, they were not taken up. But his ideas anticipate current interest in Europe into setting up constitutional or supreme Courts to protect individual rights against the state, and Campanini suggests that, in this connection, the idea of their being elected by universal suffrage is worth serious consideration.  相似文献

In this essay we propose an alternative approach to assessing the state of democracy in Indonesia. We focus not on institutional indicators (as is usually the case) but on manifestations of political discourses in the public sphere. In applying post-Marxist political theory through the work of Slavoj ?i?ek and Chantal Mouffe, we argue that democracy’s main defining feature is that it allows antagonistic discourses about alternative policies to coexist, yet still manages to coalesce around a minimal consensus on how these discursive conflicts are to be dealt with in a fair way. Applying this approach to democracy analysis to Indonesia, we suggest that the major obstacles to democratic practice do not emerge from institutional problems, but from an overbearing political discourse that imposes broad consensus and harmony on most political issues. Political discourse in Indonesia is generally structured around “Islam” and “the people.” These themes provide a basis for a political consensus that conceals economic and social contradictions and reveals considerable depoliticization in Indonesian democratic practice.  相似文献

Among many problematic issues surfacing in reformist Myanmar is a citizenship crisis with four main dimensions. First, in a state with fragile civil liberties, skewed political rights and limited social rights, there is a broad curtailment of citizenship. Second, Rohingya Muslims living mainly in Rakhine State are denied citizenship, and other Muslims throughout the country are increasingly affected by this denial. Third, designated ethnic minorities clustered in peripheral areas face targeted restrictions of citizenship. Fourth, the dominant Bamar majority concentrated in the national heartland tends to arrogate or appropriate citizenship. The result is growing social tension that threatens to undermine the wider reform process. To examine this crisis, the article sets Myanmar in a comparative context. In particular, it considers how multicultural states in the developed world have sought to manage a political switch from racial or ethnic hierarchy to democratic citizenship. Drawing on global experience with multiculturalism and enabling civic integration, it advances a series of policy options focused on rights, duties and identity. It argues for domestic political leadership, backed by global political support, to address Myanmar’s citizenship crisis.  相似文献

The often-asserted relation of formal adequacy or elective affinity between capitalism and democracy is historically contingent on both sides of the relation. First, it holds for what Weber called “formally rational capitalism” – which is the form that Marx had previously investigated in Das Kapital – rather than others, such as traditional commercial capitalism or politically oriented capitalism. Second, it holds only to the extent that “the comprehensive contradiction” identified by Marx at the heart of the democratic constitution can be resolved: the contradiction between a universal franchise that potentially gives subaltern classes control over legislative and executive powers and a constitution that protects property rights favourable to capital. Building upon Poulantzas, it is then argued that these conditions are being undermined by the rise of new forms of political capitalism, especially finance-dominated accumulation, that are facilitated in turn by the consolidation of both neoliberalism and “authoritarian statism”. This involves the intensification of “exceptional” elements in a formally democratic shell, and the emergence of a permanent state of austerity. The article concludes with comments on the limits of finance-dominated accumulation and the austerity state.  相似文献

In the face of the hard‐line approach to asylum‐seekers currently being taken by both the major political parties in Australia, alienated cosmopolitans have been increasingly inclined to disidentify with the Australian nation and declare “not in my name”. Although sympathetic both to the cosmopolitan position and to these acts of principled dissent, I express reservations about such an approach on the grounds that it distances the cosmopolitan elite from the democratic mass and inclines towards irresponsibility. Drawing on Socrates as an exemplar, I investigate how citizens with cosmopolitan sensibilities might resist injustice on universal moral grounds without being either condemned by or exiled from their local political community. Ultimately, I argue in favour of an embedded cosmopolitanism that engages critically with the political ethos and calls on citizens to take responsibility for protecting the state in its ideal image.  相似文献

Beginning with an overview of the origin and core elements of ubuntu, this article focuses on the idea that the analytic process required to illustrate how a social theory and a political ideal can be extracted and developed out of their constitutive elements has not been given the rigorous attention it deserves. Without such rigour it is extremely difficult to recommend a coherent conceptual framework for political action. It then suggests guidelines for policy development and implementation, confident that nuanced variations in the various understandings of ubuntu are not so fundamental as to prevent trend-data analysis and generalisation.  相似文献

Abstract— This paper examines conflicts over land and resources in Nicaragua's Bosawás rainforest reserve between Mestizos and Mayangna Indian people. Mestizos are people of mixed Indian and European descent who speak Spanish and do not consider themselves to be Indians. Bosawás is one of the last refuges of the Mayangna indigenous group and is also the largest area of protected tropical rainforest in Central America. The Mayangna village of Sikilta, in the North Atlantic Autonomous Region, is used to illustrate the nature of land conflicts in the region. Such conflicts–between economic development and conservation, between livelihoods and conservation, and between peasant livelihoods and indigenous territorial rights–are symptomatic of rainforest areas in other parts of the world. Land conflicts in Bosawás are examined within the broader economic, political and institutional context. Potential solutions to land conflict in Sikilta are explored. The paper illustrates the complexities surrounding the demarcation and upholding of indigenous land rights. It highlights the institutional complexities and weaknesses which have allowed Sikilta's land problem to go unresolved. It is argued that until national problems of unequal access to land and unsustainable forms of forest use are addressed, communities like Sikilta will continue to suffer invasion of their land.  相似文献

This article uses two case studies to illustrate how Andean irrigation development and management emerges from a hybrid mix of local community rules and the changing political forms and ideological forces of hegemonic states. Some indigenous water-control institutions are with us today because they were consonant with the extractive purposes of local elites and Inca, Spanish and post‐independence Republican states. These states often appropriated and standardised local water-management rules, rights and rituals in order to gain control over the surplus produced by these irrigation systems. However, as we show in the case of two communities in Ecuador and Peru, many of these same institutions are reappropriated and redirected by local communities to counteract both classic 'exclusion-oriented' and modern 'inclusion-oriented' water and identity politics. In this way, they resist subordination, discrimination and the control of local water management by rural elites or state actors.  相似文献

The last four decades have seen considerable economic, political and cultural changes in Sri Lanka. Among the dominant themes and discourses of the period are economic liberalisation, changes in governance and the conflict between the government and Liberation Tigers of Tamil Eelam (portrayed as an ethnic conflict). The economic liberalisation policies of the centre-right government that came to power in 1977 opened up the country to foreign capital and relaxed emigration rules and import restrictions. This government also introduced changes to the Westminster-style democratic system by instituting a centralised governance structure headed by a directly elected executive president. These changes and their implementation imposed significant restrictions on human liberties and rights. These changes are considered as a context for the emergence of conflicts between various central governments and Tamil militants in the early 1980s. This topic has been relatively under-researched. The article attempts to grasp the complexities surrounding this topic on the basis of a review of relevant literature and the underlying meanings of the war, particularly in relation to the maintenance of patron-client relations and a globalising economy. In concluding, the article reiterates the importance of a peace process and political reforms related to national identity and allegiance to an inclusive nation.  相似文献

The concept of accountability enjoys wide and growing appeal, its advocates submitting both normative and functional arguments for institutions limiting discretionary powers of political and economic elites. This development is seen as facilitative of democratisation, especially in post-authoritarian societies. Yet it has gone almost unnoticed that not all authoritarian regimes have dismissed accountability reform and some are adopting reforms in its name. This article contrasts the patterns in Malaysia and Singapore on a specific accountability institution – human rights commissions – offering explanations for why the former has established one and the latter not. It is argued that intra-state conflicts associated with Malaysian capitalism have created pressures and opportunities for accountability reform not matched in Singapore where there is a more cohesive ruling elite. Moreover, the PAP's acute ideological emphasis on meritocracy concedes no space for horizontal political accountability.  相似文献

Techniques of governance in the Hashemite Kingdom of Jordan do not follow a single or unifying logic. Despite a more than decade-long shift towards a neoliberal orientation, market-disciplinary policies coincide with important exceptions. This article employs a modified variegated neoliberalization approach to explore one such exception. Specifically, it analyses the recent debate over the country’s bread subsidy to elucidate key elements of Jordan’s socio-economic transformation. The persistence of this long-standing welfare programme is linked to the uneven pathways of Jordanian neoliberalization and two potent political rationalities imbricated in this process.  相似文献

This article aims to assess how democracy affects social welfare by analyzing Uruguay and Paraguay, one country with a vibrant democratic history and a progressive political landscape, the other with a generally authoritarian past and a conservative dominant party. The article maintains that welfare systems in these countries have been critically shaped by the impact of democracy, or by its absence, and by the strategies adopted by major social and political actors, especially parties; these strategies have been determined, in turn, by parties' ideologies and by the workings of electoral competition. The article also emphasizes that the impact of democracy on social welfare is critically mediated by the role of previous welfare legacies, the presence of welfare constituencies defending acquired rights and privileges, and social and economic variables, such as overall wealth levels, the formal or informal nature of labor markets, and the political organization of domestic economies.  相似文献

Contrary to the predictions of “power sharing” to mitigate ethnic conflicts, multicultural rights recognition can actually increase the frequency of local postelectoral mobilizations. This article demonstrates that the adoption of an ethnic rights regime for electing local government representatives may actually increase conflict if these multicultural laws are not carefully circumscribed to avoid violating human rights. Focusing on the 1995 multicultural rights reforms in Oaxaca, it presents evidence that legal changes purportedly implemented to recognize indigenous rights actually increased postelectoral disputes due to conflicts between county seat communities and peripheral population hamlets over access to funding by the central government. Based on this finding, the article addresses normative implications of “power‐sharing” multiculturalism, recommending that multicultural laws be implemented only together with legal mechanisms to solve postelectoral disputes.  相似文献
