A substantive portion of the electorate declares in pre-electoral surveys that they are undecided. However, little has been done in trying to understand who these voters are and how they finally decide their vote. In this article, we try to advance the literature by disentangling the circumstances under which voters are more likely to be undecided. While the traditional approach to the study of electoral indecision has been to characterize which individual traits make voters more likely to be undecided, this article provides consistent evidence showing that key elements of the political context may also affect electoral indecision. Using long-term harmonized data from Spanish pre-electoral surveys over 30 years, we find that voting indecision is influenced by two different types of contextual factors. First, there are some political contexts that reduce voters' cognitive costs when deciding their vote, i.e. the level of electoral competitiveness and the number of parties competing in the elections. Second, there are other political contexts that increase voters' social or expressive costs, i.e. the level of government popularity, since costs of expressing preference for the party in government increases when its public image is undermined.  相似文献

Sustainable budgets are important quality signals for the electorate. Politicians might thus have an incentive to influence tax revenue forecasts, which are widely regarded as a key element of national budget plans. Looking at the time period from 1996 to 2012, we systematically analyze whether national tax revenue forecasts in 18 OECD countries are biased due to political manipulation. Drawing on theories from the field of political economy, we test three hypotheses using panel estimation techniques. We find support for partisan politics. Left-wing governments seem to produce more optimistic, or less pessimistic, tax revenue forecasts than do right-wing ones. Contrary to the theoretical prediction based on the “common pool” problem, we find that more fragmented governments and parliaments tend to produce more pessimistic, or less optimistic, tax revenue forecasts. We find no empirical evidence that political business cycles play a role in tax revenue forecasts.  相似文献

Increasing politicization in EU member states about European issues can be expected to strengthen the impact of attitudes towards Europe on vote choice in European Parliament (EP) elections. At the same time this impact is likely to vary between voters and contexts as a function of political information. This study explores the role of political information in explaining individual and contextual heterogeneity in the degree of EU issue voting. Using a two-step hierarchical estimation procedure to explore both individual and contextual variation, we show that while EU issue voting in the 2009 EP elections is only slightly more pronounced among the politically sophisticated, it is clearly more extensive in contexts that provide higher levels of political information on European matters.  相似文献

To what extent can the decline of class voting in the Netherlands be explained by sociological factors (compositional changes, the evolution of the class structure and economic progressivism) and political factors (a party-merger and changing party positions)? Multinomial logit (MNP) and conditional logit (CL) are employed using the Dutch Parliamentary Election Studies (1971–2006) and data of the Comparative Manifesto Project. We find that the rise of the class of social-cultural specialists is important for understanding changes in the class–vote relationship. Surprisingly, the impact of economic progressivism became more important for left-wing voting. Finally, although there seems to be a clear relation between party positions and the strength of class-based voting, the party positions hardly explain the assumed linear decline in class-based voting.  相似文献

Using panel surveys conducted in Great Britain before and after the 1997 general election, we examine the relationship between voting behavior and post-election economic perceptions. Drawing on psychological theories of attitude formation, we argue that those who voted for Labour and the Liberal Democrats perceived the past state of the British economy under the Tory government more negatively than they had prior to casting their ballot in the 1997 election. Similarly, we posit that Labour supporters would view the future state of the national economy under Labour more positively than they had before the election. This indicates that, contrary to many assumptions in the economic voting literature, voting behavior influences evaluations of the economy as voters seek to reduce inconsistencies between their vote choice and evaluations of the economy by bringing their attitudes in line with the vote they cast in the election. It also means that voters’ post-election economic perceptions are, at least in part, influenced by and thus endogenous to their vote choice. This finding has two major implications: first, cross-sectional models of economic voting are likely to overestimate the effect of economic perceptions on the vote. Second, the endogeneity of economic perceptions may compromise the quality of economic voting as a mechanism for democratic accountability.  相似文献

This study examines the effects of local and national newspapers on local political accountability. Local newspapers are expected to monitor local governments’ behavior. However, national newspapers could also contribute to local governments’ accountability by attracting nationwide attention to a local policy issue. Using the method developed by Snyder and Strömberg (J Polit Econ 118:355–408, 2010), I construct a variable that measures the weighted market share of locally circulated newspapers in an administrative district in Japan. I find that an increase in the market share of local newspapers is associated with a reduction in local public works spending (seen as rents for local interest groups), which indicates an improvement in political accountability. In addition, the accountability effect of local newspapers becomes greater one year after national newspapers focus readers’ attentions on the issue of unnecessary public works. This result suggests that national newspapers serve as an agenda setter and complement local newspapers for strengthening local political accountability.  相似文献

ABSTRACT

What are the conditions that determine the electoral success of parties that champion deprived ethnic groups? What is the impact of within-group inequality on this outcome? Existing arguments focus on the role of institutions or the relationship between ethnicity and other social cleavages. This paper contributes to the second approach by studying the impact of within-group as well as between-group inequality on ethnic voting. We use elections to state legislatures within India to control for institutional and historical factors that may influence ethnic voting. Using data from the National Sample Survey, we calculate inequality in consumption expenditure. We show that high within-group economic inequality among deprived ethnic groups hinders the electoral success of parties that champion these groups, whereas high between-group economic inequality has the opposite effect. Our findings also identify a potential causal mechanism (preference heterogeneity) that might link within-group inequality to ethnic voting.  相似文献

One must take country-specific institutional features into account when analyzing former communist countries’ transformation process to new political institutions. We do so for post-communist Albania, where the regional and cultural polarization that has existed for centuries has evolved to clientelism in the new democracy. We show how clientelistic parties give rise to very particular voting patterns. These reveal major differences across regions not only in party choice but also in voters’ responses to government policies. These responses depend on the party in government and on the region concerned. This is in sharp contrast with results obtained when applying the same model to a large number of more advanced democracies with similar electoral institutions. A proper evaluation of democratization in Albania thus requires looking beyond the formal institutions governing elections and taking clientelism and its effect on voter behavior into account.  相似文献

What explains widespread coethnic voting in the Middle East? The prevailing understanding revolves around clientelism: the view that MENA citizens support coethnic parties and candidates in order to most easily or effectively extract resources from the patrimonial state. Previous research has thus neglected non-economic explanations of ethnic-based preferences and outcomes in MENA elections, including social biases long identified in other settings. This study presents findings from a conjoint survey experiment in Qatar, where symbolic elections lack distributional implications. Consistent with expectations derived from social identity theory, results reveal strong favoritism of cosectarian candidates, whereas objective candidate qualifications do not affect voter preferences. Bias is especially strong in a policy domain – promoting religious values – that prompts respondents to consider the candidate’s ethnic identity. Findings offer clear evidence that ethnic-based voting in Qatar and likely elsewhere is not merely epiphenomenal but can reflect actual preferences for members of social in-groups.  相似文献

The rise of the radical right fundamentally changes the face of electoral competition in Western Europe. Bipolar competition is becoming tripolar, as the two dominant party poles of the twentieth century – the left and the centre‐right – are challenged by a third pole of the radical right. Between 2000 and 2015, the radical right has secured more than 12 per cent of the vote in over ten Western European countries. This article shows how electoral competition between the three party poles plays out at the micro level of social classes. It presents a model of class voting that distinguishes between classes that are a party's preserve, classes that are contested strongholds of two parties and classes over which there is an open competition. Using seven rounds of the European Social Survey, it shows that sociocultural professionals form the party preserve of the left, and large employers and managers the preserve of the centre‐right. However, the radical right competes with the centre‐right for the votes of small business owners, and it challenges the left over its working‐class stronghold. These two contested strongholds attest to the co‐existence of old and new patterns of class voting. Old patterns are structured by an economic conflict: Production workers vote for the left and small business owners for the centre‐right based on their economic attitudes. In contrast, new patterns are linked to the rise of the radical right and structured by a cultural conflict.  相似文献

This paper attempted to demonstrate that a rational voter model as derived by Barzel and Silberberg (1973) can be used (with modifications) to explain third party voting in presidential elections. The empirical findings strongly suggest that the rational voter model is applicable in explaining third party voting. This conclusion likewise suggests that people who vote for third parties do so under similar motivations as people who vote for the major parties. Thus, people do not appear to regard votes for third parties as wasted votes or engage in the voting process in an irrational fashion. Lastly, votes for third parties represent the transmission of individual preferences by people who believe that their vote is important and that in the aggregate their signal may be interpreted as a signal to alter the direction of current policies as run by the major parties. Therefore, it does not appear from the evidence presented here that we should distinguish between or treat differently voting participation for the major parties versus the minor or third parties in presidential elections.The author expresses appreciation to Charles Campbell, Gary Pecquet, Paul W. Abstract. Post–materialist values (PMVs) in Northern Ireland are less widespread than in most European countries. This is in accordance with Inglehart's argument that PMVs are less likely to arise among groups that have spent their formative years in physical and economic insecurity. However there has also been an increase in PMVs since the early 1970s which has continued steadily into the 1980s when the cohort which spent its formative years in the 'Troubles' entered the voting population. To explore this phenomenon, this article examines the Eurobarometer data from 1982 to 1991. Voters for four political parties (two Nationalist and two Unionist) are compared. It was found that voters for the Nationalist parties were significantly more likely to be post materialists. It was also found that Sinn Féin, a militant Nationalist party, attracted the highest percentage of post–materialists. Two explanations are offered: (1) the post–materialist index is unsuitable for use in Northern Ireland, and (2) the value change was driven by forces other than the experience of physical and economic security.  相似文献

Abstract

Research on voting behaviour stresses that whether citizens become habitual voters depends on the very first elections in their adult life. This article focuses on the increasing participation gap of first-time voters with low and high levels of resources. Looking first at 14 European countries and second at long-term dynamics in Germany, the turnout rate of first-time and older voters over time is compared. It is shown that the turnout gap has increased substantially since the 1980s. In contrast, educational differences in electoral turnout among older citizens are still comparatively small. It is argued and shown that the turnout gap among the young is due to rising ‘start-up’ costs of voting, which affect mainly those who are resource poor.  相似文献

Compulsory voting laws introduce a legal requirement to vote that substantially increases in voter turnout. Additionally, this study provides evidence that a legal requirement to vote also generates a more politically informed population. A comparative case study leverages intra-national variation in mandatory voting regulations across the Austrian Provinces over time. The analysis constructs novel measures intended to quantify recent and accumulated exposure to compulsory voting laws. The results suggest that exposure to mandatory voting laws caused Austrian citizens to increase their political interest and attention to political news, as well as their level of information about party platforms on whether or not to expand EU integration. As a whole, the study suggests that compulsory voting not only increases voter turnout; it also leads to an increase in political information.  相似文献

Proponents of compulsory voting argue that this institution leads to higher levels of political engagement. Opponents of mandatory voting instead argue that forcing people to vote can increase feelings of political alienation and generate lower levels of political engagement. The empirical record on this issue is scarce and inconclusive. This paper revisits this question with a series of multilevel models that evaluate the impact of compulsory voting on different forms of political engagement, using data from all the waves of the Americas Barometer Survey (2004–2014). The results suggest that compulsory voting has a negligible effect on political engagement. However, the results also reveal an interesting interaction. Citizens with low levels of education are more likely to be cognitively engaged with the political process when voting is mandatory.  相似文献
