The number of older adults involved in the criminal justice system is rising. Little is known about the state of health in older people who are arrested. This study compared characteristics and health care needs of older police custody detainees with their younger counterparts. The health characteristics of 57 police detainees aged over 50 were compared with 543 younger detainees. Older detainees had significantly higher rates of physical illness and risk of alcohol withdrawal. Although there were equivalent rates of mental disorder and drug taking compared with younger detainees, a higher proportion had presentations consistent with cognitive impairment due to possible dementing processes. Over 80% of older detainees were recommended to have a health assessment in police stations based on their presentation. Police detainees over 50 should be considered to have a health assessment as routine procedure. Further investigation should also be conducted into cognitive impairment in this group.  相似文献

The 43 police forces in England and Wales have made over 13 million arrests in the last decade. Yet, despite this high volume criminal justice system activity, and evidence of substantial health morbidity across the criminal justice pathway, mental health services in police custody have only been patchily developed, and the literature in this area is limited. Referrals (n = 1092) to a pilot mental health service operating across two police stations in a London borough were examined over an 18-month period in 2012/2013. The referred group had high levels of mental health and substance misuse problems (including acute mental illness, intoxication and withdrawal), self-harm, suicide risk and vulnerability (including intellectual disability), with some important gender differences. Although this work has limitations, the findings are broadly consistent with the small existing literature and they confirm the need for services that are sufficiently resourced to meet the presenting needs.  相似文献

Introduction: Liaison and Diversion (L&D) currently serves 50% of the population of England. L&D relies on modified working practices with key delivery partners, especially the police. Service evaluation data is thus presented from both police and health services. Method: A before and after intervention review of 3 months of operational data of L&D in Cornwall focusing on health, criminal and economic outcomes. Results: After L&D intervention individuals’ contact with the police as either victim or perpetrator reduced significantly. Implications: Preliminary findings suggest that L&D enabled reduced use of police and criminal justice resources. National reporting procedures may be unable to demonstrate the multi-agency impact if criminal justice data are not considered within the outcome data-set. Recommendations echo international observations that specifying outcome measures and the consistent definition of L&D services would enable generalisation of findings.  相似文献

Access to health care is a complex issue with multiple supply and demand side facets. Here just two issues are explored; the potential for access through availability and the actual access made as indicated by utilisation rates. These perspectives are explored for two mental health services, crisis resolution teams and day hospitals, both of which are recommended components for a comprehensive local mental health care service in England. The geographical spread of these services is considered alongside the level of provision and the extent of their use. Associations between availability and needs, and between use and needs are tested. Tracking resources from funding allocations to provision is also complex and issues around resource allocation are discussed.  相似文献

There is continued interest in the planning, development and implementation of services designed to identify detainees with mental illness and connect them to health and social services. However, currently, little is known about how best to configure, organise and deliver these services. The study employed a prospective follow-up design with a comparator group to describe and evaluate a police mental health liaison service based in Belfast. Participants were recruited from two neighbouring police stations, only one of which provided a mental health liaison service. Outcomes including mental health status, drug and alcohol misuse, risk-related behaviour and ‘administrative’ outcomes were assessed at the time of arrest and six months later. The service was successful in identifying and assessing detainees, though there appeared to be similar between-group levels of mental health problems over time. Results highlight a need to develop firmer linkages and pathways between criminal justice liaison/diversion services and routine health and social services.  相似文献

Policing does not exist in a social, political or economic vacuum. As the task of policing becomes ever more complex, policing in the UK should explore innovative ways to remain effective. The notion that the public are the ‘customer’ is relatively new within the policing world and there is an increasing emphasis to ensure that the police maintain and preferably increase the public’s perception of the organisation. In the main, the public contact the police for some form of service and in times of austerity; police services across the country are attempting to align their service and organisational structures to customers’ needs in order to provide an economic and efficient service. In order to do this, the needs of those who receive the service need to be considered as the first step in this process. This article, based on recent research explores how customers engage with and contact the police and by better understanding the dynamics and intricacies of such contacts, may allow the police service in England and Wales to better understand customer preferences.  相似文献

Despite extensive analysis of police militarization in the United States (US), the case in Canada has been overlooked. Building on Kraska’s (in Policing 1(4):501–513, 2007) framework of police militarization indicators, this paper examines militarization within Canadian police forces between 2007 and 2016. Drawing from data on deployments disclosed under freedom of information law, our research shows deployment of special weapons and tactics (SWAT) teams have escalated in many major Canadian cities and are even higher in some cases than those reported by Kraska on militarization of US public police. We show how SWAT teams are increasingly used by public police for routine police activities such as warrant work, traffic enforcement, community policing, and even responding to mental health crises and domestic disturbances. We also analyze data on SWAT team growth, and benchmarking between police service SWAT units. We conclude by reflecting on the implications for public policing in Canada and avenues for future research on police militarization and police violence in Canada and other countries.  相似文献

Indigenous Australians experience significant social risk, vulnerability and disadvantage. Nowhere is this more starkly demonstrated than in the levels of contact that Indigenous Australians have with the criminal justice system, particularly the police. Utilizing a linked dataset of extant criminal justice, human and health service administrative data in New South Wales (NSW) Australia, this paper explores patterns of police contact and custody for a cohort of Indigenous males with complex needs. Four significant factors are identified that alone or in combination appear to impact on the frequency with which these men experience police contact and custody, including young age at first police contact, experiencing out of home care as a child, alcohol misuse, and limited locational mobility. Whilst it might be expected that the presence of mental ill-health and/or cognitive disability would be a key predictor of the frequency and intensity of police contact and custody, the findings suggest rather that the presence of multiple disadvantages beginning in the early years and compounding throughout individuals' lives, in which mental illness may or may not be a factor, is more significant than the presence of any one diagnosis in precipitating police contact and custody for this group.  相似文献

ContextMarseille, the second largest city in France, has a large population of homeless persons. A mental health outreach team was created in 2005 as a response to high rates of mental illness among this group. In a national political context where security is a government priority, a new central police station was created in Marseille in 2006 to address robberies, violence and illegal traffic in the downtown area of the city. While not directly related to such crimes, police also are responsible for public safety or behavioral issues related to the presence of individuals who are homeless in this area.ObjectiveThis report on a two-year pilot study (2009–2011) addresses collaborative work between a mental health outreach team and the police department responding to the clinical needs of persons who are homeless with serious psychiatric disorders. It also describes the homeless persons' interactions with, and perceptions of the presence of, police and mental health professionals on the streets.MethodsInvestigators adopted a mixed-methods approach. Data were collected on 40 interactions using brief standardized report for each interaction. Focus groups were conducted with police officers, outreach team members, peer workers, and service users. Minutes of partnership meetings between police officers and outreach workers also served as a source of qualitative data.ResultsOutreach workers initiated just over half (n = 21) of the encounters (n = 40) between police and outreach workers. Interactions mainly involved persons with psychosis (77%), the vast majority (80%) of which involved persons in an acute phase of psychosis. Two key themes that emerged from data analysis included the violent nature of life on the streets and the high percentage of ethnic minorities among subjects of the interactions. In addition, it was found that the practices of the outreach workers are sometimes similar to those of the police, especially when outreach workers use coercive methods. “Users” (homeless persons) described police as sometimes using less coercion than the outreach team, and noted that they were more fearful of psychiatrists than police.ConclusionFormal initiatives between mental health outreach teams and police departments involve some common street practices. This study demonstrates the potential for closer working relationships between the two parties to help persons who are homeless with mental illnesses receive needed care, and to reduce inappropriate coercion including involuntary hospitalization and arrests.  相似文献

The average rate of pretrial detention in India is 20 per 100,000 of the general population, which is less than half the global average. However, as of 2013, the number of pretrial detainees as a proportion of all prisoners is 67.6 %—over twice the global average. This article seeks to understand the causes of such a high proportion of pretrial detention. Answering this question will help evaluate the present governmental response to the problem of pretrial detention. The article begins by examining the laws and practice of pretrial detention in India and then tries to explain the disjuncture between the two by analysing, first, the role of various functionaries, namely the police, prosecutors, judiciary and prison officials; second, the profile of the pretrial detainees and their (in)ability to post bail and, finally, the (in)effectiveness of the existing legal aid system. It posits that while partly a result of relatively low overall convict populations, the high incidence of corruption; shortage of human, physical and monetary resources and governance and lack of coordination contribute to the high number of pretrial detainees in the prison population in India. It then concludes by describing existing solutions and referencing the practice in Pakistan and Bangladesh, which face similar problems and have similar laws and institutional structures.  相似文献

This article presents findings from a new qualitative study of female offenders’ interactions with Nigerian policewomen. Against the position of policing literature and feminists and gender advocates that abusive treatment of female arrestees is a function of policemen’s misconduct, this study exposes the active roles played by policewomen in inflicting violence on female detainees. We argue therefore that the mere increase in number and participation of policewomen in the criminal justice system will not address the violent treatment of female suspects; rather, the restructuring of the power dynamics in the police that currently subjects policewomen to the definitions, acceptance, and approval of male-dominant superiors is required.  相似文献

The past two decades have seen major transformations in the way police departments conduct business. These transformations have impacted all aspects of policing from evidence collection to how officers perform their duties while on patrol. One aspect of policing that is still in the throes of transformation is the role of the police psychologist. Picice psychologists have moved from a beginning of counseling police officers involved in critical incidents (see Kurke & Scrivner, 1995) to a broad range of law enforcement related activities. The traditional aspects of their jobs such as providing assistance to crisis negotiation teams, conducting counseling sessions for officers, and developing and presenting in-service and cadet training are part of an ever-changing picture of the police psychologist. Today's police psychologists operate at all levels of police department. Some of the newer roles to emerge in recent years are organizational and management consulting, counseling crime victims, and coordinating community involvement. This paper provides a framework for looking at both new and old roles of police psychologist and to argue for an expanded and better defined role within the policing profession.  相似文献

As part of a larger study to evaluate the effects of a Liaison and Diversion scheme in community youth justice services, staff of newly established Youth Justice Liaison and Diversion (YJLD) teams undertook observational ratings and administered self-report mental health and risk measures to young people referred to this pathway. The overall objectives of the YJLD project were to divert young people from the criminal justice system and to coordinate other services in order to reduce their likelihood of reoffending and the extent of their mental health problems. Data were collected from five local authority areas in different parts of England. Young people thereby referred had an average of 5.4 h of contact with youth justice staff. For a sample of young people on whom data were available at the beginning and end of that process, there was evidence of a significant reduction in problems and a small but significant correlation between the amount of individual contact time with YJLD staff and the extent of change observed. Absence of a comparison sample limits the drawing of firm conclusions; however, recommendations are made for future controlled experimental studies.  相似文献

This paper will focus on the rights attributed to detainees who are facing charges before international and internationalized criminal courts. The question is whether their position merits a different approach compared to the position of detainees who are confronted with domestic criminal trials. In particular, this paper will address the question whether, and to what extent, international human rights have a direct effect on the position of the former detainees. Attention will focus on case law of the European Court of Human Rights vis-a-vis the rights of detainees and the impact thereof on the position of detainees who are held in custody on behalf of international and internationalized criminal courts. Appropriate adults are supposedly a safeguard for vulnerable detainees, whether they are children or adults. Their role is unclear. Custody officers are responsible for calling appropriate adults, but often fail to do so. They mistakenly pass responsibility to police surgeons, who confuse fitness to plead with the need for an appropriate adult. Better guidance to assist custody officers in identifying mental disorder is required. Lay and professional people undertake the role of appropriate adult, but are inadequately trained. Social workers do not necessarily understand the role and family members sometimes act contrary to the detainee's best interest. A more 'professionalized' and inter-agency approach is required, as in Scotland. The voluntary sector has an important role to perform. There is also scope for extending the use of appropriate adults beyond detainees in police stations to cover all vulnerable witnesses at all stages of the criminal process.  相似文献

This paper examines the impact of a problem-oriented policing project on serious crime problems in six public housing sites in Jersey City, New Jersey. Representatives from the police department and the local housing authority, social service providers, and public housing tenants formed six problem-solving teams. Using systematic documentation of the teams' activities and calls for police service, we examine changes in serious crime both across and within the six sites over a 2 1/2-year period. We find that problem-oriented policing, as compared with traditional policing strategies used before the problem-oriented policing project, led to fewer serious crime calls for service over time and that two public housing sites in particular succeeded in reducing violent, property, and vehicle-related crimes.  相似文献

Twenty years ago England had a prosecutorial system founded upon traditional values. In 1986, a Crown Prosecution Service founded upon the values of modern rationalized bureaucracy will be introduced. In 1966, English prosecutions were overwhelmingly police conducted, often without legal assistance. By the mid-seventies, a majority of police forces had created ad hoc, non-statutory prosecuting solicitors departments. In 1986, a statutory professional prosecuting national bureaucratic service independent of the police will replace the traditional prosecutorial structures. This twenty-year change provides an excellent example of a Weberian movement from traditional to bureaucratic institutions and has enormous implications for further change in remaining traditionally based English criminal justice institutions.  相似文献

During the course of their duties, police regularly have contact with mentally ill persons who are experiencing psychiatric crisis and require some form of mental health transfer. This study examined 2611 unique mental health transfers completed by police in the Australian state of Victoria over an eight-month period in 2009–2010. The overwhelming majority of mental health transfers performed by police during this period were the result of unplanned calls for assistance. Although police frequently requested assistance from other services, these were often not available. The study findings support a substantial body of anecdotal evidence from police citing lengthy involvement with people experiencing mentally illness, with the average mental health transfer consuming 2.5?h of police time. The frontline responses of police to people in psychiatric crisis need to be more formally acknowledged and creative solutions need to be sought with health and welfare services to better meet the needs of those who are falling between the cracks of community mental health care services.  相似文献
